When I'm really depressed I wonder whether, in their second-rate, tawdry and stupid awfulness they really do represent my country as it slowly but surely sinks into oblivion.  He, as Speaker of the House of Commons holds the second most important office in the nation.  The Queen is at the pinnacle and holds in her frail, elderly hands the remains of whatever dignity this country once possessed. He, as Speaker, holds an ancient and mostly honourable, and sometimes courageous, office which comes to its fortunate occupier replete with its own dignity and respect.  After his ghastly, gruntish predecessor, 'Gorbals Mick' Martin, another choice from antediluvian, so-called 'nu-Labour', one hoped for something better, never dreaming, or nightmaring, that it would be infinitely worse.  Again, the Labour party deserves the blame because Bercow, formerly a Conservative, spent the last 6 years or more lick-spittling and toadying to every Labour MP in the hope of gaining their votes for his bid to be Speaker.  They, as the majority party at the time, were happy to oblige, mostly because it was a poke in the eye to Cameron and his party none of whom can stand Bercow.  To watch this man at Prime Minister's question time is hideously embarrassing, in fact, the very worst sort of embarrassment that arises when you know that the person making a complete ass of himself is totally unaware of it. 
He is not just encouraged in his ghastliness by his wife, she positively out does him! Tomorrow in the Evening Standard magazine she offers this less than enticing photograph of herself.  One is only deeply, deeply, grateful that she is not in the nude displaying, I feel sure, her tattoos and sundry pieces of junk metal embedded in her flesh.

To cheer myself up, and you, too, by now, I suspect, I will repeat the famous Cameron dwarf joke, as told by The Telegraph:

Mr Cameron went on to regale guests with an anecdote in which junior health minister Simon Burns’s driver reversed into the Speaker’s car in a Parliament courtyard.

The Prime Minister described how the diminutive Mr Bercow appeared and told Mr Burns: “I’m not happy!” To which Mr Burns replied: “Well, which one [of the seven dwarves] are you?”

He should make that man Burns a minister, with jokes like that he would send Dave's 'Happiness Index' sky high!
ADDITIONAL:  Good grief!  I took the 'Memsahib' out to dinner tonight to celebrate her birthday and having just returned and checked my blog, I nearly fell off my chair to see over a thousand hits inside four hours.  That is approximately 999 more than I would have expected.  Was it my wise and witty review of King Lear that brought them all flocking in?  No, it was the picture of Mrs. Bercow in her sheet!  Oh God  . .

Encontraron a la famosa actriz tendida sin ropa sobre la cama. En una imagen conmovedora que se transmitió como un rayo por todo el mundo, yacía muerta con un brazo extendido y la mano en el teléfono. El sargento Jack Clemmons, inspector de guardia en la comisaría de Los Ángeles Oeste, registró una llamada del doctor Greenson informando sobre la muerte de Monroe a las 4.25 de la mañana del domingo. "¿Marilyn Monroe?", se preguntó. Debía de ser una broma. En lugar de dar aviso a una patrulla, como hubiera hecho normalmente, fue en persona a comprobar la veracidad de la llamada. Clemmons comenzó a sospechar de inmediato sobre las circunstancias de aquella muerte. Para empezar, había algo que no cuadraba con el tiempo: la señora Murray (la enfermera-asistenta que cuidaba de Monroe) comentó que habían encontrado el cuerpo poco después de la medianoche y, sin embargo, la policía no fue avisada hasta las 4.25. ¿Qué sucedió mientras tanto? El doctor Greenson declaró que había telefoneado a los estudios y a colaboradores de Monroe, pero el sargento no se creyó que esas llamadas le hubieran podido ocupar cuatro horas. ¿Alguien se había encargado de destruir las pruebas de un delito?

