Cuba y EEUU suscriben acuerdo para colaborar ante un derrame petrolero

Estados Unidos y Cuba acordaron flexibilizar sus fronteras y cooperar en operativos conjuntos con sus embarcaciones y aviones militares en caso de una catástrofe petrolera que ponga en peligro el ecosistema de la región.
El acuerdo se hizo público la pasada semana luego de tres años de negociaciones y constituye un pacto multinacional que involucra a otras tres naciones con costas bañadas por el mar Caribe: México Bahamas y Jamaica.
Bajo la denominación de Acuerdo sobre los procedimientos para responder a un derrame petrolero en la región del Caribe (MTOP, por sus siglas en inglés), el documento de 60 páginas abre un capítulo inédito de colaboración conjunta entre países que pudieran verse amenazados por una catástrofe petrolera, como la provocada por la plataforma Deep Horizon en abril del 2010.
“Este es un importantísimo acuerdo internacional que permitirá a los países de la región enfrentar una posible catástrofe petrolera, que pudiera impactar las aguas del estado de la Florida”, dijo el analista Jorge Piñón, ex presidente de Amoco Oil Latinoamérica y director asociado del Programa de Energía para América Latina y el Caribe en la Universidad de Texas.
Piñón agregó que este es “un buen ejemplo de  cómo los intereses para el beneficio común pueden sobrepasar diferencias políticas”.
Un paso histórico
Para las relaciones entre La Habana y Washington, se trata de un paso histórico entre dos países sin vínculos diplomáticos y con un prolongado diferendo de cinco décadas.
La decisión se suma a otros modestos avances de la cooperación bilateral Cuba-EEUU en materia de enfrentamiento al tráfico de drogas y la inmigración ilegal a través del Estrecho de la Florida.
Los cinco firmantes acordaron agilizar el proceso para que barcos gubernamentales o privados puedan entrar en sus aguas territoriales de los otros países para ayudar en el seguimiento, la detención y la limpieza de un área afectada.
Esa cláusula incluye tanto los dispositivos de las Tropas Guardafronteras de Cuba como las embarcaciones y las avionetas del Servicio Guardacostas de Estados Unidos para operaciones recíprocas en aguas territoriales de uno y otro país.
Trámites expeditos
De producirse una emergencia, los trámites de permisos que hasta ahora tomaban días y hasta semanas en oficinas del Departamento de Estado de EEUU o el Ministerio de Relaciones Exteriores de Cuba, y en ocasiones ameritaban consultas en las altas esferas gubernamentales, serán procesados de manera expedita por los canales diplomáticos.
“En un derrame petrolero el tiempo con que se opera es fundamental para contener desastres medioambientales mayores”, observó Piñón.
Otras instituciones implicadas en la colaboración son, por la parte cubana, Ministerio de Transporte, Ministerio de Ciencia, Tecnología y Medio Ambiente, Defensa Civil, Instituto de Oceanografía e Instituto de Aeronáutica Civil.
En Estados Unidos, Departamento del Interior, Oficina de Seguridad y Control Ambiental y Centro de Emergencias del Servicio Guardacostas.
Las naciones comprometidas en el acuerdo deberán trabajar juntas para coordinar “una zona de seguridad alrededor del derrame, los cambios de ruta del tráfico de buques en el área y el establecimiento de un protocolo de gestión de residuos”.
Grieta al embargo
La oportunidad de trabajo conjunto ante un eventual derrame de hidrocarburos en aguas cubanas marcaría una grieta más al embargo, pues la mayor parte de la tecnología necesaria para contener y limpiar las secuelas de un accidente pertenece al sector privado y está comprendida bajo las restricciones impuestas por la Oficina de Control de Bienes Extranjeros del Departamento del Tesoro.
El acuerdo recomienda que el equipo de coordinación multilateral deberá reunirse cada seis meses para examinar enmiendas al protocolo y mantener activadas las relaciones profesionales, así como para fomentar entrenamientos sobre derrames petroleros e intercambiar información técnica.
La posibilidad de un pacto entre países con costas en el Caribe comenzó a pavimentarse tras el costoso derrame de Deepwater Horizon y  el inicio de la exploración petrolera en aguas profundas de la Zona Económica Especial (ZEE) de Cuba, a comienzos del 2012.
También las conversaciones se vieron impulsadas por los planes de exploración petrolera en aguas de las Bahamas a partir del 2015.
En medio de preocupaciones y críticas en la Florida por las excavaciones a profundidad en aguas cubanas,  congresistas y grupos ecologistas presionaron al gobierno federal para un acercamiento con Cuba.
Un derrame de petróleo en aguas cubanas podría llegar a  las costas de Estados Unidos en menos de una semana debido a la rapidez de las corrientes en el Estrecho de la Florida.
Un protocolo para proteger la región era imprescindible que contara con la anuencia de los gobiernos de Cuba y EEUU.
Aunque las perforaciones petroleras en la ZEE resultaron fallidas, la estatal Cubapetróleo anunció un proyecto para comenzar este año la exploración del pozo petrolero más largo de su historia (8,200 metros), desde tierra firme, en un área en desarrollo al oeste de la ciudad de Matanzas,

