Shock report: Cuba is not the medical paradise advertised

by Noah Rothman
Save the mythology surrounding the idea that Scandinavia is a veritable socialist paradise, the left covets no other fable more dearly than they do the notion that communist Cuba serves as a model for what centralized health care can and should be.
Neither is true, and countless reports and studies have debunked both myths. But still they refuse to die. Among the few benefits associated with President Barack Obama’s decision to unilaterally relax trade and travel restriction with Cuba will be the disillusionment of the American leftists who travel to Cuba expecting to encounter a medical wonderland. They will be underwhelmed by what they find.
According to a study conducted by the group International SOS ranking every nation on Earth for the risks associated with seeking health care inside their borders, Cuba was among the many “high risk” (colored orange) nations for visitors who happen to fall ill while traveling abroad.
In fact, travelers are more likely to receive proper medical care in nations like the Dominican Republic, Mexico, Panama and Colombia than they are to get sound care in Cuba.
“Cuba, for instance — a country whose doctors are internationally renowned– was classified as a ‘high risk’ country in the Americas,” The Post’s report read.
As WorldViews observed earlier, a 2008 Bulletin of the World Health Organization pointed to impressive improvements that the country had made in certain health indicators in the last 30 years. By 2008, Cuba was not only able to meet domestic medical demand, but also trained 20,000 foreign doctors and nurses per year. What are the reasons for SOS International’s concerns?
Although the organization did not give explanations for individual countries it defined “high risk” nations more generally. Emergency services that are only inconsistently available in remote areas, limited access to quality prescription drugs as well as the threat of serious infectious diseases are among the characteristics of risky travel destinations, according to the organization. Hence, visiting Cuba might be safe if you restrict your travels to major cities, but trips to rural areas could be much more dangerous than one would expect.
So, travelers who happen to fall ill in Havana might be lucky enough to receive relatively high quality care, whereas the tourist (and the average Cuban citizen) in a Hatillo is unlikely to find excellent medical care. How is that possible if Cuba is not only bragging about its health care facilities and doctors but exporting them as a commodity? Because this is a centrally planned economy, silly. And health care is a showpiece feature of that economy as well as a source of badly needed foreign income.
“Many Cubans complain that top-level government and Communist Party officials have access to VIP health treatment, while ordinary people must queue from dawn for a routine test, with no guarantee that the allotted numbers will not run out before it is their turn,” Lucia Newman, a former Cuban resident, wrote for Al Jazeera in 2012. “The system is free, but it is neither fast nor efficient for two important reasons. One is obviously the lack of financial resources, and the other – which is related to the first – is the “export” of doctors, nurses and dentists in exchange for hard currency.”
“Over the years, I have heard many complain about the deteriorating quality of the services offered. One of the problems is that no small number of Cuban doctors have left the country looking for better opportunities abroad,” she added. “They are considered deserters.”
But who could blame them, considering that Cuban doctors are paid by the state an average of between $30 and $50 per month for their services.
None of this will be a problem for the anticipated new industry of American medical tourism to Cuba, where wealthy and credulous urbanites will fly to Havana for the thrill of exotic surgery. They will get the best care that this island prison nation can provide, of course, but only at the expense of the indigenous people. No worries. Presumably those kind-hearted liberals who travel to Cuba to take advantage of their progressive country’s services have the very best intentions.