Esa misma mañana fui a la oficina forense para iniciar mi jornada laboral. En mi condición de ayudante me tocaba trabajar todos los domingos y a veces los siete días de la semana, pues andábamos cortos de personal y el trabajo se acumulaba. Pero esa mañana percibí que algo extraño sucedía. El doctor Curphey había telefoneado temprano a la oficina para dejarme un mensaje. La nota que había sobre mi escritorio rezaba: "El doctor Curphey quiere que el doctor Noguchi haga la autopsia de Marilyn Monroe". En una situación normal era un trabajo indicado para un médico forense con más experiencia. Y, sin embargo, el doctor Curphey se había molestado en llamar un domingo a primera hora para adjudicarme la tarea. (...)
El cadáver que se hallaba sobre la mesa 1 estaba cubierto por una sábana blanca. Lo destapé lentamente y me detuve. Me costó unos instantes hacerme a la idea de que estaba contemplando el rostro de la verdadera Marilyn Monroe. (...) Sabía que el mundo entero exigiría saber qué había ocurrido con un personaje tan querido. Sintiendo ya esa carga, comencé el examen. No hallé ni una sola marca de aguja, y eso es lo que consigné en el diagrama corporal del informe. Sin embargo, curiosamente, sí encontré señales que podían indicar violencia: también apunté esos hallazgos en el diagrama. En la región lumbar, a la izquierda, Monroe presentaba una ligera equimosis, un hematoma cárdeno resultado de una pequeña hemorragia ocurrida dentro de los tejidos. (...) ¿Pero tenía relación con su muerte o había sido fruto de un percance doméstico como, por ejemplo, el tropiezo con una mesa? En ese momento creí que el traumatismo no tenía conexión alguna con el deceso. Tanto su ubicación, justo por encima de la cadera, como sus reducidas dimensiones me hacían descartar la violencia como causa. Habría resultado más lógico encontrar heridas recientes alrededor del cuello o la cabeza en el caso de que Monroe hubiera sido atacada. No obstante, ese hematoma sigue sin tener hoy una explicación. Y, tratándose de un posible indicio de violencia, no deja de ser curioso que haya pasado desapercibido para la mayoría de los periodistas de investigación que se han interesado más tarde por el tema.
En mi informe expuse las conclusiones de la autopsia. Empezaba así: "Examen externo: el cuerpo sin embalsamar pertenece a una mujer caucásica de treinta y seis años y buena constitución, sana, con cincuenta y tres kilos de peso y un metro sesenta y seis de estatura. El cuero cabelludo está cubierto por una melena de color rubio oxigenado. Ojos azules.[...] Se advierte una leve equimosis entre la cadera izquierda y el lado izquierdo de la región lumbar". A continuación, el informe pasaba a detallar el examen interno de los sistemas cardiovascular, respiratorio, hepático y biliar, sanguíneo y linfático, endocrino, urinario, reproductor y digestivo. Fue la sección que analizaba el sistema digestivo la que más tarde creó la controversia y llevó a decir a los partidarios de la conspiración que "probaba" el asesinato de Monroe, puesto que yo no había detectado ningún rastro del paso de píldoras por el estómago o el intestino delgado. Ningún resto. Ningún cristal refractario, aunque los frascos de píldoras recogidos mostraban que Monroe había ingerido entre cuarenta y cincuenta nembutales y abundantes cápsulas de hidrato de cloral. Por todo ello, los defensores de la teoría del asesinato aducían que alguien le había inyectado a Monroe las drogas que la mataron.
(...) El informe del laboratorio toxicológico aún añadiría más leña al fuego. Llegó a mis manos varias horas después de que finalizara la autopsia y, nada más comenzar a leerlo, disparó mis alarmas. Yo había enviado, junto con el hígado, muestras de sangre para realizar las pruebas de alcohol y barbitúricos. Además, había remitido otros órganos para "un posterior análisis toxicológico", entre ellos el estómago con su contenido y el intestino. De inmediato me percaté de que los técnicos del laboratorio no habían examinado esos órganos: se habían limitado a analizar la sangre y el hígado.
¿A qué se debía esa omisión en lo que hoy constituye el proceder rutinario del departamento? Los datos arrojados por los análisis de la sangre y el hígado, unidos al frasco vacío de Nembutal y al parcialmente vacío (faltaban 40 cápsulas sobre un total de 50) de hidrato de cloral, apuntaban de forma tan contundente hacia el suicidio que el toxicólogo jefe, Raymond J. Abernathy, no había considerado necesario proseguir con el resto de las pruebas. En concreto, el análisis de sangre mostraba 8,0 mg% de hidrato de cloral, y el hígado, 13,0 mg% de pentobarbital (Nembutal), en ambos casos dosis ciertamente mortales.
Aun así, debí haber insistido en que se analizaran todos los órganos, especialmente el contenido del estómago y algunos segmentos del intestino. Pero no actué con diligencia. Siendo un subalterno, consideré inútil cuestionar las decisiones de los jefes en un asunto de procedimiento. Además, las pruebas me habían persuadido, al igual que a los toxicólogos, de que Marilyn Monroe había ingerido una cantidad de fármacos suficiente para provocarse la muerte.
Cuando al cabo de unos días se hicieron públicas las conclusiones del médico forense, los medios saltaron raudos sobre esa omisión. Yo quería rectificar el error, pero ya era demasiado tarde. Unas semanas después le pregunté a Abernathy si había conservado los órganos de Monroe que le había remitido. En caso afirmativo, aún teníamos una oportunidad de analizarlos. Me contrarió escucharle decir: "Lo siento, pero nos deshicimos de todo tras cerrarse el caso". Sabía que los medios denunciarían un encubrimiento. Acerté. Las más variadas teorías acerca de un hipotético asesinato brotaron de inmediato y han persistido hasta hoy.