El mejillón verde Perna viridis (Linnaeus 1758), es una especie exótica invasora cuya presencia en Cuba sólo había sido constatada en la bahía de Cienfuegos, donde causa grandes daños principalmente económicos debido a sus elevadas densidades en los canales
de la termoeléctrica Carlos Manuel de Céspedes. El objetivo de este trabajo fue reportar
oficialmente la presencia de P. viridis en la bahía de Mariel, y presentar además los valores de algunas variables abióticas que describen las condiciones generales de los sitios en los que se encontró la especie.

“Grupos Electrógenos” de Fidel contaminan el ambiente

LA HABANA, Cuba.- Jorge Álvarez Álvarez, director de la Oficina Regulatoria Ambiental, aseguró recientemente, en un programa televisivo,  que los llamados “Grupos Electrógenos” puestos en funcionamiento por Fidel Castro, contaminan el ambiente a través de emanaciones, ruido y vibraciones.
Álvarez Álvarez fue parte de un panel en el programa Mesa Redonda en una edición denominada “La contaminación sobre la Mesa”, con el objetivo de señalar algunos aspectos de esa situación en la isla.
El especialista también aseguró que muchas de las industrias en Cuba, debido a su tecnología obsoleta, son fuentes de contaminación, pero que no existen las condiciones para sustituirlas. Y puso como ejemplo a la termoeléctrica de Talla Piedra, que si fuera paralizada, dijo, dejaría sin fluido eléctrico a los municipios Habana Vieja y Centro Habana.
Los “Grupos Electrógenos” fueron una parte importante de la llamada “Revolución Energética”, puesta en práctica por Fidel Castro hace un decenio, con la que se iba a lograr, entre otras cosas, el ahorro anual de dos mil millones de dólares. Pero ya nadie menciona ese plan de Castro.

The smog problem in China is horrific. Air quality is so poor in some cities that people mistake the thick air pollution for snow. Residents complain about rarely even seeing the sun.
A good solution, of course, would be to stop burning coal, but until that happens, other solutions are needed and designer Daan Roosegaarde may have come up with a revolutionary idea.
Using copper coils buried underground, the device would create an electrostatic field, which would attract smog particles down from the sky, similarly to how hair is attracted to a balloon.
He describes the ideas as a "electronic vacuum cleaner" and Gizmodo calls it a "smog-devouring vacuum", but I like to think of it more as an underground Tesla coil that gently zaps pollution particles out of the sky. Zap!

Oil spill affects Cienfuegos Bay

CUBA STANDARD — Putting to the test Cuban emergency response systems developed since the Deepwater Horizon disaster in the Gulf of Mexico three years ago, a fuel oil spill has affected Jagua Bay. The spill has been contained, official media reported Wednesday in a sparsely worded news item.
The fuel leaked into the bay from a boiler at a local pediatric hospital, according to AIN. The official report didn’t say what caused the spill, nor how much fuel oil ended up in the water. According to its postal address, the Hospital Provincial Pediátrico Paquito González Cueto is located near the historical center of Cienfuegos, nearly half a mile from the Bay.
It is too early to quantify the spill or assess the direct damage to sea fauna and flora, an official with the Ministry of Science, Technology and Environment (CITMA) said, according to AIN.
Jagua Bay  — home to the Port of Cienfuegos and the island’s largest refinery, as well as an expanding cluster of petrochemical plants — is vulnerable to a major spill as supertankers frequently enter and exit the narrow mouth of the Bay, to unload crude. The Venezuelan-Cuban joint venture that operates the refinery has proposed an offshore supertanker terminal linking to the plant on the Bay via an undersea pipeline.
The emergency response at Jagua Bay involved various entities, including from the local refinery and CITMA. Experts from the Camilo Cienfuegos refinery, currently undergoing a billion-dollar expansion, used 200 meters of containment booms and oil-absorbing blankets to stop expansion of the oil film and prevent “dirtying of ship hulls,”  AIN quoted a refinery specialist.
A pressure cleaning of the “grid” has diminished the quantity of fuel oil spilling into the Bay, the article said, without explaining what pipes were involved in the spill, why oil continues to leak, or what the responders did with the contaminated water from the cleaning. In a next step, the oil will be extracted from the Bay, “according to environmental regulations,” to then be “burned ecologically,” AIN quoted the expert. The CITMA official said that fuel oil that has already settled on the bottom of the Bay cannot be extracted.
The reports didn’t say what kind of fuel oil was involved.
According to AIN, this was the third emergency involving the boilers of the children’s hospital.
In the run-up of major offshore exploration projects and in response to the Deepwater Horizon disaster, Cuba has been assisted by experts from Venezuela and Brazil to create spill prevention and emergency response systems in offshore oil drilling.

