The Dark Side of Cuba’s Ebola Economy

The communist government’s medical missionaries win praise for the regime, but they are victims, too.
If you ask most people what Cuba is famous for they probably will name two things: rum and cigars. But if you ask leftists what Cuba is famous for they will usually say something altogether different: healthcare and education.

Despite all the government oppression and poverty and the endless speeches by el líder maximo and his sibling, the Cuban healthcare and education systems are still held up as justification for the 1959 Cuban revolution in and of themselves.

So good is the healthcare system on the island supposed to be, and such is the abundance of skilled doctors, that Cuba can even afford to export medical personnel to disease- and crisis-stricken parts of the world in a gesture of international solidarity that the capitalist West does not begin to rival.

Estimates suggest that around 50,000 Cuban-trained health workers are spread across 66 countries, with many stationed in some of the poorest corners of the globe. In 2010 Cuba provided the largest contingent of medical staff during the aftermath of the huge earthquake that shook Haiti. Similarly, after an earthquake devastated Pakistan-administered Kashmir in 2005, there were more Cuban doctors on hand to aid the relief effort than there were medics from Pakistan proper. Who said socialist internationalism died in 1989?

And so today, during the current Ebola crisis, while the rich capitalist countries pontificate selfishly about things like anti-Ebola border security, socialist Cuba has again come to the rescue, flying in 461 health workers to stricken West Africa—more than any first-world country.

Even John Kerry, secretary of state in a country that has spent decades trying to oust the Castro clan, described Cuba’s contribution to the fight against the Ebola outbreak as “impressive.”

This penchant for medical internationalism goes back to the greatest icon of the revolution, Ernesto “Che” Guevara. He was a doctor and envisioned a world in which a medic would use “the technical knowledge of his profession in the service of the revolution and the people.”

Yet like Guevara’s socialism, Cuba’s fraternal medical altruism has a dark side. Che may have felt a genuine affinity with the poor, but he was also a fanatic who locked up homosexuals and other “deviants” in labor camps. He wanted to “bring justice to the downtrodden” but he wanted to do it by launching a first nuclear strike on New York or Washington. The Cuban government, still led by some of Che’s former contemporaries, exemplifies a similar contradiction between idealism and brutal coercion.

There is in fact a great deal more to the Castro brothers’ medical diplomacy than the development of Cuba as, in the words of gushing Guardian columnist,  a “beacon of international humanitarianism.” The government in Havana rakes in around $8 billion a year on the backs of its health workers. Most notably it receives cheap oil from the Chavez/Maduro autocracy in Venezuela, but it also gets a hefty sum of much-needed hard currency from the World Health Organisation (WHO) for every doctor it sends to Africa and beyond.

Not that there is any shame in that: socialist economies need hard currency to buy things on the international markets as much as any other country. But if there’s altruism here, it’s on the part of the workers themselves, since they rarely see any of the money they bring in for the dictatorship back home. All the available evidence suggests that they receive a measly stipend from the regime—about $20 extra a month—with the rest pocketed by the government to bolster things like Cuba’s omnipresent security apparatus.

Yet lavish praise is heaped on the supposed generosity of Havana’s elderly rulers—the same ones who for 50 years have stopped most Cubans from travelling abroad.  “Cuba is a special case,” says José Luis Di Fabio, who heads the World Health Organization’s Havana office, told DeutscheWelle. “The country has the ability to react very quickly because of the experience of the physicians and the political will to do so.”

“Political will” in this instance is a euphemism, for there is ample evidence to suggest that Cuba’s medical diplomacy is far from voluntary for those sent abroad on their country’s international missions. Much like those who decline to attend the “voluntary” pro-government rallies which sporadically fill the streets of Havana and give a veneer of democracy to the one-party state, those medics who choose not to play ball with the Leninist Center can pay a severe penalty. As Madrid-based Cuban doctor Antonio Guedes told the same German website, “Whoever does not cooperate may lose his job, or at least his position, or his son will not get a place at university.”

This jibes with something Yanelis Ochoa, a university medical student in Santiago de Cuba, told me when I visited the country in 2011. Talking about the future, Yanelis said that when she eventually graduates she “may have to go to Venezuela or Brazil for a short time to work.” What about your boyfriend? I asked. Are you not getting married soon? “James,” she replied with unusual gravity. “You don’t understand how these things work. If they say I go then I go. It’s that simple.”

Las autoridades cubanas excarcelaron el martes 9 de diciembre a los opositores Sonia Garro, Ramón Alejandro Muñoz y Eugenio Hernández, quienes se encuentran en sus casas para esperar la celebración del juicio.
"Estoy en prisión domiciliaria", dijo Sonia Garro en declaraciones a Radio Martí. "El cambio de medida cautelar fue cambiarme de prisión provisional a prisión domiciliar".
Aunque verbalmente le comunicaron la libertad de movimiento, la Dama de Blanco confirmó que en el documento no consta que sea prisión domiciliaria pues se trata de "una carta de libertad", aseguró.
Los tres opositores estaban presos desde el 18 de marzo de 2012 bajo la acusación de atentado, desorden público y tentativa de asesinato, por lo que la Fiscalía pide para ellos condenas de 10, 14 y 11 años, respectivamente.
La celebración del juicio ha sido suspendida en cuatro ocasiones sin que hasta hoy se haya dado alguna explicación al respecto.