Los partidarios de la teoría del crimen, trabajando con la hipótesis de que tanto la fallecida como el "diario" en su poder representaban una amenaza para Robert Kennedy, destacaban el hecho de que Kennedy había volado a San Francisco el 3 de agosto de 1962, víspera de la muerte de Marilyn Monroe. (...) Lo que algunos defendían era que Kennedy había volado a Los Ángeles para supervisar el asesinato de Marilyn Monroe. Según se dijo, Robert Slatzer (amigo y confidente de Marilyn) habló con una mujer que vivía en la misma manzana que Monroe y esta declaró que había visto a Kennedy, acompañado por un hombre que llevaba un maletín de médico, entrando en casa de Monroe la tarde del sábado. De acuerdo con el guión de Slatzer, el hombre del maletín le había inyectado a Monroe las drogas que acabaron con su vida.
La "prueba" de una participación directa de Kennedy en el asesinato de Monroe era tan estrambótica que incluso otros adalides de la idea conspirativa la rechazaron. Muchos esgrimían una segunda teoría. Creían que el crimen fue perpetrado por agentes corruptos de la CIA inquietos ante la posibilidad de que Monroe guardara en su diario informaciones suministradas por Kennedy. Algunos datos parecían corroborar la existencia de tal diario. En 1962, Lionel Grandison era un ayudante del forense con funciones administrativas; él fue quien firmó el certificado de defunción de Marilyn Monroe y, según declaró más tarde, llegó a ver el diario en la oficina forense, aunque al día siguiente había desaparecido.
El conocido especialista en pinchazos telefónicos Bernie Spindel aportó otra presunta "prueba" sobre la participación de Kennedy en la muerte de Monroe. La casa de Spindel, que estaba reuniendo datos contra Kennedy por cuenta del líder del sindicato de camioneros Jimmy Hoffa, había sido registrada por la fiscalía de Nueva York. Los partidarios de la teoría del crimen resaltaban que Kennedy era en aquel momento senador por Nueva York y amigo de Frank Hogan, fiscal del distrito. En su opinión, Kennedy estaba detrás de la operación. Las cintas de Spindel, confiscadas durante el registro, nunca fueron devueltas, y este se querelló para recuperar "cintas y otras pruebas relacionadas con la muerte de Marilyn Monroe que refutan con rotundidad la versión oficial sobre las circunstancias de esa muerte".
(...) El 4 de noviembre de 1984 (22 años después de su muerte) tuve ocasión de responder pormenorizadamente a las preguntas que me hicieron los dos ayudantes del fiscal responsables de la investigación oficial sobre la muerte de Marilyn Monroe. (...) Los inspectores estaban interesados en hallar respuestas a tres cuestiones derivadas de mi informe:
1. La autopsia señalaba que el estómago se hallaba "casi totalmente vacío". ¿Cómo podía ocurrir tal cosa cuando Monroe acababa de ingerir una cantidad masiva de píldoras?
2. ¿Por qué no se hallaron comprimidos a medio digerir, polvos o alguna irritación rojiza en las paredes estomacales?
3. Monroe había ingerido una gran cantidad de nembutales amarillos, así que debían aparecer restos de tinte amarillo en las paredes de la garganta, el esófago y el estómago. ¿Por qué no se detectó ninguna coloración amarilla?
La cuarta pregunta se refería al examen externo del cuerpo de Monroe. Se sabía que el doctor Greenson le había puesto a Monroe su inyección habitual la víspera de su muerte, pero en su cuerpo no se había apreciado ninguna marca. ¿Por qué?
Para contestar a la primera pregunta, la concerniente al estómago vacío, inicié mi explicación recurriendo a un hecho cotidiano. Cuando pruebas comida exótica que no "se aviene" contigo, en ocasiones sufres una indigestión, lo cual significa que el estómago rechaza la comida y no permite que pase fácilmente a los intestinos. Sin embargo, cuando ingieres una comida que estás habituado a comer (un filete, por ejemplo), no se produce tal indigestión y la comida pasa fluidamente hasta los intestinos. Lo mismo sucede con las pastillas cuando las toman consumidores habituales de drogas. Marilyn Monroe había abusado de los somníferos y el hidrato de cloral durante años. Su estómago se había acostumbrado a las píldoras, así que las digería y las "volcaba" en el tracto intestinal. (...)
Para responder a la segunda pregunta, sobre la previsible presencia de pastillas a medio digerir, polvos o irritaciones en las paredes estomacales, me remití a mi informe, donde decía que "la mucosa presenta [...]una difusa hemorragia local". En otras palabras, tras las paredes estomacales (la mucosa) había una mínima aunque extendida hemorragia, la irritación rojiza de la que hablaba el doctor Weinberg.
Les comenté a los inspectores que la tercera cuestión (el supuesto de que el tinte amarillo del Nembutal tenía que haber manchado las paredes internas de la garganta y el estómago) solo podía haber sido planteada por un lego en la materia. En mi carrera me he topado en numerosas ocasiones con el Nembutal. Parece tratarse de una de las drogas favoritas de quienes planean suicidarse. Expliqué a los ayudantes del fiscal que si uno coge una pastilla amarilla de Nembutal, se la pasa por los labios para humedecerla y, por último, se frota el dedo en ella, no se mancha con ningún tinte amarillo. El Nembutal viene en una cápsula especial que no destiñe al ser ingerida.
Respecto a la pregunta de por qué no se habían hallado marcas de pinchazos cuando se tenía constancia de que el doctor Greenson sí había inyectado a Monroe, contesté que las señales dejadas por agujas quirúrgicas muy finas como la usada por el doctor Greenson se cerraban al cabo de pocas horas, borrándose así todo vestigio de ellas. Solo pueden detectarse los pinchazos muy recientes. El doctor Greenson había puesto esa última inyección cuarenta y ocho horas antes de la autopsia. Por tanto, era lógico que yo no hallara ninguna marca reciente.

