Who ‘Lost’ Cuba? | Humberto Fontova

Much of what’s called “McCarthyism” started with the debate over “Who Lost China.” A similar debate regarding Cuba — and involving  an amazingly similar cast of protagonists and antagonists—erupted when Fidel Castro came out of the closet in late 1960 as a Communist.
Given that Fidel Castro (twice and wantonly) brought the world to the brink of nuclear war and Cuba remains an official “State-Sponsor-of Terror,” you’d think this Cuba debate merits some attention.
That Castro’s predecessor Fulgencio Batista was a “U.S.-backed dictator” and Castro was “bullied” by the U.S. (especially the CIA) into his Soviet-alliance remains a cherished item of liberal (and even mainstream) political folklore. Poor Castro, goes the fairy tale, constantly beaten by the Yankee Big Stick and with nary a carrot in sight. We left him no choice.
Where to begin?
At the beginning, of course. In the late ’50s, two Republican ambassadors to Cuba, Arthur Gardner and Earl T. Smith, lost their jobs for butting heads against their liberal State Department chiefs. These ambassadors’ crimes? Insisting that the official U.S. policy of helping Fidel Castro shoot his way to power in Cuba was stupid.
On August 27, 1960, during Senate subcommittee hearings titled “Communist Threat to the United States Through the Caribbean,” these two former ambassadors to Cuba testified to the nature of the head-butting:
Senator Dodd:  “You have been quoted, Mr. Gardner, as referring to, ‘Castro worship’ in the State Department in 1957 … you are quoted as saying you fought all the time with the State Department over whether Castro merited the support or friendship of the United States … Mr. Gardner, do you have any idea why the United States allowed Castro to get arms from the United States, and would not allow Batista to have arms to preserve his government[?] … [Y]ou have been quoted as saying that Washington, “pulled the rug out” from under Batista?”
Mr. Gardner: “I feel it very strongly, that the State Department was influenced, first, by those stories by [the New York Times'] Herbert Matthews, and soon [support for Castro] became kind of a fetish with them.”
Senator Dodd: “(in preparation for his post) your successor as Ambassador to Cuba, Earl Smith was actually (sent by his State Dept. superiors) to be briefed by New York Times’ Herbert Matthews?”
Mr. Gardner: “Yes, that is right.”
Moving over now to Gardner’s replacement, Earl T. Smith, who immediately upon his posting noticed the identical pro-Castro “fetish”:
Mr. Sourwine: “Mr. Smith, what agencies of the U.S. Government had a hand in bringing pressure to overthrow the Batista government, and how did they do it?
Mr. Smith: “Well, the agencies, certain influential people, influential sources in the State Department, lower down echelons in the CIA [emphasis added]. I would say representatives of the majority of the U.S. Government agencies which have anything to do with the Embassy. “
Senator Eastland: “Mr Smith, you had been warning the State Department that Castro was a Marxist?”
Mr. Smith: “Yes, sir….I also warned [Cuban] President Batista that there were (Castro) spies in the Cuban Embassy in Washington.”
Senator Eastland: “Would you say that the American Government then, including all of its agencies, was largely responsible for bringing Castro to power?”
Mr. Smith: “The American Government, yes, sir, and the people in the American Government. …I would say that after Castro came to power, that we were very diligent in enforcing our neutrality laws [i.e. arresting anti-Castro Cubans launching raids from Florida]. We even moved people out of Florida; people whom the United States thought might be active in any counterrevolutionary movement.…However, when I was Ambassador to Cuba [during Batista’s term] we seemed to have great trouble in enforcing our neutrality laws.”
Senator Eastland: “And yet in spite of that, of your advices to our Government, you say that our Government was primarily responsible in bringing Castro to power [emphasis added].
Mr. Smith: That is absolutely correct.…In my own Embassy there were certain ones of influence who were pro-26th of July, pro-Castro, and anti-Batista.”
Senator Eastland: “Who were they?”
Mr. Smith:  “I would say the Chief of the Political Section, John Topping, and the Chief of the CIA Section. It was revealed that the No. 2 CIA man in the embassy had given unwarranted and undue encouragement to the [Castro] revolutionaries….. Senator, we [the U.S.] are responsible for bringing Castro in power.  I do not care how you want to word it.”
Indeed, January 7, 1959, marks a milestone in U.S. diplomatic history. Never before had the State Department extended diplomatic recognition (benediction) to a Latin American government as quickly as they bestowed this benediction on Fidel Castro’s that day.
At the time, Castro himself had yet to enter Havana. Nothing so frantically fast had been bestowed upon “U.S.-backed” Fulgencio Batista.
Castro’s worldwide fame, his Teflon-like immunity from criticism for his tens of thousands of murders and tortures, for his racism, sexism, lust for nuclear war, for converting a once prosperous nation into a festering, disease-ridden prison and pesthole that repels Haitians and drove over twenty times as many people to die escaping it as died attempting to escape East Germany — all this issues mostly from Fidel Castro’s image as the victimized and plucky David against the bullying Yankee Goliath.
So you can imagine how the above documentation goes over with people genuinely interested in historical truth. To wit: My books on Castro and Che have been translated into four languages, and it’s a ritual by now during my interviews in places like Madrid, Sao Paolo or Warsaw: They always start with what most shocked the interviewer: “Wait- a-minute?! You mean the U.S. helped Castro to power? Then actually served (the Kennedy-Khrushchev pact) as his official bodyguard? Protecting him from exile attacks? You mean all that stuff about hundreds of CIA assassination attempts against Castro is mostly bunk?”
“Well,” I reply, “you read the book. You saw the thorough documentation.”  This “revelation” (regarded as such mostly outside Cuban-exile circles, btw. Most Americans of Cuban heritage have known all of this sordid history frontwards and backwards since roughly 1962) kicks the legs out from under the Castro myth. The truth shatters the very foundation upon which his worldwide fame rests. Thus all the “oohs” and “aaahs,” thus all the frowns and gaping mouths by so many of my interviewers.
And thus also the rage from the Castro regime itself: “Humberto Fontova’s books shamelessly libel our Revolution’s founders,” raves Cuba’s official paper, Cubadebate. “The terms ‘scoundrel’ and ‘traitor’ should precede every mention of Humberto Fontova!”

¿Quién asesinó a Hugo Chávez?