Cuba ofrecerá servicios médicos baratos a estadounidenses

Congressional Trips to Cuba in Doubt as US Interest Surges

A series of trips to Cuba by U.S. lawmakers is in doubt amid questions over the communist government's eagerness or ability to accommodate a surge of new interest and possible investment from the United States.
American officials said the Cuban government has pushed off all congressional visits, including one by House Minority Leader Nancy Pelosi, until at least mid-April. The Cuban Interests Section in Washington said some will go forward in the coming days, but others are postponed.
Several members of Congress had planned to go to the island country this month. They included Pelosi, a California Democrat, and Sen. Jeff Flake, an Arizona Republican, who has proposed ending the U.S. travel embargo of Cuba.
President Raul Castro's government has been scrambling to adjust to the possibility of new U.S. travel and investment in Cuba since he and President Barack Obama announced in December that the two countries would repair ties after a half-century of enmity.
And in a surprise development, Obama administration officials said they were informed by their Cuban counterparts earlier this week that no congressional visits would be allowed to travel to Cuba until April 15. They spoke on condition anonymity because they were not authorized to speak on the record.
The Cuban Interests Section rejected that account, saying some delegations would be arriving in the next days.
A spokesman, who demanded anonymity because he wasn't authorized to talk publicly, said Cuba is receiving a large number of requests for visits. As a result, he said, the government is "arranging for the best possible dates for their visits so they get the attention they deserve in the middle of the many tasks we are facing at this moment in Cuba."
Pelosi's office had no immediate comment.
However, Sens. Jerry Moran, R-Kan., and Flake confirmed they wanted to visit at the end of the month but the Cubans denied the request.
Moran said the delegation was comprised of Republican senators who are "open-minded about changing the relationship with Cuba" and wanted to get a better understanding of issues on the island.
"At this point the indication is that they're not ready for our visit," said Moran, who was still hoping to reschedule the trip. "We don't know the reason. My staff has been told that the Cubans are not able to put together the necessary meetings that they would want to have for us. It could be just scheduling, but I don't know."
Many of the trips aim to explore new business opportunities as part of the thaw in U.S.-Cuban tensions. The administration last month significantly eased the 54-year economic embargo of Cuba, allowing U.S. telecommunications exports for the first time and ending a restriction on American credit and debit card transactions on the island.
Cubans are still trying to gauge the potential effects of the changes. U.S. companies also are still trying to make sense of the new regulations and much remains unclear. Only Congress has the power to fully lift the embargo, a step Obama is calling for but Republican leaders in the House and Senate oppose.
The most immediate objective of U.S.-Cuban diplomacy right now is re-establishing embassies.
The U.S. had been seeking to clinch an agreement before the Summit of the Americas in Panama. The meeting of Western Hemisphere nations takes place April 10-11 and could bring Obama and Castro together for a face-to-face meeting.
But the U.S. says Cuba must first end restrictions on American diplomats, shipments to the current U.S. Interests Section in Havana and entrance by Cubans to that building for embassies to be restored.
Cuba's most pressing demand is an end to banking restrictions, many of which are linked to its U.S. designation as a "state sponsor of terrorism." The Obama administration is likely to lift Cuba from that list in the next months.

MasterCard to Lift Transaction Block on U.S. Cards in Cuba - Bloomberg

MasterCard Inc. (MA) said it will lift a block on U.S. bank-card transactions in Cuba after receiving guidance from the Treasury Department’s Office of Foreign Assets Control.
The change takes effect March 1, according to a bulletin the Purchase, New York-based company sent to banks and other customers and obtained by Bloomberg News. Seth Eisen, a MasterCard spokesman, confirmed the bulletin’s contents.
President Barack Obama announced last month that the U.S. would relax restrictions on trade and travel with Cuba, which would include allowing Americans to use their credit cards in the country. MasterCard and Visa Inc. cards issued by banks outside the U.S. are already accepted in the Caribbean nation.
North Korea will continue to be blocked by MasterCard for transactions involving U.S. bank cards, while Iran, Syria and Sudan will be blocked for cards issued anywhere in the world, the company said.
Larger rival Visa Inc. (V) didn’t immediately respond to a request for comment.
The Treasury Department this month revised regulations tied to U.S. sanctions on Cuba, which included allowing U.S. financial firms to open accounts at Cuban banks to handle transactions, according to a Jan. 15 statement. U.S. companies also are authorized to enroll merchants and process credit- and debit-card transactions for travel-related and other expenses, the department said.

‘Deep’ Divisions

MasterCard’s announcement follows two days of talks between U.S. and Cuban officials over restoring diplomatic ties, migration policies and human rights in Havana. While both sides praised the negotiations, U.S. Assistant Secretary of State Roberta Jacobson said “deep” divisions remain over human rights policy.
Restoring diplomatic ties doesn’t mean the U.S. embargo on the island would end. While Obama eased some travel and trade restrictions after his Dec. 17 announcement, lifting the embargo would require congressional approval.
U.S.-Cuba negotiations will resume again as early as next month in Washington, according to two officials who asked not to be identified because they aren’t authorized to discuss the talks publicly.

