Will Petraeus drop Benghazi bombshell?

PALM BEACH, Fla. – With some speculating that former CIA Director David Petraeus may be under a blackmail threat from the Obama administration, radio giant Rush Limbaugh is not expecting the general to contradict his testimony about the attack on the U.S. consulate in Benghazi when he testifies before Congress this week.
Petraeus resigned his position at the CIA three days after Obama was re-elected, citing an extramarital affair with his biographer, Paula Broadwell.
“It’s a reasonable thing to think he might have been blackmailed over this,” Limbaugh said Wednesday afternoon. “And it’s reasonable to think he might have wanted to get out from under the blackmail by resigning, and so now everybody’s waiting with baited breath for his testimony.”
On Sept. 13, Petraeus testified to Congress about the 9/11 attack in Benghazi, going along with original claims by President Obama and his aides that the violence erupted in reaction to an anti-Muslim video. The onslaught killed the U.S. ambassador and three other Americans.
Since then, administration officials have said it was a terrorist attack designed specifically for the anniversary of the Sept. 11, 2001, attack on New York and Washington, D.C.
“If Petraeus goes in there and says anything different than what he said on September 13th, do you know the world of hurt that he’s in?” said Limbaugh.
“He’s going to the get the question, ‘Were you lying then or were you lying now?’ … ‘Are we to believe you now, or are we to believe you then?’”
Petraeus is expected to testify behind closed doors for members of Congress, possibly Thursday and/or Friday, but Limbaugh expects nothing new to be said.
He explained: “If you have some hope or prayer that there’s gonna be some huge treasure trove of ‘Gotcha Obama’ from Petraeus’ testimony, it isn’t going to happen. A, he’s not gonna commit perjury, he’s not gonna say something different than he said last time; and B, whatever they’ve got on him, they’ve got on him.
“They were able to kick him out of office, they were able to blackmail him, do whatever with this affair business. They kept it. They knew what was going on. They held it in check until they needed it. But the idea that somehow Obama’s going to be made to take the hit on this Benghazi thing, it isn’t gonna happen. The Democrats get away with it. That’s the lesson. No dispute will be finished and resolved until the Democrats win it.”
Limbaugh concluded: “There is not gonna be one kernel of truth of what happened at Benghazi come out of any of this. It ain’t going to happen. I mean within two weeks of Obama being re-elected, you think they’re going to open the doors and the floodgates for people to go in and get to Obama? It isn’t gonna happen. … You have to understand what’s going on here, folks. There is a circle-the wagon operation around Barack Obama that nobody’s gonna penetrate. That is abundantly clear.”

What began with David Petraeus’ surprise resignation as CIA director on Friday resulting from an extramarital affair has now spiraled into a complicated story of infidelity, intrigue and politics.
Petraeus’ admission of an extramarital affair quickly led to his biographer, Paula Broadwell, and an examination of her relationship with the decorated war hero. The length of the FBI’s investigation of “menacing” emails sent to Petraeus’ family friend Jill Kelley, and the timing of the announcement of his departure from the Obama administration fueled conspiracy theories. Then Gen. John Allen, Petraeus’ successor as military commander in Afghanistan, was embroiled in the scandal, accused by U.S. officials of sending “inappropriate” emails to Kelley.
To help you keep the facts straight, NBC News has compiled this timeline, based on reporting by NBC News and other published accounts:
Spring 2006 -- Paula Broadwell meets Gen. David Petraeus, when she introduces herself after he gave a speech at Harvard's Kennedy School, where Broadwell was working on a master's degree, the Wall Street Journal reported
October 2008 -- Petraeus takes over as head of U.S. Central Command, based at MacDill Air Force Base. While serving there, he reportedly meets Jill Kelley and her husband, Dr. Scott Kelley. She is described in various accounts as a volunteer “social liaison” between the community and the base.
2008 -- Broadwell begins her doctoral dissertation, "a case study of General Petraeus’ leadership," according to Rolling Stone magazine.  
June 2009 -- Broadwell and her husband, Scott, purchase a home in Charlotte, N.C., the Charlotte Observer reports
June 2010 -- Petraeus is named as replacement for Gen. Stanley McChrystal as the top commander in Afghanistan after the latter makes impolitic remarks to a Rolling Stone reporter. Broadwell decides to turn her dissertation into a book.  
July 2010-July 2011 – According to an online biography of Broadwell that was taken down after Petraeus’ resignation, she made multiple trips to Afghanistan during this period, where she “embedded with the general, his headquarters staff and his soldiers on the front lines of fighting across Afghanistan to chronicle the experiences of this American general as they are brought to bear in the terrible crucible of war.”  
Aug. 31, 2011 -- Petraeus retires from the U.S. Army, departs Afghanistan.
Sept. 6, 2011 -- Petraeus takes over as director of the CIA.