No sé si fue el jefe del cartel de la mafia boba, Miguel Rodríguez Torres, y sus demenciales y cinematográficas tragedias conspirativas las que me hicieron volver a escuchar los desgarradores dramas musicales de Juan Gabriel, lo cierto es que fue al divo michoacano y su interpretación de “La farsante” quien me hizo entender la trama bufa que han tejido Nicolás Maduro y su jefe, Fidel Castro, tras la enfermedad y muerte del teniente Hugo Chávez para adueñarse de Venezuela.
Quién iba a imaginar que un canto popular latinoamericano, siempre visionario y terapéutico, me haría aguzar los sentidos y abrir los ojos ante tan enigmático deceso.
Recomiendo a los lectores que escuchen a Juan Gabriel -la reina blanca de la fiesta mexicana-, y su “La farsante”, para ver si se les prenden los sentidos como a mí y le mentamos la madre a coro al madurismo y a sus jefazos los Castro, por farsantes.
Hugo Chávez: tengo cáncer
Aunque conocemos de sobra lo embustero que Fidel Castro ha sido y es, no fui jamás uno de los incrédulos que pensó que la enfermedad de Chávez se trataba de otra de sus farsas.
Cuando Hugo Chávez se pronunció públicamente sobre su enfermedad y anunció que la “pelota de béisbol” que le encontraron en la zona pélvica contenía células cancerígenas, supe desde el primer instante que era en serio.
Sin embargo, debo confesarlo, no pensé que fuera a morir, pensé que con los avances científicos y la evolución de los tratamientos médicos, Chávez sanaría su cáncer.
Dilma Rousseff, Fernando Lugo y Luis Inácio Lula da Silva habían logrado sanar -o mejorar- sus respectivos cánceres al ser tratados con éxito en el Hospital Sirio Libanés, con medicina verdadera no farsas cubanas ni brujerías.
¿Por qué Hugo Chávez no habría de curar su enfermedad?
Hugo Chávez: me curé del cáncer
Mi pensamiento al respecto cambió cuando insospechadamente Chávez decidió ponerse en las manos médicas de Fidel Castro y sus prisioneros de la medicina cubana.
Hugo Chávez no tenía salvación. No sólo porque la medicina cubana tiene años de retraso respecto a la medicina venezolana y mundial, sino porque Castro, cuya megalomanía no admite ninguna competencia, acabaría con su aprendiz de dictador, cometiendo lo que en el derecho se conoce como un “homicidio culposo”.
No me alegré, lo digo honestamente. Me hubiese gustado ver a Chávez tras las rejas o derrotado democráticamente, pero en manos de su médico de cabecera, Fidel, su destino estaba escrito: moriría.
Castro, un embebido del poder, un fingidor de siete suelas, es conocido por las traiciones con las que se deshizo, entre muchos otros, del Ché Guevara o de Camilo Cienfuegos. Cuando en torno a la enfermedad de Chávez surgió el más estricto y disciplinado secretismo entendí lo obvio: el discípulo había caído en las garras siniestras de su maestro.
Lo confirmé aún más cuando Chávez -todavía delirante por la cantidad de drogas que contraindicadamente le estuvieron suministrando para mitigar el dolor y mantenerlo vivo hasta las elecciones- llegó de uno de sus viajes a Cuba anunciando “estoy libre de enfermedad”, que estaba curado.
Estaba totalmente perdido en la farsa médica cubana y del maquinador del mal: Fidel Castro.
Hugo Chávez: Nicolás Maduro será mi sucesor
Lo incomprensible, por indolente, inhumano y maquiavélico, es que hayan obligado a Chávez a rechazar el ofrecimiento de Dilma y de Lula para ser tratado con medicina real y eficaz en Brasil.
Fidel nuevamente se salía con la suya, su psicótica megalomanía triunfaba. Además, empujó a Chávez a completar una suicida campaña electoral que lo llevó sin ninguna duda a la muerte.
Hoy sabemos que el haber rechazado la oferta de los brasileños y el haber desconfiado de Venezuela y de su medicina lo llevó al cruel respiro final, al estertor, a la muerte.
Considero que Castro lo tenía todo previsto, por no decir planificado. Sacrificaría a su discípulo e impondría a un criado como sucesor: Nicolás Maduro, su cómplice, para adueñarse de Venezuela.
Maduro, el criado obsecuente, quien años antes había sido adoctrinado en Cuba, era la garantía absoluta para lograr lo que Rómulo Betancourt y nuestras fuerzas militares le habían negado al comunismo cubano en los años sesenta, a fuego limpio.
Nicolás Maduro: Chávez ha muerto
Fidel Castro, consciente o inconscientemente, su brujería médica y su hipocresía, llevaron a Chávez a la tumba, lo asesinaron.
Lo que seguramente era un cáncer tratable, como tantos otros, terminó siendo la excusa perfecta para acabar con la vida del teniente de Sabaneta. ¿Por qué? Porque con Chávez tenían un aliado y benefactor, pero sin él serían dueños totales de Venezuela (como hoy lamentablemente es un hecho ante la mirada complaciente de nuestros militares).
Su cómplice incontrovertible es Nicolás Maduro, el único autorizado, aparte de Castro, para conocer el verdadero estado de salud y tratamiento de Chávez. Entre ambos manejaron con fina perversidad a Chávez y lo condujeron en alfombra roja rojita a su desenlace mortal. Aquella irresponsable conversación de cinco horas con el convaleciente y agónico Chávez fue la estocada última.
Nicolás Maduro anunció la muerte de Chávez y dio inició a la traición más grave que ha conocido Venezuela en su historia: la entrega de nuestro país y de nuestra riquezas al invasor cubano y a su patrón, el dictador Fidel Castro.
No creo que paguen su culposo crimen (o no tan culposo). Sin embargo, Juan Gabriel nos ha dado con su canto la posibilidad de mentarles la madre a ambos -a coro- por farsantes. Eso hacemos: mentarles la madre por un lado, pero, por otro, luchar con más fuerza y convicción para liberar a nuestro país de la farsa castrocomunista.
A falta de militares que nos reivindiquen y honren, este escrito es mi artillería, mi fuego limpio…