In 2010, Cienfuegos hosted an international oil safety conference. Presentations at that conference were about an early warning system, and a system the Cuban government was setting up to prevent and track spills. The Instituto de Oceanología de Cuba, which is part of CITMA, has developed a comprehensive oil spill information system. Other presentations at the conference were about the state of preparations in other high-risk operations such as thermoelectric power plants and ports, the role of Cuban fire fighters in disaster response, bio-remediation of spills, and liability issues.

Deadly brain amoeba infects first US drinking water system

The CDC says it's found Naegleria fowleri, an almost always deadly amoeba, in a U.S. drinking water supply for the first time.
A deadly brain amoeba that’s killed two boys this year has been found in a U.S. drinking water supply system for the first time, officials said Monday -- in a New Orleans-area system.
The Naegleria fowleri parasite killed a 4-year-old Mississippi boy who likely got it playing on a back yard Slip 'N Slide, Centers for Disease Control and Prevention officials say. Tests show it’s present throughout the water supply system in St. Bernard Parish, directly southeast of New Orleans.
“We have never seen Naegleria colonizing a treated water supply before,” said Dr. Michael Beach, head of water safety for the CDC. “From a U.S. perspective this is a unique situation.”
N. fowleri is a heat-loving amoeba that’s usually harmless, unless it gets up someone’s nose. It’s not entirely clear how or why, but in rare instances it can attach to one of the nerves that takes smell signals to the brain. There, the amoeba reproduces and the brain swelling and infection that follows is almost always deadly.
It killed a Miami-area boy last month -- 12-year-old Zachary Reyna -- and a 12-year-old Arkansas girl, Kali Hardig, is recovering slowly after an unusual experimental treatment.
N. fowleri is usually found in warm, fresh waters all over the world. It’s been seen in hot springs and swimming holes, freshwater lakes and even in neti pots used to clean out sinuses. Incomplete disinfection probably allowed it to thrive in St. Bernard, which has its own independent water system, Beach says.
“The key to this is understanding that this amoeba is kind of a heat-loving bug,” Beach said in a telephone interview. “If water temperatures start going up, you really need to be extremely careful about maintaining the disinfectant. The farther you go from a plant, the more likely you are for the disinfectant levels to get low.”
That’s what apparently happened in St. Bernard, which takes water from the Mississippi River and cleans it up for people to use. “We want all communities … checking the peripheries of their water distribution system,” Beach says.
N. fowleri has only been reported in about 130 people in the U.S. since 1962, making it extremely rare. Kali Hardig is only the third person known to have survived infection. It was formally identified in 1965, in Australia, where it did contaminate drinking water systems for a while, says Beach.
“In Australia, it was basically water being pumped from rivers and overland,” he says. The water got warm over long distances across the desert, and the amoeba thrived. Three children died after being immersed in baths and wading pools. Better disinfection has meant no cases since 1981, Australian health officials say.
Lousiana health department spokesman Ken Pastorick says officials are flushing out and decontaminating the St. Bernard Parish system, a process that may take several weeks.
“They have shocked the water, so to speak,” Pastorick said. “What has caused the problem here is low chlorination.” Pastorick says other Louisiana water systems are safe.
Beach says it’s not necessary to test water systems for the amoeba. Proper chlorination should always take care of it, he says.
And he stresses that water is safe to drink and bathe in even if it’s contaminated. Stomach acid appears to kill the amoeba, and people can protect themselves by not snorting water up their noses, or not allowing it to be forced up the nose.
St. Bernard water customers are being cautioned not to fill kiddie pools with tap water, or to use other water toys such as the sliding game that the 4-year-old boy who died was playing on. Topping up swimming pools with hoses is a bad, idea, too, unless the water first goes through the disinfection system.
“The critical piece is kids in the water,” Pastorick says.

