Canada sells historic Macdonald House to Mumbai-based developer

OTTAWA -- Canada's top diplomat in the United Kingdom says security concerns were one consideration in the $530-million sale of the historic London mansion that houses part of the Canadian High Commission.
But High Commissioner Gordon Campbell said Canada managed to sell Macdonald House at One Grosvenor Square in London to the highest bidder, an Indian developer.
The Mumbai-based Lodha Group will take over the downtown property in London's posh Mayfair district in December 2014. The deal was announced Thursday after the Harper government declared its intention to sell it earlier this year.
Canada plans to consolidate its diplomatic activity at another historic property, Canada House on Trafalgar Square in the heart of London.
Campbell wouldn't say who else was interested in the Canadian property, but he hinted that the government was sensitive to the good neighbour it was leaving behind on Grosvenor Square -- the U.S. embassy.
London has become a favoured destination of deep-pocketed Russian oligarchs looking for property, which has led some to pejoratively label the city Londongrad. Relations between the U.S. and Russia soured over the last year because of Moscow's decision to grant asylum to Edward Snowden, the National Security Agency leaker that Washington wanted to prosecute.
"We had over 106 tours of the actual property by international investors from all over the world," Campbell told The Canadian Press from London.
"We had a whole matrix of decisions we had to go through, including best value, lowest risk, any security risks certainly were all pursued."
In the end, Campbell said, the property was sold to the highest bidder.
"We had lots of very good bidders and this was the highest evaluated bid that we had, and it's a very good bid for Canada."

On Castro's desperate economic state.

Raúl Castro’s move is the latest – and boldest – step in a slow economic liberalisation programme designed to generate economic growth. Cuba desperately needs new sources of revenue. It is only kept afloat thanks to cheap oil, and other subsidies worth $5bn a year from its ideological ally, Venezuela. The subsidy deal was agreed by Fidel Castro and former Venezuelan president Hugo Chávez, who died in March. If Venezuela’s new president, Nicolás Maduro, renegotiates the agreement – and many analysts say that, with Venezuela’s economy slumping, he has no choice – Cuba will grind to a halt.

The tree-lined Prado is polka-dotted with estate agents, their listings written in longhand in school exercise books. Their commission? A whopping 5 per cent – if, that is, the buyer pays up. With estate agency not on the approved list of private businesses Cubans can now set up, buyers know agents have no recourse to law, so many simply refuse to pay. “I’m lucky if I get commission for one deal in five,” says one agent.

On scamming foreigners.

Other overseas investors get around the restrictions by giving money to a Cuban friend, or more often, girlfriend, to buy a property – although, when the deal is completed, some swiftly discover that their girlfriend is no longer their girlfriend. “I took a risk and it failed,” sighs one Dutch-born investor, whose $400,000 “home” in the fashionable Kholy western suburbs is now home to his former girlfriend and her extended family who cannot believe their luck – and his naivety.

Tax is troublesome, too. Both sellers and buyers must pay 4 per cent but most disguise the value of deals to reduce the liability.

“Slog” hardly does justice to the tortuous process he has had to undergo to get this far, and which has cost him $3m on feasibility studies. He began negotiations in 2006 and each year the government has said it will approve the venture. But each year then becomes next year. Manuel Marrero, Cuba’s minister of tourism, says the deal has finally been approved in cabinet but Macdonald still does not have the formal sign-off he craves.

On the risk.

Investing in Cuba is only for the most steely-nerved. Not only is there the vexed question of potential claims on properties from exiled Cubans, the Cuban government has a long, ignominious history of first encouraging and then choking off economic liberalisation. It relaxed restrictions on home sales 15 years ago, only to reverse the policy a few years later.

Mortgage rates: How low can they go in canada?

