Putin Dissolves State Run News Agency RIA Novosti, Tightens Control on Media

President Putin dissolved the state-run news agency RIA Novosti Monday in a move that was described as an attempt to tighten his control over the media.

RIA Novosti will be disbanded but a new state run agency called Rossiya Segodnya will be formed in the same headquarters. Rossiya Segodnya translates as Russia Today, the original name of the Kremlin's English language cable network which distributes itself via You Tube and in some hotels in the United States.
So far no connection has been drawn between the newly formed news agency and the cable network which was rebranded as RT several years ago. RT is known for being openly hostile to the US and the west, sometimes comically so. The channel supported the Occupy movement and granted a show to Wikileaks founder Julian Assange.
A government spokesman told RIA Novosti, for a report it produced on its own demise, that the reorganization was a cost cutting measure. But the NY Times reports that RIA Novosti was considered the most independent of the state run news agencies. The Times quotes Russian TV personality Maxim Shevchenko saying of the decision "The nest of anti-Russian media forces has been destroyed."
Another issue arising from the announcement today is the decision to place controversial TV executive Dmitry Kiselyov in charge of the replacement news agency. Kiselyov has been criticized in the past for some anti-gay comments including the suggestion that gays should not be allowed to donate organs. He once said "in the case of an automobile accident, their hearts should be buried in the ground or burned."

RIA Novosti was originally created in 1941 as the Soviet Information Bureau. It was an arm of Soviet propaganda but has since grown into a news agency with reporters in 45 countries.

Is Vladimir Putin rewriting Russia’s history books?

MOSCOW – The government of Russian President Vladimir Putin has stoked fears that it is resorting to Soviet techniques to stifle criticism by rewriting the country’s history text books.
Putin asked historians in February to develop a plan for a new history curriculum that would produce a single history free "from internal contradictions and ambiguities" that would cover the many difficult events in Russian and Soviet history. 
Russian history books have long come under fire for their murky coverage of the dark period of Soviet terror under Communist leaders like Josef Stalin, who was known for airbrushing his enemies out of photos. Other controversial topics include the turbulent transition from communism to democracy, contemporary history and politics that many see as marred by corruption, and the breakdown of the rule of law. 
But critics take particular issue with the plan for the new books, created by historians of Putin’s choosing, because they contain no reference to the protests against him in 2011 and 2012 and virtually no mention of his political foes, such as jailed tycoon Mikhail Khodorkovsky. They say the proposed version of history is “highly politicized and grossly distorts the facts.”
Vladimir Ryzhkov, a historian and a member of Putin’s political opposition, took aim at the new books in an article in the English language daily newspaper, The Moscow Times. He accused the new book of being a tool to “further the interests of Putin and his inner circle” and said it omits parts of contemporary history that do not chime with Putin’s version of events.
Putin's spokesman, Dmitry Peskov, said the Kremlin was studying the guidelines – but strongly denied accusations that they were trying to re-write history to fit the current political agenda.
"One cannot rewrite history. On the contrary, we (Russia) consistently stand against attempts to falsify the history," Peskov said.
Denis Sekirinsky, a senior research fellow of the National Committee of the Russian Historians and one of the historians behind the book’s concept, defended the guidelines for the new textbook and said the aim of the project is to "quell the fire of criticism” of Russian history.
Sekirinsky denies accusations that the new guidelines are politically motivated. “If you look at the concept, there is no ideological direction there,” he told NBC News.
However he added that access to archives and historical documents for events that took place since the late 1970s was not possible because so many of the documents are treated as government "secrets.”
But the concept of the new textbook mentions nothing about Russia’s recent political opposition movement – born in the aftermath of the 2011 parliamentary elections and around the presidential elections of 2012 – when tens of thousands of people took to the streets to protest what they said were rigged election results. 
There is no reference to many critics of Putin, like Khodorkovsky, who was once Russia’s richest man but who has been in jail since 2003 after being convicted on multi-million tax evasion charges he claims were politically motivated for challenging Putin.
Boris Berezovsky, another Russian business oligarch who was a vocal critic of Putin and was living in exile in the U.K., is also omitted. He was found dead in his country home outside of London in May.
Sekirinsky said that the oligarchs who rose to prominence, including Khodorkovsky, Berezovsky, as well Roman Abramovich, currently Russia’s fifth richest man, were mentioned as a group – without being named separately, because this would take up too much space.
Sekirinsky, however, conceded that he believed Khodorkovsky should have been mentioned, but he said his opinion was knocked down by the other historians. And he said the opposition demonstrations that took place in 2011 and 2012 were not even discussed by the group of 40 people developing the concept of the book.
"Historically, this process happened,” said Sekirinsky, referring to the opposition demonstrations. “But it is unclear what [the protests] led to. Nothing happened," he said, defending the decision not to include them.
The guidelines for the new book – which will be used in all schools across the country – were submitted to the Russian Historical Society on Oct. 31.  They are expected to be introduced into the compulsory national curriculum by 2015.