Early November 2011 – According to former Petraeus spokesman Steve Boylan, who had spoken to his former boss after his resignation, Petraeus' affair with  Broadwell began around this time,  approximately two months after he took the CIA job.
January 2012 – “All In, The Education of General David Petraeus,” by Paula Broadwell with Vernon Loeb is published by Penguin Press.
May 2012 – “Menacing” emails – five to 10 of them, according to the Wall Street Journal -- began arriving in Jill Kelley's inbox, NBC’s Michael Isikoff and Pete Williams report.

June 2012 – The FBI investigation begins. A source close to Kelley tells Isikoff that she took the emails, which she viewed as harassing or menacing, to the FBI. The source said the anonymous emails didn’t mention Petraeus by name, but subsequent emails – sent from multiple alias accounts -- contained references to the "comings and goings" of high-level military officials -- including events that were not on any public schedule. This raised the question as to whether somebody had access to sensitive -- and classified -- information about the CIA director.
July 2012 – Approximate end of the affair between Broadwell and Petraeus, according to former Petraeus spokesman Steve Boylan, who  tells NBC’s Kristen Welker in early November that it ended “about four months ago.”
Late  summer -- Attorney General Eric Holder is told that agents have discovered an email link between Petraeus and Broadwell, which included exchange of “explicit details of a sexual nature,” according to the Wall Street Journal.
September – FBI agents interview Paula Broadwell for first time, NBC’s Pete Williams reports.
Oct. 27  -- House Majority Leader Eric Cantor speaks to an FBI agent who had worked on the Petraeus investigation, according to Cantor spokesman Doug Heye. The agent-- who had originally contacted Rep. Dave Reichert, a Republican from Washington -- raised concerns that "sensitive information" relating to Petraeus may have been "compromised," Heye said. The timing of the tip to Reichert is not clear.  
Week of Oct. 29 – FBI agents interview Petraeus and Broadwell (for a second time), according to NBC’s Michael Isikoff.
Approximately Oct. 30-31 – Somewhere around this time frame, Petraeus traveled to Tripoli to conduct his own personal inquiry into Benghazi, according to author Bob Woodward, appearing on "Meet the Press" on Nov. 11. NBC’s Andrea Mitchell confirmed that Petraeus had recently traveled to Libya.

Oct. 31 – After conferring with his chief of staff, Steve Stombres, and Richard Cullen, a former attorney general of Virginia, Cantor had Stombres call the FBI chief of staff to relay the information he had received from the FBI agent, NBC News has reported.
Nov. 1 -- Cantor aide Steve Stombres is told by the FBI that it cannot confirm or deny an investigation, but the bureau official assured the leader's office it was acting to protect national security.
Nov. 2 – The FBI concludes its investigation, according to NBC News’ Michael Isikoff, citing senior U.S. law enforcement official; the  last FBI interviews with both Broadwell and Petraeus also took place this day, NBC’s  Pete Williams reports, citing federal officials.
Nov. 6 – Justice Department informs Director of National Intelligence James Clapper.
Nov. 7 – Clapper informs the White House.
Nov. 8 –  Petraeus calls White House Deputy Chief of Staff Thomas Donilon and asks to see the president, NBC’s Andrea Mitchell reports. The White House tells Obama of the FBI investigation of Petraeus and his admission of an extramarital affair.

Nov. 12 – In a surprise statement during a trip to Australia, Defense Secretary Leon Panetta announces that U.S. General John Allen, who succeeded Petraeus as military commander in Afghanistan, is under investigation over allegations he exchanged “inappropriate” emails with Kelley, the woman who triggered the investigation of Petraeus. Meanwhile, FBI agents carry out a four-hour “consensual search” of Broadwell’s home in Charlotte, N.C., leaving with eight to 10 cardboard boxes.