When the Bank of Montreal dropped its key mortgage rate below the 3% threshold in March, Paula Roberts started to get calls from her clients. They wanted to know if they should break their mortgages and refinance at BMO’s limited-time, bargain-basement 2.99% rate—the lowest rate ever officially offered by a Canadian bank for a five-year, fixed-rate mortgage. The sudden surge in interest baffled the Toronto mortgage broker. After all, these were clients who were already locked into mortgages with even lower rates and better terms than BMO’s. “All of our lenders were at lower than 2.99% at that point,” Roberts said.
It’s an open secret that Canadian homebuyers can secure mortgages on the cheap these days. BMO simply advertised the kind of lending practices that were already widespread. But stating the obvious got the bank plenty of attention—from media, from Canadian borrowers and from the federal government.
Finance Minister Jim Flaherty also picked up the phone, calling BMO to register his disapproval of the rate reduction. “My expectation is that banks will engage in prudent lending—not the type of ‘race to the bottom’ practices that led to a mortgage crisis in the United States.” He thanked the country’s other big banks for not following BMO’s lead. Manulife Bank apparently missed the subtext of that message, subsequently announcing a 2.89% mortgage offering. Flaherty blasted the promotion, calling it “unacceptable.”
After “consulting with the Department of Finance,” Manulife withdrew the offer the next day. BMO let its promotion expire at the end of March. Thus was restored the don’t-ask-don’t-tell practice of supplying discount mortgages without making too much of a fuss about it. “I bet if you went out today to any bank, if you have the right credit score and the down payment, you’d get a 2.89% mortgage,” says Peter Routledge, an analyst at National Bank Financial.
In reprimanding the financial sector, Flaherty again warned of risky household debt accumulation. But he also objected to the optics of the mortgage fire sale, adding: “It’s also symbolic.” In the midst of the effort to avert a housing crash and convince Canadians to stop borrowing, here were BMO and Manulife publicizing cut-rate housing debt with all the discretion of used-car salesmen. But you can hardly blame them. Fewer homes are being sold in Canada, reducing the demand for new mortgages. It’s simple economics: when demand falls, so do prices. To vie for the patronage of the dwindling ranks of borrowers, banks have to sweeten the terms of their mortgages.
Banks can afford to slash rates because money has never been cheaper in Canada. While the federal government appeals for restraint in debt accumulation, the Bank of Canada’s interest rate policy encourages just the opposite. And since policy rates aren’t likely to budge for at least another year, Flaherty is left to glower at banks from up on high while mortgage rates continue to drop. Just how low they go will be limited only by the banks’ profit margins and the government’s persuasiveness in discouraging loose borrowing and lending. “I really can’t see them going any lower. But I said that before,” Roberts says. “Who would have thought they would have gone this low?” There’s never been a better time to get a mortgage than right now. But there soon could be.

Having saved up enough money for a down payment while living with his parents in Toronto, Lucas Shearer decided to make his first foray into the real estate market in January. He quickly found the right place—a $344,000 condo in the Yonge and Eglinton neighbourhood—after qualifying for a 2.89% five-year fixed-rate mortgage. “At a higher rate, it definitely would not be as attractive,” he says. “I probably would have just stayed at home, saved more money and assessed it in a year from now.” Compared to the average discounted rate on five-year mortgages over the past five years, which according to ratehub.ca is about 4.25%, Shearer will have saved about $18,000 in interest and owe $6,000 less by the time his mortgage expires. Compared to the 6% peak five-year rate over the past five years, Shearer will save more than $50,000.
While Shearer wasn’t compelled to buy real estate by low mortgage rates alone, they were an added incentive that made the market more attractive to him. This runs counter to the government’s deliberate attempt to contain housing activity. Bank of Canada governor Mark Carney warned of a “brutal reckoning” when rates eventually climb and expose the finances of many households as unsustainable. There are those homeowners who can afford a $700,000 home today, but could only afford a $500,000 home at 6.5%, which is where rates could conceivably sit in five years when new mortgages expire, says John Andrew, a real estate professor at Queen’s University.

Cuba’s young real estate market buzzes with activity despite imperfections, lack of capital

HAVANA — In some ways, Yosuan Crespo’s real estate office resembles any you might find in New York, London or Tokyo. There are slick posters of hot properties hanging from the ceiling, a steady stream of hopeful buyers and sellers and a constant clack of computer keys.
But Crespo’s headquarters in central Havana’s trendy Vedado neighborhood is actually somebody else’s breezy front porch. The computer’s only connection to the Internet is a creaky dial-up link, and Crespo is careful to say he’s not operating as a broker, since the job is still technically illegal.
A baffling, sometimes bizarre real estate market has emerged in the year and a half since President Raul Castro legalized private home sales on this Communist-run island for the first time in five decades.
While trade in homes is now legal, the people who bring buyers together with sellers are not. The government has yet to make good on promises to legitimize brokers, most of whom still operate in the shadows.
It’s a story that has been typical of Castro’s economic reforms, which often have left little space for the sort of middlemen and other services that help markets work.
The Cuban leader also has legalized a used car market, but not the right to open a business that sells them. And while reforms have sparked an explosion of private restaurants and cafes across Cuba, the government has yet to give them access to wholesalers that could keep them better supplied.
Crespo gets around the broker ban by operating as a licensed computer programmer and photographer, helping clients list their properties on Web portals, producing the for-sale posters that hang in his office and offering digital photo services for sellers. He says he doesn’t charge commissions.
Crespo’s listed fees are just a few dollars, but he’s found himself in major demand. He estimates 30 to 40 customers a day wander into his porch-side business, called EspacioCuba. He says his service has 2,500 current listings and has helped sell about 250 properties since it opened in January.
“Right now we are very pleased,” said Crespo, a smartly dressed 28-year-old computer scientist with close-cropped hair, but he added that the market would benefit by the government made brokering legal.
The market also still lacks a workable mortgage system, an easy means of advertising potential sales and, most important, a middle class with resources to buy.
Yet sales are humming, with some 45,000 homes changing hands in the first eight months after Castro legalized the real estate market in November 2011, according to the most recent statistics from the government.
Prices for the choicest properties are staggeringly high: One of Crespo’s Havana listings offers the top floor of a three-bedroom, three-bathroom colonial-style house with a marble staircase and a graceful, blue-pillared porch for $250,000 — a fortune in a country where salaries average around $20 a month.
Exiles, economists and several informal brokers say much of the money is coming from abroad, some of it in under-the-table deals that lack legal protection and run counter to Cuba’s ban on foreigners owning property.

