Cuba: land of sun, sand and cheap child prostitutes.

Cuba has long been a favourite sun-spot for Canadians. It’s relatively cheap, loaded with resorts and just 2,300 km away.

But some tourists are drawn by more its unspoiled beaches and fine cigars. The Caribbean island has become a magnet for men eager to engage in sex with pre-pubescent girls, some as young as four. A confidential 2011 RCMP report on child sex tourism, obtained by a Star investigative team using Canada’s Access to Information Act, identifies Cuba as one of the most popular destinations in the Americas for child sex tourism.

The Canadian government, while acknowledging sex offenders are going abroad to exploit children, has done little to stop them. The Cuban government, eager for hard currency, denies that a problem even exists.

“There are no exit records that are kept of these individuals so it’s very difficult for us to know whether someone is in fact leaving the country for these reasons,” Vic Toews, the federal minister of public safety, told the Star. “My preference is that these individuals are prosecuted within the jurisdiction where they are discovered.”

That is not likely to happen. Cuban police are willing to look the other way, if their palms are greased. The government rarely prosecutes foreign sexual predators. It refuses to release records of child exploitation to international or domestic relief agencies. And Raúl Castro – Fidel’s younger brother who succeeded him as president in 2008 – insists that the island is a family-friendly tourist mecca.

For four months, a team of Star reporters working with their counterparts from Miami’s Spanish-language newspaper, El Nuevo Herald, probed this illicit trade from the streets of Havana to the highest echelons of the law enforcement system, speaking to police, politicians, diplomats and citizens working to prevent the sexual abuse of children.

They found that sex with young girls in Cuba costs as little as $30 a night. A network of hotel staff, cabbies and pimps was eager to set up an encounter for a tourist – for a small fee. Impoverished families were so desperate for money – or so dazzled by gifts and material goods unavailable in Cuba – that they pushed their children into prostitution.

What they uncovered in Canada was equally shocking. The government of Stephen Harper, which trumpets its commitment to crack down on sexual predators, has so far turned an almost blind eye to sexual tourism. Only five individuals have been convicted for crimes against children outside the country.

Although Canada has had a law against abusing children abroad since 1997, it is undermined by the inability of law enforcement officials to monitor sexual offenders as they slip out of the country. Nor can border officials identify them when they return because they don’t have access to the national Sex Offender Registry. Under Ottawa’s privacy rules, the RCMP cannot share the list.

The result: Canadians are “among the most enthusiastic customers of the Cuban child sex trade.” Unless they do something stupid – such as take pornographic photos to a commercial outlet for printing – there is little chance they’ll be caught.

Canada can’t stop this blight alone. But there are some obvious steps it could take. It could exempt sex offenders from privacy rules that prevent border guards from recognizing them. Require anyone who has been charged or convicted of sexual crimes to report all trips outside the country. Increase fines and jail terms for those charged with sex tourism. Provide the RCMP’s Child Exploitation Unit with the resources it needs to investigate crimes against children abroad. Work more closely with American authorities to detect border-crossing sexual predators. And put pressure on the Cuban government to prosecute sex tourists.
In the wake of the Star’s reporting on this troubling issue, Toews is promising more action to fight international sex tourism. On Monday, he said the government is consulting with experts “in order to prevent traffickers and offenders from travelling abroad” and is “committed to putting an end to the sexual exploitation of children, no matter where it may occur.”

Those are welcome statements. The Conservatives never miss an opportunity to express their abhorrence for those who sexually exploit children. It’s high time the government backed up its rhetoric with strong action.

Foreign tourists, especially Canadians and Spaniards, are travelling to Cuba in surprising numbers for sex — and not just with adult prostitutes. They are finding underage girls and boys, a joint investigation by The Toronto Star and El Nuevo Herald has found.

Havana’s conspicuous scenes of street-level prostitution are the outward face of a hidden prostitution trade in minors, some as young as four, some with families complicit in their exploitation, the newspapers found.

Cuba holds unique allure for Western sex tourists. It is closer and cheaper than other sex destinations, such as Thailand. And HIV rates are lower than in other Caribbean sex tourism hot-spots, such as the Dominican Republic or Haiti.

While the size of the island’s underage sex market remains a mystery — the communist government denies it is a problem and fosters the image of an island free of the social ills that plague other nations — it clearly goes on.

• A confidential Royal Canadian Mounted Police (RCMP) report in 2011 showed Cuba was one of the main destinations in the Americas for Canadian sex predators, along with the Dominican Republic, Haiti, Brazil and Mexico. More than one million Canadian tourists visited Cuba last year.