Alex Morales journeyed from Cuba to America… by windsurfer. This is the story of his brave journey across the ocean and to becoming a respected board shaper.

Like many of Miami’s population, Alex Morales’s life started in the Communist dictatorship of Cuba – but his journey since has been unlike any other. Fascinated by his first sight of a windsurfer as an eight year-old boy, he knew he was bitten by the windsurfing bug that was sweeping the world. However, with no windsurfing opportunities for kids, he had to make do with sailing dinghies and begging the local windsurfers for a try on their boards.
This is when young Alex showed the first signs of his improvisational, ‘get-it-done’ attitude when he started to build his own kid’s windsurfer. “I started building Styrofoam boards and bamboo masts and booms. It was jury-rigged gear like a typical third-world kid – but it was the only gear I could get for my size.” Finally, a few years later, he was able graduate to real boards, and his dedication and persistence paid off when he won the 1987 Youth Event and was selected to be in the Cuban Olympic windsurfing team in 1989.
For many windsurfers and Cubans alike, this might have been a dream come true – being paid (albeit a modest stipend) to windsurf. However, the life of a state sponsored windsurfer had limited appeal to Alex, who was acutely aware of the artificial bubble he was living in – limited to state events with other communist countries. “You might be in the best shape – but if you don’t compete internationally, you can never be your best technically.” Word was flooding in from the US and Europe through windsurfing magazines, TV and radio of the exciting developments in equipment and competitions. “My biggest influence back then was the windsurfing magazines that made windsurfing look so colorful and hardcore.”

Alex knew what he had to do – but leaving Cuba freely was not an option, so he plotted his departure with the only option left – as a ‘Balsero’, making the 90 mile journey to Florida and freedom by raft. Even as an expert windsurfer, he realized that windsurfing to Florida would be physically exhausting and dangerous, so he tried leaving twice with home-made rafts powered by outboard engines. After both attempts failed, he finally turned to his last and least favored option – by windsurfer. “The windsurfing option was always in the back of my mind, but I knew that it would be exhausting – perhaps beyond my limits.”
In order for this highly risky enterprise to succeed he knew it would take some luck and careful planning, so over the next 18 months he studied the weather, the ocean conditions and currents to figure out the optimal time of year to make his attempt. April 25th 1994 was picked for the consistent east winds, ocean current and moderate weather. Making precise calculations of the wind speed and currents, they set their heading to hit the Florida peninsula precisely in the center of the Florida Keys – avoiding the potentially fatal mistake of going out too far east out into the Atlantic Ocean or west into the Gulf of Mexico. Failing to make landfall in South Florida would have meant that there would have been little chance of completing the journey before exhaustion and dehydration would have taken its toll. He also carefully selected his board – the relatively wide and floaty Bic Reggae with a retractable dagger-board that allowed him to also easily sail upwind in light winds. Added to that, a custom sail that he made out of a 7.0 and smaller wave sail gave him low end power – but would still be manageable in the gusts.
Alex and two fellow windsurfers sailed from Cuba, avoiding the Cuban Coast Guard – taking over eighteen hours to reach US coastal waters where they were picked up by the Governor of Florida’s boat that was coming back from a fishing trip. Exhausted but elated on successfully making the trip, Alex got a call from Eugene (Eugenio Roman, who windsurfed out of Cuba on a last minute whim) to go windsurfing with him in Miami that same day. Alex couldn’t believe it! “I said like “!@#$ you, that’s the last thing I want to do right now! We did actually go windsurfing with him a couple of days later.”
“Windsurfing in Miami was like coming home” says Alex, “Maybe because I had so many friends and family here – I felt like Cuba had become a foreign country and Miami was where I was meant to be all my life.” However, beyond getting to Florida, Alex had no specific plans. Just being free was enough for him for that moment – but that did not mean he stayed idle and he worked hard to assimilate himself into the American culture, as well as becoming a licensed electrical contractor.
Alex’s involvement for the remainder of the 1990’s was minimal. “The US windsurfing media and industry became focused on wave sailing in the late 1990’s – which was something we cannot do here in South Florida, so I was not involved in windsurfing then. It was only when Formula windsurfing became big in the 2003 onwards did I get more involved again. I saw pros like Micah Buzianis and Antoine Albeau on Formula boards – and realized that it allowed windsurfing events to happen in all conditions – giving windsurfing a new life”

Local competitions started up again and Alex got back into competing at event after event. “Everything came back when I realized that the events were not so wind dependent on Formula and I was fired up – this is amazing – this is what I was made to do. Then I thought, let’s make so more events and took the ball and started running with it.” Soon he had some big names like Micah Buzianis and Jimmy Diaz putting Miami on the windsurfing competition map. Getting sponsorship was tough – so Alex was forced to front most of the costs himself in the hope that the event generated enough revenue to cover them. “If I had to put the money out of my pocket and possibly lose or win, I still did it – the most important thing is that windsurfing is still alive and Miami is on the map.”
Alex then branched out into spreading the word by creating websites, Windsurfingtour.com and Miamiwindsurfing.com. “Facebook and social media websites have become the go-to platform now for this, replacing websites. Nowadays you have 15 seconds to catch someone’s attention and social media does that” Undeterred with his inability to get sponsorship for his events, Alex launched into a new venture – becoming a board and fin manufacturer himself. And thus, the Tillo International brand (http://tillo-international.com) was born. Alex has created a line of custom Formula, Slalom and SUP boards – hand shaped in his own workshop. Drawing customers from South Florida windsurfing community and his website, Alex’s brand is working on building a significant fan base.