WHAT RECOVERY? HOUSING WOES DRAG ON AFTER SIX YEARS

If this is a housing recovery, then it’s a ‘recovery’ in name only. The patient remains pretty ill, and it’s going to be a long road back to health after one of the worst housing busts on record.
Fresh data released this week paint a mixed picture. The government reported Wednesday that housing starts fell 8.5 percent in January, though starts on single family homes edged up higher. Building permits – a barometer of future construction – posted solid gains.
But the pace of construction remains less than half what it was during the late-2005 peak of the housing boom. And the recovery has come in fits and starts. On Tuesday, a closely-watched report from the homebuilding industry noted sluggish sales traffic last month after steady gains through 2012.
“The single-family market in the Northeast, hurt by high foreclosure rates and a slowdown in population growth, is struggling,” said Patrick Newport, a housing economist at IHS Global Insight. “The single-family segments in the other three regions are picking up -- but slowly, and levels remain depressed."
Despite multiple government policies to spur sales, including the Federal Reserve’s ongoing effort to hold mortgage rates near the floor, sales of both new and existing homes still badly lag “normal” levels.
“The market appears to be recovering, but you can't call this a normal market when you have the lowest interest rates in a hundred years and half of all borrowers are still putting basically zero down," said Ed Pinto, an American Enterprise Institute fellow and former executive of government-backed mortgage giant Fannie Mae. “That is not a normal market."
Neither was the 2007 housing bust. After peaking at 7.1 million in 2005, the annual pace of home sales crashed to 4.1 million in 2008. Last year, sales edged back up to about 4.7 million. Though most housing analysts and economists believe sales and princes have bottomed, the recovery pales in comparison to past housing rebounds.
One reason: no matter how low interest rates fall, after playing too loose with credit during boom, banks are now much choosier about who gets a loan.
“The biggest concern on a really robust housing market rebound now is coming from mortgage market constraints," said David Goldberg, an analyst who follows the homebuilding industry at UBS. "It’s tough to get a mortgage if you have marginal credit right now."
In many markets around the country, sales of existing homes also are being held back by tight inventories. Since 2010, the availability of existing homes for sale has fallen by half. In December, for-sale listings amounted to about 4.4 months’ worth of sales -- down from 9.4 months in 2010.
Anything less than a six months’ supply is considered a “tight” market. Some of the tightest markets -- including Sacramento, San Jose and Oakland -- are down to less than a months' supply, according to John Burns Real Estate Consulting.
After years on the sidelines, some sellers may be holding out for a better price. But millions more are unable to sell because they owe more than their home is worth.
Some 10 million homeowners -- roughly a fifth of houses with a mortgage -- are still underwater despite the recent uptick in prices, according to Lender Processing Services. Though rising home prices have reduced that number since the depths of the bust, the lingering “negative equity” of the mortgage metldown is keeping houses off the market. Few of those potential sellers feel like dipping into savings to write the bank a check for the shortfall.
Home builders have fared a bit better, as new home sales rebounded by 20 percent last year compared to a 9 percent bounce for existing homes.
But that bigger new-home bounce comes largely because home builders fell into an even bigger hole. Annual sales fell from a peak of 1.2 million in 2005 to just 306,000 in 2011, according to Census data. So the 20 percent rebound is a lot weaker than it looks.
Many headwinds The home building industry faces its own set of headwinds. For starters, many of the industry’s smallest builders were wiped out by the housing bust. Those that survived are finding spot shortages of labor and supplies where demand is coming back, according to Lisa Marquis Jackson, a Dallas-based housing analyst at John Burns Real Estate Consulting.
Some building material manufacturers and distributors are skittish about adding more capacity until they see convincing evidence that the housing recovery is on firmly on track, she said. In some cases, they’re having trouble getting financing to expand.
“It takes a lot of money to get payroll back up and to get new people on board,” said Jackson. “The lending environment still isn't completely comfortable coming in to support materials suppliers and distributors.”
Other builders are having a hard time finding enough skilled workers to get the job done. Though housing starts have rebounded strongly -- up 37 percent from a year ago -- construction employment is up by just 1.5 percent in the same period.
Builders may be having a harder assembling skilled work crews because wages were cut sharply following the housing bust. Others are finding that the workers simply aren't there anymore.
“A lot of these workers found other jobs,” said Jackson. “They still have some scars from what they went through in the downturn. It’s going to take a lot to lure them back.”
It’s also turning out to be harder to lure back first-time home buyers, typically one of the strongest sources of demand in a recovery. After the historic, late-2000s price slide, many younger buyers are skeptical of the longstanding conventional wisdom that housing is a surefire long-term investment.
That’s meant that investors, lured by bargain prices, have become a much larger share of buyers than in past recoveries. But it remains to be seen how durable that “hot money” demand will be, said Pinto, the former Fannie Mae executive.
“In two or three years, they could all turn on a dime and decide this isn't the asset class they thought it was, and then they sell,” he said. “If that happens right at the time that interest rates happen to go up, then I think we're into a really tough situation.”