• Cuba’s government “made no known efforts to reduce the demand for commercial sex,” noted the 2012 version of the U.S. State Department’s annual report on global Trafficking in Persons (TIP).

• The 2003 version noted that some officials of Cuban state enterprises such as restaurants and hotels “turn a blind eye to this [child] exploitation because such activity helps to win hard currency.”

• A dispatch by U.S. diplomats in Havana in 2009 noted that “some Cuban children are reportedly pushed into prostitution by their families, exchanging sex for money, food or gifts,” but gave no overall numbers.

Pimps, cabbies and tourist hotel staffers can procure discreet meetings with underage prostitutes, according to the RCMP report.

“That’s prohibited here in the hotel,” a security chief at a Havana hotel told a journalist posing as a tourist in search of underage girls. But, he added helpfully, they can be found “in houses waiting for the call from pimps.”

Clients can take them to private homes, known as “casas particulares,” the security man noted, where tourists can rent rooms for $10 a night and do “whatever you want. Orgies, anything.”

The Castro regime can track down an older American man who travels to Cuba to help ordinary citizens connect to the Internet and exercise their fundamental right to receive and impart information.

Yet, the Castro regime cannot track down older Canadian and European men that travel to Cuba to sexually prey on young children in "casa particulares," which it closely monitors?

Fortunately, U.S. travelers are not contributing to this problem, for as The Miami Herald notes this morning:

"Perhaps the key reason for the lack of U.S. sex tourism to Cuba is Washington’s trade embargo on the communist-ruled island, which has limited travel there for more than half a century.

Cuban Americans can visit anytime, but they know 'that the police can throw them in jail anytime' and that U.S. consular officials in Havana 'cannot protect them,' said Cason, now the mayor of Coral Gables.

Non-Cuban Americans are barred from tourist trips and can go only on group “educational” trips that are tightly guided and can cost upwards of $5,000 a week. Only about 67,000 went to Cuba in 2011. In contrast, more than one million Canadians visited the island in 2012, and a week in Varadero beach can cost them as little as $600."

Who do you think the people of a future democratic Cuba are going to recall as their friends -- the Canadians and Europeans that took advantage of their suffering or the Americans that stood up for their freedom?

La operación la realizó la Unidad Especial de la Policía, conocida por  LACRA, en coordinación con los  Comité de Defensa de la Revolución (CDR).

Las  detenidas fueron trasladadas al Técnico de Instrucción Policial del Ministerio del Interior,  100 y Aldabó, situado en el reparto Alta Habana del municipio Rancho Boyeros, reveló una fuente oficial.

"Las  reincidentes serán procesadas  y posiblemente  condenadas a dos años  de privación de libertad. A las primerizas les harán expedientes de peligrosidad y serán trasladadas a sus lugares de origen, las que no sean de la capital, donde estarán bajo vigilancia policial", comentó la fuente.

La esquina de Monte y Cienfuegos  es conocida por la asistencia de jóvenes y adolescentes,  de toda la isla, que  vienen en busca de dinero.

En sus provincias no tienen trabajo y esta es una manera fácil de buscar plata.

La mayoría de estos jóvenes que pernoctan en la capital no tienen un lugar donde quedarse  por lo que caen fácilmente en manos  de  proxenetas que abusan de ellos, quitándole la mayor parte del dinero.

Despite allegations that Democratic New Jersey Senator Bob Menendez had sex with underage prostitutes in the Dominican Republic on several occasions in recent years, he has been a persistent critic of the Cuban regime for economic conditions that have led to widespread prostitution among young people.

“The average Cuban worker lives on an income of less than $1 a day,” Menendez said during a March 2, 2009 Senate floor speech, arguing that the communist Cuban dictatorship’s policies caused nationwide poverty.

“This poverty has an enormous cost,” the son of Cuban emigres to the U.S. explained. “The widespread desperation of families has forced far too many young girls and boys into becoming sex workers, even though defenders of the Revolution constantly cite the elimination of prostitution as one of its supposed accomplishments.”

In a little-noticed email published online Wednesday by Citizens for Responsibility and Ethics in Washington (CREW), a young Dominican woman wrote nine months ago that she slept with 59-year-old New Jersey Democratic Sen. Bob Menendez at a series of sex parties organized by Dr. Salomon Melgen, a longtime Menendez campaign donor.

“That Senator also likes the youngest and newest girls,” the woman wrote on April 21, 2002, according to an English translation provided to The Daily Caller by a native Spanish speaker.