Pero la Merkel no puede desconocer que las revueltas en Egipto tienen diferente matiz y persiguen objetivos distintos que las que dieron condujeron a la caida del Muro de Berlin en 1989, y son mas congruentes con la implantacion del terror verde islamico por el Ayatollah Jomeini en Iran en 1979.

Justo cuando la revuelta popular en Egipto amenaza con arruinar por algún tiempo el importante negocio turístico del país -lo que probablemente no sea por ahora el mayor de sus problemas-, una empresa canadiense acaba de inventar una nueva fórmula de viajes de recreo con pretensiones de aventura intelectual. Es lo que podríamos denominar turismo político, en este caso con Cuba como destino del que aprender sobre el terreno.
El tour operador Gap Adventures, uno de los más potentes del sector en la que es por cierto la primera nación emisora de visitantes a la isla caribeña, basa su novedosa oferta en las reformas promovidas por Raúl Castro. Sostiene el fundador de la compañía, Bruce Poon Tip, que “Cuba está cambiando dramática y rápidamente”, lo que en su opinión ofrece una oportunidad única para “experimentar una excitante coyuntura” sociopolítica.
Tal experiencia “cambiará la vida” del viajero mismo, se atreve a prometer la empresa. ¿Cómo? Pasando ocho, nueve o quince días -a elección del aventurero- en convivencia con una familia cubana en su propia vivienda. Una modalidad de alojamiento por otro lado muy usual en Cuba, donde si algo no falta son "casas particulares" donde pernoctar y comer platos criollos a precios bastante módicos.
La oferta de Gap Adventures se completa con diversas opciones suplementarias de turismo de naturaleza, playa y buceo; visitas a fincas tabaqueras; excursiones a pueblos y ciudades; incursiones en parques naturales; sesiones de música autóctona; paseos por la Cuba colonial, y garbeos por algún que otro museo.
En nota de prensa publicitaria dirigida a los medios especializados, los responsables de la entidad destacan la reciente decisión de Barack Obama de eliminar algunas de las restricciones a los viajes a Cuba desde Estados Unidos. Y, como otro de los atractivos coyunturales, aluden asimismo a la próxima celebración, en abril, de un congreso del Partido Comunista de Cuba “del que muchos esperan la mayor revisión en el soviet-style modelo económico del país en 50 años”.
Mientras en Egipto los visitantes extranjeros huyen despavoridos hacia el aeropuerto más cercano, en esta otra parte del planeta hay quien toma como gancho turístico los severos reajustes económicos que Cuba afronta. Y no como gancho para un viaje cualquiera, sino para vivir toda “una aventura”. Es la realidad convertida en parque temático.