Does Canada have an unsustainable housing bubble that might be about to burst? You would sure think so looking at the graph above, which compares monthly home prices in the US (measured by the Case-Shiller Composite-20 Index through November 2012) and home prices in Canada (measured by the Teranet National Bank House Price Index through December 2012) since 2000 (both indexes equal 100 in January 2000).  US home prices doubled between 2000 and 2006, when the housing bubble started to burst, leading to a 30% correction in home prices by 2008.  Home prices in Canada doubled between 2000 and 2010, and have increased by more than 10% over the last two years, and by 3% over the last year.
Megan McArdle offered some commentary several weeks ago on this issue:
So the mystery remains: why no bubble in Canada?  Why no banking crisis?  My best working theory was that their banking system was run by Canadians, who are a very sensible people.  Yes, I admit that this theory is a little hard to test, but I can offer some supporting evidence: they also sat out the Great Depression, and the Panic of 1907.
Over the last year or so, however, another possibility has been emerging: they didn’t avoid the crisis.  They’re just getting it on tape delay.
The Canadian media have started asking the same questions.  People are now openly arguing over whether there’s a bubble, though that argument hasn’t attracted much notice on this side of the border.  Last summer, the finance minister put new mortgage rules into place in an attempt to engineer a slowdown.  Sure enough, house prices are falling.
But many observers expect the setback to be temporary.  As long as interest rates are low, they say, Canadians will continue to load up on debt, and the things that get bought with debt.
How this shakes out will matter a lot.  It will tell us a lot about the causes of housing bubbles: are they rooted in poor bank regulation, or other fundamentals?  And also about how much bank regulation can do to stop them.  If the tighter rules do engineer a soft landing, that’s evidence that prudent bank regulators can prevent crises.  If, on the other hand, Canada gets its own housing crash, and banking woes, despite the finance minister’s best efforts, that will suggest that there are real limits to how much even the most prudent regulator can accomplish.
MP: So there’s a great experiment underway in Canada’s real estate market, and we’ll know in the next few years whether Canada’s housing bubble leads to a major price correction like in the US or whether a more moderate price correction will cool off Canada’s home price appreciation. As Megan points out, Canada’s sound and stable financial, mortgage, and banking systems were relatively unaffected by all of the major financial and banking crises over the last 100 years that devastated the US. While our historically fragile banking system lead to 9,000 bank failures during the Great Depression, about 3,000 bank failures during the S&L crisis, and 427 bank failures from 2008-2011 from the “Great Recession,” Canada experienced almost no bank failures during any of those financial and banking crises. Somehow Canada’s long history of surviving unscathed from America’s financial crises, despite the close integration of the two economies, makes me think that Canada once again will out-perform the US when it comes to the housing bubble and price correction. Look for a moderate home price correction in Canada over the next few years, but nothing close to the 30% home price crash in the US.

