Tokyo The ongoing crisis at the Fukushima Daiichi nuclear power plant may spell the end of nuclear power in resource-poor Japan, as citizen opposition grows and local authorities refuse permission to restart reactors that have undergone safety checks.
Following the latest setback in the operation to stabilize reactors at the plant over the weekend, when a new system for removing radioactivity from cooling water had to be shut down shortly after it came online, Tokyo Electric Power Company’s road map for a complete cold shutdown by January looks increasingly unachievable.
The continued inability of TEPCO to bring the situation at Fukushima under control – three months after the incident began – is hardening attitudes against nuclear power in Japan.Recent opinion polls conducted by Japanese news agencies have found between 75 and 80 percent of Japanese people are now in favor of scrapping all of Japan’s 54 reactors. This represents a sea change of opinion. Before the current crisis, most people accepted the nuclear industry and government line that Japan – with almost no fossil fuel energy resources of its own – had no choice but to rely on atomic energy despite the potential danger posed by earthquakes.
"Fukushima is the biggest industrial catastrophe in the history of mankind," Arnold Gundersen, a former nuclear industry senior vice president, told Al Jazeera.
Japan's 9.0 earthquake on March 11 caused a massive tsunami that crippled the cooling systems at the Tokyo Electric Power Company's (TEPCO) nuclear plant in Fukushima, Japan. It also led to hydrogen explosions and reactor meltdowns that forced evacuations of those living within a 20km radius of the plant.
Gundersen, a licensed reactor operator with 39 years of nuclear power engineering experience, managing and coordinating projects at 70 nuclear power plants around the US, says the Fukushima nuclear plant likely has more exposed reactor cores than commonly believed.

Today Tepco announced radiation readings of up to 4,000 millisieverts per hour at reactor No. 1 -- the highest air radiation yet at that reactor, according to Japan Times. This follows video of steam rising from the reactor floor.
May 28, 2011 Typhoon Songda strengthened to a supertyphoon after battering the Philippines and headed for Japan on a track that may pass over the crippled Fukushima nuclear plant by May 30, a U.S. monitoring center said.
Songda’s winds increased to 241 kilometers (150 miles) per hour from 213 kph yesterday, the U.S. Navy Joint Typhoon Warning Center said on its website. The storm’s eye was about 240 kilometers east of Aparri in the Philippines at 8 a.m. today, the center said. Songda was moving northwest at 19 kph and is forecast to turn to the northeast and cross the island of Okinawa by 9 p.m. local time tomorrow before heading for Honshu.
TOKYO — A major international mission to investigate Japan's flooded, radiation-leaking nuclear complex began as new information suggested that nuclear fuel had mostly melted in two more reactors in the early days after the March 11 tsunami.
That would mean that all three troubled reactors at the plant have had their cores mostly melted down.
The team of U.N. nuclear experts met with Japanese officials Tuesday and planned to visit the Fukushima Dai-ichi plant in coming days to investigate the worst nuclear accident since Chernobyl in 1986 and assess efforts to stabilize the complex by Tokyo's self-declared deadline of early next year.

TOKYO – The operator of Japan's stricken Fukushima nuclear plant said Monday it planned to dump thousands of tons of radioactive water into the Pacific, as the government was accused of covering up the extent of radiation levels.
"We have no choice but to release water tainted with radioactive materials into the ocean as a safety measure," Yukio Edano, the government’s chief spokesman told a new conference.
The Jiji press agency reported that a TEPCO spokesman said the 11,500 tons of water were only weakly radioactive and that the release would take place "as soon as necessary preparations are made."
The broadcaster NHK reported Monday that the Japanese government withheld the release of data showing that radiation exceeded safe levels more than 18 miles from the plant, beyond the 12-mile evacuation zone.

Radioactive isotopes unique to the Fukushima disaster are now being detected in at least 15 US states, according to recent reports from CNN (http://www.cnn.com/2011/HEALTH/03/2...). And the Associated Press (AP) has issued a report claiming that milk samples taken in Washington state have tested positive for low levels of the same radioactive component, Iodine-131, raising concerns about the true widespread effects of the Fukushima nuclear fallout (http://www.sfgate.com/cgi-bin/artic...).
The US Environmental Protection Agency (EPA) and various state and local authorities continue to repeat the same empty reassurances that all detected levels of radiation — whether they be in air, water, or food — are far below levels of concern, and that people do not need to worry or do anything in response. But is this sound advice?
Earlier in the week, several nuclear facilities in North and South Carolina, as well as in Florida, reportedly detected low levels of Iodine-131 in the air (http://www.naturalnews.com/031881_r...). That same radiation has also been detected across the West Coast, as well as in northeastern states like Pennsylvania and Massachusetts, which clearly indicates that Fukushima radiation has made its way throughout the US, at least in very low levels.
But now, reports have been issued claiming that milk samples from Washington state have also turned up contaminated with Iodine-131. The levels were allegedly far lower than the US Food and Drug Administration (FDA) concern limits for the radioactive particles, but they are not necessarily safe even at the levels being detected.
According to the FDA "Radiation Safety" website, the Derived Intervention Level (DIL) for Iodine-131 is 170 becquerels per kilogram (Bq/kg) (http://www.fda.gov/newsevents/publi...). AWall Street Journalreport of the milk incident explains that the Washington samples contained only 0.8 picocuries per liter (pCi/l), or 0.03 Bq/kg. That level is clearly far lower than the FDA's DIL for Iodine-131, but is any level of this radiation actually "safe"? And what about the other more serious types of radioactive particles being emitted from Fukushima that authorities appear to not even be looking for?
Japanese government is considering the construction of a containment shell at the damaged Fukushima nuclear power plant. It would be aimed at averting further radiation leaks in a crisis that is still described as 'grave'. The plan would involve the three most badly damaged reactors being covered with hi-tech material. The level of radiation measured in sea water near the site, is now said to be around three and a half thousand times higher than normal. Workers have been unsuccessfully trying to restore the cooling system at the facility, in what is now the worst atomic crisis since Chernobyl. RT spoke to nuclear energy expert Lars Polmeier, who says there are parallels with that disaster 25 years ago.
