An interesting and perceptive overview analysis of Cuba’s reform process was published recently in The Nation by Michelle Chase,who teaches Latin American history at Bloomfield College is writing a book on the role of women and gender during the Cuban Revolution.

I check out several dictionaries to be sure of the meaning of the word consensus in English. On the Castro regime there is no consensus but to obey orders or pay a high price for it. The timing of Raul's reforms is consistent with other experiences such as China and Vietnam, which took them 30 years to deploy.
On the social re-engineering project that is Neo Castroism requires the modification of the old social paradigm by one unavoidable reforms consistent with it ["Fight your birdseed pigeon"]. Changing the mindset that constantly  Raul Castro cries about is the real consensus needed for them.
to ensure orderly succession and maintain social governance process must be in accordance with the principle of the frog boiled or as suggested by Deng Xiaoping, "crossing the river by feeling each stone"
