Stanton: Why John Boehner Will (Probably) Be Fine

has no clear leader.
But perhaps most important of all, it’s not clear that it’s in the interest of the conservative Republicans leading talk of the coup to dive into the messy business of making deals with a Democratic president and Senate, or assuming responsibility for the 2014 midterm elections.
“I’m not,” Boehner said Friday, asked whether he was worried about his speakership following the collapse of his attempt to rally Republicans around an alternative tax increase plan to President Obama’s. “They weren’t taking that out on me — they were dealing with the perception that they were raising taxes,” he said.
In theory, a coup is possible: many conservatives would gleefully support such a move — and few Democrats would shed a tear. And it would only take a handful of his conference to throw the election for speaker into chaos. As National Journal points out, it would take just 17 Republicans voting for anyone other than Boehner to throw the election into chaos.
But while he may have lost control of his conference, Boehner has a lot of reasons to not be worried about actually losing the speakership when the House convenes January 3rd to hold elections.

House Republicans Plan to Oust Boehner from Speakership
The Republicans, both conservatives and more establishment members alike, are emboldened after the failure of Boehner’s fiscal cliff “Plan B” on Thursday evening. Dissatisfaction with Boehner is growing in the House Republican conference, but until now there hasn’t been a clear path forward.
Those members and staffers requested anonymity from Breitbart News at this time to prevent retaliation from Boehner similar to what happened to those four members who were purged from their powerful committee assignments a few weeks ago. Their expressed concern is that if Boehner knew who they were, his adverse reaction toward them would be much more brutal than losing committee assignments, such as a primary challenge in 2014 by a leadership-sponsored candidate.
$7 a gallon for milk?

It works like this: In order to keep dairy farmers in businesses, the government agrees to buy milk and other products if the price gets too low. The current agriculture bill has a formula that means the government steps in if the price of milk were to drop by roughly half from its current national average of about $3.65 a gallon.
Problem is, the current bill expired last summer, and Congress had been unable to agree on a new one. Several protections for farmers have already expired, and several more are set to do so over the next few months. One of them is the dairy subsidy, which expires January 1.
But instead of leaving farmers entirely out in the cold, the law states that if a new bill isn't passed or the current one extended, the formula for calculating the price the government pays for dairy products reverts back to a 1949 statute. Under that formula, the government would be forced to buy milk at twice today's price -- driving up the cost for everyone.
"If you like anything made with milk, you're going to be impacted by the fact that there's no farm bill," U.S. Secretary of Agriculture Tom Vilsack told CNN's Candy Crowley in an interview on State of the Union airing Sunday, Dec. 30.
"Consumers are going to be a bit shocked when instead of seeing $3.60 a gallon for milk, they see $7 a gallon for milk. And that's going to ripple throughout all of the commodities if this thing goes on for an extended period of time," Vilsack said.
Sky-high milk prices wouldn't necessarily be good for dairy farmers either, according to Chris Galen, a spokesman for the National Milk Producers Federation, which represents over 30,000 dairy farmers.
While it might provide a short term boost to profits, there's a fear that consumers would either cut back on dairy or opt for imported dairy products. It could also force food makers to search for alternatives to dairy, like soy.
"We call it the dairy cliff," Galen said.
Fortunately, there's still time for Congress to act.
Galen said the government would have to issue a notice saying it was going to pay the increased price for dairy products, then set up a schedule for when purchases would start, a process that could take a few weeks.
"It's not like people would dump blocks of cheese on the USDA's front lawn January first," he said.