Multi-billion mortgage deal favors banks, critics claim

After a four-year effort to save her home, Courtney Scott feels like she’s running out of options.
“When I got started (in 2008) there was HAMP, there was HARP and there were FHA options,” she said. “So now, I’m in limbo. How could I not be eligible to for any of these doggone programs they’ve set up?” 
Two weeks ago, she filled out a form under a federally mandated foreclosure review process set up after widespread mortgage abuses came to light in 2010. On Monday, that program was cancelled as part of an $8.5 billion settlement between federal regulators and 10 banks. 
Separately, Bank of America agreed on Monday to pay more than $10 billion to Fannie Mae to settle claims over mortgages that soured during the crash, mostly loans issued by Countrywide Financial, now a BofA subsidiary. 
Five years after the housing bubble burst, roughly a million other U.S. homeowners trying to save their homes from foreclosure are stuck in the same limbo as Scott.
With the latest multi-billion-dollar settlements, the nation’s mortgage lenders are hoping to put the mortgage mess behind them. But critics of the deal fear it may also leave behind millions of foreclosed homeowners who got little or no relief from the lenders that helped create the mortgage mess in the first place. 
"I have serious concerns that this settlement may allow banks to skirt what they owe and sweep past abuses under the rug without determining the full harm borrowers have suffered," said Rep. Elijah E. Cummings, D.- Md., a member of the House Committee on Oversight and Government Reform and a vocal critical of the government regulators handling of the mortgage crisis.
Monday’s settlement brings to an end the government’s two-year case-by-case foreclosure review to identify victims of industry-wide mistakes and abuses.
Under the agreement, JPMorgan Chase, Bank of America, Citigroup, Wells Fargo and six other mortgage lenders will provide $5.2 billion in mortgage assistance and $3.3 billion in direct payments to wronged borrowers, according bank regulators. The other six include Aurora, MetLife Bank, PNC, Sovereign, SunTrust, and U.S. Bank. Four other banks — HSBC, Ally, EverBank and One West — are still in talks, said officials at the Office of the Controller of the Currency, which announced the settlement.
OCC officials said consumers will be better served under the deal because claims will now be paid more quickly. The program had proved so costly - more than $1.5 billion has been spent on individual reviews - that it was diverting funds that could have been used to pay claims, they said.
“When we began the Independent Foreclosure Review, the OCC pledged to fix what was broken, identify who was harmed, and compensate them for that injury,” Comptroller of the Currency Thomas Curry said in a statement. “While today’s announcement represents a significant change in direction, it meets those original objectives by ensuring that consumers are the ones who will benefit, and that they will benefit more quickly and in a more direct manner.”
OCC officials maintain that the amount set aside will be adequate to compensate homeowners who suffered a financial loss from one of the bank’s mistakes.
Courtney Scott has been fighting her mortgage battle for four years. She feels like she’s running out of options.
But critics of the process argue that, despite the high cost of the review program, the process wasn’t thorough enough to assess accurately whether a home had been wrongly seized.
“The only information that the reviewers were using to determine whether someone had been the victim of wrongdoing was the servicers’ files,” said Helene Raynaud, a senior official at the National Foundation for Credit Counseling, whose members advise homeowners facing foreclosure. “They did not systematically contact the counseling agencies or whoever else these homeowners may (have been) talking to. If the information was incomplete, how would they know?”

Según cifras oficiales del Instituto Nacional de la vivienda, en Cuba existen alrededor de 3 millones 700 mil casas; 85 % de ellas, en régimen de propiedad individual. Todos recordamos, que la nueva ley de la vivienda fue de aquellas medidas esperadas y tomadas para – según el órgano oficial, la Asamblea Nacional, y el presidente General - actualizar el modelo económico del país.

Desde entonces, en el ciberespacio cubano aparecen a diario un sinfín de propiedades en venta. Algunos expertos en esta materia, ya han descrito la vertiginosa subida del mercado inmobiliario, como el nuevo boom, donde predominan permutas, compraventa, donaciones y adjudicaciones entre personas naturales cubanas con domicilio en el país, y extranjeros residentes permanentes en la isla.

El rifirrafe me hizo dudar, y harto de que los cubanos seamos siempre el gran contexto de una prolongada aventura familiar que promociona la mentira, se despertó mi interés por conocer quiénes compran casas en Cuba.

Encontrar la información no fue tarea difícil, hurgando en la parte podrida de un país donde pululan informantes deseosos de sentirse bien pagados. Después de semanas, averiguando un poquito por aquí y husmeando un poco por allá, comenzaron a surgir nombres de artistas, familiares de dirigentes, queridas desenfadadas, viudas desvergonzadas, funcionarios del estado, emigrados, exiliados, trabajadores del sector turístico, campesinos, ex militares tronados, e incipientes empresarios que poco valdría mencionar.

Fue así, escuchando y desechando, que se repetía la imagen de un hombre, de borrosa identidad como el mayor comprador de terrenos costeros, apartamentos y casas.

Alto, rubio, regordete y de hoscos modales; la persona más buscada por los vendedores de inmuebles se hace llamar Alexander, yo le apodaría “El gurú del ladrillo”. Desconozco su apellido, pero muchos aseguran que es hijo de uno de los veteranos rusos de la segunda guerra de Chechenia. Vive en España, muy cerca de Barcelona, en un complejo residencial exclusivo al que llaman “La montaña rusa”.