With many industry players decrying the demise of windsurfing, Alex is not ready to give up the fight. Even when windsurfing as an Olympic event was threatened in favor of kiteboarding, Alex joined a grass-roots effort to have it re-established, resulting in a surprising 180-degree turnaround by the ISAF committee to overturn their original decision. “It’s all about participation, whether it is at the international level or by the local communities. It’s hard at the local level, as amateurs feel insecure about their ability to compete – but keeping these events going keeps the incentive for the amateur windsurfer to get involved and keep windsurfing and buying gear. Windsurfing dies when people don’t put their time and resources into it. The water sports industry’s attention has shifted to kite boarding and SUP – but that will decline in the future too, if the long-term focus is not there.”
“Miami is one of the best cities in the US for these kinds of events right now. Our Slalom event had 53 competitors, including Micah Buzanis which is amazing – considering a PWA event can only have 40+ participants.” Building on this success, Alex has organized his next Slalom Event on November 4th 2014 in Virginia Key in Miami. He is also confident about the future. “Another exciting development is the new generation of kids with the Bic Techno Class having the biggest sailing fleet ever (with more participation than any sailing class) of over 400 kids in the last World Championship. These kids will go onto RSX and Slalom and carry on the flag of windsurfing. Also, new developments with boards and gear have made the sport faster and more exciting, which can now also be captured by low cost technology such as GoPro and drones – so there is no reason why more people cannot be turned on to this incredible sport.”

  • priorizar capitalizacion del sector agricola y la renovacion tecnologica con la importacion de equipos, materias primas, tecnologia y know how, lo cual demanda el otorgamiento de creditos blandos con largos periodos de recuperacion, de tal manera que se conforme un mercado mayorista al cual puedan acudir los productores.

Cuba: Gobierno amenaza a Damas de Blanco por convocar a marcha por Día de los Derechos Humanos

LA HABANA, 08 Dic. 14 / 10:49 am (ACI/EWTN Noticias).- Las Damas de Blanco han invitado a los cubanos a participar este 10 de diciembre en una concentración por el Día Internacional de los Derechos Humanos; sin embargo, denunciaron que la Seguridad del Estado las está amenazando con no permitir este acto público.
La convocatoria había sido hecha por Berta Soler, líder de las Damas de Blanco, el pasado 30 de noviembre, para las miembros de este grupo y “todos aquellos que quieran hacer uso de sus derechos inalienables de libertad de expresión y de movimiento”. El sitio elegido es la céntrica esquina de 23 y L, en el Vedado (La Habana), y la hora las 11:00 de la mañana.
Sin embargo, en declaraciones a Diario de Cuba, Soler denunció que la policía política ha citado a varias activistas, como Marta Belkis Rodríguez y Magali Norvis Otero. El Gobierno, señaló, está preocupado por la convocatoria.
Norvis Otero relató que el martes pasado en una unidad de la Policía de Centro Habana, un oficial de la Seguridad del Estado conocido como Reinier “me dijo que hiciéramos otra actividad, pero no fuéramos a las calles. Me sugirió que hiciéramos un té, que nos reuniéramos en la sede, pero que no saliéramos a la calle porque nosotros no somos un movimiento reconocido por el Gobierno”.
La dama de blanco dijo a Diario de Cuba que el oficial calificó de "enfrentamiento" y "provocación" la convocatoria. "Dijo que es inadmisible y no lo van a permitir", denunció.
La ONU estableció el 10 de diciembre como Día Internacional de los Derechos Humanos, en conmemoración a la aprobación de la Declaración Universal de 1948.

Braves sign Cuban outfielder Dian Toscano
The Atlanta Braves added another outfielder to their roster in Dian Toscano, a 25-year-old international free agent from Cuba who could be a left field option down the road. Toscano isn't one of the big-name Cuban imports — i.e., he's not the Yasmany Tomas consolulation prize.
Ben Badler at Baseball America has more on Toscano:
Toscano, who is around 5-foot-10, 200 pounds, is a lefthanded hitter with good bat control and strike-zone awareness. He never played on the Cuban national team, so he wasn’t a player scouts saw much of before he left the island.
Playing for Villa Clara in Serie Nacional, Toscano batted .356/.400/.452 in 86 plate appearances with eight walks and eight strikeouts in 2012-13, his last season in Cuba. The year before, Toscano hit .287/.438/.380 with 35 walks and 16 strikeouts. He hit just three home runs that year and never showed much power in Cuba, though he’s in significantly better shape and has increased his strength since leaving Cuba.
BLS Take: Naturally, when you hear "Cuban outfielder" these days, excitement and intrigue are not reactions, but Toscano doesn't have nearly as much hype as the high-profile Cubans we've seen land in MLB the last few years. As Badler writes, less is known about Toscano because he didn't play on the Cuban national team, so there's a chance the Braves found a diamond in the rough. But based on what we know, you shouldn't expect Toscano to be an Opening Day starter or anything.