*** The end game: We’ve told you that the last couple of weeks in Washington’s fiscal debate have mostly been about P.R. and posturing. Like a student in college or a reporter working in the news business, the real work in Congress typically doesn’t happen until there’s a real deadline that’s rapidly approaching. Well, we’ve now entered that deadline phase in the negotiations between President Obama and House Speaker John Boehner. If the plan is to get something passed by Friday, Dec. 21 (right before the Christmas holiday), then the legislation has to be written by Dec. 18. And that means that Obama and Boehner must reach an agreement by Dec. 14-15, if there’s going to be a deal. So the time for posturing and P.R. is over. This week, we’ve reached the phase where both sides will begin rolling up their sleeves to do the heavy negotiating. Both Obama and Boehner know this, which is why they did meet behind closed doors yesterday. The question now is: Will there be a BIG deal that includes serious entitlement hits in addition to major tax reform? Or will it be JUST taxes and a punt until the debt ceiling? Reactions to Petraeus testimony on Benghazi attack
Updated 12:30 pm ET -- Former CIA Director David Petraeus testified Friday before the House Intelligence Committee as Congress seeks to find out why the Sept. 11 attack on the U.S. Consulate in Benghazi occurred and why greater protection was not provided to the facility.
Petraeus also testified before the Senate Intelligence Committee Friday. Both sessions were held behind closed doors.
House Intelligence Committee member Peter King, R-N.Y. told reporters Friday after Petraeus testified that the initial “talking points” from the Obama administration to prepare officials for what they should say publicly in the first days after the attack had been changed to delete references to any al Qaida involvement in the event.
King said he and his colleagues now needed to hear testimony from officials in the State Department, the Defense Department “and also people at the White House – to see if anyone at the White House changed the talking points.”
In the attack Ambassador Chris Stevens and three other Americans – Glen Doherty, Tyrone Woods, and Sean Smith – were killed.
King told reporters after Petraeus testified that “his testimony today was that from the start (immediately after Sept. 11) he had told us that this was a terrorist attack, that terrorism was involved from the start.”
But King said that he himself “had a very different recollection" of what Petraeus had told the panel in the initial aftermath of the attack.
"The clear impression that we (members of the House Intelligence Committee) were given (in the initial days after the attack) was that the overwhelming amount of evidence was that it arose out of a spontaneous demonstration and it was not a terrorist attack,” King said.
Rep. C.A. “Dutch” Ruppersberger of Maryland, the senior Democrat on the House Intelligence Committee, told MSNBC’s Thomas Roberts after hearing from Petraeus that “I can’t agree that there was entirely an intelligence failure” in the days leading up to the attack.
He said, “The intelligence community did put people in the area of Benghazi and in Libya generally. It was a hot spot, it was an area where you had to be on high alert – they did not pick up the actual attack itself. So we’re evaluating whether or not it was or was not an intelligence failure.”
Another House Intelligence Committee member, Rep. Tom Rooney, R–Fla., told MSNBC’s Roberts that he’d learned from the Petraeus testimony how inadequate the protection at the consulate was on Sept 11.
“We had less than a handful of security there for the ambassador,” Rooney said. “First of all, I don’t know why the ambassador was there on 9/11 to begin with, but that’s a whole other story. Second we were relying really on local Libyan militia who – if there was anything coordinated about the two attacks, at the compound and at the annex, it is that there was a coordinated absence by the people who were supposed to be protecting us.” He said the Libyan militia “were nowhere to be found” when the assault occurred.
In planning for threats to American embassies and consulates, Rooney said, “there has got to be some more guarantee that our ambassadors are going to have the kind of protection that’s not some Libyan-style militia that obviously doesn’t work.”
Rooney added that President Barack Obama has said “he did everything he could” to protect the consulate. “He may have done everything he could, but it wasn’t enough because our people are dead.”
The investigation into the Benghazi events has become a major focus for members of Congress returning to the Capitol after last week’s elections. The episode has political implications not only for Obama but for Secretary of State Hillary Clinton, who may run for president in 2016.
Petraeus resigned one week ago after the revelation of his adulterous affair with his biographer Paula Broadwell.
At issue in the investigation and the political scrimmaging this week has been the question of why, five days after the attack, the administration dispatched U.N. Ambassador Susan Rice to speak on the Sunday news shows to offer a preliminary explanation of the attack, which she attributed to an anti-Islamic video that was circulated on YouTube. More >>

Rep. Peter King (R-N.Y.) said former CIA Director David Petraeus told
lawmakers Friday that he believed all along that terrorists were
involved in attacking the U.S. Consulate in Benghazi, Libya — at odds
with his initial testimony two months ago when he labeled the Sept. 11
assault a spontaneous reaction to an anti-Islam video.
“General Petraeus’ testimony today was that from the start he told us
that this was a terrorist attack, that terrorists were involved from
the start,” King told reporters after the closed-door hearing before the
House intelligence committee. “I told him in my question I had a very
different recollection of that.”
King added, “The clear impression we were given was that the
overwhelming amount of evidence was that it arose out of a spontaneous
demonstration and it was not a terrorist attack…he has I think a
different impression of the impressions he left on Sept. 14.”
King said a CIA analyst with Petraeus testified that the agency’s
talking points for the White House immediately after the attack were
specific about Al-Qaeda terrorist involvement but that the line was
apparently removed from the final version of events.
“After it went through the process…that was taken out,” King said.
United Nations Ambassador Susan Rice said on Sept. 16 that the best
information available indicated the Benghazi attacks were prompted by
the video. It took the White House about a week to label them terrorism.
King called the proceedings “very cordial” and said everyone thanked
Petraeus for his service following his resignation one week ago after
admitting to an extramarital affair.