A Mockery: Cuba, Russia, Saudi Arabia, China, and Vietnam for a seat at UN Human Rights Council

Next week, on November 12, new members of the UN Human Rights Council will be elected. Among the candidates are nations that should never be allowed on the Council, and indeed whose presence will make the Council a mockery: Cuba, Russia, Saudi Arabia, China, and Vietnam.
Perhaps the United States cannot prevent countries with the human rights records of these five from being elected. There are two things we should do, however. First, we should fight, trying to organize resistance to the election of any of these five human rights abusers. Even if they cannot be kept off, a very substantial number of no votes will be a useful embarrassment to them, showing that many countries condemn their records.
Second, we should announce that the United States will vote no on all five. The UN Human Rights Council was created in 2006 because the UN Human Rights Commission was a disgraceful mockery of support for human rights. Under the Bush administration the United States refused to join until the new entity proved itself to be different. In 2009 the Obama administration announced it would seek election, and did join the Council. The announced goal, part of the “new era of engagement” about which President Obama often spoke, was to strengthen both human rights and the Human Rights Council: then-UN ambassador Susan Rice stated at the time that “Those who suffer from abuse and oppression around the world, as well as those who dedicate their lives to advancing human rights, need the Council to be balanced and credible.” The addition of human rights abusers like Cuba, Russia, Saudi Arabia, China, and Vietnam does not make the Council more credible, and it makes the place more balanced only if the balance is supposed to be between human rights defenders and human rights abusers. If all five of these abusers are elected, the Council will be tilting hard toward abusers. The United States should say so.

By John Robles for Voice of Russia Moscow (Voice of Russia) Nov 06, 2013 In another powerful and significant move for peace, the President of the Russian Federation Vladimir Putin has cancelled a presidential order which in 2011, had set up an interdepartmental working group under the authority of the Russian Presidential Administration designed to develop ways to establish cooperation with the North Atlantic Treaty Organization (NATO) in the sphere of 'missile defense'.
Many experts and NATO watchers familiar with the decree and the attempts by the Russian Federation to develop an equal partnership relationship with NATO on the basis of mutual respect and transparency may now breathe a collective sigh of relief that President Putin has finally run out of patience with the alliance.
The wisdom of the president can not be questioned after what many have been saying for years and dozens of failed attempts to develop a partnership with the alliance. These "failures" have been many fold and compounded by NATO own actions and have included NATO insistence on Like the proverbial Russian bear, President Putin has been slow to be provoked into action but once that action has been decided it is resolute.
Empty rhetoric It was almost obvious from the outset that despite all of its rhetoric to the contrary, rhetoric that has proven time and time again to be as empty as the minds of those espousing it, that NATO had no intention of allowing the Russian Federation into its "fold" as an equal partner.
This total inability by NATO to adjust and modernize its strategic mission taking into account the contemporary realities of Russia as a leading European power interested in peace, rule of law and mutually beneficial cooperation, may be due to its inherent nature of being an organization that was designed, and whose only purpose was, to contain the Union of Soviet Socialist Republics, and/or that NATO has become a wholly owned global proxy for the attempted advancement of short-sighted, myopic US geopolitical military domination and American hegemony by force.

Israeli attack destroys Russian missiles headed from Syria to Hezbollah

Israeli military forces destroyed a cache of Russian missiles that the Syrian government was reportedly prepared to deliver to the militant group Hezbollah, U.S. officials confirmed Thursday.
The officials stressed that the surface-to-surface Russian-made missiles were under Syrian military control in a stockpile at a port near the Russian naval base at Latakia.
The officials said this attack is expected to follow the usual pattern of several other Israeli strikes against Syrian missiles that were apparently on their way to Hezbollah – neither the Israelis, Syrians nor Hezbollah are likely to acknowledge the missiles ever existed or the strike ever occurred.
Hezbollah is believed to have an arsenal of tens of thousands of rockets and missiles in Lebanon, much of the weapons coming through Syria. Hezbollah has controlled the Lebanese government for years and this spring joined the effort to defeat rebels trying to overthrow Syrian President Bashar Assad.
Hezbollah's presence in Syria is said to have been a key to turning back rebel advances in a two-year war that has left more than 100,000 people dead.
The Israeli Defense Ministry refused comment on the reports of the new attack, Reuters said, but Lebanon’s military reported that six Israeli jets flew over Lebanese territory on Wednesday.