Gov't Knows Best? White House creates 'nudge squad' to shape behavior

The federal government is hiring what it calls a "Behavioral Insights Team" that will look for ways to subtly influence people's behavior, according to a document describing the program obtained by FoxNews.com. Critics warn there could be unintended consequences to such policies, while supporters say the team could make government and society more efficient. 
While the program is still in its early stages, the document shows the White House is already working on such projects with almost a dozen federal departments and agencies including the Department of Health and Human Services and the Department of Agriculture. 
"Behavioral sciences can be used to help design public policies that work better, cost less, and help people to achieve their goals," reads the government document describing the program, which goes on to call for applicants to apply for positions on the team.
The document was emailed by Maya Shankar, a White House senior adviser on social and behavioral sciences, to a university professor with the request that it be distributed to people interested in joining the team. The idea is that the team would "experiment" with various techniques, with the goal of tweaking behavior so people do everything from saving more for retirement to saving more in energy costs.
The document praises subtle policies to change behavior that have already been implemented in England, which already has a "Behavioral Insights Team." One British policy concerns how to get late tax filers to pay up.
"Sending letters to late taxpayers that indicated a social norm -- i.e., that '9 out of 10 people in Britain paid their taxes on time' -- resulted in a 15 percent increase in response rates over a three-month period, rolling out to £30 million of extra annual revenue," the document reads.
Another policy aimed to convince people to install attic insulation to conserve energy.  
"Offering an attic-clearance service (at full cost) to people led to a five-fold increase in their subsequent adoption of attic-insulation."
Such policies -- which encourage behavior subtly rather than outright require it -- have come to be known as "nudges," after an influential 2008 book titled "Nudge" by former Obama regulatory czar Cass Sunstein and Chicago Booth School of Business professor Richard Thaler popularized the term.
The term "nudge" has already been associated with the new program, as one professor who received Shankar's email forwarded it to others with the note: "Anyone interested in working for the White House in a 'nudge' squad? The UK has one and it's been extraordinarily successful."
Richard Thaler told FoxNews.com that the new program sounds good.
"I don't know who those people are who would not want such a program, but they must either be misinformed or misguided," he said.
"The goal is to improve the efficiency and effectiveness of government by using scientifically collected evidence to inform policy designs. What is the alternative? The only alternatives I know are hunches, tradition, and ideology (either left or right.)"
But some economists urge caution.
"I am very skeptical of a team promoting nudge policies," Michael Thomas, an economist at Utah State University, told FoxNews.com.
"Ultimately, nudging ... assumes a small group of people in government know better about choices than the individuals making them."
And sometimes, he added, government actually promotes the wrong thing.
"Trans-fats were considered better than saturated and unsaturated fats in the past. Now we know this is an error."
Every intervention would need to be tested to make sure it works well, said Harvard economics professor David Laibson, who studies behavioral economics and is in touch with the people in government setting up the program. He added that the exact way the team will function is currently unknown.
                                    
"We have to see the details to be sure, but this could work out very well," he said.
Asked about details, Dan Cruz, spokesman for the U.S. General Services Administration (the department which the team will be a part of) told FoxNews.com: "As part of the Administration's ongoing efforts to promote efficiency and savings, GSA is considering adding some expertise from academia in the area of program efficiency and evaluation under its Performance Improvement Council."
Maya Shankar did not respond to questions.
Laibson added that he hoped the U.S. program would stay away from overly controversial subjects.
"Let's say we want people to engage in some healthy behavior like a weight loss program, and then start automatically enrolling overweight people in weight loss programs -- even though they could opt out, I'm guessing that would be viewed as offensive ... a lot of people would say, 'I didn't ask for this, this is judging who I am and who I should be."
But Laibson added that there are very real benefits to some "nudge" policies -- such as one that increases the number of people registered as organ donors by making people decide when they apply for a drivers' license.
Thaler, who is also an adviser to the British Behavioral Insights Team, said that his research also supports automatically enrolling people in retirement savings plans.
             
"Many people have struggled to save enough to provide for an adequate retirement. ... Two simple design changes can dramatically improve the situation ... automatic enrollment (default people into the plan with the option to easily opt out) and automatic escalation, where workers can sign up to have their contributions increased annually," he said.
Jerry Ellig, an economist at the Mercatus Center, said that some "nudges" are reasonable, but warned about a slippery slope.
"If you can keep it to a 'nudge' maybe it can be beneficial," he added, "but nudges can turn into shoves pretty quickly."

ABC News' Kate O'Brian Picked as President of Al Jazeera America

With the announcement that Kate O'Brian of ABC News will take over as president of the fledgling cable network, Al Jazeera America has bagged another high-profile name in American journalism.

O'Brian moves from senior vice president of news-gathering operations at ABC to helm Al Jazeera America, just ahead of the network's 2013 debut in the former slot held by Al Gore's Current TV Network.
"Al Jazeera America will demonstrate that quality journalism is alive and well in the United States," O'Brian said in a statement about her new position.
Last December, Gore sold his cable network to Al Jazeera just ahead of Obama's new tax changes, netting the former Vice President a profit of more than $100 million.
Joining ABC's O'Brian in leadership roles at Al Jazeera will be two CNN and one CBS operative.
David Doss, formerly a senior executive producer for CNN's Anderson Cooper 360, and Shannon High-Bassalik, another CNN producer, have been tapped as senior vice president for news programming and senior vice president of documentaries and programs, respectively.
Also, former CBS News exec Marcy McGinness, who most recently has been teaching, will be joining the start-up network as its senior vice-president for newsgathering.
In the same announcement of the new hires, Al Jazeera also announced that executive director for international operations, Ehab Al Shihabi, has also been promoted to interim chief executive officer of Al Jazeera America.
Recently, the new network's parent company, Al Jazeera News, saw a spate of resignations of employees upset over the pro-Muslim Brotherhood bias that the Qatar-based network has shown in its coverage of the recent developments in Egypt.
In May, the nascent network announced that it wanted to hire "800 American journalists"; it since has hired several high-profile Americans such as one-time NBC correspondent Michael Viqueira, former CNN business reporter Ali Velshi, and former CNN host Soledad O'Brien.

NSA whistle-blower who sought to 'inform the public' in surveillance risks decades in jail