Updated 4 p.m. ET: Allegedly “inappropriate” emails between U.S. Gen. John Allen and the woman who sparked the investigation into CIA Director David Petraeus do not signify the two had an affair, a defense official told NBC News on Tuesday.
“There was no affair,” said the official, who spoke on condition of anonymity.  The emails in question could be misconstrued, the official said, predicting that the investigation will prove Allen’s innocence.
Allen, the commander of the International Security Assistance Force in Afghanistan, is under investigation over allegations that he exchanged “inappropriate” emails with Jill Kelley, a senior defense official told reporters earlier Tuesday.
A difference of opinion appeared to be brewing at the Pentagon about how to characterize the emails, with another official calling them flirtatious.
Kelley, a Tampa, Fla., woman who has acted as a volunteer “social liaison” with military officials at MacDill Air Force Base,  inadvertently launched the investigation that led to Petraeus’ resignation by complaining to the FBI about anonymous emails she received.  FBI agents traced the allegedly threatening emails to Paula Broadwell, Petraeus' biographer. 
During the investigation, agents discovered emails between Petraeus and Broadwell that were indicative of an extramarital affair between them, according to government and law enforcement officials.
Petraeus, who was appointed 14 months ago to head the Central Intelligence Agency, announced his resignation on Friday, citing an extramarital affair.
Word of the investigation into Gen. Allen’s involvement came early Tuesday, when U.S. Secretary of Defense Leon Panetta issued a statement during a flight to Australia for a meeting with defense officials there, saying that  the FBI had referred “a matter involving" Allen to the Department of Defense's Inspector General.

Glenn on Petraeus scandal: "They used him. Manipulated him. Now they're exposing him"

On TheBlaze Monday night, Glenn took a hard look at the weekend’s biggest news: the resignation of CIA Director General David Petraeus. While Petraeus has cited an extramarital affair as the reason for his resignation, Glenn found the timing almost unbelievable. The news broke only three days after the election and one week before Petraeus was set to testify before Congress.
Two weeks ago, Glenn went on Pat & Stu and predicted it would be General Petraeus taking the blame for Libyan incident.
On his show, Glenn took a hard look at the circumstances surrounding Petraeus’s scandal. A few years ago, Petraeus was one of the most respected figures in America and considered by many as a future Republican superstar and potential presidential candidate. Because of his status, he could easily have been a threat to the Democrats and progressives. But in recent years and months, he’s been isolated and even put in a position to fail.
“Why would you send Petraeus to the CIA and send your CIA Director to the Pentagon?” Glenn asked. Glenn said Petraeus would have been much better at the Pentagon and Leon Panetta was not a sensible choice for the position.
He further noted that reports have emerged that members of the Obama administration knew about the affair while he was being vetted for the CIA Director job, although the White House claims they did not know about the affair. Glenn found this hard to believe, and said that if they did not know everyone involved with the vetting needed to be fired.
“This is Benghazi all over again. Gross incompetence or massive cover-up.”
The scandal will only damage Petraeus’s credibility, and Glenn believes if he does testify on Benghazi it may be too late because of the loss of his reputation.
He further explained that if the White House knew about the affair, they could knowingly put him in a position where he would be forced to take the fall for a scandal like Libya.

Updated at 11:36 p.m. ET: “Menacing” anonymous emails that launched the FBI investigation which ultimately brought down CIA Director David Petraeus contained references to the “comings and goings” of high-level U.S. military officials, raising concerns that someone had improperly gained access to sensitive and classified information, a source close to the recipient tells NBC News.
The first email sent anonymously to Jill Kelley, the Tampa, Fla., woman who reported the threatening emails to the FBI, in May referred to Kelley socializing with other generals in the Tampa area and suggested it was inappropriate and should stop, according to the source close to Kelley, who spoke with NBC News on condition of anonymity.
After Kelley alerted the FBI, agents began pursuing it as a possible case of cyber harassment or stalking. "The thought was she was being followed," the source said.
The anonymous emails continued -- sent from multiple alias accounts -- and some later ones in the sequence contained references to Petraeus, though not by name, the source said.
What most alarmed Kelley and the FBI, the source said, were references to "the comings and goings" of high-level generals from the U.S. Central Command, which is based at MacDill Air Force Base in Tampa, and the U.S. Southern Command, as well as Petraeus -- including events that were not on any public schedule. This raised the question as to whether somebody had access to sensitive -- and classified -- information.
Moreover, the sender of the emails had "covered her tracks pretty well," the source said.

Behind the email trail that brought down General Petraeus

There is only one rational explanation: Next week General Petraeus would have to testify in U.S. Congress about an attack on the U.S. diplomatic mission in Benghazi.