Conquistador en La Habana y sediento de amor, de estilo occidentalizado sin estridencias, a algunos les causa sospecha; y a otros, fascinación. No creo que este señor personalice a un caudillo de la mafia rusa, pero todo parece indicar que, con la anuencia del poco ético gobierno y sí muy estético estado, esta singular figura es un imán para atraer inversionistas de oscura procedencia y alta gama.

En algún lugar leí que la historia se repite dos veces; la primera como tragedia, la segunda como farsa.

Al heterogéneo cuadro de degradación social, corrupción generalizada, incertidumbre ciudadana, desconfianza en las autoridades, colapso de la economía y buen clima caribeño, se le suman ahora los defectos del Decreto Ley Nº 288 que convierte a la isla en nido para la delincuencia mundial, favoreciendo así la exultante entrada  a este tipo de inversores buitres que al acecho de oportunidades, y con conexiones políticas, socavan el erario de un pueblo que posee como único anzuelo, cero ilusión.

Cuba: Real estate broker, delivery person, antiques dealer and produce vendor will all be newly legalized

HAVANA (AP) — President Raul Castro declared Thursday that Cuba's two-year experiment with market reforms is working and has the wind at its back, but said much work remains to breathe life into the sputtering economy.
In a speech devoid of any new policy announcements, the military khaki-clad leader sounded a generally positive tone in discussing the Marxist country's progress, though he conceded that the island faces a "colossal psychological barrier" in shedding old habits and "concepts of the past."
"The updating of the Cuban economic model ... marches with a sure step and is beginning to delve into questions of greater reach, complexity and depth," Castro said, according to an official transcript of his remarks before lawmakers at the second of their twice-annual sessions.
The proceedings were closed to foreign journalists, but state television later broadcast tape-delayed highlights.
Cuban economy czar Marino Murillo told the assembly that the government is planning more measures to support and increase the ranks of independent workers and small business owners.
Real estate broker, delivery person, antiques dealer and produce vendor will all be newly legalized private jobs in a country where the government has long dominated the economy and employed nearly the entire workforce.
The self-employed "are gaining space," Murillo was quoted as saying by the Cuban news agency Prensa Latina.
Economists have said Cuba needs to expand the number of allowable private enterprises, with an emphasis on white-collar work. Real estate has been a particular concern. Cuba legalized the buying and selling of property 12 months ago, but has yet to allow agents to facilitate transactions.
Some 400,000 people now work in the private sector in 180 legally approved job areas, Prensa Latina said. That's up from 156,000 in late 2010, the onset of Castro's five-year plan to reform the economy with a dash of free-market activity.
Cuba intends to keep control of key sectors, however, and Castro and other top officials insist the country is not abandoning a half-century of socialism for freewheeling capitalism.
Murillo also said that in the future, state-run businesses including tourism concerns will be paying independent contractors via bank transactions in hard currency.
Meanwhile, lawmakers passed a 2013 budget with a deficit of 3.6 percent of GDP and heard an update on the country's economy.
The government announced recently that GDP rose 3.1 percent this year, below expectations of 3.4 percent. Growth of 3.7 percent is forecast for 2013, low for a small developing economy, but Castro called it "acceptable in a scenario of continuing global economic crisis."
Economy Minister Adel Izquierdo said the construction sector is expected to expand 20 percent in the coming year, worker productivity should rise 2.6 percent and the country has a goal of topping 3 million tourist visits for the first time, according to Prensa Latina.
In its first order of business, the assembly unanimously passed a resolution of support for Venezuelan President Hugo Chavez, who earlier this week underwent his fourth cancer-related surgery in the Cuban capital.
Chavez is a key ally of Cuba, and during his presidency Venezuela has sent billions of dollars' worth of oil to the island on preferential terms.
"At this crucial hour for Venezuela ... we will be like always," Castro said, "together with President Chavez and the Bolivarian Revolution he leads."
The unicameral parliament will reconvene in February with a new membership following elections and is then expected to name Castro to another five-year term.

Real Estate in Cuba: Buying and Selling Without Realtors or the MLS

Try to imagine a real estate market without real estate brokerages or an MLS. It would be like the Wild West all over again with no restrictions, no law, and no way to determine what your real estate is really worth. Welcome to the real estate market in Cuba.

I was reading an article in the November issue of National Geographic when I stumbled upon a photo of how real estate is bought and sold in Cuba. The photo showed a group of people gathered around a tree with signs pinned to it, some of them holding their own signs. The caption read, “For the first time in decades, Cubans are able to buy and sell real estate. The make-shift real estate signage has converted the park into a bazaar of free market real estate.”