Senators Question Legality of Cuba Regulatory Changes

With today's changes in Treasury and Commerce regulations to implement President Obama's Cuba deal with dictator Raul Castro, the following questions raised by U.S. Senators Marco Rubio (R-FL) and Dan Coats (R-IN) are particularly important:

January 14, 2015

The Honorable Jacob J. Lew
Secretary of the Treasury
United States Department of the Treasury

Dear Secretary Lew:

We are deeply concerned that several aspects of the President Obama’s new approach to Cuba, especially those related to unilaterally easing U.S. sanctions, violate the letter and spirit of several U.S. laws, and increase the moral and financial risk to the American taxpayer and financial system of doing business through Cuba’s government-controlled financial system.  We ask that you explain in detail how the Treasury Department plans to implement the President’s announcement under current law.

On December 17, the President announced that “U.S. institutions will be permitted to open correspondent accounts at Cuban financial institutions to facilitate the processing of authorized transactions.”

As you know, Section 7207 of the Trade Sanctions Reform and Export Enhancement Act (TSREEA) explicitly prohibits U.S. assistance and financing to Cuba. Moreover, it contains no Presidential waiver. Also, Section 103 of the LIBERTAD Act prohibits any financing of transactions involving confiscated property belonging to U.S. nationals.

Given these stark differences between the letter of the law and the Administration’s announcement, we ask that you provide clear answers to the following questions:
  • What legal authority does the Administration have to allow establishment of correspondent accounts in Cuba, and the use of U.S. credit and debit cards by travelers to Cuba?
  • How would the opening of correspondent accounts and the use of U.S.-backed credit cards expose U.S. financial institutions and affect legal action from Americans who have outstanding judgments rendered against the Cuban government by U.S. courts?
  • How would these regulatory changes impact U.S. obligations to protect U.S. trademark holders, namely those who had their intellectual property confiscated?
  • Less than three years ago, Cuba blocked access to the Cuba-based correspondent bank accounts of its European trading partners and confiscated their cash.  Can the Administration ensure that this will not happen to U.S. accounts?
The President also announced that “Telecommunications providers will be allowed to establish the necessary mechanisms, including infrastructure, in Cuba to provide commercial telecommunications and internet services.”
  • While Congress has authorized certain transactions to improve telecommunications services between the United States and Cuba, U.S. law prohibits U.S. investments in Cuba’s domestic telecom infrastructure.
Specifically, the Cuban Democracy Act of 1992 (22 USC 6004) includes a direct prohibition on “investment in domestic telecommunications services.”  Moreover, it states that an “investment” in the domestic telecommunications network within Cuba “includes the contribution (including by donation) of funds or anything of value to or for, and the making of loans to or for, such network.”  The LIBERTAD Act subsequently reinforced this “no investment” in telecom prohibition (22 USC 6032(g)).
  • What legal authority does the Administration have to allow U.S. investments in Cuba’s telecommunications infrastructure?
  • How would such investments affect legal action from Americans who have outstanding judgments rendered against the Cuban government by U.S. courts?
Also, as part of the President’s announcement, general licenses will be issued for all 12 categories of authorized travel in the existing categories.  However, TSREEA codified the ban on tourist activities, which are defined as any activity not expressly authorized in the 12 categories of travel set forth in the regulations. It further specified, “as such regulations were in effect on June 1, 2000.”  At the time of codification, non-academic educational travel (“people-to-people”) was only permitted via specific license.
  • Under what authority will the President license travel beyond the June 1, 2000 levels?
Under the travel codification, trips related to activities that are primarily tourist-oriented -- including self-directed educational activities intended only for personal enrichment -- are illegal.
  • How will Treasury enforce violations of travel for self-directed educational activities and by groups that sponsor people-to-people trips, which seek to engage primarily in tourist activities?
  • How do certain travel activities, including staying at confiscated properties by U.S. travelers, not violate the ban on trafficking, and “indirect financing,” of confiscated property in LIBERTAD?
The fact that the Administration has been unable to answer these and many other questions almost a month after the President’s announcement, raises serious concerns about the process which preceded it.  We thus would like to know whether the Treasury Department was even consulted regarding these significant policy changes regarding Cuba, and if so, on what date.