ClubOrlov: Communities that abide: Finland

[This week we continue the series with an article on Finland, by Eerik Wissenz. Few people know that before Russia came to exist as a country, and for many centuries after, communities of Finns were widely distributed over what is now Russian Federation territory, surviving mostly by hunting and fishing, and not making much of an impact. The Finnish way of relating to the land, which Eerik describes in this article, is nothing new: it is at least a thousand years old.
I have a strong personal connection to Finland, having grown up in Karelia, on Finnish territory which came to be annexed by the USSR during the winter of 1939-40. Due to a disasterous misreading of the operetta-like Finnish politics of the period, in which self-styled “communists” and “socialists” battled self-styled “fascists” over numerous pints of beer, Stalin had become frightened by the possibility that the real Fascists (i.e., German Nazi) troops would use Finnish territory to put themselves within artillery range of Leningrad (which they later did anyway). The war was a disaster for both sides.

Now, over 70 years later, peace reigns and a curious reversal has taken place. Every year, thousands of Russians stream across the border into Finland (a five-hour drive from St. Petersburg) and pay quite a lot of money to enjoy what Karelia once offered them for the price of a cheap railway ticket. Karelia has been fenced in, the remainder of it trashed, and the few resorts to which the public can still gain access are outrageously priced. The place where I grew up, called Kellomäki before the war and renamed Komarovo afterwards, used to consist of piny woods filled with clusters of cottages, many of them unfenced, and people walked diagonally across the woods on footpaths that snaked between the cottages rather than taking the long way along the streets. Now Komarovo is crisscrossed by tunnel-like paved streets that run between endless, featureless fences that one can't see through or over. Walk beyond the walls and into the surrounding unfenced woods, and you will find them full of trash and construction debris. This is the new Russia: over the course of Western-inspired economic liberalization and privatization during the 1990s the Russian commons has been savaged. And the places that most resemble the one where I grew up are now across the border, in the supposedly “capitalist” Finland.

UFO? Astro ghost? Find out what that spooky space cloud really was

Italian astronaut Luca Parmitano captured this picture of a spooky space cloud on Thursday, and tweeted it out as http://pic.twitter.com/PshgE1W7CJ ... Parmitano knew right away what it was. "An immense cloud forms outside the atmosphere after the disintegration" of a missile stage, he wrote.
UFO reports from Russia and spooky pictures from the International Space Station have been traced to the same phenomenon: a Russian missile launch that took place last Thursday.
One of the spookiest things about the UFO sightings is that they were predicted in advance.
"Russia just test-fired a Topol ICBM from the Kapustin Yar range on the lower Volga, to the Shary Shagan impact zone in Kazakhstan," NBC News space analyst James Oberg reported Thursday on the Above Top Secret forum. "In the past, such launches have been seen over a wide area, as far away as Israel and Syria, and reported as UFOs. ... If the weather was clear, we might expect some spectacular videos to show up on YouTube and RUTube."
Sure enough, UFO sightings streamed in from Russia, accompanied by amazing videos of cometlike flare-ups.
A UFO ("NLO") video from Yekaterinburg shows the glow from a missile test launch, flaring up in the sky and then dissipating into a briefly shining cloud.
But Oberg didn't predict that the blast would produce some eerie pictures from the space station as well: NASA astronaut Mike Hopkins and Italian astronaut Luca Parmitano both snapped pictures of a hazy space cloud with Earth's rim in the background. Parmitano even got a picture of the trail left behind by the Topol missile's ascent.

Bad Astronomy's Phil Plait has a bit of fun with the sighting, imagining it as a deleted scene from "Gravity." And it does make you think: The spooky, jellyfish-shaped cloud of gas from the Topol missile looks mighty close.
"The missile plume is not symmetric or evenly distributed," Oberg acknowledged in an email. "It seems to have some shape, even though it is composed of gas particles moving at perhaps 10,000 feet per second. They are visible because they are glowing hot, but also because they are in sunlight."
The shape reflects how the hot exhaust expanded as it left the rocket, with "four circumferential notches that must be a consequence of plume expansion from four nozzles, or of four steering vanes," Oberg said.
The rocket blast put on a good show for the shooters on the space station, but Oberg said the launch posed no hazard to the astronauts. "This wasn't anywhere near a 'Gravity' Hollywood space debris cascade-triggering possibility," he said. "Topol's altitude, even while thrusting, was far higher than the ISS's, but in terms of accidental collision, [the phrase] 'you can't get there from here' applies. It never went fast enough to catch up."
Some questions remain, however: What were the space station's three Russian cosmonauts doing while the Topol was being launched? Was the launch deliberately timed so they could observe the performance of the missile and its test warhead? Let the conspiracy theories begin ...