Increased sex ratio in Russia and Cuba after Chernobyl: a radiological hypothesis

Synoptic analysis of Russian and Cuban secular sex ratio trends
We compare the sex ratio trends of Cuba (1958 – 2011) and Russia (1959 – 2010) and
quantify pertinent effect-parameters of those trends, especially the jumps in 1987. The
relevant annual births figures by gender are presented in Table 2 (for the original data sources
see: http://www.one.cu/anuariodemografico2011.htm, http://data.euro.who.int/hfadb/, and
http://www.mortality.org). Sex ratio in Russia follows an overall linear decline from 1959 to
1986 with a reduction per 10 years of 0.12% (0.04, 0.20), p value 0.0021 (Figure 2). We may
estimate a significant jump of the sex ratio from 1986 to 1987 of 0.51% (
0.28, 0.75), p value< 0.0001. From 1987 onward, there is a long-term sex ratio increase to
maximum values in 1999/2000 of nearly 1.065 and a subsequent decline after the year 2000. A parsimonious model for the partial Russian sex ratio trend after Chernobyl is a 2
nd degree polynomial, i.e. anparabola with p value < 0.0001. If the decline starting in 2000 will continue linearly and undisturbed, the Russian sex ratio is to resume normal pre Chernobyl
values near 1.05 beyond the year 2020. Sex ratio in Cuba from 1958 to 1986 follows an essentially constant trend with no strong overall upward or downward tendency before Chernobyl
(Figure 3). In Cuba, we may estimate a jump in 1987 of 2.99%; (2.39, 3.60), p value < 0.0001, which is six times the jump estimate of the Russian sex ratio in 1987. Moreover, there are still even stronger increases in Cuba in 1995 and 1996 exceeding a sex ratio of 1.15. A well-fitting,
however less parsimonious model for the partial Cuban sex ratio trend after Chernobyl
consists of a 3rd degree polynomial adjusted for the extreme values in 1995 and 1996. This
model approaches nearly normal pre-Chernobyl values of 1.06 around the year 2010. It is,
therefore, quite obvious that in Cuba and Russia the sex ratio trends that had existed before
the Chernobyl accident are markedly disturbed immediately afterChernobyl albeit the
temporal patterns of the sex ratio changes as well as the maximum values taken on differ considerably between the two countries.

Natural gas found in drinking water near fracked wells

Elevated levels of methane and other stray gases have been found in drinking water near natural gas wells in Pennsylvania's gas-rich Marcellus shale region, according to new research. In the case of methane, concentrations were six times higher in some drinking water found within one kilometer of drilling operations.
"The bottom line is strong evidence for gas leaking into drinking water in some cases," Robert Jackson, an environmental scientist at Duke University in Durham, N.C., told NBC News. "We think the likeliest explanation is leaky wells," he added.
Producing natural gas from shale rock formations involves a technique called hydraulic fracturing, or fracking, that shoots several million gallons of water laced with chemicals and sand deep underground to break apart chunks of shale, freeing trapped gas to escape through cracks and fissures into wells.
The technique has unlocked the potential to usher in a new era of energy independence and may serve as a bridge to a clean energy future. But the fast-developing industry has raised a host of environmental concerns, including the potential for drinking water near natural gas wells to become contaminated.
The new research builds on earlier work from Jackson and his colleagues that also found high concentrations of methane near natural gas wells. In this new study, Jackson's team analyzed 141 drinking water samples from private wells across northeastern Pennsylvania.
In addition to the higher methane concentrations, the new study documented higher ethane and propane concentrations. Ethane concentrations were 23 times higher at homes within a kilometer of a shale gas well. Propane was detected in 10 samples, all from wells within one kilometer of drilling.
All the gases appear to be fossil in origin. "That is the point of the ethane and propane analyses in the paper," Jackson said. "Those are gases that are not generated by microbes" that can live in the ground and affect well water.
The researchers also conducted chemical analyses of hydrocarbon and helium that suggest the gas found in some instances comes not just from the ground, but from leaky steel pipes used in the extraction system, Jackson added.
"If you have a casing leak (in the tubing), you might expect to see other things through time," he noted, "not just the gases, but whatever is coming up out of the well."
The methane contamination may be a result of cracks in the cement that surrounds the outside of the steel tubing and serves as a barrier between the rock that is drilled through and the well. An improper cement job, Jackson explained, could permit gas from a pocket at mid-depth to move into the space outside the well, and move up to the drinking water.
"In that case, you would never expect to see Marcellus gas or, more importantly, fracking chemicals and metals and salts" in the drinking water, he said.
The biggest known risk of high methane concentrations in drinking water is an explosion or fire due to the buildup of the gas in a confined space such as a basement or a shed, Jackson noted. "The flip side of that is the Environmental Protection Agency doesn't regulate methane in drinking water, so we really don't know much about the health risks."
Naturally occurring methane is "ubiquitous" in water wells throughout the study region, Steve Everley, with the natural gas industry group Energy-in-Depth, writes in a blog post that characterizes the new study as full of flaws. Chief among them, Everley argues that methane is ubiquitous in the region, and that the Duke University research team found methane in water wells "nowhere near natural gas wells."
The group also notes that the new research does not find evidence of fluids used during fracking in the groundwater. "On that point, at least, we're happy to agree with them," Everley writes.
Radisav Vidic is a civil and environmental engineer at the University of Pittsburgh who recently conducted a review study of the scientific literature about environmental issues related to hydraulic fracturing. The new research, he told NBC News, will "help us to better understand the whole picture of potential risks," related to the fast-evolving industry.
But, he added, there is a lack of background data on these drinking water wells from before the onset of drilling for comparison. So, the findings of higher methane contamination near natural gas drilling is "not a direct proof" of a link, he said. "We don't have the data from before the industry came to town."
Jackson and his team are trying to build this baseline data, which requires greater disclosure from the natural gas industry through the release of well records, for example, so researchers can compare the chemical signature of the methane, ethane and propane they find in drinking water with the natural gas wells.
"The long term goal is to understand why problems occur and keep them from happening somewhere else," he said. "We want to work productively to make things better."