The government essentially legalized the real estate marketplace in Cuba last November, and since then, there has been a frenzy of activity among buyers and sellers. Cubans are restricted to selling real estate only to citizens that live in Cuba, or to permanent residents of the island. But without any real estate brokerages or a MLS, it has been difficult to create a level playing field. There are real estate agents on every corner, but none of them has a legal presence or license. And without a way to value property in Cuba, buyers and sellers have no idea what the value of the real estate is.

In the U.S., the real estate market is a complex and sophisticated web of infinite information, and is also highly regulated. For those that work in the real estate industry in the U.S., it is difficult to imagine life without an MLS or licensed agents. In Cuba, the freedom to buy and sell property is so new to the Country and its citizens, that there are essentially no rules.

Without an organized listing service and licensed brokerages to regulate the real estate market, Cubans have invented their own methods for buying and selling real estate. Some people will stand for hours in the local park or on a street corner holding a hand-written real estate sign. Others will simply nail a rudimentary real estate sign to a tree or a signpost in the City, or hire young children to pass out hand-written flyers.

Take a moment to imagine a life in real estate without fancy signage, licensed agents, or a formal marketplace to buy and sell. This is the reality of real estate in Cuba today.

Libya claims stake in Saadi Gaddafi’s $1.6M Toronto condo

A lavish lakefront condo owned by the son of toppled despot Muammar Gadhafi has been claimed by Lybian authorities that assumed control of the North African nation following an uprising that deposed the government last year.
The National Post reports the Libyan government has filed an application with Ontario's land registry office claiming ownership of the condo owned by Saadi Gadhafi.
With the help of the United Nations, Lybia has been moving to reclaim the Gadhafi family's billions of dollars worth of international assets, claiming they are the rightful property of the Libyan people.

Saadi's Toronto condo had apparently went unnoticed until the National Post's Stewart Bell reported on it in December.
Saadi, the former leader of Libya's Special Forces and once-footballer, has already been ordered to turn over the keys of an eight-bedroom British mansion reportedly purchased with Libyan oil funds.
According to BBC, Saadi, considered the playboy and black sheep of the Gadhafi clan, was granted asylum in Niger after his family's government was toppled last year. An effort to smuggle him into Mexico was stopped by that government in December.
Michael Lamb, a real estate law professor at the University of Western Ontario, told the Post that Gadhafi cannot sell the Toronto condo until the Libyan government's claim has been dealt with in court.
He was probably waiting for the housing market to turn around, anyway.

La Habana, 27 sep.- Las notarías cubanas tramitaron entre enero y agosto pasados unos 45.000 contratos inmobiliarios, con predominio de las donaciones sobre las operaciones de compra y venta de casas, informó hoy una funcionaria del ministerio de Justicia (MINJUS) de la isla.
La directora de Notaría y Registro Civil del MINJUS, Olga Lidia Pérez Díaz, recordó en rueda de prensa la nueva ley vigente desde hace casi un año que permite las compraventa y las donaciones de viviendas a través de contratos entre particulares y que puso fin a una prohibición vigente durante décadas.
La funcionaria admitió que desde su entrada en vigor se han producido más donaciones de viviendas (no detalló cifras al respecto), y advirtió de los efectos legales e inconvenientes que puede conllevar usar esta figura de transmisión de una propiedad para encubrir una compra-venta eludiendo el pago del correspondiente impuesto.
No obstante, señaló que a punto de cumplirse un año de la aplicación de estas normas no se ha registrado la anulación de ningún contrato de compraventa ni de donación de viviendas.
De los 45.000 contratos de donaciones o compraventa de vivienda que se han formalización desde el pasado enero, la mayor parte corresponden a las ciudades de La Habana, Matanzas y en general en los municipios cabecera de provincia.
El Gobierno del presidente Raúl Castro dio luz verde en noviembre pasado al Decreto Ley 288, modificativo de la Ley General de la Vivienda de 1988, que flexibiliza la transmisión de la propiedad de viviendas entre privados, la cual puede hacerse mediante compraventa, permuta, donación o adjudicación siempre que las propiedades estén inscritas y actualizadas.
La medida junto a otra similar para la compraventa de vehículos forman parte del plan de reformas económicas del gobierno de la isla para "actualizar" su modelo económico socialista y puso fin a décadas de prohibiciones y restricciones sobre este tipo de transacciones.
Según el Instituto Nacional de la Vivienda (INV), Cuba tiene unas 3.700.000 viviendas y un 85 por ciento se encuentra en régimen de propiedad individual.
Entre enero y marzo de este año, se realizaron en Cuba 2.730 operaciones de compraventa de viviendas entre particulares así como 10.660 donaciones, de acuerdo con los últimos datos disponibles.
Hasta 2010, Cuba, que tiene 11,2 millones de habitantes, tenía un déficit reconocido de unas 600.000 casas y según datos oficiales, más del 50 por ciento de las construcciones están en mal estado y 8,5 de cada 10 edificios necesitan reparación.