On November 9th, David Petraeus stepped down as Director of the Central Intelligence Agency, after an FBI investigation revealed an affair with biographer Paula Broadwell. His departure was sudden, and while an official resigning over infidelity didn’t break any new ground, the investigation was far more unusual. Initial reports said that the FBI had believed someone else to be accessing Petraeus’ personal Gmail account and began monitoring it, uncovering the affair in the process. Some questions have been resolved as more details emerged, but the surrounding story remains murky, touching on security issues, petty rivalries, and the risks of communicating through "anonymous" channels that are ultimately anything but.
Why was the FBI monitoring Petraeus' email? Well, it may not have been
One of the biggest initial questions was why the FBI had been checking Petraeus’ email at all. It’s now believed he wasn’t the original target, and it’s not even clear that he was being monitored. The bureau was actually investigating anonymous threats to Jill Kelley, a Tampa woman who helped organize military social events at the base where US Central Command is located. Petraeus ran Central Command from 2008 to 2010, and Kelley said in a statement that she had known him and his family for over five years.
The Associated Press and The Wall Street Journal report that Kelley contacted the FBI about "five to ten" anonymous emails that started in May. While their exact contents is still unknown, some reportedly accused Kelley of having or contemplating an affair, and they were apparently enough to launch an investigation. According to The New York Times, it didn’t hurt that Kelley was also friends with an FBI agent, who was able to kickstart the process.
The threats, the FBI soon deduced, were from Petraeus biographer Broadwell
The emails, the FBI soon deduced, were from Broadwell. While she had created a throwaway address, the bureau was able to connect her by matching email metadata (likely IP addresses) to hotels and other locations that Broadwell had stayed. Once the bureau suspected she was to blame, The Wall Street Journal reports, it obtained a warrant to monitor her email, starting with an account she shared with her husband — and soon after, it found a separate Gmail account with sexually explicit messages between her and someone who appeared to be Petraeus.

At first, the FBI apparently believed someone else had hacked Petraeus’ personal account or was posing as him to send the emails, a suspicion that was hinted at in the first reports. It’s unknown whether this led them to monitor his email too, or whether they looked for other ways to check the messages’ veracity. Either way, when investigators determined that they had found an affair between Petraeus and Broadwell, it raised other fears. Besides creating a scandal, an affair can leave officials open to blackmail, something that’s especially pertinent when discussing the director of the CIA. In either late September or mid-October, depending on the source, the FBI quietly called Broadwell in for an interview.
When Broadwell was brought in, she confessed the relationship and turned over her computer, adding another layer of intrigue: it contained classified documents that the FBI suspected came from Petraeus. A probe that started with some harassing emails had, it seemed, stumbled onto a serious security breach. Though the exact timeline isn’t known, the bureau seems to have kept quiet after finding the documents, continuing its investigation and asking for a meeting with Petraeus. But Petraeus — who admitted to the affair — denied giving Broadwell the documents, and in early November, Broadwell said they had come from elsewhere.

At this point, the bureau seems to have decided that Petraeus and Broadwell’s affair, which had ended in early summer, posed no security risk. The probe’s conclusions were reported to Director of National Intelligence James Clapper on November 6th — Election Day. By then, however, the news had already leaked. House majority leader Eric Cantor (R-VA) says that a "whistleblower" contacted him in late October through Representative Dave Reichart (R-WA), "concerned that sensitive, classified information may have been compromised." According to The New York Times, it was the same agent who had started the investigation, frustrated by what he saw as stalling progress in the case.
It’s not clear what difference — if any — the leak made on Petraeus’ decision to resign. But a spokesman for General James Clapper says Clapper had asked him to do so on the 6th: "Speaking as a friend, colleague and fellow general officer, Gen. Clapper urged Gen. Petraeus to step down." Afterwards, Clapper notified White House officials, who told Obama on Thursday morning. Petraeus offered his resignation later that day, and Obama accepted it on Friday. Petraeus’ statement to friends and colleagues would be widely reported soon after.
A long-standing departmental rivalry? Technological incompetence? A conspiracy?
Some details may always be missing from the story, but what’s been perhaps most confusing is trying to figure out just what kind of story it is. Is Petraeus’ resignation the result of a long-standing rivalry between the FBI and CIA? Another case of an official being undone by technological incompetence? Was it announced late to give Obama a better shot at the election, or rushed to stop Petraeus from testifying at a hearing regarding the Libya consulate attacks? All these stories have been circulated, and they’re all — as far as we know — wrong.
The FBI / CIA rivalry, former Justice Department inspector general Glenn Fine told The New York Times, "might have been true 20 years ago. But it is hard to believe that is going on today." The connection between Benghazi or the election is also tenuous. An October speech in which Broadwell claimed that the CIA had captured Libyan militia members before the attack has been reported as evidence of a leak from Petraeus, but the anecdote could easily be a garbled version of an earlier Fox News report. It would also have been surprising if this had not come up in the FBI’s report; in fact, the speech was given during the investigation, and the CIA has called the claim "baseless." The election and hearings were almost certainly on the minds of Petraeus and others, but there’s no reason to believe the timing wasn’t coincidental.
A compromised email account bringing down the CIA director would be poetic, but it's not what happened
The idea of a compromised email account bringing down the director of the CIA would certainly be poetic, but reports suggest that if anyone failed to grasp the nature of the internet, it was Broadwell. Without her alleged attempts to threaten Kelley, her Gmail account likely would never have been discovered. Enhanced security wouldn’t have helped Petraeus either, if the affair came out through Broadwell’s email. And it’s possible that the entire situation would have gone unnoticed had Kelley not been friends with a member of the FBI — email harassment, after all, is fairly common.
Petraeus could have encrypted his messages or maintained a false name (he reportedly created the Gmail account under a pseudonym), but the truth is that when everything is connected, it’s difficult to be really unknown. The FBI stumbled across evidence of the affair while tracking Broadwell over at least three email accounts, only one of which had an incriminating connection to Petraeus. Last month, ordinary citizens on Reddit grappled with the implications of matching a real face to an online identity. Now, some of the most secretive parts of the US government are doing the same.