Inside the Mind of Vladimir Putin

Yeah, I’ll admit that I’m disappointed that Obama canceled the summit with me next month.  Oh well. Still, giving Snowden asylum is a big political winner for me at home, and that’s that.
Yeah, I’m a dictator and everything, but it always helps to have a strong base of support--and flipping the bird to the Americans is a great way to get the average Ivan to say, “Way to go!  That’ll stick it to Uncle Sam!”  
Besides, even if Obama says he won’t hold the summit, our foreign and defense ministers are still going forward with their meeting this coming Friday.  The Americans, you see, are still eager to make progress on Syria--well, a nyet to that. We’re helping Assad in Damascus because we want him to win. The Americans--well, they don’t know what they want. They kinda sorta want the Sunni rebels to win, but of course, they want those same rebels to “respect human rights.”
And what the US really wants is some sort of “negotiated settlement.” I guess that’s so the State Department can have something to do. Yup, another “peace conference” where the diplomats all get to dress nicely and talk and talk and talk--and put everyone to sleep.
What dopes they are. The Americans need to understand: When you’re fighting a war, you fight to win, period. If the Americans are seeking “peace” and if we are seeking victory--well, the side with the clearer objectives wins.
Now okay, things could change. Let’s just suppose that the Saudis bribe me into abandoning Assad. Yes, that would be fine. Assad might be my guy, but nations don’t have permanent allies, they only have permanent interests. And my interest is Russia--and me. 
(As an aside, you might be wondering why I’m being so candid, but hey, I’m not worried.  Americans are so oblivious to foreign affairs these days, I can say whatever I want, and get away with it.)
Back to my dealings with the Obama administration.  If I simply tell my guys--Lavrov at the foreign ministry and Shoigu at defense--that they should show a little leg on some issue that the Americans really care about, like gay rights or global warming or arms control, well, I’ll soon enough have Obama eating out of my hand, again.  
So we can promise to review, say, the new anti-gay rights rules we’ve enacted.  I’ll probably have to do that, anyway, so that the Sochi Olympics come off without a hitch next year. But if I say I’m doing it because John Kerry asked me too--that’ll send a thrill up the Americans’ leg. 
Or maybe we’ll say that we agree on the need to do something about the climate--as long as the Americans go first. But if we merely say we need to do something, Obama’s core supporters around the world will adore him further--heck, they might even give him another Nobel Peace Prize.  
I can always change my mind later, anyway. I mean, we Russians want more hydrocarbon use. Not only is oil our number one economic product, but have you ever been to Siberia? Let that frozen place warm up five or ten degrees, and it’ll be another Iowa--fertile and hospitable.  Sounds good to me, even if Beverly Hills billionaires don’t like it.    
Then there’s another issue that I can dangle in front of the Americans: arms control. That’s been an obsession of the American establishment for decades, an obsession that Obama reaffirmed in June. Look, it’s fine with me if the Americans want to disarm. I just don’t think my country should. And we won’t.
Remember, Russia was built on iron and blood. The Americans don’t understand that. They had an easy time conquering a mostly empty frontier, inhabited only by disorganized savages.  Well, we did the exact same thing in Siberia. Yet at the same time, we were fending off invasions from serious enemies with real armies--Magyars, Mongols, Poles, Swedes, Napoleon, and Hitler. In the end, we won against all of them, but not without great cost. Those wars made us what we are today. Americans have no idea. 
Indeed, the Americans sit there, atop that wonderful temperate landmass of theirs, thinking that their security and prosperity is the result of their own doing. As somebody once said, people in the U.S. were born on third base and think they hit a triple.  Let the Americans fight a Borodino, or a Stalingrad, and let’s see if they win.   Until then, until they are really tested, I will count the Americans as weak--but lucky. Very lucky. But that luck won’t hold forever.
Speaking of luck, we Russians have had some really bad luck over the past few decades. My predecessors--that publicity hound Gorbachev, that drunken idiot Yeltsin--did their best to suck up to the Americans: they agreed to disarm, they agreed to give up territory--and so they did, in fact, lose almost everything. And that’s why the Soviet Union collapsed. It wasn’t us, it wasn’t the system, it was them--those two blockheads. 
I meant it in 2005 when I said that the collapse of the USSR was “the greatest geopolitical catastrophe of the 20th century.”  And, of course, I was just simply saying out loud what every true Russian thinks. That’s why I swear upon Holy Mother Russia that I will spend every day for the rest of my life thinking about how to reclaim the whole territory of the Russian Empire in 1914--basically the same boundaries of the Soviet Union. Come home, Ukraine, Baltics, and all the rest of the former Soviet republics--like it or not. 
So you can see, I have a lot of work ahead of me. 
Since I have to think long term, I’m not going to be completely mean to the Americans.  I’ll probably give Snowden back one of these days--after we’re done with him. Yes, of course, we had all the stuff on his computers within the first few hours of his arrival at Sheremetyevo, but we need some more time to pull out of his head every last thing he knows. We’re good at that sort of work.    
Meanwhile, I’ll have fun with Obama.  He’s just as cynical as me, I see, albeit not as shrewd or smart.   I loved it when he said on Jay Leno the other night, “We don’t have a domestic spying program.”  And what did the media do? Those useful idiots of his? Not much. If Obama get can get away with a whopper like that--if he can lie like a commissar--then he still might be able to be “flexible” in his second term, meaning we’ll make some kind of deal on something. For example, they say that presidential libraries are expensive, in the hundreds of millions of dollars. I’ve got my oligarchs on speed-dial--I can help.
Then there’s Hillary Clinton. Remember that “reset” of Russian-American relations in 2009?  The one where the State Department couldn’t even translate the word “reset” properly?  Did she learn anything from that? Or from the chilling of our diplomacy since? It doesn’t seem that she did. But her lack of a learning curve doesn’t seem to matter to the American voters. Hillary is likely to win the next American presidential election, running simply on domestic feminist identity politics.  Fine with me.
Look, over the long run, I can see that Russian-American relations could chill all the way down to another Cold War. We all know what happened in the 40s and 50s, as the great powers squared off; I’m enough of a student of history to see that friction in the future, too, is inevitable. The difference is, I’m ready--and the Americans aren’t. And I’m in this for the long run.
Here’s how I see the future correlation of forces: Russia will enter Cold War 2.0 in a weaker position than the old USSR, but we have stronger allies.  If I play it right, Russia will be part of a Eurasian alliance with China, and maybe Iran--that’s a good bloc.
Happily, neither Russia nor China are burdened by orthodox communism; folks in Moscow and Beijing gave up, long ago, trying to run the economy based on their reading of old books from Marx or Lenin or Mao. Look, nobody loves Stalin more than me, but in the 60 years since his death, we have come to see that what works best is our leader-driven hybrid of pure communism and pure laissez-faire. Call it “Market Leninism,” call it whatever you want; the idea is that the state will direct the economy toward certain goals, notably, military production. Not everyone is happy, of course, but dictatorship means never having to say you're sorry.
Today, the Americans are moving in a strange direction. When they wake up, years hence, and realize that they are in Cold War 2.0, they will realize that they have outsourced much of their economic strength.  If the Chinese are a future enemy, then it doesn’t make a lot of sense for the Americans to continue to give them their stuff.  
Meanwhile, as for the American strength that remains, the environmentalists, in pursuit of their green goals, have been busy trying to shut it all down.
Eventually, they will realize that their political correctness on homeland security was near suicidal--and hopefully, it will be.  
Look, I am all in favor, obviously, of domestic surveillance.  
But back to the Snowden case for a moment: Suppose the Snowden thing had happened in Russia. That is, a Russian Snowden had fled the country with the top secrets of the Russian equivalent of the NSA.  Now what do you suppose I would have done? Me, with my background in Stalinism? Can you say, “Lubyanka”? I would never say to the Russian equivalent of Gen. Keith Alexander, “Dude, hey, no problem. Better luck next time. Now go mislead Congress some more.”
That’s basically what Obama said to the guy who let Snowden happen--I still trust you, carry on.   Alexander is still on the job, more than two months after the Snowden escapade went public, and there’s no indication that he’s in any kind of trouble.  That’s pathetic on the Americans’ part.  What sort of signal does that send?  To leaders?   To followers?  But again, I’ll take it.   
Indeed, as I think about the next Cold War, I can only think of one area in which America is stronger than 60 or 70 years ago. And that is, today, there’s no “fifth column” of ideologically committed communists and fellow travelers inside the US government, as there was back then. Alas, in the future we won’t likely have the benefit of good traitors such as Lauchlin Currie, Ted Hall, the Rosenbergs, or Harry Dexter White.  Or, sigh, that loyal soldier to the end, Lee Harvey Oswald. 
Oh well, you can’t have everything. But come to think of it, we will have K Street. Even if we will lack zealots who work for free, we can find lobbyists who work for hire. What was it that Lenin said about the capitalists selling us the rope we need to hang them? I’ve read that Lenin didn’t actually ever say that. Fine, then I’ll say it. I love that kind of free market. 
So as I think about things, long term, I am starting to like our chances.  And did I mention that I like Hillary in ’16? She’d be great.