Brazilians snap up South Florida real estate

Dressed in an expensive pinstriped suit and sporting the latest Louis Vuitton sunglasses, Miami real estate broker Cristiano Piquet is ready to make a sale. He has a client in his shiny new white Rolls-Royce, and they’re on their way to see $9 million apartment at the W Hotel on South Beach.
Piquet’s client, 32-year-old Antonio Luciano, who comes from a wealthy family in Brazil’s sugar cane and commodities business, had already purchased two properties from Piquet over the phone. Now he is in search of a larger home with a better view. Like most rich Brazilians, Luciano is ready to pay cash for that perfect place.

US Foreclosure activity jumps in troubling sign for housing recovery

The housing market has shown some promising signs of late, but a fresh batch of foreclosure data offers a reminder that any recovery from the housing bust will likely be slow, spotty and painful.
RealtyTrac reported Thursday that foreclosure filings rose by 9 percent in May from a month earlier, to 205,990 total properties that were subject to default notices, scheduled auctions or bank repossessions.
The jump in foreclosure activity was likely because lenders are finally getting to a backlog of homes they might have started foreclosing on last year if they weren’t facing criticism for cutting corners and pushing foreclosures through too quickly and without adequate controls, said Daren Blomquist, a vice president with RealtyTrac. 
He noted that the major increases came from properties that are just starting the foreclosure process.
Still, the figures for May are down 4 percent from a year ago. In addition, the report noted, recent sales data suggests that not all homes with foreclosure filings will result in the bank taking the property.
“Based on the rise in pre-foreclosure sales we’ve seen so far this year, a higher percentage of these new foreclosure starts will likely end up as short sales or auction sales to third parties rather than bank repossessions going forward,” Brandon Moore, RealtyTrac’s CEO, said in a statement.
That’s important because bank-owned homes tend to sell for less than homes in earlier stages of foreclosure.
RealtyTrac’s data shows that a home that is in pre-foreclosure sells for 21 percent less than a non-distressed home, on average. A bank-owned home sells for 33 percent less on average.

China's economy suffers 'sharp slowdown'

A nationwide real estate downturn, stalling exports and declining consumer confidence have produced what a Chinese cabinet adviser, quoted on the official government Web site on Thursday, characterized as a “sharp slowdown in the economy.”
Though the Chinese economy continues to expand, construction workers are losing jobs in droves and retail sales grew last month at the slowest pace in more than three years. Investments in fixed assets have increased more slowly this year than in any year since 2001.
The most striking feature of the slowdown is that it extends beyond the coastal provinces, which depend on exports and are closely linked to the global economy, to the country’s far more insular interior, including cities like Xi’an here in northwestern China.
China’s unexpected economic difficulties are starting to unnerve investors in world markets, especially commodity markets, as China is the world’s largest consumer of most raw materials and the second-largest consumer of oil.
A deepening slowdown would ripple across the world economy. Until now, China’s economy barreled ahead mostly unhindered as the main engine of global growth, even as Europe struggled with its government debt crisis and the United States limped along with a crippled housing market.
Cash squeeze Government indexes show real estate prices are falling in more than half of the country’s top 70 urban markets, Xi’an among them. Standard & Poor’s Ratings Services and Moody’s each issued reports on Thursday warning that many of China’s real estate developers face a severe cash squeeze as apartment sales slow to a crawl. The developers still owe heavy interest payments on bank loans.

Los cubanos no venden sino regalan sus viviendas

sin rubor el granma  nos cuenta del alma noble y corazon generoso del kubishe solidario con el projimo y desprendido hasta de las medias, que no puede seguir los senderos que conducen a las autopistas del mercado, sino que tiene que crear su trillo retorcido pero propio, sumergido pero autentico, en fin, kubishe.  
el asunto lo avala el hecho que de enero a marzo se han efectuado 13,390 cambios de propiedades de inmuebles, de las cuales 10,660 el 80% son "DONACIONES".
en el renglon de los autos, el kubishe es un poco menos bondadoso aunque igual es desproporcionado el intercambio taino que no quiere llegar siquiera al siglo xx, sino mantenerse por los insodables tiempos medioevos. 15,170 cambios de propietarios de autos, con el 45% de ellas resultado de donaciones. 
confio en que tanta generosidad no se haga extensiva a conyugues y tengamos que leer algo como dono esposa con 'fe'