 A 29-year-old American who works as contract employee at the National Security Agency is the source of The Guardian's disclosures about the U.S. government's secret surveillance programs, the London newspaper reported Sunday.
The source of the bombshell leaks about the U.S. government gathering information on billions of phone calls and Internet activities risks decades in jail for the disclosures if the U.S. can extradite him from Hong Kong, where he says he has taken refuge after saying his sole motive was to “inform the public.”
Edward Snowden, 29, who claims to have worked as a contractor at the National Security Agency and the CIA, allowed The Guardian and The Washington Post to reveal his identity Sunday. Snowden, in a video that appeared on the Guardian’s website, said two NSA surveillance programs are wide open to abuse.
"Any analyst at any time can target anyone. Any selector. Anywhere," Snowden said. "I, sitting at my desk, had the authority to wiretap anyone, from you or your accountant to a federal judge to even the president if I had a personal e-mail."
Snowden said he was a former technical assistant for the CIA and a current employee of defense contractor Booz Allen Hamilton, which released a statement Sunday confirming he had been a contractor with them in Hawaii for less than three months. Company officials have promised to work with investigators.
Snowden told the Guardian he believes the government could try to charge him with treason under the Espionage Act, but Mark Zaid, a national security attorney who represents whistle-blowers, told The Associated Press that that would require the government to prove he had intent to betray the United States. Snowden has said his “sole motive” was to inform the public and spur debate.
"My sole motive is to inform the public as to that which is done in their name and that which is done against them," Snowden told the Guardian.
In a note accompanying the first set of documents he provided to the newspaper, Snowden wrote: "I understand that I will be made to suffer for my actions," but "I will be satisfied if the federation of secret law, unequal pardon and irresistible executive powers that rule the world that I love are revealed even for an instant."
Snowden told the Post he was not going to hide.
"Allowing the U.S. government to intimidate its people with threats of retaliation for revealing wrongdoing is contrary to the public interest," he said in the interview published Sunday. Snowden said he would "ask for asylum from any countries that believe in free speech and oppose the victimization of global privacy."
Snowden is now staying in Hong Kong and seeking asylum outside the United States, possibly in Iceland, The Guardian reports.
If the reports are accurate, Snowden could face many years in prison for releasing classified information if he is successfully extradited from Hong Kong or elsewhere.
The Office of the Director of National Intelligence declined to comment on Snowden's disclosure, saying the issue has been referred to the Justice Department.
However, the agency said: "Any person who has a security clearance knows that he or she has an obligation to protect classified information and abide by the law."
"The Department of Justice is in the initial stages of an investigation into the unauthorized disclosure of classified information by an individual with authorized access," Justice Department spokeswoman Nanda Chitre said in a statement late Sunday. 
New York Republican Rep. Peter King, chairman of the Homeland Security Subcommittee on Counterintelligence and Terrorism and a member of the Select Committee on Intelligence, said: "If Edward Snowden did in fact leak the NSA data as he claims, the United States government must prosecute him to the fullest extent of the law and begin extradition proceedings at the earliest date. The United States must make it clear that no country should be granting this individual asylum. This is a matter of extraordinary consequence to American intelligence."
In a nearly 13-minute video that accompanied The Guardian story Sunday, Snowden says he has no intentions of hiding because he has done nothing wrong.
“When you’re in positions of privileged access … . You recognize some of these things are actual abuses,” Snowden said about his decision to be a whistle-blower. “Over time, you feel compelled to talk about it.”
The Guardian broke the story late Wednesday that the federal government was collecting phone call records from Verizon customers.
The Guardian and the Post followed with a series of reports about the calls being taken from other telecommunications companies and that the NSA and FBI have a Internet scouring program, code-named PRISM, that records Internet activities, all part of a post-9/11 effort to thwart terrorism.
White House spokesman Josh Earnest said the Oval Office would not comment on Snowden before Monday.
Washington officials have acknowledged all branches of the federal government — Congress, the White House and federal courts — knew about the collection of data under the Patriot Act.
Still, the leaks have reopened the debate about privacy concerns versus heightened measure to protect against terrorist attacks. They also led the NSA to ask the Justice Department to conduct a criminal investigation.
Fox News confirmed the Obama administration took the first steps Saturday in a criminal investigation when officials filed a “crimes report.”
National Intelligence Director James Clapper has decried the leaks as reckless. And in the past days he has taken the rare step of declassifying some details about them to respond to media reports about counterterrorism techniques employed by the government.
“Disclosing information about the specific methods the government uses to collect communications can obviously give our enemies a ‘playbook’ of how to avoid detection,” Clapper said Saturday.
PRISM allows the federal government to tap directly into the servers of major U.S. Internet companies such as Google, Apple, Microsoft, Facebook and AOL, scooping out emails, video chats, instant messages and more to track foreign nationals who are suspected of terrorism or espionage.
The chief executives of Facebook and Google have said their companies were not aware of the data grab.
Officials say the government is not listening to any of the billions of phone calls, only logging the numbers.  
President Obama, Clapper and others also have said the programs are subject to strict supervision of a secret court.
Obama said Friday that the programs have made a difference in tracking terrorists and are not tantamount to "Big Brother." 
The president acknowledged the U.S. government is collecting reams of phone records, including phone numbers and the duration of calls, but said this does not include listening to calls or gathering the names of callers.  
"You can't have 100 percent security and also then have 100 percent privacy and zero inconvenience,” he said. “We're going to have to make some choices as a society."
However, the president said he welcomes a debate on that issue. 
The Guardian reported that Snowden was working in an NSA office in Hawaii when he copied the last of the documents he planned to disclose and told supervisors that he needed to be away for a few weeks to receive treatment for epilepsy.
Snowden is quoted as saying he chose Hong Kong because it has a "spirited commitment to free speech and the right of political dissent" and because he believed it was among the spots on the globes that could and would resist the dictates of the U.S. government.
Hong Kong has an extradition treaty with the United States that took force in 1998, according to the U.S. State Department website.
"The government could subject him to a 10- or 20-year penalty for each count," with each document leaked considered a separate charge, Mark Zaid, a national security lawyer who represents whistle-blowers told the Associated Press.
Snowden is quoted as saying he hopes the publicity of the leaks will provide him some protection.
"I feel satisfied that this was all worth it. I have no regrets," Snowden told the Guardian.
Snowden was said to have worked on IT security for the CIA and by 2007 was stationed with diplomatic cover in Geneva, responsible for maintaining computer network security. That gave him clearance to a range of classified documents, according to the Guardian report.
"Much of what I saw in Geneva really disillusioned me about how my government functions and what its impact is in the world," he says. "I realized that I was part of something that was doing far more harm than good."

What we know about NSA leaker Edward Snowden

The 29-year-old computer whiz who says he divulged details about National Security Agency's data-collecting programs has also revealed specifics of his life story, from an upbringing in North Carolina to a top-secret contract in Hawaii.
Speaking from a Hong Kong hotel that he reportedly has since left, Edward Snowden told The Guardian that he had enjoyed a "very comfortable life," but one marked by mounting disillusionment with what he views as government intrusion into the private lives of American citizens.
"I don't want to live in a society that does these sort of things … I do not want to live in a world where everything I do and say is recorded. That is not something I am willing to support or live under," he said.
Here's some of what we know about the bespectacled self-proclaimed "spy" who is being called both a traitor and a hero:
Background: Born June 21, 1983, he grew up in Wilmington, N.C., but later moved to Ellicott City, Md., he told The Guardian. His mother, Wendy, is the chief deputy clerk for administration and information technology at the federal court in Baltimore, a court official told NBC News. His father, Lonnie, is a former Coast Guard officer who lives in Pennsylvania, the Allentown Morning Call reported. A neighbor said he has an older sister who is an attorney.
"He was a quiet guy, kept to himself. He always dressed nice, was clean cut. He just reminded me of a brainiac," said neighbor Joyce Kinsey. "I feel terrible for his family." In his interview with The Guardian, Edward Snowden said the only thing he feared from outing himself is the "harmful effects on my family."
Education: He did not complete high school. He told The Guardian that he studied computers at a community college and obtained a general equivalency degree. A spokesman for Anne Arundel Community College confirmed that a student with the same name and birth date took classes there, from 1999 to 2001 and again in 2004 and 2005.
Military service: He spent four months in the Army reserves, from May to September 2004 as a special forces recruit to a 14-week training course, the Army said. "He did not complete any training or receive any awards," an Army statement said. No other details were given, but Snowden told The Guardian he was discharged after breaking his legs in an accident.
Government work: His first job with the National Security Agency was as a security guard, and the next stop was an information-technology job with the CIA, which stationed him in Geneva in 2007, he claimed. He said he left the CIA in 2009 to work for private contractors, including Dell and Booz Allen. Through his job with Booz Allen, he was assigned to NSA offices in Japan and, more recently, Hawaii. Booz Allen said he has been an employee for about three months. He told reporters he made about $200,000 a year.