2. (C) The UK supports lifting the EU's Restrictive Measures on Cuba at the June 16 GAERC and initiating a human rights dialogue with Cuba, because other EU Members have agreed to review the dialogue's progress within a year, Paul Williams, the Foreign Office's new EU Corespondent, told Polcouns on June 12. Dean and Williams both agreed with ref points that the goal of an EU-dialogue with Cuba had to be release of political prisoners, free access to information and freedom for the EU to pursue "Track Two" engagement with civil society, but that other EU Members believed listing these specific benchmarks in the GAERC conclusions was counter productive. The UK, Williams said, might have agreed to list specific benchmarks in the GAERC conclusions, but there was "not enough support" for this among other EU members. Williams and Dean confirmed that the EU's two-track policy remains in place.
3. (C) In a separate conversation the same day, Matthew Forbes, the Foreign Office's Caribbean Office Chief, told Poloff the UK had scored "quite a victory" by achieving agreement in the EU that to continue the dialogue after one year would require an affirmative consensus of all EU Members, rather than the dialogue with Havana continuing unless a consensus of all states acted to end it. According to Forbes this affirmative approach gives each individual EU Member state much more leverage with the Cubans; the UK could act alone to stop the dialogue in a year, if the Cubans interfere with the UK outreach to Cuban dissidents or refuse to engage with London. Under current EU policy, as Forbes explained it, EU Members like the UK who reach out to the opposition are isolated, leaving the discussions with the regime on human rights to EU Members such as Spain. Forbes told Poloff that the agreement on mechanics of the one-year renewal would not be spelled out in the GAERC conclusions, but be the subject of a confidential side agreement among Members. Havana would learn about the mechanics in any case, as the Spanish leak information to them on all developments inside the COLAT, Forbes added. Forbes echoed his EU colleagues and said that the EU's twin-track policy is still in effect. Forbes said that the GAERC conclusions, although not containing benchmarks for a dialogue, would make reference to human rights, which would itself irritate Cuba and might delay the start of the dialogue. (C) EU Correspondent Williams said the UK wanted action taken at the June GAERC on designation of Bank Melli and other individuals associated with Iran's nuclear programs and was pressing hard "to do it now," but German objections made it "increasingly uncertain" that the designations would be taken at next week's GAERC. According to Williams, the Germans want to wait "several weeks" after EU Commission Solana presents the P5 1 enhanced incentives package to Tehran, before moving forward with the designations. Williams said Foreign Political Director Mark Lyall Grant was pressing his German counterpart to let the designations move forward for June 16; as a fall back the determinations might be authorized at a June 23 EU meeting, Williams said, but he was not certain that the Germans would agree to this. He described the timing of the designations as still an open question which may not be resolved until the June 14-15 weekend. (Embassy note. FCO's Coordination Office separately followed up with Embassy on June 13, telling Poloff that the Melli designation will not be on the June 16 GAERC agenda, but is now firmly on the agenda for the June 23 Agriculture and Fisheries session. 5. (C) Williams said that there would be no action on LONDON 00001623 002 OF 002 adopting UNSCR 1803 "goldplating" into EU policy at the June GAERC. Most EU Members wanted to wait further to see how Tehran would react to the new P5 1 proposals and wanted to hear from Solana, who will brief the GAERC immediately upon his return from Tehran. Kosovo ------
6. (C) The UK does not expect any language on Kosovo in the GAERC conclusions or much general discussion, but will use the GAERC to lobby EU Members that have not yet recognized Kosovo independence. Williams said that FS Miliband plans to target his Portuguese and Maltese counterparts on the GAERC margins. Western Balkans ---------------
7. (C) The UK is pleased that the Stabilization and Association Agreement with Bosnia will be signed. The UK will make a statement urging rapid implementation in order to make clear the EU's commitment to Bosnia's future in Europe. Williams said that Greece was pressing for a GAERC conclusion on Macedonia's accession that would address the name issue; the UK is opposed to raising the name dispute in this context, joined by the Slovenian Presidency and "most" other Members, according to Williams. Williams said the issue may not be resolved until early on June 16 as Greece is refusing to drop the matter. Williams said that there would be no other statements and little discussion on the Western Balkans, other than perhaps a statement of welcome for the recent handing over a wanted war criminal to the ICTY. African Issues ---------------
