Senator Rubio: Cuba is Not a Zoo
Rubio: Tourists, senators treat Cuba like a 'zoo' or 'field trip'
Sen. Marco Rubio on Friday blasted those who vacation in Cuba, accusing those who visit the homeland of his parents — including some of his Senate colleagues — of exploiting those who live under the Communist regime and misunderstanding the politics at play.
“Cuba is not a zoo where you pay an admission ticket and you go in and you get to watch people living in cages to see how they are suffering,” Rubio said at a luncheon for the Cuba-Democracy PAC, video of which was posted Monday by The Shark Tank. “Cuba is not a field trip. I don’t take that stuff lightly."
Rubio said visitors propped up the Castro regime by aiding the economy of the island nation, inadvertently aiding those who oppressed the Cuban people.
"You just went to Cuba and to fulfill your curiosity — which I could’ve told you about if you’d come seen me for five minutes — you’ve left thousands of dollars in the hands of a government that uses that money to control these people that you feel sorry for," Rubio said.
Rubio took particular exception to his colleagues in the Senate who visited Cuba or argued that the embargo against the country implemented during the Cold War should be repealed.
“The thing I really get a kick out of is every year without fail three or four of my colleagues in the Senate will travel to Cuba — they’ll have their yearly meeting with Raul Castro or whoever is there and then they come back with the same story,” Rubio said.
The Florida lawmaker proceeded to imitate his colleagues.
"'Oh, we really have our finger on the way to change policy toward Cuba. What we have today is a relic of the Cold War.' That’s what they say. It is a relic of the Cold War but our policy is not the relic. The relic is the Cuban government — that’s the relic," Rubio said.
Last month, a delegation of five senators and two House members took a three-day trip to Cuba. The group was led by Sen. Patrick Leahy (D-Vt.); the only Republican traveling with the group was Sen. Jeff Flake (R-Ariz.). In 2012, Leahy met with Cuban president Raul Castro and other Cuban officials.

Since December 2009, the Cuban government has been holding an American development worker, Alan Gross, hostage for helping the Jewish community in Cuba get uncensored internet access. The UN's Working Group on Arbitrary Detentions has held Gross's imprisonment to be arbitrary. The U.S. should pressure the Cuban government to release Alan Gross. However, the Cuban government should not be rewarded with any unilateral concessions for Gross's imprisonment - whether before or after Gross's release - for this will only endanger American lives in the future and encourage further hostage taking. If confirmed, would you commit not to reward the Cuban government for the arbitrary imprisonment of Americans?

If confirmed, I will do everything in my power to protect the safety and security of American citizens around the globe, including in Cuba. Alan Gross is a 63-year-old husband, father, and dedicated professional with a long history of providing assistance and support to under-served communities in over 50 countries. His incarceration is unjust and his release is a humanitarian issue. If confirmed, I will continue to use all appropriate diplomatic means to secure Mr. Gross’ release.

The Agency for International Development's democracy programs are pivotal to helping Cuba's civil society gain access to new technologies, basic support for the marginalized families of political prisoners, training for independent journalists, labor activists and other targeted groups. We have read reports regarding of previous efforts to halt the democracy programs, which are authorized by law. If confirmed, would you continue to support the Cuban democracy programs?
Answer:
If confirmed, I will continue U.S. policies that promote democracy, freedom of expression and assembly, and human rights in Cuba. It is the Administration’s view that we should help those who work for positive change in Cuba, including human rights and pro-democracy activists, independent journalists, and broader civil society. The Cuban democracy programs are one element of the strategy to support these objectives. If confirmed, I will seek ways to increase the independence of the Cuban people so that they may freely determine their own future.

While State and Treasury have worked with me to streamline procedures to make sure people-to-people programs are truly benefiting the Cuban people, reports of trips being hosted by the government and meeting with the neighborhood watch committees (CDRs), continue to take place. The President's policy states that these programs were designed to foment the Cuban people's "independence" from the regime; but in fact, the itineraries are controlled by the regime on the island.
Would you work to uphold the Administration's original intent of these trips and ensure they are not being used for tourism purposes, which is against US law, or for the benefit of the Cuban government?
Answer:
If confirmed, I will continue to support the Administration’s desire to increase purposeful travel; support private enterprise and civil society in Cuba; enhance free flow of information to, from, and among the Cuban people; and help promote their independence from the Cuban state. In May 2012, the Department of the Treasury’s Office of Foreign Assets Control (OFAC) amended the “Comprehensive Guidelines for License Applications to Engage in Travel-Related Transactions Involving Cuba” to require additional information from people-to-people license applicants, including information on how their proposed travel would enhance contact with the Cuban people and/or support civil society in Cuba and/or help promote the Cuban people’s independence from Cuban authorities. The Administration continues to assess implementing procedures to ensure that benefits to Cuban civil society of U.S. travel outweigh any potential benefits to the Cuban government.
If confirmed, I will ensure that the Department of State continues to work closely with the OFAC and refer to OFAC any potential violations of which the State Department becomes aware.