Fox News has reported that Ms. Clinton will testify in open hearings before the House and Senate foreign affairs committees. The Secretary had previously been asked to testify before the House committee on Nov. 15 but responded that she would be traveling abroad.

While no can say for sure how the negotiations to avoid the so-called "fiscal cliff" -- the expiration of the Bush tax cuts and impending across-the-board spending cuts -- will unfold, the betting here is it will get ugly before it gets better.
First, virtually no one believes what happened last time will happen this time: President Obama won't cave on extending tax cuts for upper income earners.
So will House Republicans come to the table voluntarily, before the first of the year? Or will it require all hell breaking loose -- an expiration of the income and payroll tax cuts, sequestration, the estate tax, and the AMT kicking in, cap gains and dividend rates rising -- before they are forced to come kicking and screaming to an agreement? US Army to Congress: Thanks, but no tanks

HERLONG, California (CNN) - If you need an example of why it is hard to cut the budget in Washington look no further than this Army depot in the shadow of the Sierra Nevada range.
CNN was allowed rare access to what amounts to a parking lot for more than 2,000 M-1 Abrams tanks. Here, about an hour's drive north of Reno, Nevada, the tanks have been collecting dust in the hot California desert because of a tiff between the Army and Congress.
The U.S. has more than enough combat tanks in the field to meet the nation's defense needs - so there's no sense in making repairs to these now, the Army's chief of staff Gen. Raymond T. Odierno told Congress earlier this year.
If the Pentagon holds off repairing, refurbishing or making new tanks for three years until new technologies are developed, the Army says it can save taxpayers as much as $3 billion.
That may seem like a lot of money, but it's a tiny sacrifice for a Defense Department that will cut $500 billion from its budget over the next decade and may be forced to cut a further $500 billion if a deficit cutting deal is not reached by Congress.

Members Outraged By "Educational" Meeting With U.S. Fugitives in Cuba

Washington, D.C. – Yesterday, Representatives Mario Diaz-Balart (R-FL), Peter King (R-NY), and Scott Garrett (R-NJ) sent a letter to President Obama expressing disgust that, due to abuses of weakened travel regulations under the Obama administration, U.S. students recently met with a fugitive from U.S. justice while purportedly on an "educational" trip to Cuba, which currently harbors more than seventy fugitives from U.S. justice.

Diaz-Balart said: “It is an outrage that, while on a so-called ‘educational’ trip to Cuba, permitted by President Obama’s weakened sanctions, at least one U.S. university arranged for its students to meet with a potentially violent fugitive from U.S. justice. The Cuban regime, one of only four U.S.-designated State Sponsors of Terrorism, welcomes enemies of the United States with open arms. It is appalling that an American university, aided by the administration’s weakened regulations, would expose its students to enemy propaganda from the mouths of criminals. My heart goes out to the families of those who fell victim to U.S. fugitives still receiving safe harbor in Cuba. Their losses are not forgotten, and the murderers, who have enjoyed solace from an enemy state for far too long, must be brought to justice. In the mean time, it is incumbent on the President of the United States to ensure that his expanded travel no longer compounds the injustice by licensing travel to those who seek to meet with fugitives.”
King said: “The issue of Cuba providing safe harbor to an assortment of fugitives including - cop killers, FALN terrorists and other assorted thugs is an ongoing disgrace. The fact that impressionable, young American adults are provided an opportunity to meet with these individuals is an insult to the victims, their families and our justice system. We need to know what is being done to extradite these fugitives, or are they now simply future ‘educational activities’ for American children to interact with while in Cuba?”
Garrett said: "I am concerned that the Obama Administration’s definition of an ‘educational experience’ includes having American college students meet with fugitives in a country that sponsors terrorism and gives refuge to violent offenders. This incident puts a spotlight on the Obama Administration’s ineptness when it comes to enforcing sanctions and protecting American safety abroad. The victims of the crimes perpetrated by those being safely harbored by the anti-American Cuban regime deserve to know if this meeting was an isolated incident or part of a much larger systematic abuse of licensed travel."