Minnesota lakes are loaded with chemicals -- even cocaine

From urban and developed to remote and isolated, lakes around Minnesota contain a wide range of chemicals, including DEET, BPA, prescription drugs and even cocaine.
The findings, which came out of the first large-scale, systematic statewide study, suggest that it might be worth taking a wider look at bodies of water around the country for chemicals that have potential consequences for both the environment and human health.
For now, it’s not clear how all of the chemicals are getting into Minnesota’s lakes or exactly what effects they might be having on animals or people.
“It’s not as though people should worry about going to the lake or taking their dogs to the lakes,” said Mark Ferrey, an environmental scientist at the Minnesota Pollution Control Agency, which published the new report. “We’re talking about how we’re affecting lakes and rivers in ways that we probably don’t understand yet.”
“It’s disquieting,” he added. “We could be affecting fish populations or entire ecosystems in ways that are largely invisible to us.”
Starting about a decade ago, in routine reconnaissance, Ferrey and colleagues began collecting surface waters from rivers and streams around Minnesota. As expected, analyses showed contaminants downstream from wastewater treatment plants and in other highly developed areas. But the researchers were surprised when chemicals also turned up in background samples collected in lakes with mostly untouched shorelines.
For the new study, which was part of a larger national project, sampling crews collected water from 50 Minnesota lakes, which were randomly chosen by a computer program that picked geographic coordinates. Samples were then analyzed in a Vancouver lab for a suite of 125 chemicals.
Forty-seven out of 50 lakes contained at least one chemical on the list, the researchers reported. The bug-repellent DEET was the most widespread, turning up in 76 percent of the lakes sampled. BPA, a plasticizer that has been linked to reproductive and developmental problems, showed up in 43 percent of the lakes.
About a third of the lakes contained cocaine. A similar proportion contained the antidepressant amitriptyline. And the same number contained carbodox, an antibiotic used in pigs, which showed up even in lakes that were not surrounded by agricultural land. Triclosan, a chemical used in antimicrobial soaps, appeared in 14 percent of the lakes.
It’s still a mystery how all of those chemicals are getting into lakes in the first place, but Ferrey suspects that some may be riding on specks of dust in the air. One study in Italy found that cocaine attaches to particles that are about 2.5 microns in size, and more cocaine floats through the air in places where cocaine use is more prevalent.
Concentrations of chemicals were very low, measurable as parts per trillion. But some research suggests that hormone-disrupting chemicals can have effects even at those low levels, Ferrey said. In one study in an experimental lake, dosing the water with an estrogenic contraceptive at five parts per trillion caused populations of fathead minnows and trout to plummet. When researchers stopped adding the chemical to the water, the fish rebounded.
“Even at very low doses,” Ferrey said, “things that are hormones or hormone-like don’t have to be toxic or poisonous to exert strong effects.”
The new findings add important detail to previous work that had documented the presence of a smaller number of compounds in lakes around the country, said research hydrologist Dana Kolpin, head of the emerging contaminants and environment project at the U.S. Geological Survey in Iowa City.
For now, the new study remains a one-time snapshot of what’s out there, he said. Future work will determine if levels change throughout the seasons and whether the findings are cause for concern.
“I want to be middle of the road,” Kolpin said. “I don’t want to say the sky is falling. But these certainly are compounds that wouldn’t be occurring naturally. That means this warrants more research to see if there is something we need to be concerned about.”