Exit plan: When he decided to go to Hong Kong to await the fallout from the leaks, Snowden told the NSA that he was taking a leave for treatment of epilepsy, a condition he told The Guardian he was diagnosed with last year after seizures. He said he didn't give his girlfriend a specific reason, just saying he had to go away for a few weeks.
Politics: A public records search shows Snowden was a registered voter but did not declare a political party affiliation. Someone with the same name who lived in the same places and at one point worked for Dell made two $250 donations last year to libertarian-leaning GOP presidential candidate Ron Paul.
Cloak-and-dagger: Snowden self-identifies as a spook. "I've been a spy almost all of my adult life," he told the Washington Post. In his communications with a reporter, he used a code name — "Verax," or truth-teller in Latin. He's worried he's being watched and puts a red hood over his head and laptop when he enters passwords, The Guardian reported.

Snowden's Steps To Protect His Privacy

Weeks ago, Edward Snowden, a contractor for the National Security Agency, left his home in Hawaii and checked into a hotel in Hong Kong.
The 29-year-old man responsible for one of the more notable intelligence leaks in American history then waited until he became one of the most wanted men in the world.
“We have got a CIA station just up the road – the consulate here in Hong Kong – and I am sure they are going to be busy for the next week,” Snowden told the Guardian. “And that is a concern I will live with for the rest of my life, however long that happens to be.”
One would imagine that Snowden is intimately familiar with the capabilities of NSA, and what he has gotten himself into. The Guardian details some of the steps he takes to protect his privacy:
  • In case of hidden cameras, he drapes a large red hood over his head and computer screen when he enters his passwords.
  • He places pillows under the crack of his door to combat eavesdropping.
  • He rarely ventures out in public. "I've left the room maybe a total of three times during my entire stay," Snowden said.

Está confirmado por documentos del Departamento de Estado: Washington alertó a las autoridades cubanas sobre un supuesto atentado que perpetraba el entonces Comandante William Alexander Morgan (1928-1961) contra el líder Fidel Castro Ruz meses después de tomar el poder.

La historia oficial cubana de 638 planes de atentado contra Fidel Castro corre desde diciembre de 1958 en la Sierra Maestra, con el agente del FBI Allen Robert Nye, hasta noviembre de 2000 en Panamá, con el agente CIA Luis Posada Carriles. En esa desproporcionada relación se cuentan hasta los que no fueron más allá de susurros o garabatos, pero suele pasarse por alto el más significativo: el complot de asesinato atribuido a Morgan, desertor de las fuerzas rebeldes.

Este episodio consta en el Volumen VI de la compilación Foreign Relations of the United States  (Relaciones Exteriores de los Estados Unidos), atesorada por la Oficina del Historiador del Departamento de Estado. El documento 348 revela que el embajador estadounidense Philip Bonsal avisó a Castro luego de que el FBI recibiera informe de que Morgan encabezaba una conspiración para matarlo.

El 2 de agosto de 1959, el Departamento de Estado comunicó la esencia del informe a Bonsal, quien al día siguiente respondió haber notificado al canciller cubano Raúl Roa y recibido su agradecimiento. Bonsal tachó a Morgan de "irresponsable y falto de principios", además de comentar que cualquier atentado contra Castro, incluso si fracasara, pondría en peligro la seguridad de los ciudadanos norteamericanos en Cuba.

El 4 de agosto, Roa contó a Bonsal por teléfono que el presidente Osvaldo Dorticós se había alarmado mucho. Bonsal recalcó que su gobierno no podía confirmar la veracidad del informe al FBI e incluso acotó que podría estar dirigido a sembrar "sospechas y disensos".

Cruz Capote recurrió a la mención para justificar que Morgan conspiraba con el dictador dominicano Rafael Leónidas Trujillo en contra de Castro y luego cambió de casaca al percatarse de que el G-2 iba a descubrir la "conspiración trujillista". El articulista alega que "Morgan ya era desde la lucha guerrillera cubana un agente de la CIA encubierto. La actividad de William Morgan es evidente si se lee un telegrama del Departamento de Estado enviado a su embajada en La Habana donde se da a conocer que éste está vinculado a alguna actividad contrarrevolucionaria al ser líder de un grupo que se proponía asesinar a Fidel Castro".

De esa manera, repica la tesis del general Fabián Escalante, ex jefe y actual historiador de la Seguridad del Estado, quien aseguró en su libro Cuba: la guerra secreta de la CIA (Editorial Capitán San Luis, 1993) que Morgan conspiraba ya contra Castro hacia febrero de 1959, bajo la supervisión del oficial de la CIA, Gerry Droller, alias Frank Bender.

Pero Cruz Capote se abstiene de contar que el telegrama del Departamento de Estado no se quedó en la Embajada americana, sino que pasó al gobierno cubano para sentar el curioso caso de Washington alertando a Castro sobre un plan de atentado, ya fuera real o presunto.
En todo caso, Bonsal aportó una prueba concluyente de que detrás de Morgan no estaba la CIA, porque sirvió al “Comandante Yanqui” en bandeja de plata al líder cubano.

Hacia febrero de 1958, Morgan se enroló en la guerrilla antibatistiana del Segundo Frente Nacional del Escambray. Allí ascendió a comandante y para el 13 de agosto de 1959 se convertiría en héroe nacional por su papel decisivo en la desarticulación de la "conspiración trujillista", que terminó por con el fiasco en Trinidad, Las Villas, de la expedición área de exiliados cubanos organizada en República Dominicana.

Para el año siguiente, Morgan se reviraba contra Castro. Una versión circulante sobre "la traición de Bonsal" se refiere a este episodio del verano de 1960.

En su estudio William Morgan: Patriot or traitor? (2002), el periodista investigativo H.P. Albarelli Jr. narra que, poco antes de ser detenido Morgan, el embajador estadounidense comunicó “a escondidas” a Castro que el "Comandante Yanqui" organizaba en secreto una guerrilla para derrocarlo. Solo que Castro contaba desde el principio, entre los propios complotados, con el teniente Manuel Cisneros y el sargento Rubén Domínguez, quienes trabajaban para el G-2.

Morgan pasaría entonces por arresto y prisión, juicio y fusilamiento, pero su saga no concluyó en el Cementerio de Colón. Tras reclamar la viuda, Olga Goodwin, y acceder Castro en el 2002 a que se repatriaran a Estados Unidos los restos de Morgan, no fueron hallados en el osario adonde, según el registro oficial, habrían sido trasladados el 17 de abril de 1971.
Las gestiones para la repatriación de los restos de Morgan han seguido durante estos años, al tiempo que su leyenda se acrecienta a través de recientes artículos, libros y proyectos cinematográficos.
Pero los restos continúan perdidos.