Leaked Docs: USA Vulnerable to Criminals, Terrorists Entering Without Scrutiny After Obama Exec Amnesty

Under the executive amnesty immigration action from President Barack Obama, internal administration documents show the administration is considering allowing terrorists, transnational criminals, and anyone else who wants to enter or stay inside the United States to not even answer if they’ve ever been connected with a crime.

The internal Obama administration documents, obtained by Breitbart News through a Department of Homeland Security (DHS) source, include a draft application for illegal immigrants seeking to stay in the country and future prospective immigrants seeking to the enter the country.
On the draft application, applicants for “T nonimmigrant status” or for “U nonimmigrant status” are not required to answer a series of key questions about their background. T nonimmigrant visas are for people who are petitioning the U.S. government to be considered a “victim of a severe form of trafficking in person” and U nonimmigrant visas are for those seeking to be considered a “victim of criminal activity.”
Part of the president’s executive immigration action is to expand T and U visas. In order to engage in “[p]rotecting victims of crime and human trafficking as well as workers,” a White House fact sheet on the president’s executive action reads, “[t]he Department of Labor (DOL) is expanding and strengthening immigration options for victims of crimes (U visas) and trafficking (T visas) who cooperate in government investigations.”
This draft application form shows the administration is considering not requiring such applicants to answer whether they’ve ever been in the U.S. for a “period of 6 months or more,” whether they’ve ever “filed an application or petition for immigration benefits with the U.S. government” or one has been filed on their behalf, whether they have ever been “denied or referred an immigration benefit by the U.S. Government, or had a benefit revoked or terminated (including but not limited to visas) or if they’ve ever been connected legally with a crime—regardless of its seriousness—inside or outside the United States of America."
That last question is the operative one. Such applicants claiming they are victims of human trafficking or of any crime any where won’t, if this Obama administration proposal becomes final, have to answer: “Have you EVER, in or outside the United States, been arrested, cited, charged, indicted, fined, convicted, or imprisoned for breaking or violating any law or ordinance, excluding minor traffic violations? Describe in detail. Include all offenses where impaired driving may have been an issue. If you answered ‘Yes,’ describe the incident in detail and include all offenses where impaired driving was an issue in Part 6 Additional Information [which is later in the application].”
The document is technically a draft offered to change the current U.S. Immigration and Citizenship Services (USCIS) application form I-192 in connection with Obama’s executive amnesty action. USCIS form I-192 is the “application for advance permission to enter as nonimmigrant” for those seeking to enter the country. This draft USCIS document is dated Oct. 29, 2014, and specifically states on each page in background text that this document is “Not For Reproduction.”
Accompanying the document which contains the proposed changes to the I-192 form is an “ICE Regulations” internal email sent to several ICE officials and DHS staffers, asking them to comment on the proposed USCIS changes for Obama’s executive order. “Please find attached for your review a U.S. Immigration and Customs Enforcement (USCIS) advance copy of proposed changes to the USCIS Form I-192, Application for Advance Permission to Enter as a Nonimmigrant, which expires April 30, 2015,” the email address “ICE Regulations” sent to a list of top internal ICE staffers on Nov. 4, 2014—on election day, as the American people rejected the president’s executive amnesty—at 9:49 a.m. exactly with the “importance" label of “high."
“Summary: USCIS would like ICE and CBP to review and comment on the attached package for Form I-192, Application for Advance Permission to Enter as a Nonimmigrant, which expires 04/30/15,” the internal email reads:
Minor non-substantive corrections are made to the form as well as standard language and formatting updates. Changes from the existing form package are noted in red font and standard language used in all USCIS form packages (which should not require review) is noted in purple. To aid your review Word translations of the PDFs are included. Please use Track Changes, comment bubbles, and highlighting to indicate your requested edits. Word conversions are not 1-for-1 and some spelling and formatting errors may be present and do not need to be noted.
The email specifically notes that DHS employees who received this document are not allowed to publish it or share with it anyone without express prior approval. “Authorization for Sharing: Do not share this draft rule, in whole or in part, with anyone outside of DHS without first obtaining authorization for such disclosure from the DHS OGC Regulatory Affairs Law Division," it reads, before noting the deadline for comments internally on this matter were due by noon on Friday, Nov. 14—six days before Obama’s executive amnesty announcement. 
At this time it’s unclear if these provisions included in the draft USCIS changes regarding T and U visas—or any other of the changes—will make it into the final documents for the president’s executive amnesty order. Those new documents are not public yet, and it’s unclear when they will be.
Breitbart News has reached out to USCIS and ICE for comment, and both were unavailable to comment on the documents by press time, but have confirmed they’ve received press requests. We’ll update as we get more information on this front.
The revelation that the president’s executive amnesty is even considering allowing anyone associated with criminal activity in the U.S. or abroad, including terrorism, to get U or T visas without answering questions regarding their potential criminal history could blow up negations on Capitol Hill right now for a long-term omnibus spending deal. Sometime later on Monday, or early on Tuesday, House Appropriations Committee chairman Rep. Hal Rogers (R-KY) is expected to—with Speaker John Boehner’s blessing—introduce a “CR-omnibus” spending package that will fund all of government except DHS through the end of the 2015 fiscal year in September and will fund DHS, including Obama’s amnesty—and these efforts by USCIS to process potential criminals under T and U visas—through at least March. Many rank-and-file Republicans in the House have been furious with GOP leaders on this matter.