We appreciate your prompt answers to these questions.

Sincerely,

Marco Rubio
Daniel Coats

Decades of U.S. trade and travel restrictions on Cuba will come to an end on Friday, the government announced in the first tangible step towards restoring diplomatic ties between Washington and Havana.
New rules will allow Americans to travel to the country without a license - as long as they go for approved reasons - and use their U.S. credit or debit cards, the U.S. Departments of Commerce and Treasury said in a statement.
Cubans living in the U.S. will also have their quarterly remittances increased from $500 to $2,000 per quarter, allowing them to send home more money.
Officials said approved reasons for travel include business or family visits, and that tourism from the U.S. to Cuba was still prohibited by Congress.
Travel agents and airlines will be authorized to provide services without needing a specific permit under the new rules. That means U.S. airlines could soon be free to launch normal scheduled flights to Cuba.
"Today's announcement takes us one step closer to replacing out of date policies that were not working and puts in place a policy that helps promote political and economic freedom for the Cuban people," Treasury secretary Jacob Lew said in a news release.
"Cuba has real potential for economic growth and by increasing travel, commerce, communications, and private business development between the United States and Cuba, the United States can help the Cuban people determine their own future."
However, U.S. Senator Marco Rubio (R-FL) called the new rules "a windfall for the Castro regime" and said the recent deal "is enriching a tyrant and his regime at the expense of U.S. national interests and the Cuban people."

Years ago, state universities in Florida could easily send students to Cuba for academic research or bring Cuban intellectuals and cultural figures to the United States for special events.
That got a lot more difficult in 2006, when the state Legislature passed a law declaring that any funds going to state universities cannot be used for travel to nations that the State Department lists as a state-sponsor of terrorism. The law applied to several countries, but it was aimed at Cuba and meant to tighten the restricted relationship the United States had with the communist nation since the 1960s.
But the future looked promising for Cuban studies in the Sunshine State with President Barack Obama announcing last month the restoration of diplomatic relations with Cuba.
Depending on what happens in the next few months, the distinct possibility that Cuba could be removed from the list of terror sponsors would make academic research and student pursuits a lot more accessible.
That's especially good news for Florida International University, whose Cuban Research Institute helps organize more than 70 events each semester. In recent years, they have managed to host Cuban intellectuals and public figures including Yoani Sanchez, a Cuban blogger known for her criticism of the country's government.
"We're looking forward to renewing our programs with Cuba and taking students there," said Sebastian Arcos, director of FIU's Cuban Research Institute.
"It's going to be good for the university because it will unshackle us. … What you don't want is the topic you're studying to be boring. And with yesterday's news, the next few months are going to be very interesting."

Correo: Cubaball Tour

Cubaball XIII
www.prime-travel.com
February 23-March 2, 2015

This is the first call for registrations for Cubaball XIII. Designed for the serious baseball fan and scholar, Cubaball offers a unique travel experience that will bring you in close contact with the Cuban baseball past and present.

The 2015 tour is scheduled for February 23 to March 3 and will feature games of the 54th National Series. The tour dates coincide with the second half of the Cuban season in which only the top eight teams compete for playoff positions. A detailed itinerary awaits the release of the second-half schedule in January. We will travel to games from our Havana base and usually manage to see four or five games in different stadiums located in the western part of the island.