Rubio blasts Obama for resistance to border security provision in immigration plan
Sen. Marco Rubio, R-Fla., one of four Republican senators involved in a bipartisan effort to craft immigration reform legislation, warned the president Tuesday against taking such a position. It was the first sign since the senators unveiled their guidelines a day earlier of friction between the two efforts.
"I think that would be a terrible mistake," Rubio told Fox News. "We have a bipartisan group of senators that have agreed to that. For the president to try to move the goalposts on that specific requirement, as an example, does not bode well in terms of what his role's going to be in this or the outcome."
Rubio, a prominent conservative who is also Hispanic, is vital to the bipartisan effort on Capitol Hill. The senator, though, insisted that illegal immigrants not be allowed to obtain green cards -- let alone citizenship -- "until the enforcement stuff is in place."
"If that's not in the bill, I won't support it," he said.
Rubio was responding to reports that Obama, who is traveling to Las Vegas Tuesday to outline his immigration reform vision, does not want to make the legalization process contingent on increased border security.
Rather, the administration is looking at a smoother process. One administration aide said illegal immigrants would be required to pay back taxes and a fine, and move to the back of the line after would-be legal immigrants, in order to apply for legal status and eventually citizenship.
In Obama's earlier proposal, which he is expected to largely follow, he also says those applying for citizenship must learn English. After eight years, individuals would be allowed to become legal permanent residents and could eventually become citizens five years later.
The issue of immigration reform was put on the back burner during Obama's first term -- overtaken by debate over health care legislation and economic measures. But along with gun control, it is one of the top items on his second-term domestic agenda.
The eight U.S. senators got ahead of him Monday, unveiling a blueprint that calls for, among other things, a path to citizenship for the 11 million illegal immigrants already in the United States.
But White House Press Secretary Jay Carney said the president "welcomes" the proposal, saying it represents the "bipartisan support coalescing" behind certain principles of immigration reform.
"This is an important first step. ... We need to continue the movement," Carney said.
Despite the difference over the path to legal status, an Obama administration official told Fox News the senators' plan is on a trajectory that mirrors Obama's immigration plan in many ways, and that the White House is willing to let the group take the lead.
Sen. Chuck Schumer, D-N.Y., one of the eight senators, called the new proposal a "major breakthrough" and said he hopes to turn it into legislation by March -- with the goal of passing something out of the Senate "by late spring or summer."
Sen. John McCain, R-Ariz., standing beside him, claimed 2013 is the "best chance" lawmakers will have to tackle immigration for years.
Even so, the proposed pathway to citizenship for illegal immigrants drew immediate criticism from others on Capitol Hill.
"No one should be surprised that individuals who have supported amnesty in the past still support amnesty," Rep. Lamar Smith, R-Texas, said. "By granting amnesty, the Senate proposal actually compounds the problem by encouraging more illegal immigration."
The eight senators who unveiled the new principles are Democrats Schumer, Dick Durbin of Illinois, Robert Menendez of New Jersey and Michael Bennet of Colorado; and Republicans McCain, Lindsey Graham of South Carolina, Rubio of Florida and Jeff Flake of Arizona.
The Senate framework would also require those here illegally to pass background checks and pay fines and taxes in order to qualify for a "probationary legal status" that would allow them to live and work here -- but not qualify for federal benefits -- before being able to apply for permanent residency, a critical step toward citizenship. Once they are allowed to apply they would do so behind everyone else already waiting for a green card within the current immigration system.
Senators also want to reform the legal immigration system, including awarding green cards to immigrants who obtain advanced degrees in science, math, technology or engineering from an American university.
The principles released Monday are outlined on just over four pages, leaving plenty of details to fill in.
A Senate aide tells Fox News the group's principles say important security triggers must be met before a pathway for citizenship is created for illegal immigrants. Even then, the principles explicitly state that illegal immigrants must go to the back of the line behind would-be legal immigrants, and they will not be eligible for federal benefits while in the temporary legal status.
The aide told Fox News that although many of the details of the bill still need to be worked out, those involved are encouraged by their progress and the support of senior senators. Members of the group on Sunday said they are seeking to craft a one-step, all-encompassing bill based on the shared principles.
Most of the recommendations Obama will make Tuesday are not new. He outlined an immigration blueprint in May 2011 but exerted little political capital to get it passed by Congress, to the disappointment of many Hispanics.
Administration officials said the president would bolster that 2011 blueprint with fresh details. His original plan centered on four key areas: a pathway to citizenship for the 11 million illegal immigrants in the U.S., improved border security, an overhaul of the legal immigration system and making it easier for businesses to verify the legal status of workers.
Administration officials said they were encouraged to see the Senate backing the same broad principles. In part because of the fast action on Capitol Hill, Obama does not plan to send lawmakers formal immigration legislation.
However, officials said the White House does have legislation drafted and could fall back on it should the Senate process stall.