Canada says it may take EU to WTO over oil sands dispute

Canada threatened on Wednesday to take the European Union to the World Trade Organisation over its plans to label Canadian oil sands as dirty, but promised not to delay a bilateral trade pact.
The issue has overshadowed relations as Canada and the EU try to deepen economic ties through a trade deal that could generate $28 billion a year in new business and commerce.
Canadian Natural Resources Minister Joe Oliver, on a week-long lobbying trip to Europe, accused the EU of breaking international trade rules and discriminating against Canadian exports.
"We are going to take whatever action we need to, and we may well go to the WTO," Oliver told a news conference. "We will defend our interests vigorously."
The WTO has the power to order the EU to change its rules if they are found to be unfair, but the process is lengthy.
Canada's oil sands are the world's third largest crude reserves, but most are in the form of tar sands. Extraction from the clay-like deposits takes more energy than pumping conventional oil and results in higher carbon emissions.
The European Commission has proposed labelling oil from tar sands as "highly polluting" to help implement an EU goal to cut the carbon intensity of its transport fuels by 6 percent by 2020.
The Commission denies that it is singling out Canadian oil as its proposal also defines other unconventional sources of oil as carbon-intensive.
Asked whether the trade deal could be signed even if the EU goes ahead with its fuel labelling, Oliver said: "Yes ... These issues are entirely separate."
He said Canada did not intend to use the issue as a bargaining chip.
Talks on a free trade deal began in 2009 and are in the last stage, diplomats say, but have stumbled over a series of issues.
Canada, which is anxious to find new markets for its oil and gas outside the United States, argues that Europe should embrace it as a stable, reliable energy producer.
Yet many in the environment lobby say long-term investment in new heavy crude infrastructure and development would badly undermine attempts to limit climate change.
Twelve climate scientists and energy experts said in a letter to Oliver this week that Canadian policy was delaying the transition to an economy that was less reliant on carbon.
"We are at a critical moment," the group, among them academics from Harvard in the United States, and from British Columbia and Queen's universities in Canada, wrote in the letter, seen by Reuters. "The responsibility for preventing dangerous climate change rests with today's policymakers."
A report on Wednesday indicated the European Commission's tar sands proposal would shift investment towards lower-carbon oil sources and could save up to 19 million tonnes of carbon dioxide per year - equivalent to removing 7 million cars from Europe's roads. ’A very fragile situation’: Leaks from Japan’s wrecked nuke plant raise fears