’Homosexual propaganda’ law signals latest Russian crackdown

MOSCOW -- A new law banning "homosexual propaganda" in Russia is raising concerns about the state of human rights in a country already notorious for silencing dissent.
The legislation is vague but its intent is clear: It is now "illegal to spread information about non-traditional sexual behavior" to minors (under 18), and there are hefty fines for those who disobey. Foreigners are also subject to fines and can be deported.
Anti-homosexual crackdowns are nothing new in Russia: In 1933 the Soviet regime imposed a law banning sexual relations between men – punishable by a five-year prison term. Although it was lifted after the fall of the Soviet Union, homophobia still runs deep.
Gay rights marches are routinely broken up and scenes of police detaining activists, sometimes before demonstrations even begin, are commonplace. On Wednesday, activists of the Moscow Gay Pride movement were detained in Moscow for holding an unsanctioned rally and for "promoting untraditional sexual relations." (They were later released.)
According to Nikolai Alexeyev, a prominent Russian gay rights activist who is frequently detained himself, crimes against homosexuals are also on the rise.
"Many gay people want to immigrate and they ask me to help [them] get political asylum, fearing for their safety," he said.
In May, a 23-year old man was allegedly murdered in the city of Volgograd on the Victory Day holiday. A suspect reportedly told police the victim was killed because he was gay. In June, Russian investigators said another man in Kamchatka was also murdered because he was gay.