Panetta makes first comments on Petraeus' affair

The network pool traveling to Australia with Secretary of Defense Leon Panetta reports that Panetta commented for the first time about the resignation of CIA Director David Petraeus. The comments were given during a mid-flight press conference:
SECRETARY OF DEFENSE LEON PANETTA:  “First, obviously, it was a very sad situation to have a distinguished career like that end in this manner. And my heart obviously goes out to him and his family, but I think he took the right step and I think its important when you’re director of the CIA with all the challenges that face you in that position, that personal integrity comes first and foremost.”
“With regards to the future, you know, having served there the first 2 years of this administration, I think its really important to continue to have the CIA stay on track doing the job that is absolutely essential to our national security. They have very important mission focused on intelligence and intelligence operations and I think it’s very important to get someone strong and capable and dedicated to be able to continue that effort. This is a critical time to make sure that with all the threats that we’re dealing with in the world, that we maintain a strong intelligence operation.”
REPORTER QUESTION:  Any indications the Petraeus affair started while he was on active duty? Could he be prosecuted? Would that be your call? (NOTE:  CNN has learned that the affair started after Petraeus was already serving as CIA director)
PANETTA:  “You know, I don’t know the answer to that. I guess, I’m reading the papers like you are to determine just what the committees finds out, what the ultimate investigation determines on that issue. We obviously are going to watch this closely to determine just exactly when that took place. But I think right now my view is lets see what the investigation turns up and what the congress, these committees are able to determine just exactly what took place.”
REPORTER QUESTION:  As a former member of congress – do you think Capitol Hill should have been briefed sooner?
PANETTA:  “That’s another issue I think we ought to look at, because as a former director of the CIA and having working very closely with the intelligence committees, you know I believe there is a responsibility to make sure that the intelligence committees are informed of issues that could affect, you know the security of those intelligence operations.”

Citing not only recent widespread threats to riot if Mitt Romney were to become the next U.S. president, but threats to actually assassinate him should he win, Soldier X's superiors dispensed plans of how the National Guard would be responsible for "taking over" and quelling such unrest.

The soldiers were reportedly told "Doomsday preppers will be treated as terrorists."

In addition, guns will be confiscated.

"They have a list compiled of all these doomsday preppers that have gone public and they plan to go after them first," Soldier X said. He claimed those in charge are acting under the belief that preppers will be "the worst part" of any potential civil unrest.

Soldier X was also told that any soldiers in the ranks who are known as preppers will be deemed "defects." He explained the label meant these soldiers would be treated as traitors. "If you don't conform, they will get rid of you," he added.

Unit members also warned not to associate with any fellow soldiers who are preppers.

Not only does the military reportedly plan to target preppers should mass chaos break out, but Soldier X also voiced his concerns regarding civilian gun confiscation.

Soldier X admitted, "Our worry is that Obama's gonna do what he said he's gonna do and he's gonna outlaw all weapons altogether and anybody's name who is on a weapon, they're gonna come to your house and try to take them."

US Army to Congress: Thanks, but no tanks

HERLONG, California (CNN) - If you need an example of why it is hard to cut the budget in Washington look no further than this Army depot in the shadow of the Sierra Nevada range.
CNN was allowed rare access to what amounts to a parking lot for more than 2,000 M-1 Abrams tanks. Here, about an hour's drive north of Reno, Nevada, the tanks have been collecting dust in the hot California desert because of a tiff between the Army and Congress.
The U.S. has more than enough combat tanks in the field to meet the nation's defense needs - so there's no sense in making repairs to these now, the Army's chief of staff Gen. Raymond T. Odierno told Congress earlier this year.
If the Pentagon holds off repairing, refurbishing or making new tanks for three years until new technologies are developed, the Army says it can save taxpayers as much as $3 billion. That may seem like a lot of money, but it's a tiny sacrifice for a Defense Department that will cut $500 billion from its budget over the next decade and may be forced to cut a further $500 billion if a deficit cutting deal is not reached by Congress.