TOKYO — Like the persistent tapping of a desperate SOS message, the updates keep coming. Day after day, the operators of the wrecked Fukushima Dai-ichi nuclear power plant have been detailing their struggles to contain leaks of radioactive water.
The leaks, power outages and other glitches have raised fears that the plant — devastated by a tsunami in March 2011 — could even start to break apart during a cleanup process expected to take years.
The situation has also attracted the attention of the International Atomic Energy Agency, which sent a team of experts to review the decommissioning effort last month. They warned Japan may need longer than the projected 40 years to clean up the site. A full report is expected to be released later this month.
Journalists have been given a rare glimpse inside Japan's Fukushima Daiichi nuclear power plant, which was crippled in the 9-magnitude earthquake and tsunami that hit the country two years ago. NBC News' Arata Yamamoto reports.
The discovery of a greenling fish near a water intake for the power station in February that contained some 7,400 times the recommended safe limit of radioactive cesium only served to heighten concern.
There was also some reassuring news in February, when a report by the World Health Organization said Fukushima had caused “no discernible increase in health risks” outside Japan and “no observable increases in cancer above natural variation” in most of the country.
But for the most affected areas, the report said the lifetime risks of various cancers were expected to increase. For example, baby boys were predicted to have up to a 7 percent greater chance of getting leukemia in their lifetime and for baby girls the lifetime risk of breast cancer could be up to 6 percent higher than normal.
Independent nuclear expert John Large — who has given evidence on the Fukushima disaster to the U.K. parliament and written reports about it for Greenpeace — said there would be hundreds of tons of “intensely radioactive” material in the plant.
He said normally robots could be sent in to remove the fuel relatively easily, but this was difficult because of the damage caused by the tsunami.
Large said the plant was close to the water table, so it was difficult to stop water getting in and out.
“Until you can stop that transfer, you will not contain the radioactivity. That will go on for years and years until they contain it,” he said. "The structures of containment start breaking down. Engineered structures don’t last long when they are put in adverse conditions."
Larged added: "It may have some marked effect on the health of future generations in Japan. What it will create is a Fukushima generation — like in Nagasaki and Hiroshima - where girls particularly will have difficulty marrying because of the stigma of being brought up in a radiation area."
Leaks into the sea would not only affect the marine environment, Large said, as tiny radioactive particles would be washed up on the beach, dried in the sun and then blown over the surrounding countryside by the wind.
Japanese activists are also worried by the ongoing leaks from the plant.
The Associated Press reported that "runoff ... and a steady inflow of groundwater seeping into the basement of their damaged buildings produce about 400 tons of contaminated water daily at the plant." According to the plant's operator, 280,000 tons of contaminated water has been stored in tanks there.
Hisayo Takada, energy campaigner with Greenpeace Japan, complained no real progress had been made.
“It’s still a very fragile situation and measures implemented by the government and [power company] TEPCO are only temporary solutions,” she said. "The issue with the contaminated water is very serious and we're very concerned. And we're very angry because it’s been two years and they've been saying that everything's safe."
Greenpeace has been testing food sold in supermarkets, and to date has not found “radiation levels higher than government guidelines,” Takada said.
But she said the “land and sea will never return to the way it was before the accident.”
One man who knows this all too well is cattle farmer Masami Yoshizawa. He lives in the Namie area, which was once inside a 12-mile, mandatory evacuation zone but is now among the places where people have been allowed to return.
He tends his herd of 350 cows as “a living symbol of protest.”
Nearly a year after a tsunami and 9.0 magnitude earthquake hit Japan, NBC News Chief Foreign Correspondent Richard Engel travels to the evacuation zone surrounding the Fukushima Daiichi nuclear plant. The plant suffered a triple meltdown in the wake of the earthquake, turning the neighborhoods in the 12 mile radius of the plant into ghost towns. Engel journeyed near the mangled plant which remains very much a hotspot.  Radiation levels were so high, the NBC News team on the ground had to wear face masks and full body suits. Even as NBC News drove half a mile from the reactor, radiation monitors were screaming in alarm.
“As long as they're alive, I will keep them to show to the world -- these cows that have been exposed to radiation, cows that are no longer marketable, and that I’m being told to have slaughtered,” said Yoshizawa, 59.
“For us farmers, it’s impossible for us to return to work in Namie. Our community will disappear. It’s going to become like Chernobyl … Only the elderly who say they don't care about the radiation will return. Children will never return,” he said.
The nuclear industry in the U.S. argues its safety standards are higher than at Fukushima.
Steve Kerekes, a spokesman for the Nuclear Energy Institute, said it was “incredibly unlikely” that a similar accident could happen in the U.S.
Significant safety improvements were made in the U.S. after Fukushima, the Sept. 11 terrorist attacks and the last major nuclear incident in America at Three Mile Island in 1979, he said.
“Our layers of defense extend beyond what the Japanese had in place,” he said. “We’re now well into our fifth or sixth layer of back-up defenses to ensure there would not be – regardless of the cause – a serious accident that would jeopardize public safety.”
A survey for the institute in February found that 68 percent of Americans supported nuclear energy. 
“[Support] did drop for about six to eight months after the Fukushima accident … it hasn’t quite reached the pre-Fukushima historic highs, but we have rebounded to a considerable extent,” Kerekes said.
Part of this support comes from those who see nuclear energy as key in the fight against climate change.
Kerekes pointed to a report by climatologist James Hansen until recently head of NASA’s Goddard Institute — that said nuclear power had stopped the release of massive amounts of greenhouse gases and saved 1.8 million deaths related to air pollution.
“Every technology has pros and cons. We feel when you look at the benefits of nuclear energy, it’s very effective, round-the-clock electric supply,” Kerekes said.
“As we look to help try to drive our economy and provide jobs that people need, there’s a strong role for nuclear energy going forward. We believe that’s widely recognized on a bipartisan basis.”
It remains to be seen whether this support will be eroded by the drip, drip of leaks from Fukushima.