Putin to visit Iran for nuclear talks: report

President Vladimir Putin is to visit Iran in August to try to restart talks on Tehran's controversial nuclnegocear drive, a Russian newspaper reported Wednesday.
Putin's visit is planned for mid-August, shortly after Iran's moderate new president Hassan Rowhani takes office on August 3, Kommersant reported, citing sources in the Kremlin and the Iranian foreign ministry.
Putin's spokesman Dmitry Peskov told AFP: "I cannot so far confirm this".
Iranian foreign ministry spokesman Abbas Araqchi told the ISNA news agency: "I do not confirm the report regarding Putin's visit," which would be his first to Iran since 2007.
Moscow hopes the visit will provide impetus to restart the currently stalled talks on Iran's nuclear programme, Kommersant reported.
It cited a source in the Iranian foreign ministry as saying the trip would take place August 12-13. It said a Kremlin source confirmed the trip, but said it was not yet decided whether it would last one or two days.
Western governments have expressed cautious hopes for a change in tone in talks after the June election of Rowhani, a centrist cleric who has vowed to engage constructively with the international community in a bid to ease the burden of EU and US sanctions on Iran's economy.
Russia is a member of the so-called P5+1 group made up of the five UN Security Council permanent members plus Germany that has for years been engaged in talks with Iran to try to persuade it to curb sensitive nuclear activities.
After the last round in Almaty in April, the talks were put on hold as Iran prepared to choose a successor to Mahmoud Ahmadinejad.
Ahmadinejad's eight-year term was marked by a defiant expansion of the Iranian nuclear programme, which fuelled Western suspicions that it masked a drive for a weapons capability.
Both the European Union and the United States slapped tough sanctions on Iran's key oil and banking sectors which have taken a heavy toll on the economy.
During his election campaign, Rowhani hit out at the "sloganising" of the Ahmadinejad regime, which he said had unnecessarily aggravated the sanctions, and promised a more conciliatory approach in a bid to get them eased.
Following Rowhani's election, Russian Foreign Minister Sergei Lavrov called on the West to consider relaxing the sanctions, saying Tehran was ready to make a major concession.

MOSCOW -- Edward Snowden is to seek temporary asylum in Russia but still hopes to travel to Latin America to avoid prosecution by U.S. authorities, according to rights groups who met him at a Moscow airport Friday.
The self-declared leaker, who has been holed up in the transit zone of Sheremetyevo Airport since June 23, is to filing an official request for temporary asylum, according to Tanya Lokshina of Human Rights Watch.
Lokshina, who was among a small group that met with Snowden Friday, also said Snowden’s condition was “just fine.”
Although the meeting was not public, Lokshina and other rights group representatives posted details to Twitter.
The U.K.'s Guardian newspaper, which published Snowden's revelations, posted a picture of the fugitive - the first since he came to public attention. The authenticity picture could not be independently confirmed by NBC News.
“I have been extremely fortunate to enjoy and accept many offers of support and asylum from brave countries around the world,” Snowden wrote in the letter. “These nations have my gratitude, and I hope to travel to each of them to extend my personal thanks to their people and leaders.
“By refusing to compromise their principles in the face of intimidation, they have earned the respect of the world. Unfortunately, in recent weeks we have witnessed an unlawful campaign by officials in the U.S. government to deny my right to seek and enjoy this asylum under Article 14 of the Universal Declaration of Human Rights.

“The scale of threatening behavior is without precedent: never before in history have states conspired to force to the ground a sovereign president's plane to effect a search for a political refugee," he added, referring to the grounding of Bolivian President Evo Morales' jet in Austria last week amid suspicions that the leaker was on board.
“This dangerous escalation represents a threat not just to the dignity of Latin America or my own personal security, but to the basic right shared by every living person to live free from persecution,” Snowden said.
Amnesty International last week called on the U.S. not to "persecute" Snowden by pressuring other countries into handing him over to authorities.
Russia has already indicated it would like Snowden to accept one of the asylum offers and leave the airport as soon as possible. Experts say it is possible Snowden could refuse all the offers and formally enter Russia, creating a potential diplomatic headache for Putin who would have to choose whether to hand the leaker over to U.S. prosecutors.