‘Bag man’ pleads to massive Medicare laundering scam, might turn on fugitive Cuban brother

When Cuban immigrant Eduardo Perez de Morales arrived a decade ago in Miami, he could not have imagined the good life that awaited him.
He helped his older brother operate a lucrative remittance company, and then diversified into fine art and other business ventures himself. He and his fiancée began breeding more than a dozen Andalusian horses at his future mother-in-law’s Miami-Dade home.
But just a couple of months before he was to be married at the legendary Biltmore Hotel in Coral Gables this summer, the 27-year-old U.S. citizen was busted for being his big brother’s “bag man,” authorities say. Perez, who once tooled around in a Maserati, faces up to six years in prison at his sentencing in January after pleading guilty last month to conspiring with his now-fugitive brother.
They are accused of shifting $238 million in stolen taxpayer-funded Medicare proceeds through shell companies in Canada and then into Cuba’s secret banking system. The byzantine scheme, described as a “massive money laundering operation” by a federal prosecutor, is unprecedented because it marks the first U.S. case connecting South Florida’s Medicare rackets to Cuba’s national bank.
“Eduardo Perez de Morales served as the middle man,” Assistant U.S. Attorney H. Ron Davidson wrote in a factual statement signed by the defendant in his plea agreement. “He knowingly delivered large amounts of cash to [Medicare fraud offenders] whom the defendant knew were engaging in illegal activities.”
Needless to say, Eduardo Perez’s swank July wedding — paid for by his prospective mother-in-law, who made a $25,000 down payment to the Biltmore — was canceled. That’s because, after repeated requests, Perez’s defense lawyers could not persuade federal judges to let him out on bond after his arrest in May because he was viewed as a “flight risk” to his native Cuba, where his 50-year-old brother, Jorge Emilio Perez de Morales Sante, may still reside.
“We’re talking about $238 million in fraudulent transfers, which is a staggering amount of money,” Magistrate Judge Lurana Snow said at a bond hearing earlier this year. “This defendant has frequent foreign travel, strong ties to Cuba, and every incentive to flee based on the magnitude of the fraud.
“I don’t know where his brother is, but it’s certainly not beyond the realm of possibility that this defendant might have an ability to join the brother.”
Although the U.S. Attorney’s Office has said there is no evidence showing the Castro government’s involvement, Davidson has repeatedly highlighted the Cuba connection established through the scheme’s alleged mastermind, Perez’s older brother, Jorge Perez.
Jorge Perez, a half-brother, is accused of directing the money-laundering operation through his Cuba-licensed remittance company, Caribbean Transfers, from 2005 to 2011. He owns a seaside home in Havana but could be in Mexico, the Dominican Republic or Spain, according to the FBI. Davidson called Jorge Perez’s remittance company, which closed after his indictment in 2012, an offshore Western Union.
Caribbean Transfers provided clean cash — amassed from Cuban exiles sending money to relatives on the island — to corrupt healthcare operators in Florida, Michigan, Tennessee and New York, according to an indictment.
Jorge Perez’s role was uncovered after a convicted Naples check-cashing store owner, Oscar L. Sanchez, fingered him as the man who bankrolled his Florida business and other remittance agencies. The prosecutor said those stateside businesses cashed checks or wired money for Medicare-fraud offenders — then transferred their dirty dollars through Jorge Perez’s shell companies in Canada via Trinidad to Cuba.
At first, investigators estimated that Sanchez laundered more than $30 million on behalf of 70 corrupt Medicare-licensed businesses. But the estimated total grew almost eightfold, as they discovered that Caribbean Transfers financed other check-cashing and remittance businesses involved in the alleged money-laundering scheme.
The money could have been disbursed as remittances to Cuban families or to others living on the island. “The location of hundreds of millions of dollars is unknown, and a vast fortune is likely sitting in a Communist country,” Davidson wrote in court papers.
Because the FBI has been unable to locate Jorge Perez, the younger brother’s former defense attorney suggested in federal court that he was being indicted solely to lure the accused fugitive ringleader to the United States.
Eduardo Perez’s original attorney, Douglas Williams, called the case “a zealous indictment of a younger brother that may to some extent be part of a calculation ... to suggest to his older brother that ... he’s going to be creating problems for baby brother. ... That’s what this case is all about.”
Now the baby brother, with his plea agreement to cooperate with U.S. Attorney’s Office, could turn on his older brother. Eduardo Perez’s deal holds him responsible for laundering only between $1 million and $2.5 million, a range that would limit his prison time to a maximum six years. He had faced up to 20 years in prison on the single money-laundering conspiracy plea.
But as part of the deal, Eduardo Perez has agreed to testify before a grand jury or at trial, if the prosecutor asks. That means that if his older brother, Jorge Perez, is ever captured and brought to court in Miami, the younger brother could be a key witness against him.
Eduardo Perez’s current defense attorney, Gustavo Lage, said his testimony is a possibility, but noted that the deal does not specifically require his taking the witness stand against the older brother.
“The cooperation agreement is standard boilerplate language, so that may or may not come to pass depending on what happens between now and even after his sentencing [in January],” Lage said Friday. “So far, no request has been made.