The National Security Agency is currently collecting the telephone records of millions of US customers of Verizon, one of America's largest telecoms providers, under a top secret court order issued in April.
The order, a copy of which has been obtained by the Guardian, requires Verizon on an "ongoing, daily basis" to give the NSA information on all telephone calls in its systems, both within the US and between the US and other countries.
The document shows for the first time that under the Obama administration the communication records of millions of US citizens are being collected indiscriminately and in bulk – regardless of whether they are suspected of any wrongdoing.

WASHINGTON (AP) — The Obama administration on Thursday defended the National Security Agency's need to collect telephone records of U.S. citizens, calling such information "a critical tool in protecting the nation from terrorist threats."
While defending the practice, a senior administration official did not confirm a newspaper report that the NSA has been collecting the telephone records of millions of U.S. customers of Verizon under a top secret court order.
The order was granted by the secret Foreign Intelligence Surveillance Court on April 25 and is good until July 19, Britain's Guardian newspaper reported Wednesday. The order requires Verizon, one of the nation's largest telecommunications companies, on an "ongoing, daily basis" to give the NSA information on all telephone calls in its systems, both within the U.S. and between the U.S. and other countries.
The newspaper said the document, a copy of which it had obtained, shows for the first time that under the Obama administration the communication records of millions of U.S. citizens were being collected indiscriminately and in bulk, regardless of whether they were suspected of any wrongdoing.
The Associated Press could not authenticate the order because documents from the court are classified.
The administration official spoke on condition of anonymity because the official was not authorized to publicly discuss classified matters.
Verizon spokesman Ed McFadden said Wednesday the company had no comment. The NSA had no immediate comment.
Verizon Communications Inc. listed 121 million customers in its first-quarter earnings report this April — 98.9 million wireless customers, 11.7 million residential phone lines and about 10 million commercial lines. The court order didn't specify which type of phone customers' records were being tracked.
Under the terms of the order, the phone numbers of both parties on a call are handed over, as are location data, call duration, unique identifiers, and the time and duration of all calls. The contents of the conversation itself are not covered, The Guardian said.
The administration official said, "On its face, the order reprinted in the article does not allow the government to listen in on anyone's telephone calls."
The broad, unlimited nature of the records being handed over to the NSA is unusual. FISA court orders typically direct the production of records pertaining to a specific named target suspected of being an agent of a terrorist group or foreign state, or a finite set of individually named targets. NSA warrantless wiretapping during the George W. Bush administration after the 9/11 attacks was very controversial.
The FISA court order, signed by Judge Roger Vinson, compelled Verizon to provide the NSA with electronic copies of "all call detail records or telephony metadata created by Verizon for communications between the United States and abroad" or "wholly within the United States, including local telephone calls," The Guardian said.
The law on which the order explicitly relies is the "business records" provision of the USA Patriot Act.

Massive NSA Phone Data-Mining Operation Revealed
ACLU Calls for End to Program, Disclosure of Program’s Scope, Congressional Investigation
NEW YORK – Using the Patriot Act, the U.S. government has been secretly tracking the calls of every Verizon Business Network Services customer – whom they talked to, from where, and for how long – for the past 41 days, according to a report published by The Guardian.
“From a civil liberties perspective, the program could hardly be any more alarming. It’s a program in which some untold number of innocent people have been put under the constant surveillance of government agents,” said Jameel Jaffer, American Civil Liberties Union deputy legal director. “It is beyond Orwellian, and it provides further evidence of the extent to which basic democratic rights are being surrendered in secret to the demands of unaccountable intelligence agencies.”
The program was put in place under the Patriot Act’s Section 215, a controversial provision that authorizes the government to seek secret court orders for the production of “any tangible thing” relevant to a foreign-intelligence or terrorism investigation. Recipients of Section 215 orders, such as telecommunications companies, are prohibited from disclosing that they gave the government their customers’ records.
“Now that this unconstitutional surveillance effort has been revealed, the government should end it and disclose its full scope, and Congress should initiate a full investigation,” said Michelle Richardson, legislative counsel with the ACLU Washington Legislative Office. “This disclosure also highlights the growing gap between the public’s and the government’s understandings of the many sweeping surveillance authorities enacted by Congress. Since 9/11, the government has increasingly classified and concealed not just facts, but the law itself. Such extreme secrecy is inconsistent with our democratic values of open government and accountability.”
The first information about the government’s use of Section 215 was made public in response to Freedom of Information Act litigation filed by the ACLU 10 years ago. More recently, members of Congress have warned that the government has secretly interpreted Section 215 in a way that would shock Americans. In 2012, Sens. Ron Wyden (D-Ore.) and Mark Udall (D-Colo.) wrote, “When the American people find out how their government has secretly interpreted the Patriot Act, they are going to be stunned and they are going to be angry.”
In May 2011, shortly before Section 215 was scheduled to expire, the ACLU filed a new FOIA request in an effort to learn more about the “secret interpretation” to which Sens. Wyden and Udall had referred. Congress reauthorized Section 215 without amendment until 2015, and for the last two years, the government has refused to describe its secret interpretation. Whether or not the program described by The Guardian reflects that “secret interpretation,” today’s disclosure confirms that the government has interpreted Section 215 extraordinarily broadly.
This disclosure is likely to have significant implications for the ACLU’s pending FOIA lawsuit. The Department of Justice is scheduled to file a brief in that case on June 13; the ACLU’s response is due on June 28, and oral argument is scheduled for July 11 in the Southern District of New York.