A crowd of reporters in Cuba greeted an Aeroflot flight from Moscow on Thursday after its flight path appeared to avoid U.S. airspace, prompting speculation Snowden was on board, en route to Venezuela.
However, airline officials later confirmed Snowden had not been on the flight.
Speculation over the flight's potential passenger coincided with a visit to Cuba by 20 international journalists, who had been invited to see the country's economic reforms and rushed to the airport.
"It was a normal flight," one male crew member told reporters as he pushed past the cameras.

Rusia, Cuba, Ecuador y Venezuela hablarán de Snowden en Moscú

EFE.- Diplomáticos de Rusia, Cuba, Venezuela y Ecuador tratarán el lunes de la situación del exanalista estadounidense de la CIA Edward Snowden, que pidió asilo a Quito para eludir la persecución judicial en su país, informó este viernes la Cámara Pública rusa.

Los diplomáticos celebrarán una mesa redonda con activistas de los derechos humanos rusos en la sede de la Cámara Pública de Rusia, "para dar una valoración social a la situación" del hombre reclamado por Estados Unidos por tres delitos relacionados con el espionaje, dijo a la prensa un portavoz de ese organismo consultivo adjunto al Kremlin.

Mientras, el fugitivo cumplió hoy su quinto día en Moscú, presuntamente en la terminal de tránsito del aeropuerto de Sheremétievo, sin que nadie haya podido comprobar dónde ha dormido ni qué ha comido en al menos los últimos cuatro días.

Tampoco se ha aclarado hasta ahora si podrá refugiarse en Ecuador, aunque la posibilidad de recalar en el país que ya da refugio al fundador de Wikileaks, Julian Assange, se ha tornado más factible después de que Quito renunciara a las preferencias arancelarias que tenía con Estados Unidos.

El Gobierno ecuatoriano quiso dejar claro que "no acepta presiones ni amenazas de nadie", aunque precisó que la decisión sobre el asilo de Snowden sigue pendiente.

En cualquier caso, Ecuador no es la única puerta que puede abrirse ante Snowden: ayer, el presidente de Venezuela, Nicolás Maduro, dijo que "casi seguro" daría asilo a Snowden si el estadounidense lo solicita.

El mensaje de Maduro, quien acudirá a Moscú el próximo lunes para participar en el Foro de Países Exportadores de Gas, ha sido entendido por los expertos como una invitación de facto para que el exanalista de los servicios secretos pida refugio a Caracas.

El mandatario venezolano podrá incluso coincidir con el fugitivo en Moscú si éste sigue en la zona de tránsito de Sheremétyevo.

Hong Kong Lets Snowden Slip Away to Russia--En Route to Cuba? Update: Ecuador

News agencies report that Edward Snowden, the former contractor who exposed National Security Agency (NSA) surveillance programs, left Hong Kong early Sunday, en route to Russia. His final destination, according to Russian sources cited by the Wall Street Journal, is the communist dictatorship of Cuba, though activists from Wikileaks asserted that Snowden is traveling via Russia with Wikileaks legal advisors to a "democratic" country.
Hong Kong, which has an extradition treaty with the United States, declined to comply with a request by the U.S. government that it detain Snowden, who was formally charged with espionage and theft in federal court in Virginia on Friday. Authorities in Hong Kong indicated that the request failed to meet legal requirements, according to the Journal. Earlier, Russia had indicated that it was considering granting Snowden asylum.
China administers Hong Kong, though the former British colony enjoys considerable autonomy. Snowden revealed several hacking efforts by the U.S. against Chinese institutions, fueling public outrage in China and allowing China to brush off U.S. concerns about Chinese cyberattacks and espionage against U.S. defense agencies. Snowden's flight to Hong Kong raised suspicions that he might, in fact, be a foreign agent.
Update: In a statement released at 8:00 a.m. EDT on Sunday, Wikileaks said: "Mr Edward Snowden, the American whistleblower who exposed evidence of a global surveillance regime conducted by US and UK intelligence agencies, has left Hong Kong legally. He is bound for a democratic nation via a safe route for the purposes of asylum, and is being escorted by diplomats and legal advisors from WikiLeaks."