Michael Brown Demonstrators Cheer as Police Officers Hit by Car

On December 3, supporters who marched in Denver for Michael Brown cheered when a car struck four Denver police officers doing crowd control on bicycles.

According to KWGN, one of the four officers--John Adsit--"spent six hours in surgery" on December 3, then underwent more surgery the following day. 
A large contingent of the demonstrators were students who walked out of East High School to take part, and unnamed police officers say the students were the ones "cheering and chanting" when the officers were hit. The Denver police union said "several parties in the protesting group cheered and chanted 'hit him again'" after the incident and called the jeering "not only reprehensible but quite possibly the most disturbing thing this Association has ever heard." 
A student present at the demonstrations countered the claim that students were cheering, saying the chants came from "older men who had joined the protest." 
Denver Public Schools (DPS) officials said the students' decision to walk out of school and join the protests is a "learning experience," and the students will not be prohibited from taking part in such experiences. 
The Denver Police Protective Association reacted differently:
This group of high school students not only broke DPS rules by leaving school without authorization, but broke laws of the City and County of Denver and State of Colorado regarding traffic regulations and the right to assemble with a permit. The DPPA recognizes citizens' rights to assemble lawfully. This, however, was not a lawful assembly, which ultimately cost four Denver Police Officers a trip to the hospital. One of which is in critical condition.

Tiñosas infestan al emblematico hotel Habana Libre en La Habana

LA HABANA, Cuba. — Precisamente por estos días que el gobierno cubano espera a través de un concurso organizado por la fundación suiza New7 Wonders Cities, que La Habana se convierta en una de las trece Ciudades Maravillas del Mundo, las auras tiñosas están alebrestadas, como si anduvieran de fiesta. No quieren perder su protagonismo en el paisaje capitalino.
En medio de una ciudad que atraviesa los años más críticos, medio en ruinas y sucia, nuestras auras tiñosas se agrupan en grandes números, y sobrevuelan el último piso del emblemático Hotel Habana Libre.
Hace días una foto captó más de veinte. Volaban en silencio, tanto en el crepúsculo matinal, como al caer la tarde. El excelente olfato de estas aves seguramente le dicen que allí, en lo más alto del hotel, donde está el Cabaret Turquino y el Salón Panamericano Sierra Maestra -desde donde se puede apreciar el espléndido paisaje del Caribe-, encuentran la carroña que ellas necesitan para vivir y volar.
No podríamos decir si se trata de un nuevo mal presagio, o si en bandadas, es que llegaron para quedarse aquel 1ro de enero de 1990, cuando Fidel Castro anunció el fatídico ¨Período Especial en tiempos de Paz¨, se agudizó mucho más el racionamiento de alimentos y La Habana se convertía en la capital más sucia de Cuba, según informó hace un par de años el periódico Granma.

Las auras tiñosas han hecho del Hotel Habana Libre su casa
Estas aves carroñeras abandonaron bosques, orillas de ríos y campos de marabú, para ser parte activa de nuestro entorno, dueñas absolutas y huéspedes permanentes de los pisos superiores de los edificios más importantes de La Habana.
Su larga trayectoria es conocida por todos. Tiene más de catorce años. En ese tiempo han permutado en muchas ocasiones de edificios. Se les vio durante mucho tiempo cuando albergaban el interior de la cúpula del Capitolio Nacional, o en las azoteas de numerosos rascacielos del Vedado. Actualmente, tienen su casa en el último piso del Hotel Habana Libre.
Las primeras historias macabras que se le conocen ocurrieron en el Edificio Focsa, considerado en su momento el más alto de Cuba y construido en 1956. Este inmueble, una de las Siete Maravillas de la Ingeniería Civil Cubana, fue concebido para viviendas de los empleados de la cadena de radio y televisión CMQ. Ya en la Revolución de Fidel Castro, por falta de mantenimiento, el Focsa se transformó en el hábitat de estas aves. Dejaban sus huevos y alimentos podridos en balcones y baños y se les veía volar bajo por los largos corredores del inmueble, para cuidar de sus crías.
En los últimos años, numerosos periodistas de blogs independientes y escritores cubanos se han referido a estos personajes carroñeros, convertidos ya en un símbolo real y perpetuo de nuestra capital habanera, donde falta la verdadera medicina. Como dijera nuestro apóstol José Martí: La verdadera medicina no es la cura, sino la que precave: la higiene es la verdadera medicina.