EPA accused of singling out conservative groups, amid IRS scandal

It's not just the IRS. 
A second federal agency is facing a probe and accusations of political bias over its alleged targeting of conservative groups. 
The allegations concern the Environmental Protection Agency, which is being accused of trying to charge conservative groups fees while largely exempting liberal groups. The fees applied to Freedom of Information Act requests -- allegedly, the EPA waived them for liberal groups far more often than it did for conservative ones. 
The allegations are under investigation by the House Energy and Commerce Committee and the House Oversight and Government Reform Committee, which is also holding hearings on the Internal Revenue Service targeting of conservative groups. 
"I don't think it is fair at all. It is not fair to the American taxpayer -- the American taxpayer should expect and demand that the EPA treats everyone equally in regard to these requests," said Pennsylvania Republican Rep. Tim Murphy, a member of the Energy and Commerce Committee. "This cannot be tolerated. As we see more federal agencies with this kind of bias, it is and should be a concern for all of us." 
Research by the Competitive Enterprise Institute (CEI), a conservative Washington, D.C., think tank, claims that the political bias is routine when it comes to deciding which groups are charged fees. Christopher Horner, senior fellow at CEI, said liberal groups have their fees for documents waived about 90 percent of the time, in contrast with conservative groups that it claims are denied fee waivers about 90 percent of the time. 
"The idea is to throw hurdles in our way," charged Horner, who says he decided to look into the fee structure after the EPA repeatedly turned down his group for waivers. 
"In 20 cases of ours, since the beginning of last year, we were expressly denied, or denied by them simply refusing to respond, in 18 out of 20 cases," said Horner, explaining that the batting percentage for fees waived in favor of liberal groups is overwhelming. 
"Earth Justice was batting 17 out of 19, the Sierra Club was the worst, at 70 percent granted, 11 out of 15. You add up some other groups and we found that 75 out of 82 groups granted, because these are the groups that the EPA has decided are the favored groups." 
The EPA has denied any favoritism. 
Acting EPA Administrator Bob Perciasepe told the House Energy and Commerce Committee on May 16 that "our policy is to treat everybody the same," and the agency is considering pursuing an investigation. 
In a statement to Fox News, the EPA said: "The Office of Inspector General received from the Environmental Protection Agency the official request to look into this matter just over a week ago, so the request is currently under review by the OIG at this early stage." 
But Horner, who has studied federal government agency practices as the author of "The Liberal War on Transparency: Confessions of a Freedom of Information 'Criminal,'" says that charging fees or denying information requests is a underhanded method that government agencies use to try and stymie the free flow of information or political dissent. 
"This is no different than denying a group that you don't agree with ... whether you are the IRS or the EPA, their tax-exempt status," said Horner. 
"You're talking about essentially making or breaking them, or at a minimum, snuffing out their ability to pursue their objectives."
Murphy said treating groups differently is simply not right. 
"We are hoping that the acting administrator of the EPA can already send a message out to his people that this will not be tolerated," Murphy said. "It is wrong. Similar with the people with the IRS who testified that, 'well some of things may not be illegal,' they can still be wrong. People expect their government to not be acting in these ways, but to be fair and just and truthful in these informational quests and in their investigations."

Former IRS Chief's Wife Works for Leftist Campaign Finance Reform Group

On Friday, reports broke that Former IRS chief Doug Shulman’s wife works with a liberal lobbying group, Public Campaign, where she is the senior program advisor. Public Campaign is an “organization dedicated to sweeping campaign reform that aims to dramatically reduce the role of big special interest money in American politics.”

The goal of Public Campaign is to target political groups like the conservative non-profits at issue in the IRS scandal. The Campaign says it “is laying the foundation for reform by working with a broad range of organizations, including local community groups, around the country that are fighting for change and national organizations whose members are not fairly represented under the current campaign finance system.”
CEO of Public Campaign Nick Nyhart has offered words of support for the IRS’ targeting: “There are legitimate questions to be asked about political groups that are hiding behind a 501(c)4 status. It’s unfortunate a few bad apples at the IRS will make it harder for those questions to be asked without claims of bias.”
Public Campaign gets its cash from labor unions like AFL-CIO, AFSCME, SEIU, and Move On.

Chief IRS Counsel Got Jeremiah Wright's Church out of IRS Probe Before Joining Agency



News reports from the time indicate the now-chief counsel of the IRS, William Wilkins, helped a church connected to President Barack Obama’s friend Rev. Jeremiah Wright get out of an IRS probe in 2008 while working as a private attorney.

“Lawyers from Wilmer Cutler Pickering Hale and Dorr have won the dismissal of an IRS case against United Church of Christ, Sen. Barack Obama's denomination,” The American Lawyer’s Zach Lowe wrote on May 22, 2008. 
The IRS initiated an investigation early this year after a speech by Obama at a 50th anniversary celebration of the church last June. It was a reference by Obama to his presidential candidacy in a talk otherwise focused on faith that caught the agency's attention. Tax laws prohibit non-profits--including churches--from engaging in political speech or promoting candidates. The IRS can withdraw an organization's tax-free status if the organization is found to violate the rule.
Lowe noted that Obama had been a “member of Trinity United Church of Christ in Chicago--a UCC congregation--for more than 20 years. The church has been in the headlines for several months now as the congregation lead by the controversial Reverend Jeremiah Wright.”
William Wilkins, then a WilmerHale law firm partner, said, “We were so interested in the case we offered to do it pro bono."
Lowe wrote that Wilkins and other firm lawyers worked with the church’s national counsel, Donald Clark, and proved they had invited Obama to the event before he announced his candidacy for president. “Evidence presented in a letter sent to the IRS in late March pointed to ground rules the organization had established for Obama's visit; the church even cautioned churchgoers against engaging in any political activity,” Lowe wrote. “Had the IRS pursued the matter, it would have raised serious questions about the First Amendment's application to church activities, Wilkins says.”
When President Obama nominated Wilkins to be the IRS’s chief counsel on April 17, 2009, his White House cited Wilkins’ experience as an attorney on issues relating to tax-exempt status organization. “He has a broad tax practice that includes counseling nonprofit organizations, business entities, and investment funds on tax compliance, business transactions, and government investigations,” according to the White House release announcing Wilkins' nomination. 
Prior to joining WilmerHale, Wilkins was Staff Director and Chief Counsel of the United States Senate Committee on Finance. Wilkins joined the Democratic staff of the Committee in 1981 and served as tax counsel before becoming Staff Director and Chief Counsel in 1987.
In the release, which included the announcement of a second Treasury Department nominee, President Obama himself said he was "confident in the abilities of these two fine public servants as we work to turn our economy around and give American families the relief they need during these difficult times. Under the leadership of Secretary Geithner, they will work to serve the American people and bring their unique areas of expertise to the job as we work to put America on the path to prosperity."
Upon the resignation of Steven Miller, several news outlets have pointed out that Wilkins will likely become a public target of congressional investigators digging into the scandal surrounding the IRS’s targeting of conservative and Tea Party organizations.
Reuters wrote that GOP lawmakers’ aides said their bosses will soon “focus” on Wilkins as they “seek to determine whether the White House acted improperly.”
“Wilkins' office was made aware of the targeting of conservative groups as early as August 2011, according to the inspector general report,” Reuters wrote. “The report does not make clear whether Wilkins - who reports to the Treasury Department's general counsel - himself knew of the targeting in 2011, or when he first learned of it.”
“Another question is whether Wilkins, whose office employs about 1,600 lawyers, might have taken the matter elsewhere within the Obama administration,” Reuters added. “The IRS issued a statement saying Wilkins did not participate in the August 2011 meeting, which the agency said involved ‘staff attorneys several layers below Wilkins.’”
As Town Hall magazine highlighted recently, White House spokesman Jay Carney has already been pressured by reporters on Wilkins' role in this scandal.