8. (C) Sudan, the Great Lakes region, and Somalia will be discussed at the GAERC, Williams told Polcouns, but there will not be any formal conclusions. Zimbabwe is the most important African issue for the UK at the June GAERC. Williams said the UK is nearing agreement on a "strong text" that will express the EU's deep concern over the situation in Zimbabwe and recognize that the violence and intimidation thus far are cause for fears about how the election will be carried out. The UK wants the GAERC conclusions and discussion to set the stage for the June 18-19 European Council meeting shortly after at which the UK will press for discussion of post-election EU actions should the poll be as unfair as now appears. 9. (C) Williams and Dean agreed that for the UK the most important aspect of this June GAERC is laying the groundwork for the subsequent European Council a few days later. Prime Minister Brown wants to focus the Council meeting on several of his economic and development priorities: coordinated actions in response to rising oil and food prices, encouraging progress on the Millennium Development Goals, and reforming international institutions like the Bretton Woods institutions. Brown, according to Williams, also wants to press the EU to move forward on Doha round negotiations. 1.(C/NF) Summary. Foreign and Commonwealth Office (FCO) officials told Cuba Transition Coordinator Caleb McCarry they detected little real change since Raul Castro assumed power, but they firmly believed the only means of exploiting any possible openings with the regime was to remain engaged. They were wary of "lecturing" the regime, which seemed to make Cuban officials dig in their heels, but were attempting to discern what the EU could get (e.g. release of political prisoners) in exchange for lifting the suspended 2003 Restrictive Measures at its June meeting on the Cuba Common Policy. They could not envision supporting a lifting of the measures without getting something in return because to do so would send the wrong signal. In another meeting, a local academic at the International Institute for the Study of Cuba told McCarry the U.S. should swallow its pride and let the regime think it has won, at least briefly, because Havana will not be swayed by the types of pressure historically employed. FCO: Constructive Engagement Over Isolation -------------------------------------------
2.(C/NF) HMG agrees that there has been little real change in Cuba since Fidel Castro began handing the reigns of power to his brother Raul, but London remains hopeful that small changes instigated by Raul will provide openings for constructive engagement. FCO Director for the Americas Chris Wood told Cuba Transition Coordinator Caleb McCarry and EUR's Nicole Otallah April 15 that the press was overly optimistic about change when Fidel fell ill and later resigned. HMG agreed that most of the changes proposed by Raul primarily benefit Cuba's "nomenklatura." Wood noted that in a recent meeting with Cuban Vice Minister Caballero, FCO Minister Meg Munn told the Cuban that HMG would like to engage Havana but needs a signal from the regime to do so, particularly on human rights. Caballero was adamant that lecturing Cuba would not foment change; he cited the removal of Cuba from the Human Rights Council agenda as a positive step that allowed the regime to sign the UN Covenant on Human Rights.
3.(C/NF) In the meantime, HMG was thinking about what it could get out of the regime before June when the EU discusses the EU Common Policy on Cuba and whether to lift the suspended 2003 Restrictive Measures. Wood said HMG continued to believe the 2003 Measures did not accomplish anything but is reluctant to lift them without getting something in exchange, e.g. release of political prisoners. Although the UK embassy in Havana has fairly good access to the regime, such conversations were difficult because the regime does not admit to having political prisoners. In addition, the regime wants something in exchange for signing the UN Covenant on Human Rights, which is meaningless without implementation. McCarry noted that regime thugs had beat up Cubans who were distributing copies of the Universal Declaration of Human Rights two days after the Cubans signed the Covenant, sending a strong signal to the Cuban people. Matthew Forbes, FCO Head of the Caribbean Team said the regime is already in breach of the Covenant because it refuses to take back from the UK former Cuban prisoners; but HMG cannot press these issues without a dialogue with the regime.
4.(C/NF) McCarry said the USG supported the UK and others having a dialogue with the regime to press issues of human rights and the need for democratic change, but the USG also emphasized the importance, at this time, of EU outreach to the opposition and Cuban civil society. McCarry emphasized that it is essential the regime begin to give up some of the control it has over every aspect of Cubans' lives by ending the practice of jailing people for disagreeing with their government. He pressed HMG to include something in the U.S.-EU Summit Communique that calls for "democracy, human rights, and the release of political prisoners in Cuba." Otallah pressed for UK support of the Political Prisoner Initiative with the EU. HMG was very supportive of the initiative but was concerned that the timing of it could complicate the discussion of the Common Policy in June; it should be sometime later.
5.(C/NF) Asked about the transition fund for Cuba, McCarry noted the USG was still working on the details of the fund. He added that the USG, including DoD, is also making contingency plans for a transition in Cuba to deal with humanitarian and infrastructure issues, refugees, democracy assistance, etc., in the event of a transition to democracy. McCarry noted these plans were close-hold because cynics would easily jump to the conclusion that the U.S. was LONDON 00001157 002.2 OF 002 planning for regime change, which was certainly not the case.
Academia: Call Their Bluff --------------------------
6.(U) In a separate meeting, Assistant Director of the International Institute for the Study of Cuba Dr. Stephen Wilkenson shared his insights from his many visits to the island. He argued that the regime is impervious to the kinds of pressure heretofore applied by "the West." Stephenson asserted that the desire for "consumption is unrestrainable," with Cubans increasingly wanting and expecting electronics and modern conveniences. This consumerism would propel change in the regime if the West "swallowed its pride" and let Havana think it had won. Algo que he reiterado en imnumerables oportunidades y a lo cual no se le presta la suficiente atencion segun mi apreciacion. El regimen se aplica metodica y sistematicamente a todos aquellos factores que amenazan la estabilidad y la gobernabilidad del Kaxtrizmo.