America's engine of the future to get 'Made in China' label

Thanks to generous support from a foreign backer, there is renewed hope for an American attempt to revolutionize, modernize and sanitize the automobile engine.
The catch?  The finished product will be stamped “Made in China.”
EcoMotors, a startup engineering company based in Allen Park, Mich., plans to produce up to 150,000 of its opposed-piston, opposed-cylinder (OPOC) two-stroke engines annually in a factory funded by Zhongding Power. The facility will be located in China’s Anhui Province, west of Shanghai.
EcoMotors CEO Don Runkle told FoxNews.com that Zhongding has committed to building a plant for the engines with the hope of supplying generator companies and builders of medium-duty trucks.
“We have talked to a number of automobile manufacturers in the United States, as well as in China,” Runkle said.  He added that EcoMotors has “a letter of intent with Generac,” an American manufacturer of generators that currently buys engines from John Deere and Iveco.
Although Chinese-built generators and motorcycles are becoming more common in the United States, engines produced there have rarely seen duty in American automobiles. The first was when General Motors dropped a Chinese-made 3.4-liter V-6 into its 2005 Chevrolet Equinox and Pontiac Torrent crossovers.
In 2010, when Zhongding agreed to invest up to $18 million toward engineering costs for the OPOC engine, Runkle announced that “this initiative will create a range of high-skill R&D jobs here in southeast Michigan, further underscoring the region's critical role as the incubator of tomorrow’s high-efficiency powertrain solutions.”
The OPOC two-stroke engine is a markedly different concept than the four-stroke engines fitted to most modern automobiles. While two-strokes are generally lighter, have fewer moving parts and a higher power density than comparable four-strokes, they are often not as durable and burn a lot of oil, resulting in worse emissions. EcoMotors claims to have overcome these hurdles with its new technology.
The EcoMotors-designed power plant does without valves and cylinder heads, and places two pistons facing one another in each cylinder like boxers' gloves, with the pistons in turn connected to identical counterparts in an adjacent cylinder. The expansion stroke on one side creates a compression stroke in the other.
“Our innovation is an unusual engine architecture,” Runkle said.
The company says the motors can be configured to run on a variety of fuels, including gasoline and diesel, and will be cheaper to build while delivering between 20 and 50 percent better fuel economy than conventional internal combustion engines, depending on their application.
Production of the OPOC is set to begin in 2014.

“…después de todo, para mí la cárcel es un buen descanso, que sólo tiene de malo el que es obligatorio. Leo mucho y estudio mucho. Donde esta el Mundo, donde los Democratas, donde los Liberales? El pueblo de Cuba llora y nadie escucha.
Donde estan los Green, los Socialdemocratas, los Ricos y los Pobres, los Con Voz y Sin Voz? Cuba llora y nadie escucha.
Donde estan el Jet Set, los Reyes y Principes, Patricios y Plebeyos? Cuba desesperada clama por solidaridad.
Donde Bob Dylan, donde Martin Luther King, donde Hollywood y sus estrellas? Donde la Middle Class democrata y conservadora, o acaso tambien liberal a ratos? Y Gandhi? Y el Dios de Todos?
Donde los Santos y Virgenes; los Dioses de Cristianos, Protestantes, Musulmanes, Budistas, Testigos de Jehova y Adventistas del Septimo Dia. Donde estan Ochun y todas las deidades del Panteon Yoruba que no acuden a nuestro llanto? Donde Juan Pablo II que no exige mas que Cuba se abra al Mundo y que el Mundo se abra a Cuba?
Que hacen ahora mismo Alberto de Monaco y el Principe Felipe que no los escuchamos? Donde Madonna, donde Angelina Jolie y sus adoptados around de world; o nos hara falta un Brando erguido en un Oscar por Cuba? Donde Sean Penn?
Donde esta la Aristocracia Obrera y los Obreros menos Aristocraticos, donde los Working Class que no estan junto a un pueblo que lanquidece, sufre y llora por la ignominia?
Que hacen ahora mismo Zapatero y Rajoy que no los escuchamos, y Harper y Dion, e Hillary y Obama; donde McCain que no los escuchamos? Y los muertos? Y los que estan muriendo? Y los que van a morir? Y los que se lanzan desesperados al mar?
Donde estan el minero cantabrico o el pescador de percebes gijonese? Los Canarios donde estan? A los africanos no los oimos, y a los australianos con su acento de hombres duros tampoco. Y aquellos chinos milenarios de Canton que fundaron raices eternas en la Isla? Y que de la Queen Elizabeth y los Lords y Gentlemen? Donde los Rockefellers? Donde los Duponts? Donde Kate Moss? Donde el Presidente de la ONU? Y Solana donde esta? Y los Generales y Doctores? Y los Lam y los Fabelo, y los Sivio y los Fito Paez?
Y que de Canseco y Miñoso? Y de los veteranos de Bahia de Cochinos y de los balseros y de los recien llegados? Y Carlos Otero y Susana Perez? Y el Bola, y Pancho Cespedes? Y YO y TU?
Y todos nosotros que estamos aqui y alla rumiando frustaciones y resquemores, envidias y sinsabores; autoelogios y nostalgias, en tanto Louis Michel comulga con Perez Roque mientras Biscet y una NACION lanquidecen?