“In the beginning he seemed so serious, because he never spoke to anyone, but he is just like the others and has just about the same tastes as the doctor, very refined. I think they were taking us more often to get us checked [medically] because of him.”

Por ese hábito involuntario de escuchar conversaciones ajenas, pude oir, en un ómnibus, como una joven profesional de la medicina le decía tranquilamente a una colega: “Terminó el año y por suerte acaba de llegar de Madrid el ‘yuma’ de mi marido. Me siento más desahogada, porque me trajo todo lo que le pedí. No me puedo quejar, los tres nos llevamos muy bien”.

En Cuba no es extraño que la prostitución en equipo sea parte de la negociación de las parejas. Muchas parejas ponen la superviviencia por encima de todo y hacen las concesiones necesarias para subsistir en el difícil escenario que le reservó la revolución. Inclusive, la de admitir tranquilamente que uno de los dos, o ambos, se prostituya como medio de vida.

En estos días de temporada alta del turismo, la calle se convierte para muchas chicas en el campo de batalla. Patrullan las principales avenidas de La Habana, a la caza de un turista que pueda satisfacer sus necesidades más inmediatas, que van desde comida o productos de aseo, hasta la posibilidad de sacarlas del país. Algunas “piensan en grande” y tienen como ídolos a célebres actrices porno muy conocidas ya en la Isla. Y es que el incipiente porno “made in Cuba” gana terreno aquí desde hace tiempo.

Bajo este mismo escenario, descubrimos también a chicos, de cacería por los principales mercados de sexo de la ciudad, marcando como lobos solitarios su territorio.

Los portales del cine Payret y del Tribunal Popular Provincial de La Habana, los portales del Bar San Juan, el Club de Ajedrez Capablanca, El Colmao, el edificio Residencias Canteras, la pastelería La Francesa y las cafeterías Piropo e Infanta.cu, son algunos de los lugares donde es fácil encontrar a estos varones en busca de clientes. Los del oriente y de algunas zonas del centro de la Isla tienen fama de ser los más atrevidos y complacientes.

Para algunos la ruta comienza en los residuos del conocido bar de las Viejas Tristes, en Prado y Teniente Rey, pero se deslizan a lugares como el Parque Central, el Parque de la Fraternidad, la Isla del Golfo, en 23 y Malecón, los laterales del hospital Calixto García, la Potajera o el Parque Jurásico, frente a la terminal de ómnibus inter provinciales, y los portales del Palacio Central de Computación, en Reina y Águila.

Estos lugares resultan fáciles de encontrar para el turista, pues hay toda una cadena de comunicación en la cual participan desde el guía oficial de turismo, el maletero y algún agente de seguridad del hotel, hasta empleados y dueños de restaurantes privados, que trabajan en coordinación con los dueños de las casas de citas.

Secundino, custodio en una galería ubicada en los portales de Almacenes Ultra, en Centro Habana, afirma: “Creo que esta zona de la ciudad es una de las más violentas en cuanto al ejercicio de la prostitución masculina. Este municipio es también uno de los más críticos en lo que respecta al SIDA”.

Centros nocturnos donde se reúne la comunidad gay, que operan bajo la sombra del gubernamental Centro Nacional de Educación Sexual (CENESEX), dirigido por Mariela Castro, son también escenarios de este triste negocio.

Están el Cabaret Las Vegas, en Infanta y 25, donde las famosas transformistas Troya, Imperio y Sahira animan la noche gay habanera, y el Café Cantante Mi Habana, donde otro aplaudido travesti se deja “montar” por el espíritu trágico de  Amy Winehouse. En la discoteca La Gruta, en 23 y P, los musculosos strippers compiten por el voto del público y también se venden al mejor postor.

Según Pastor, un experimentado fisioterapeuta: “El CENESEX, más que ampliar las opciones de entretenimiento de la comunidad LGBT, apadrina estos lugares como una manera de promover el turismo sexual gay.”

Son mercados de la carne, en los cuales la prostitución tiene patente de corso. No es que lo mismo no ocurra en discotecas o clubs en otros países, solo que las instituciones gubernamentales no se involucran en ese tipo de negocios.

Hasta hace muy poco, las fiestas gay en casas particulares eran perseguidas por la policía. Hoy, el CENESEX las organiza en locales estatales, porque son un lucrativo negocio. Solamente el cover por persona es de más de tres dólares, una cifra considerable para los cubanos, que ganan menos de un dolar al día. Por estos días de temporada alta llega a Cuba muchísimo turismo sexual, particularmente gay. Los turoperadores principales son de México y España, pero se están imponiendo Italia y Rusia.