Satellite images appear to reveal CIA’s secret bin Laden training ground

In the best-selling book “No Easy Day,” a retired Navy SEAL who was on the raid that killed Osama bin Laden revealed that training for the assault on the al-Qaida leader’s compound in Abbottabad, Pakistan, took place in North Carolina.
Taking that information, the creators of the whistleblowing site Cryptome.org, apparently scoured satellite imagery of CIA facilities in North Carolina.
After putting in the coordinates in Google Maps for the Harvey Point Defense Testing facility, purportedly a CIA training ground, only a clearing in a field was seen.
On Bing Maps, however, Cryptome spotters, spied what looks like an uncompleted mockup of the bin Laden compound in Abbottabad.   More >>

Washington, D.C., September 14, 2012 – The National Security Archive is today posting - for the first time in its essentially complete form - one of the most controversial nuclear policy directives of the Cold War. Presidential Directive 59 (PD-59), "Nuclear Weapons Employment Policy," signed by President Jimmy Carter on 25 July 1980, aimed at giving U.S. Presidents more flexibility in planning for and executing a nuclear war, but leaks of its Top Secret contents, within weeks of its approval, gave rise to front-page stories in the New York Times and the Washington Post that stoked wide-spread fears about its implications for unchecked nuclear conflict.
The National Security Archive obtained the virtually unexpurgated document in response to a mandatory declassification review request to the Jimmy Carter Library [See Document 12]. Highly classified for years, PD 59 was signed during a period of heightened Cold War tensions owing to the Soviet invasion of Afghanistan, greater instability in the Middle East, and earlier strains over China policy, human rights, the Horn of Africa, and Euromissiles.
In this context, the press coverage quickly generated controversy by raising apprehensions that alleged changes in U.S. strategy might lower the threshold of a decision by either side to go nuclear, which could inject dangerous uncertainty into the already fragile strategic balance. The press coverage elicited debate inside and outside the government, with some arguing that the PD would aggravate Cold War tensions by increasing Soviet fears about vulnerability and raising pressures for launch-on-warning in a crisis. Adding to the confusion was the fact that astonishingly, even senior government officials who had concerns about the directive did not have access to it.
With other recently declassified material related to PD-59, today's publication helps settle the mystery of what Jimmy Carter actually signed, [1] as well as shedding light on the origins of PD-59 and some of its consequences. Among the disclosures are a variety of fascinating insights about the thinking of key U.S. officials about the state of nuclear planning and the possible progression of events should war break out:
  • PD-59 sought a nuclear force posture that ensured a "high high degree of flexibility, enduring survivability, and adequate performance in the face of enemy actions." If deterrence failed, the United States "must be capable of fighting successfully so that the adversary would not achieve his war aims and would suffer costs that are unacceptable." To make that feasible, PD-59 called for pre-planned nuclear strike options and capabilities for rapid development of target plans against such key target categories as "military and control targets," including nuclear forces, command-and-control, stationary and mobile military forces, and industrial facilities that supported the military. Moreover, the directive stipulated strengthened command-control-communications and intelligence (C3I) systems.

  • President Carter's first instructions on the U.S. nuclear force posture, in PD-18, "U.S. National Strategy," supported "essential equivalence", which rejected a "strategic force posture inferior to the Soviet Union" or a "disarming first strike" capability, and also sought a capability to execute "limited strategic employment options."

  • A key element of PD-59 was to use high-tech intelligence to find nuclear weapons targets in battlefield situations, strike the targets, and then assess the damage-a "look-shoot-look" capability. A memorandum from NSC military aide William Odom depicted Secretary of Defense Harold Brown doing exactly that in a recent military exercise where he was "chasing [enemy] general purpose forces in East Europe and Korea with strategic weapons."

  • The architects of PD-59 envisioned the possibility of protracted nuclear war that avoided escalation to all-out conflict. According to Odom's memorandum, "rapid escalation" was not likely because national leaders would realize how "vulnerable we are and how scarce our nuclear weapons are." They would not want to "waste" them on non-military targets and "days and weeks will pass as we try to locate worthy targets."

  • An element of PD-59 that never leaked to the press was a pre-planned option for launch-on-warning. It was included in spite of objections from NSC staffers, who saw it as "operationally a very dangerous thing."

  • Secretary of State Edmund Muskie was uninformed about PD-59 until he read it about in the newspapers, according to a White House chronology. The State Department had been involved in early discussions of nuclear targeting policy, but National Security Adviser Brzezinski eventually cut out the Department on the grounds that targeting is "so closely related to military contingency planning, an activity that justly remains a close-hold prerogative and responsibility" of the Pentagon.