No sean mal pensados: Acreditan a 14Ymedio al Festival de El Nuevo Cine Latinoamericano

REDACCION. — El periódico independiente 14Ymedio fue acreditado en el Festival del Nuevo Cine Latinoamericano de La Habana. Es primera vez que el diario, que dirige Yoani Sánchez, es autorizado a cubrir un evento oficial.
Anteriormente, el reportero Reinaldo Escobar trató de obtener la acreditación para cubrir la visita del canciller de España, José María García Margallo, pero miembros de la Seguridad del Estado no le permitieron llegar al Centro Internacional de Prensa.
Esta vez, para acreditarse en el Festival Internacional del Nuevo Cine Latinoamericano, la periodista de 14Ymedio, Luz Escobar, envió su solicitud a la página digital del Festival, siguiendo el proceso establecido, pero no le respondieron.
En consecuencia, Escobar se presentó personalmente en las oficinas del Festival, en el Hotel Nacional, portando su solapín de 14Ymedio, y solicitó (de nuevo) que la acreditaran como periodista.
Al tratar de pagar en CUC , la funcionaria a cargo del proceso le aclaró a la periodista que solo la prensa extranjera pagaba en CUC. Luz Escobar abonó 45 pesos cubanos (aproximadamente 2 dólares), y le fue entregada la acreditación para cubrir todas las actividades del 36 Festival.
Yoani Sánchez es de la opinión que quizás no les acreditaron anteriormente a otros eventos porque no lo solicitaron. Otra explicación, según Sánchez, podría ser que el gobierno no tiene establecidos los filtros de la Seguridad para la prensa independiente. Yoani agregó que, de todas maneras, en 14Ymedio lo están celebrando, “pero no sabemos si es una apertura o no”

Cuba en la lista de sobornos que estremece a Brasil

El escándalo de sobornos por contratos en Brasil iría "más allá" de Petrobras, según una lista incautada al cambista Alberto Youssef, preso y acusado por lavado de dinero, reveló la prensa el sábado. 

La lista, divulgada por el diario O Globo y la TV Globo, detalla 747 obras de 170 empresas, la mayoría constructoras, por 11.500 millones de reales (unos 4.600 millones de dólares).

El puerto de Mariel, construido en Cuba por Odebrecht, aparece en la lista de Youssef con un valor de 3,6 millones de reales (1,44 millones de dólares). El cliente, según el cambista, es la Olex (Odebrecht Logística e Exportações). La constructora negó cualquier pago de soborno.

Para el juez Sergio Moro, del estado de Paraná (sur de Brasil), el documento "es perturbador" y da pie a sospechas de que "el modelo criminal de fraude en licitación, sobreprecio y soborno va mucho más allá de Petrobras".

La mayoría de las empresas son las mismas investigadas en la enorme operación de la policía federal contra la corrupción y el lavado de dinero, bautizada como "Lava Jato" (Lavado Express).

El escándalo desveló el pago de sobornos de las principales empresas constructoras de Brasil a partidos políticos y legisladores a cambio de contratos con Petrobras, la mayor empresa del país.

En el documento se dice que 59% de las obras tenían a Petrobras como cliente final. Puertos, aeropuertos, metros, refinerías, así como obras de minería, saneamiento y abastecimiento destacan en las 34 páginas.

Moro pidió una "profunda investigación" para confirmar las sospechas de las nuevas irregularidades.

La lista de Youssef cita obras públicas en otros países como Uruguay, Ecuador, Colombia y Angola. Una obra en Argentina, un gasoducto, recibió además financiamiento por 60 millones de reales del banco de fomento brasileño (BNDES) en 2008.

El banco negó haber financiado esta obra, destacó la TV Globo.

El exdirector de Abastecimiento de Petrobras Paulo Roberto Costa --acusado de lavado de dinero por liderar la red de corrupción en la petrolera-- dijo el martes pasado en el Congreso que el pago de sobornos es una práctica común en Brasil.

Costa, en prisión domiciliaria, colabora junto a Youssef con la justicia revelando detalles de la red de corrupción a cambio de una reducción de sus penas.

Chinese government gaining a foothold on US campuses, scholars say

China's authoritarian government is gaining a foothold on American campuses by funding dozens of institutes that project a rose-tinted view of the Asian nation that compromises the academic integrity of U.S. universities, a congressional hearing was told Thursday.
Scholars of China testified that these state-funded Confucius Institutes teach nonpolitical subjects like Chinese language and culture but suppress discussion on sensitive topics like Tibet and the 1989 Tiananmen crackdown on democracy protesters.
The hearing was chaired by House Republican Rep. Chris Smith, an arch critic of Beijing, who questioned whether American education was "for sale."
Students from China now make up 31 percent of all international students in the United States. Last year, Chinese students in U.S. colleges and universities contributed $8 billion to the U.S. economy, according to the Commerce Department.
U.S. colleges such as New York University are also opening campuses in China, hoping to tap into the country's enormous, growing pool of students.
The Chinese Embassy did not immediately respond to a request for comment.
Perry Link, a China expert and chancellorial chair at the University of California at Riverside, said independent scholar-to-scholar exchanges with China should be encouraged.
But he said the Communist Party of China opposes the exchanges and prefers to negotiate campus-to-campus cooperation. He said inexperienced U.S. academic administrators, eager for funding, reach protocols with party officials that allow authorities in Beijing to choose teachers and set curricula that provide a rosy "cameo" of China.
Thomas Cushman, a professor in social sciences at Wellesley College, said the Chinese government's effort to forge ties with U.S institutions is part of a more general "soft power" strategy toward the West.
There are now about 90 Confucius Institutes in the U.S., part of an expanding network of more than 400 worldwide.
There has been some push back from scholars and colleges in the U.S. In June, the American Association of University Professors called on universities to cancel their current agreements with Confucius Institutes, and this fall the University of Chicago and Penn State ended their relationships with the institute.
The Chinese state-funded outreach comes amid growing restrictions on scholars at home as President Xi Jinping's government has tightened controls over a wide range of society since he took power early last year.
"For decades, the primary strategy of the CPC in censoring its own people has been to induce self-censorship," Link said, referring to the Communist Party of China. "Now the CPC, stronger and wealthier than before, is looking to project these battle-tested methods onto the world stage."
Cushman said U.S. scholars of China are careful what they say in public so they can keep visiting. He said that leads to a "beautified" version of China that avoids the realities of repression.
Link said he's been blacklisted since the mid-1990s and gets two or three inquiries per month from younger scholars wanting to know what they should avoid saying in order not to be barred.
Cushman also contended that professors on U.S. campuses may avoid discussing sensitive tops about China in their classes out of fear of negative evaluations by the growing number of Chinese students.