In no uncertain terms and with no hedging, The New York Times reports that the Obama administration was aware of the fact that the IRS was targeting Tea Party groups as far back as June of 2012. The Treasury Department's Inspector General confirmed that he told senior Treasury officials in June of 2012, a full five months before Election Day:

The Treasury Department’s inspector general told senior Treasury officials in June 2012 he was investigating the Internal Revenue Service’s screening of politically active organizations seeking tax exemptions, disclosing for the first time on Friday that Obama administration officials were aware of the matter during the presidential campaign year.
We still don’t know for sure what the President knew or when he knew it, but this does confirm that the administration was aware of the fact that Obama's political enemies were under fire by the IRS and covered that fact up during an election year.
As Lisa Meyers of NBC News told "Morning Joe" today, "Imagine if we -- if you can -- what would have happened if this fact came out in September 2012, in the middle of a presidential election? The terrain would have looked very different."
The first time President Obama was asked when he found out about the IRS scandal, he told the media that he learned of the news last Friday, the same way the rest of us did -- from the news media.
Thursday, a Bloomberg reporter asked the President when he or anyone else in the White House learned of the scandal. The President dodged the question.
With this latest news confirming when the Administration first learned of the IRS scandal,  we now know that, along with Benghazi and the unfurling Associated Press scandal, there were three scandals brewing and unfolding in the White House during an election year. But we are only now hearing about them -- six months after Barack Obama was safely re-elected.
This fact says as much about the failure of our lapdog national media as it does about President Obama. Why just this morning the Times itself dismissed the IRS scandal on its editorial page.

Letterman: 'I Don't Make Jokes About Obama Because I Don't Want FBI Tapping My Phone'

DAVID LETTERMAN: Have you folks been paying attention to what's going on in Washington? Neither have I. It's crazy. In a matter of, like, six weeks, three big scandals, and it looks like President Obama and all his buddies in the White House may go to prison. Finally, some good news for the Romney campaign. Yes! It's about time. People always say this to me, they say, "Hey, Letterman," they say. "Why don't you make jokes about Obama?" And I say, “All right, I'll tell you why. Good question. Oh, you want to know why? Okay. I don't make jokes about him because I don't want the FBI tapping my phone, my phone. That's why.”

Rubio: White House creating 'culture of intimidation'

Obama says he didn't 'know anything' about IRS targeting of conservative groups

President Obama insisted Thursday that he knew nothing about the internal investigation into the IRS' practice of singling out conservative groups for special scrutiny before it was made public, a day after he sought to tamp down the controversy by announcing the resignation of the IRS chief. 
"I certainly did not know anything about the (inspector general) report" beforehand, Obama said Thursday, during a press conference alongside the Turkish prime minister. 
He reiterated that he found the agency's actions "unacceptable" and sought to fix the problem "the minute" he found out about it. 
Lawmakers were inquiring about the alleged targeting of Tea Party groups by the IRS more than a year ago, but the White House claims they were not in the loop on the practice. Obama, seeking to swiftly address the controversy, announced Wednesday that acting IRS Commissioner Steven Miller would resign -- though Miller was apparently set to step down anyway.

President Obama announced Wednesday that acting IRS Commissioner Steven Miller would resign in the wake of the agency scandal in which conservative groups were targeted -- though Miller was apparently set to step down anyway. 
An official close to Miller told Fox News, shortly after Obama's brief announcement, that the IRS chief was "set to resign the position of acting commission as of early June." He was planning to leave the IRS entirely a "couple of months later, regardless of the current controversy," the source said. 
These details were not mentioned by the president as he announced Wednesday evening Miller was resigning. Obama spoke following a meeting with Treasury Secretary Jacob Lew  and other top department officials in which they reviewed a highly critical inspector general’s report on the practice. The report concluded poor management allowed agents to improperly target Tea Party and other groups for more than 18 months, starting in 2010.
Obama said Lew asked for the resignation and Miller agreed, after being on the job since November 2012.
“Americans have a right to be angry about it, and I’m angry about it,” Obama said from the White House. The president is expected to name a new acting commissioner later this week. 
Republicans, who along with Democrats have slammed the IRS for the practice, welcomed the resignation Wednesday but made clear they would continue to investigate and press for accountability. 
Rep. Vern Buchanan, R-Fla., said the resignation "is a necessary first step but more heads need to roll." 
Rep. Michele Bachmann, R-Minn., reacting to the claim that Miller was leaving anyway, said it seemed like he was a "perfect scapegoat" for the administration. 
Miller’s resignation was part of three-step plan Obama outlined to fix the problem.
The other steps are to put in place the safeguards recommended in the IG report and to work with Congress as it investigates. 
“The good news is we can fix this,” Obama said. 
Miller became acting commissioner after Commissioner Douglas Shulman completed his five-year term. Shulman had been appointed by President George W. Bush.
The president has proceeded cautiously since the IRS controversy was made public Friday. While he initially said the accusations were "outrageous," he also said he wanted to wait until the report was released before addressing what should be done to hold accountable those responsible.
Obama said he would hold a press conference Thursday.
The report lays much of the blame on IRS supervisors in Washington who oversaw a group of specialists in Cincinnati who screened applications for tax-exempt status. It does not indicate that Washington initiated the targeting of conservative groups, but it does say a top supervisor in Washington did not adequately supervise agents in the field even after she learned the agents were acting improperly.
The Justice Department is also investigating the IRS targeting, as are three congressional committees.
Sources told Fox News that Miller will remain on the job "for a couple of weeks." 
The House Ways and Means Committee said after the announcement of Miller's resignation that he still will attend a hearing Friday.
And the House Committee on Oversight and Government Affairs sent a letter Wednesday afternoon to the IRS  requesting five employees named in the IG audit be made available for transcribed interviews by committee staff.
The Republican-led committee wants to start the interviews Monday.
The names and titles of the IRS employees requested are Holly Paz, a director; John Shafer, a manager; Gary Muthert, a screener; Liz Hofacre, a case coordinator; and Joseph Herr, a manager.
"The resignation of Steven Miller is a positive and important step as this agency struggles to try to regain the public’s trust," said Utah Sen. Orrin Hatch, the top Republican on the Senate Finance Committee. "A clean slate at the IRS with new leadership is imperative to fix this egregious encroachment on the lives of honest, hard-working Americans whose only sin was that they want to express their beliefs."
Earlier in the day, White House Press Secretary Jay Carney sidestepped a question about whether Obama still had confidence in Miller, saying he wouldn't discuss personnel matters. He said Obama has expressed his overall view that IRS personnel had acted inappropriately. 
"He wants to see that the actions taken, as revealed by the Treasury report, that are inappropriate, are met with consequences," Carney said. "He will make clear to Treasury Department leaders that he expects action." 
Carney said Obama wants the public to "understand and believe that the IRS applies our tax laws in a neutral and fair way to everyone."