  • The drafters of PD 59 accepted controversial ideas that the Soviets had a concept of victory in nuclear war and already had limited nuclear options. Marshall Shulman, the Secretary of State's top adviser on Soviet affairs, had not seen PD-59 but questioned these ideas in a memorandum to Secretary Muskie: "We may be placing more weight on the Soviet [military] literature than is warranted." If the Soviets perused U.S. military writing, it could "easily convince them that we have such options and such beliefs." Post-Cold War studies suggest that Shulman was correct because the Soviet leadership realized that neither side could win a nuclear war and had little confidence in the Soviet Union's ability to survive a nuclear conflict.

Background

When Jimmy Carter became president in January 1977, he inherited nuclear weapons targeting policies from his Republican predecessors, who had sought ways to give U.S. presidents alternatives to the terrifyingly massive and rigid pre-planned options of the Single Integrated Operational Plan [SIOP]. To make nuclear threats more plausible and to give presidents more choices than the SIOP attack options, in January 1974, Richard Nixon signed National Security Decision Memorandum [NSDM] 242. A few months later, in April 1974, Secretary of Defense James Schlesinger signed Nuclear Weapons Employment Policy [NUWEP] which provided guidance for the creation of limited, selective, and regional attacks, with more detail for major attack options. Among the goals set for Major Attack Options in the NUWEP was the destruction of "selected economic and military resources of the enemy critical to post-war recovery," including political and military leadership targets. With respect to economic recovery targets, the NUWEP called for inflicting "moderate damage on facilities comprising approximately 70% of [the Soviet or Chinese] war-supporting economic base."
The perception that the NSDM-242 exercise had not given the President more options for crisis-confrontation situations [see Document 1 below] led the Carter White House to initiate a nuclear targeting review that eventually produced PD-59. The Joint Strategic Target Planning Staff [JSTPS] had shown proficiency in creating massively destructive "pre-planned" nuclear strikes against Soviet military targets, but the Carter White House saw them as largely irrelevant. As Bzezinski explained, the "very likelihood of all out nuclear war is increased if all out spasm war is the only kind of nuclear war we can fight." Starting with the premise that conflict was more likely to start in Central Europe or Northeast Asia, the architects of PD-59 believed that high-tech reconnaissance systems could give the president and his advisers a "look-shoot-look" capability to improvise targeting during war. In this way, they could strike Warsaw Pact forces on the move with nuclear weapons instead of launching SIOP attacks against major military targets in the Soviet Union.
The JSTPS had responsibility for the SIOP, under the direction of an Air Force general who wore a second hat as Commander-in-Chief of the Strategic Air Command. In this capacity, he had a powerful influence in the military bureaucracy. Brzezinski aide William Odom saw little value to the massive SIOP attack options, believing that a flexible targeting system could help provide an adequate deterrent, but he could not wish SAC and the SIOP out existence because its leaders believed that those options were critical to the national defense. Thus, PD 59 was necessarily a bureaucratic compromise by providing for pre-planned attack options, including launch-on-warning but also flexibility to prepare war plans on "short notice" and strategic reserve forces for later stages of a conflict. War plans could range from massive attacks to "flexible sub-options" against broad classes of targets. To ensure that attack plans could be improvised, PD-59 mandated the creation of "staff capabilities" in the military and at the Pentagon that could "develop operational plans on short notice … based on the latest intelligence."
War plans developed under PD-59 were to "put the major weight of the initial response on military and control targets." Target systems would include tactical and strategic nuclear forces, military command centers, conventional military forces including armies in motion, and industrial facilities supporting military operations. Dropping "critical" recovery targets as a priority, pre-planned options would include "attacks on the political control system and on general industrial capability" either promptly or as "relatively prolonged withholds" that could be attacked later in a conflict. Yet the initial press coverage of PD-59 was slightly misleading by suggesting that targeting before the directive had focused on urban centers; the SIOP had always given priority to military targets and had provisions for excluding attacks on urban-industrial complexes unless Moscow had already attacked U.S. cities.
That the White House had initiated a major review of nuclear targeting remained largely secret until President Carter signed PD-59. [2] Nevertheless, the administration's interest in acquiring capabilities, such as the MX ICBM, for counterforce strikes against Soviet strategic targets had been in the news before the existence of the PD leaked. [3] In early August 1980 headline in national newspapers brought out the larger secret: the existence a new directive changing nuclear war planning, with the first story appearing in the Boston Globe on 3 August 1980. The news stories correctly emphasized key elements of PD-59, that it sought capabilities for "prolonged but limited nuclear war," and that it gave priority to military and leadership targets, and a capability to "find new targets and destroy them" once a war began. [4]
The press coverage cited "shudders" among former government officials such as Herbert Scoville who worried that the search for "less fearsome options for using nuclear weapons would reduce the inhibitions for employing them." Moreover, Federation of American Scientists Director Jeremy Stone asked "Who would be there to turn off the war if we nuked Soviet command centers?" Stone warned about pressures for "firing on warning", although the language on launch-on-warning was one element of the PD that stayed secret. [5] Those concerns dovetailed with private misgivings among State Department officials, such as Marshall Shulman who worried that the reported emphasis on the role of leadership and C3I targets could "only increase Soviet perceptions of vulnerability" and introduce "further instability in the strategic balance."
Newspaper stories about PD-59 raised questions whether President Carter and his advisers had adequately consulted Secretary of State Muskie and the State Department before or after signing the PD. Muskie first learned about the PD from the press coverage, which then noted his "unhappiness that he knew so little about the new doctrine." This became an issue at the State Department, which did not have a copy of the directive and where senior officials argued that the Department should be involved in the "formulation and assessment of national security decisions that have significant foreign policy implications." Muskie's top advisers recommended that he seek an understanding with President Carter that this should not have happened and should not happen again, but whether the two reached a meeting of the minds on this point is not clear.
One of the purposes of the PD was to influence more detailed guidance on nuclear targeting. Top-level officials at the Pentagon and the Joint Strategic Target Planning Staff would use the ideas codified in the directive to develop more detailed instructions for shaping the production of pre-planned options and for developing "look-shoot-look" capabilities. By October 1980, Secretary of Defense Brown had approved the latest Nuclear Weapons Employment Policy to provide guidance for targeting in a crisis [see Document 21] Yet the ink had hardly dried on Brown's NUWEP when Ronald Reagan defeated Jimmy Carter for the presidency; in October 1981 the new administration supplanted PD-59 with National Security Decision Directive 13, "Nuclear Weapons Employment Policy." NSDD-13 influenced NUWEP-82 which replaced Brown's guidance.
NSDD-13 remains largely classified, but years later, Odom wrote that it "carr[ied] the general thrust of PD-59, but with less comprehension of what was needed," and that "little or nothing of consequence was done to pursue this doctrinal change." [6] Future declassifications may test the accuracy of Odom's judgments. In any event, PD-59 (as well as NSDM-242) set the mold for target planning during the decades that followed, during and after the Cold War era. According to a recent Government Accountability Office report, "the process for developing nuclear targeting and employment guidance … has remained virtually unchanged since 1991." Presidential directives and secretary of defense guidance approved during the George W. Bush administration included familiar themes. They provided for a planning structure "designed to avoid an 'all-or-nothing' response to a nuclear attack," identified "potential adversaries" and "scenarios" requiring pre-planned options, and emphasized a "capability to rapidly develop new options." While President Obama has set a nuclear-free world as a policy goal, it is unlikely that nuclear planning arrangements will change significantly in the foreseeable future.