Amendments to Kazakhstan's constitution allowing the head of state to announce early presidential elections came into force on Thursday.
Kazakhstan's lower house of parliament passed the bill on Wednesday, and on Thursday it was published by state media and entered into law.
The move came after Kazakhstan's President Nursultan Nazarbayev rejected on Monday a referendum prolonging the president's term until 2020.

Violence has surged in Zimbabwe with reports of mob attacks, death threats, politically motivated arrests and at least one shooting ahead of possible elections, civil rights groups claim. So whom does Obama support, Mubarak or his enemies?

If Egypt should fall, it will mark the beginning of the end for what little remaining stability there is in the Middle East.  Jordan is facing similar unrest, as are Algeria and Yemen.  Lebanon and Tunisia fell in January.  It is highly unlikely that these events are unrelated.  A combination of leftist and Islamist forces provoked the protests, and we are likely looking at a ring of radical Islamic states rising up to surround Israel.  Once their power is solidified, perhaps in a year or two, they will combine forces to attack Israel.  If Israel falls, the United States will stand alone in a sea of virulent enemies and impotent allies.

MIAMI (AP) — Three Miami brothers top the list of the nation's most wanted health care fugitives.

Authorities say Carlos, Luis, and Jose Benitez set up bogus clinics and charged Medicare $119 million for costly HIV drugs that patients never received. The brothers bought hotels, helicopters and boats before allegedly fleeing to Cuba.

Department of Health and Human Services inspector general officials released the list Thursday. Officials said the top 10 suspects have allegedly cost taxpayers more than $124 million.

Other top suspects include Leonard Nwafor, who is charged with billing Medicare for $1.1 million in a medical equipment scam in California, and Susan Bendigo, who allegedly billed California's Medicaid program $17.1 million for sending unlicensed nurses to treat patients.

CIA Official: Obama was Briefed on Egypt Instability Late Last Year

The U.S. intelligence community warned President Obama about instability in Egypt late last year, according to a CIA official.
Stephanie O'Sullivan, the President's nominee for principal deputy director of national intelligence who currently serves as associate deputy director of the CIA, told the Senate intelligence committee Thursday that the agency briefed Obama. She did not indicate how specific the information they provided was.
"We warned of instability but not exactly where it would come from [and in what form]," she said. "That happened at the end of last year."
The committee was considering O'Sullivan's nomination, and O'Sullivan was responding to a question from Sen. Ron Wyden (D-Ore.) about what the president knew about the expected unrest in Egypt and when he knew it.