The Putin Divorce: What Russia's Rulers Hide

putin-divorce-580.jpgOn Thursday evening, a television reporter approached Vladimir Putin and his wife, Lyudmila, in the Grand Kremlin Palace. The First Couple was leaving after the first act of the ballet “La Esmeralda.” After a few minutes of small talk about music and dancing, she asked a most impossible question: Why did they appear so rarely in public together? Putin’s response, confirmed by his wife: they had decided it was time for them to divorce. This is not the first time ballet happened to be the setting for a Russian personal and political drama: back in August, 1991, state television was playing “Swan Lake” just as Communists attempted a coup.
The scene in the Kremlin was so theatrical, so obviously staged—it is inconceivable in Putin’s Russia that a journalist would ask the President a question so personal without prompting—that the venue was strangely appropriate. Putin and his estranged wife were standing next to each other, but not too close; they referred to each other formally, with name and patronymic; their sentences were neither too long nor too abrupt. “This is our joint decision,” Putin said. “I join the words of Vladimir Vladimirovich,” Lyudmila Putina echoed, “This was indeed our joint decision.” Putin: “We practically don’t see each other. Each one has his and her own life.” Putina: “Our marriage is over because we practically don’t see each other.” She concluded, “One can say this is civilized divorce.”
In his thirteen years as Russia’s most powerful political figure, Putin has appeared around wild animals from tigers to polar bears; at the wheel of all kinds of vehicles, from a military vessel to a strategic bomber; fighting on tatami and riding on horseback. He was an athlete—macho. We’ve seen him on vacation swimming in an energetic butterfly stroke and and in the pool as a daily exercise, with his dog or around other people’s children. On one occasion, he kissed a little boy on his belly for the cameras. What he was not was a family man.
Putin never appeared in public with his family; the Russian people have never even seen either of his two daughters. On the very rare occasions that he even mentioned his daughters, Putin hasn’t said their names—he just refers to them as “they”. His wife Lyudmila barely acted as the First Lady. After the first years of his tenure she stopped accompanying him abroad, and more or less disappeared from the scene. A common half-serious suggestion was that Putin had had her locked in a nunnery—just as the Russian tsars did when they sought to get rid of unwanted tsarinas. Lyudmila Putina’s absence was especially striking at a recent Easter church service, where Putin stood with Dmitri Medvedev, his substitute President and current Prime Minister, and Medvedev’s wife. The trio was then joined by the Moscow mayor Sergei Sobianin. An unknown Photoshop master promptly covered Sobianin’s head with a lacy scarf—so he and Putin would look like a couple. The image was a great hit on social networks.
There has been no traditional role for a leader’s wife in either the U.S.S.R. or the new Russia. Yet some rulers have been more open about their families than others. Coincidentally or not, those leaders who presided over softer or more open regimes were also more likely to show their families to the public. Joseph Stalin addressed the family question in a most radical way: he drove his wife to a suicide and had her relatives executed. He went on with his rule by terror, and was never seen around women. Nikita Khrushchev, who condemned Stalin and released his victims from labor camps, dearly loved his wife. She accompanied her husband on foreign trips, though she could hardly compare with her Western counterparts in elegance. (A joke of the era: “What would happen, if Khrushchev were assassinated instead of Kennedy?…Like hell would Onassis marry Nina Petrovna.”) Their children—a son, a weapons engineer, and a daughter, a journalist—grew up to be modest, decent people. Leonid Brezhnev launched a creeping re-Stalinization; his tenure was associated with persecutions of dissidents and the use of punitive psychiatry. His wife, much like Putin’s, was hidden from public view. Their daughter came to be known for her passion for jewelry and alcohol, and ended her days in a psychiatric asylum. Raisa Gorbacheva was Mikhail Gorbachev’s beloved wife, his friend and his most trusted adviser. She was Russia’s first true First Lady, and an elegant one at that. She was also widely resented by the Soviet people for everything—her outfits, her assertiveness, her influence over her husband. But even the most resentful couldn’t help being moved by Gorbachev’s deep grief over her death. Boris Yeltsin, Russia’s first President, who gave his nation a promise of democracy, had a large and loving family. His wife wouldn’t interfere with government affairs, but her charm on some occasions worked to soften the hard public feelings toward her husband.
Putin came in, and the promise of democracy is all but gone. As the regime hardens and elements of Soviet-style governance are brought back, the leader’s family is no longer in sight. But Putin’s cultivation of a virile image, combined with his de facto singlehood, soon generated rumors that he was involved with a younger woman—a former rhythmic gymnastics champion turned lawmaker. A Russian tabloid that dared publish this gossip, was promptly forced to close. But foreign tabloids (the New York Post among them) have also reported that Putin has had a child, and perhaps two, with the former gymnast.
Asked about such rumors by an Italian reporter back in 2008, Putin said they were an outright lie, adding an angry remark about “those who with their snotty noses and erotic fantasies prowl into others’ lives.” The TV journalist who on Thursday got the first-hand information about Putin’s divorce did not ask an obvious question: Are you seeing somebody else? This was not part of the script. (Putin’s press spokesman said on Friday that Putin does not have any new marital plans; he went even further to say that there’s no other woman in Vladimir Putin’s life.)
A dramatic toughening of Putin’s anti-liberal policies in recent years has given a boost to social conservatism in Russia. As it happened, just as Putin made public his plans to divorce his wife, a Duma lawmaker, Elena Mizulina, came up with a new legislative initiative: to revive traditional family values, she suggested a kind of “immorality fee”—a federal tax on divorce. What Mizulina most likely thought of as a timely and loyal act—she is a Putinist—suddenly looked like a faux pas.