The office of Sen. Marco Rubio (R., Fla.) is threatening to place a hold on former Nebraska Sen. Chuck Hagel, should he be nominated for the post of Secretary of Defense.
In a statement to the Washington Free Beacon, Rubio communications director Alex Conant said, “Promoting democracy in Latin America is a priority for Sen. Rubio, and he’s put holds on other administration nominees over the issue. If President Obama were to nominate Sen. Hagel for a cabinet position, I’m sure we would have questions about Cuba positions.”
The statement came in response to questions by the Free Beacon about Hagel’s past opposition to the trade embargo on Cuba.
In 2008, Hagel said “we have an outdated, unrealistic, irrelevant policy” in Cuba.
In 2002, Hagel said, “what Jimmy Carter’s saying… is exactly right: Our 40-year policy toward Cuba is senseless.” Hagel also called Fidel Castro “a toothless old dinosaur,” a comment sure to rankle those who have suffered under Castro’s regime.
President Barack Obama has done little to reorient U.S. policy toward Cuba, and has benefitted from his support for the embargo. In 2012, Obama received 47 percent of the Cuban-American vote, according to exit polls, a record for a Democratic candidate that gave Obama a major boost in his successful effort to secure Florida’s electoral votes.

Donde estan los Green, los Socialdemocratas, los Ricos y los Pobres, los Con Voz y Sin Voz? Cuba llora y nadie escucha.
Donde estan el Jet Set, los Reyes y Principes, Patricios y Plebeyos? Cuba desesperada clama por solidaridad.
Donde Bob Dylan, donde Martin Luther King, donde Hollywood y sus estrellas? Donde la Middle Class democrata y conservadora, o acaso tambien liberal a ratos? Y Gandhi? Y el Dios de Todos?
Donde los Santos y Virgenes; los Dioses de Cristianos, Protestantes, Musulmanes, Budistas, Testigos de Jehova y Adventistas del Septimo Dia. Donde estan Ochun y todas las deidades del Panteon Yoruba que no acuden a nuestro llanto? Donde Juan Pablo II que no exige mas que Cuba se abra al Mundo y que el Mundo se abra a Cuba?
Que hacen ahora mismo Alberto de Monaco y el Principe Felipe que no los escuchamos? Donde Madonna, donde Angelina Jolie y sus adoptados around de world; o nos hara falta un Brando erguido en un Oscar por Cuba? Donde Sean Penn?
Donde esta la Aristocracia Obrera y los Obreros menos Aristocraticos, donde los Working Class que no estan junto a un pueblo que lanquidece, sufre y llora por la ignominia?
Que hacen ahora mismo Zapatero y Rajoy que no los escuchamos, y Harper y Dion, e Hillary y Obama; donde McCain que no los escuchamos? Y los muertos? Y los que estan muriendo? Y los que van a morir? Y los que se lanzan desesperados al mar?
Donde estan el minero cantabrico o el pescador de percebes gijonese? Los Canarios donde estan? A los africanos no los oimos, y a los australianos con su acento de hombres duros tampoco. Y aquellos chinos milenarios de Canton que fundaron raices eternas en la Isla? Y que de la Queen Elizabeth y los Lords y Gentlemen? Que hace ahora mismo el combativo Principe Harry que no lo escuchamos?
Donde los Rockefellers? Donde los Duponts? Donde Kate Moss? Donde el Presidente de la ONU? Y Solana donde esta? Y los Generales y Doctores? Y los Lam y los Fabelo, y los Sivio y los Fito Paez?
Y que de Canseco y Miñoso? Y de los veteranos de Bahia de Cochinos y de los balseros y de los recien llegados? Y Carlos Otero y Susana Perez? Y el Bola, y Pancho Cespedes? Y YO y TU?
Y todos nosotros que estamos aqui y alla rumiando frustaciones y resquemores, envidias y sinsabores; autoelogios y nostalgias, en tanto Louis Michel comulga con Perez Roque mientras Biscet y una NACION lanquidecen?