En Centro Habana y La Habana Vieja la tarifa por un encuentro rápido es de 5 a 10 dólares, pero en el Vedado puede llegar a 50, más de lo que gana un profesional en un mes, lo cual hace que los clientes sean por lo general solo extranjeros. También es una prostitución controlada en gran medida por la policía, sobre todo en el Vedado y en las zonas de playa, como Mi Cayito, donde los policías, además de ejercer el proxenetismo, cobran a los clientes por su protección.

La Habana es hoy un decadente bazar de oportunidades, y muchos de estos jóvenes -mujeres y hombres- cuyo futuro ha sido confiscado por una dictadura que les cierra todas las puertas del progreso, encuentran en la prostitución su única oportunidad.

Suzy Favor Hamilton, 44, who is married, a former Olympic US track star, a  motivational speaker and who appeared in an ad for Nike (and promotional work for Disney), has admitted to also working as a $600-an-hour prostitute.

Why would she do that? What could drive a woman seemingly not in desperate need of funds to have sex with men for money?

First, there are likely women whose interest in being hired for sex is so strong that, for all intents and purposes, it is their "sexual orientation."  They are sexually excited far more (or almost exclusively) by sex with strangers, and with as little emotion as possible (hence, they exchange in the act for money).  

In this way, these women are not different (only in their particular tastes) from other women (and men) who want to be hurt during sex or who want to dress in clothing of the opposite gender prior to sex. -- A woman wanting to sell herself because she thinks it is exciting is not much more dramatic than a man who wants to dress as a ballerina in order to feel excited.

While it is extremely dangerous psychologically and medically, the truth is that high- priced prostitution is rampant in America and available in every city.  Millions of American men with families and professions are customers.

Second, while the intensity of desire to participate in prostitution could be so compelling as to constitute something akin to a sexual orientation, that orientation may well be well be rooted in life events during childhood and adolescence that left that girl feeling powerless or manipulated or unloved.  Reproducing such feelings can be an extremely magnetic force.  

Prostitutes I have treated have told me that getting calls from strangers wanting to have sex with them reinforces (in an unfortunate way, of course) their belief that they are special and attractive. And it may well be that entering and leaving hotel rooms and apartments where these women could certainly be badly hurt is a way of—sadly--demonstrating their invulnerability (when they were badly hurt as children, often at home).

Third, there are probably a minority of women (and men) in the business of prostitution for whom it carries no stigma and is lucrative. 

If we assume that Ms. Hamilton had ten clients a week (and she may have had many more), then she could have been making $300,000 a year in cash, which is, even prior to the so-called "fiscal cliff," like making $400,000 a year in taxed income. 

If she had 20 clients a week (and some of the prostitutes I have treated as a psychiatrist have had 20 clients a week), then she would have made $600,000 a year -- in cash. 

Ms. Hamilton may have had some income as a motivational speaker, and her husband may have made some money, but, unless they were extremely wealthy, $600,000 a year in cash may have been key to their lifestyle.

While it is extremely dangerous psychologically and medically, the truth is that high-priced prostitution is rampant in America and available in every city.  Millions of American men with families and professions are customers.  And not every prostitute is devastated psychologically by the experience.  

As one lawyer and prostitute put it to me when she was in my office for psychotherapy, “I suppose that there is some scatter effect, in terms of making it more complicated to have a boyfriend and make sex intimate with him, but I don’t know if it’s more complicated than getting back home from working as a police officer or pediatric neurosurgeon or gynecologist.  Lots of professions are incredibly complicated, emotionally.”

The fact is that some women are—whether pathologically or not (which is a longer discussion)—“able” to separate sex from meaningful and ongoing emotional connections and to charge for it. Because their behavior is against the law in most states, they can also make a great deal of money doing so, if they are also attractive. 

I take no moral position on the matter, which may be why I have been able to help a number of these women find their true motivations for such work, see the real and substantial psychological risks and make clearer decisions about whether to continue with it.

Finally, in a world that allows third trimester abortions, because women demand the right to control their own bodies, and a world in which a large number of lawmakers have hired prostitutes, it is time to legalize prostitution, put in place safeguards to help protect those who participate in it, and, of course, tax it.

A three-time U.S. Olympian runner who has admitted her double life as a prostitute is taking an apology lap on Twitter, promising to “make amends” and return to being a good mother.