'Anarchist' group of U.S. soldiers aimed to overthrow government

A U.S. soldier laid out an elaborate plot by a group of active and former military members to overthrow the government, telling a southeast Georgia court Monday that he was part of what prosecutors called an "an anarchist group and militia."
Dressed in his Army uniform, Pfc. Michael Burnett spoke in a Long County court about the group of Army soldiers and its role in the December deaths of a former soldier Michael Roark and his teenage girlfriend Tiffany York. Roark, he said, was killed because he allegedly took money from the group and planned to leave. More >>

U.S. troops allow to march in a gay pride on military uniform

In what appears to be an extraordinary reversal of military policy, members of the U.S. armed forces say they have been given permission by their commanding officers to march in a “gay pride” parade Saturday – while wearing their service-issued uniforms.
Meanwhile, WND has learned, one of the top officers who approved the decision has since entered retirement.
The top echelons of the U.S. Air Force approved a request by a senior recruiter based in Arizona to join “a uniformed, active-duty military contingent” in a San Diego homosexual pride event, the San Diego Union Tribune reported.
The decision breaks down generations of tight limits on when and where a service member is allowed to appear in uniform, and appears to stray from the Department of Defense regulations on the use of uniforms, dated 2005 and signed by Defense Undersecretary David S.C. Chu, which says using the U.S. military uniform is prohibited in a number of scenarios.
Those include “in connection with furthering political activities, private employment or commercial interests, when an inference of official sponsorship of the activity or interest may be drawn.”
Using the uniform also is banned “When wearing the uniform may tend to bring discredit upon the armed forces,” and while former members are allowed to wear them for funerals, memorial services, weddings, and “other parades … in which any active or reserve United States military unit is taking part,” the regulations state, “wearing of the uniform or any part thereof at any other time or for any other purpose is prohibited.”   Read >>