Tour highlights include:

•        Attendance at games of the 54th National Series

•        Meetings with players and league officials
•        Meetings with veteran players, including Luis Zayas, the sole surviving member of the famed Havana Sugar Kings living in Cuba
•        Visit to the baseball monuments in the Cristobal Colon necropolis in Havana.
•        Visit to Tropical Stadium, the home of the Cuban Winter League from 1930-1946
•        Tour of historic old Havana, a UNESCO World Heritage site
•        Visit to the Finca Vigia,  Ernest Hemingway’s estate in San Francisco de Paula
•        A seminar with Sigfredo Barros, the baseball beat writer for Granma, the national newspaper of the Cuban   Communist Party.
•        Visit to Cruces and the grave of Martin Dihigo accompanied by Martin Jr., a former teammate of Pete Rose and Tony Perez in the Cincinnati Reds organization

Cubaball offers unique access to Cuban players. For the last three years, we have been joined by Enriquito Diaz, the all-time leader in games, at-bats, run, hits, triples, and stolen bases. He is the Pete Rose and Rickey Henderson of Cuba. If the schedule includes a game involving the Matanzas team, we will likely have a clubhouse meeting with Cuban National Team manager, Victor Mesa. Mesa was one of the great stars of the Cuban game. We have also enjoyed visits with friends, all-time HR king, Orestes Kindelan, and Omar Linares, considered by most the greatest player in the post-revolutionary history of Cuban baseball.

The tour is limited to 25 registrations and 20 registrations are required to make the tour viable. The tour price of $2899 (double occupancy) is considerably less than the price charged by companies offering cookie-cutter tours of Havana, Cienfuegos and Trinidad. A single occupancy is available for a $400 supplement. This is a land-only package that inlcudes accommodation, all breakfasts,, a few additional meals, admission to all scheduled itinerary events, transfers, transportation and the services of a bi-lingual guide. Not include are airfare, gratuities, beverages, and a  $30 USD exit permit. Americans are required to purchase insurance upon entry into Cuba for $3 per day.

Cubaball books four and five-star hotels in Havana and the best available hotels outside of Havana. Our Havana hotels include the Nacional, the Habana Libre (formerly the Havana Hilton) and the Parque Central.

This year’s tour will be licenced by the US Treasury Department.

Please let me know if your are interesting in joining the 2015 tour. I will advance tour plans if there is sufficient interest.  Send an e-mail to confirm your place and registration details will follow.

Quebec man's Cuban marriage a nightmare

The moron
Jean -Francois Racine | QMI AGENCY
MONTREAL- A Quebec man says he's out $90,000 after falling in love with a Cuban woman, marrying her, and moving her to Canada.
He also claims that when she arrived, she was pregnant with another man's baby and left him after six days.
Michel Beaudry told QMI Agency that he wants to share his story to help other Canadians avoid making the same mistake.
The 62-year-old met a 25-year-old woman while on an all-inclusive Cuban vacation in March 2013.
"At first," said Beaudry, "I thought it was impossible that she would want to be with me."
The relationship blossomed, bolstered by Beaudry making about 10 trips to Cuba to visit. They married in September 2013.
In June 2014, his wife was given permission by the Canadian government to move to Canada.
From the first day, she explained to Beaudry that she didn't want to lead a normal married life with him.
"She said she loved me like a father figure. I slept on the sofa while she slept in my room."
Beaudry says his wife also announced she was pregnant. He had a vasectomy, and knew he could be responsible for a child that wasn't his.
Six days after her arrival, she asked for $50,000 to buy a home for her relatives in Cuba. When Beaudry refused, she packed her bags and left.
"She lied all along," said Beaudry. "She only wanted money."
Reynaldo Marquez, Beaudry's lawyer, told QMI that they are seeking an annulment of the marriage. "I want her to leave the country," Beaudry said.

Slowdown Of Tourist Arrivals To Cuba Continued In July

The arrival of visiting foreigners to Cuba, where tourism is the second largest source of revenue, continued its slowdown in July with a drop of 0.5 percent compared with the same month in 2013, according to official figures released Saturday.
The National Statistics and Information Office, or ONEI, said the island received during the month of July a total of 211,456 tourists, some 1,055 fewer than in that month last year.
ONEI had already recorded in June a decline of 1.4 percent compared with 2013.
Nonetheless, statistics show that in the first seven months of the year, tourist arrivals grew 3.4 percent over the same period the year before.
In 2013 Cuba welcomed a total of 2,852,572 travelers, a modest growth of 0.5 percent more than in 2012, while for this year the country set the goal of attracting 3 million visitors.
The official daily Juventud Rebelde noted Saturday that to reach that goal the sector would have to achieve, between August and December, a growth of 8.1 percent.
Canada, Germany, Britain, Italy and France remain the leading sources of travelers to Cuba, where tourism is the second largest source of foreign currency after the export of services.