Suzy Favor Hamilton, a 44-year-old nine-time NCAA champion, admitted to The Smoking Gun that she worked as a $600 per hour call girl for a Las Vegas escort agency since last December, booking dozens of dates in Sin City and other major cities like Los Angeles, Chicago and Houston. In a series of posts on Thursday, Hamilton took to Twitter to begin resurrecting her life.

“I cannot emphasize enough how sorry I am to anyone I have hurt as a result of my actions and greatly appreciate the support from family and those closest to me,” Favor Hamilton wrote. “I fully intend to make amends and get back to being a good mother, wife, daughter, and friend.”

The married mother of a 7-year-old girl indicated she has been seeing a psychologist for the past few weeks and will continue doing so.

“I do not expect people to understand, but the reasons for doing this made sense to me at the time and were very much related to depression,” Favor Hamilton wrote. “As crazy as I know it seems, I never thought I would be exposed, therefore never hurting anybody.”

Favor Hamilton said she was drawn to escorting in large part because it provided “many coping mechanisms” during a challenging time in her life and marriage.

“It provided an escape from a life that I was struggling in,” Favor Hamilton wrote to nearly 4,000 followers. “It was a double life.”

Favor Hamilton’s sordid past has already sullied her future, as Disney canceled a scheduled appearance at an August 2013 expo during the Disneyland Half Marathon weekend.

Bob Hitchcock, a spokesman for runDisney, which organizes the company’s races, told the Orange County Register that Hamilton is no longer scheduled for future Disney events. She previously spoke at and led a dance at an August meet-up at Disneyland Half Marathon events in Anaheim. In February, Favor Hamilton appeared at a Princess Half Marathon event at Florida's Walt Disney World, the newspaper reported.

Favor Hamilton, who used the alias “Kelly Lundy” during her trysts, shared her true identity with several male clients. The decorated competitive runner has characterized the escort business as “exciting” and a diversion from her Wisconsin real estate brokerage with her 44-year-old husband, Mark, who is aware of her illicit business.

“He tried, he tried to get me to stop,” she told The Smoking Gun. “He wasn’t supportive of this at all.”

As a nine-time NCAA champion for Wisconsin, Favor Hamilton is the namesake of the Big Ten Conference’s Suzy Favor Athlete of the Year Award. Big Ten spokesman Scott Chipman told the Associated Press the conference had no comment.

Las Vegas police have no record of any arrests or contact with Favor Hamilton, said Officer Laura Meltzer, a department spokeswoman. No inquiry about Favor Hamilton was launched as a result of the news reports, Meltzer said.

Favor Hamilton could not be reached for comment early Friday.

Possible security breach: Secret Service agents had president’s schedule in rooms

The Secret Service agents who brought prostitutes back to their hotel rooms in Colombia last week had copies of the president’s schedule in their rooms, which raises the issue of a potential security breach, officials told Reuters.

Secret Service personnel were in Cartagena in advance of President Barack Obama’s arrival at the Summit of the Americas, a trade conference, over the weekend. At least 11 were placed on administrative leave and flown back to the United States on Saturday when it came to light that they had hired prostitutes. Their security clearances have since been pulled, NBC News has learned.

The story might have been kept a secret had it not been for a disgruntled woman who claimed she had not been paid by one of the agents. She argued with two Secret Service agents and then went to Colombian police. Local police reported the matter to the U.S. Embassy, Reuters reported.

LA JONQUERA, Spain — She had expected a job in a hotel. But when Valentina arrived here two months ago from Romania, the man who helped her get here — a man she had considered her boyfriend — made it clear that the job was on the side of the road.

He threatened to beat her and to kill her children if she did not comply. And so she stood near a roundabout recently, her hair in a greasy ponytail, charging $40 for intercourse, $27 for oral sex.

“For me, life is finished,” she said later that evening, tears running down her face. “I will never forget that I have done this.”

La Jonquera used to be a quiet border town where truckers rested and the French came looking for a deal on hand-painted pottery and leather goods. But these days, prostitution is big business here, as it is elsewhere in Spain, where it is essentially legal.

While the rest of Spain’s economy may be struggling, experts say that prostitution — almost all of it involving the ruthless trafficking of foreign women — is booming, exploding into public view in small towns and big cities.

Tattooed bar code The police recently rescued a 19-year-old Romanian woman from traffickers who had tattooed on her wrist a bar code and the amount she still owed them: more than $2,500.

In the past, most customers were middle-aged men. But the boom here, experts say, is powered in large part by the desires of young men — many of them traveling in packs for the weekend — taking advantage of Europe’s cheap and nearly seamless travel.  More >>