China surpasses U.S. to become largest world economy

For the first time in decades, the U.S. is no longer the largest economy in the world, and China has become number one, the International Monetary Fund says. 
The IMF recently released the latest numbers for the world economy, stating that China will produce $17.6 trillion in terms of goods and services--  compared with $17.4 trillion for the U.S.
Just 14 years ago, the U.S. produced nearly three times as much as the Chinese, Dow Jones’ MarketWatch reported.
But each country reports its data in its own currency, according to the IMF website. In order to compare data, each country's statistics must be converted into a common currency. But there are several ways to manage that conversion and each can result in very different answers. 
Another measure of an economy’s strength is its “purchasing power parity” or PPP—the rate at which the currency of one country would have to be converted into that of another country to buy the same amount of goods and services in each country.
China now accounts for 16.5% of the global economy when measured in real PPP terms, compared with 16.3% for the U.S.
Prices aren't the same in each country, Business Insider suggests. The same shirt will cost you less in Shanghai than in San Francisco, so comparing countries without taking these factors into account is not always reliable.
Though the average Chinese citizen earns a lot less than the average American, simply converting a Chinese salary into dollars underestimates how much purchasing power that person, and therefore that country, might have. 
So the IMF measures both GDP in market-exchange terms, and PPP terms. On the purchasing-power basis, China is overtaking the U.S. right now and becoming the world's biggest economy.
MarketWatch columnist Brett Arends suggests that if you just look at international exchange rates, the U.S economy is still larger than China’s allegedly by almost 70 percent. But, Arends adds, although these measures are commonly cited, they can also be unreliable.
Experts have predicted China’s economy would surpass America’s for years and recent conventional wisdom anticipated the change this year.
China’s economy may now be the world’s largest, but it’s still not the richest. GDP per head is still less than a quarter of U.S. levels, the Financial Times reported.

Powerful photos capture transgender men and women as they undergo sex changes amid fierce discrimination in Cuba

A photographer has snapped the portraits of 12 Cuban transgender men and women both before and after their sex changes.
Claudia González, who was born in Chile and raised in Europe, shot the series with hopes of empowering her subjects, who face a daily battle against Cuba's deeply entrenched discrimination against the LBGT - Lesbian, Gay, Bisexual and Transgender - community.
Ms González doesn't share the identities of these men and women, who were invited to choose at which stage of their transition they wanted to be photographed, but for many of them, their stories are etched across their faces.

Ms González's subjects, all shot in natural settings or seemingly in their homes, range in age from young to elderly.
Speaking to Cuban journalist Marta Maria Ramirez Havana about the first beginnings of the project, the photographer said: 'I met a trans woman.
'She was a Dominican model. We talked a lot about her life, about the prejudices that she had to face every day, about the double moral that society imposes on you and what you must do to live as you are.'

Political Arrests Have Quadrupled in Cuba

The Cuban Commission for Human Rights (CCHR) has documented 398 political arrests by the Castro regime during the month of November 2014.

This bring the total number of political arrests during the first eleven months of this year to 8,410.

In eleven months, these 8,410 political arrests have quadrupled the year-long tally of 2,074 political arrests in 2010.

The Castro regime clearly feels it's enjoying a high-level of impunity.

Such impunity is partly due to the silence of foreign media and diplomats, who like to purposefully ignore this key statistic, as it's inconvenient to their "reform" narrative.

These are only political arrests that have been thoroughly documented. Many more are suspected.

More "reform" you can't believe in.

con su árbol obediente.

Le pidieron el pecho, el corazón, los hombros.

Le dijeron

que eso era estrictamente necesario.

Le explicaron después

que toda esta donación resultaria inútil.

sin entregar la lengua,

porque en tiempos difíciles

nada es tan útil para atajar el odio o la mentira.

Y finalmente le rogaron

que, por favor, echase a andar,

porque en tiempos difíciles

esta es, sin duda, la prueba decisiva.