Westfield State University trustee who vacationed in Cuba with ex-president Evan Dobelle has resigned

WESTFIELD – The only Westfield State University trustee to accompany then-President Evan Dobelle and 20 guests on a six-day trip to Cuba last year has resigned.
Without stating a reason, former Pittsfield Mayor James M. Ruberto submitted his resignation on May 27, four years before his five-year term was to expire.
In a letter to Gov. Deval Patrick, Ruberto expressed regret for leaving the university’s 11-member governing board, but expressed optimism over the school’s current leadership and its future.
“Though the university faced a number of challenging issues during my short tenure, I am confident that it is now well positioned to serve its mission … without distraction,” he wrote.
Ruberto, who served four terms as Pittsfield’s mayor, could not be reached for comment.
Westfield State spokesperson Molly Watson had no comment on whether Ruberto’s resignation was related to his presence on the Cuban trip along with Dobelle, also a former mayor of Pittsfield.
Ruberto joined the Westfield State board on June 3, 2013, nearly three months after joining Dobelle and 20 others on a trip to Havana that coincided with two exhibition games played by Westfield State’s varsity baseball team.
Details of the trip became public recently following investigations by the state Inspector General and state Attorney General’s offices, both of which have challenged Dobelle’s spending on dozens of domestic and international trips, hotels, restaurants, limousines and other items.
Two weeks ago, Attorney General Martha Coakley sued to recover nearly $100,000 in public funds allegedly spent by Dobelle on personal expenses during his six-year tenure at the university. In particular, Coakley said the Cuban trip "was nothing more than a vacation” for the ex-president and his guests, even though Dobelle charged $1,726 in hotel and other expenses to the school.
The lawsuit came one week after Inspector General Glenn A. Cunha accused Dobelle of abusing his authority while charging more than $450,000 on five WSU-related credit cards.
For the Cuba trip, Dobelle instructed family members and friends to identify themselves on travel documents as Westfield State employees, even though only one guest had a formal connection to the school, the inspector general’s report found.
The falsified documents were used to skirt the U.S. Treasury Department’s travel embargo on Cuba, Cunha wrote, adding that Dobelle “engaged in improper and irresponsible conduct … putting WSU’s reputation and standing at risk.”
While the trip itself was designed to support the baseball team, none of the guests were expected to actually attend the two games, according to emails quoted in Coakley’s suit.
In one email, an unidentified WSU staffer mentions beaches, a tour of Havana and the Tropicana nightclub. As for Westfield State games on March 9 and 10, the employee wrote: “Everyone is welcome … Not required, but up to you.”
Neither Coakley’s lawsuit nor the inspector general’s report suggests that Westfield State covered expenses for guests on the 2013 trip, though the lawsuit states that Harry Dobelle and his friend Ryan Dring travelled with the baseball team and stayed at the Hotel Nacional De Cuba, a five-star hotel in downtown Havana.
Dobelle resigned in November investigations into his spending.
Between October and December, Dobelle struck back with two lawsuits – one in federal court alleging Higher Education Commissioner Richard M. Freeland and WSU trustees conspired to force him from his job, and one in Hampden Superior Court to force Westfield State to pay legal fees and damages for violating his contract.
In court documents and public statements, Dobelle has repeatedly maintained that his spending benefited the university and any personal items charged to WSU-related credit cards were later reimbursed.
Westfield State trustees are scheduled to meet Wednesday to discuss the Inspector Generals’ report and other matters.

(el-alto-sueño);

le pidieron las piernas

duras y nudosas

¿No me envidias?”.

Has sufrido mucho, hombre, entra, te has ganado el cielo.
