Switzerland May Have to Deploy Troops in Response to Euro Crisis
“It's not excluded that the consequences of the financial crisis in Switzerland can lead to protests and violence,” a spokesperson told CNBC.com. “The army must be ready when the police in such cases requests for subsidiary help.”
It doesn’t appear that the Swiss are taking this as a too-far-removed possibility:
It launched the military exercise “Stabilo Due” in September to respond to the current instability in Europe and to test the speed at which its army can be dispatched. The country is not a member of the union or among the 17 countries that share the euro.Switzerland, which did not join the United Nations until 2002, by a referendum that only narrowly passed, has not been in a state of war since the Treaty of Paris in 1815, a treaty predating even some of the modern nation-states now in crisis in the European Union, which the Swiss also have no plans to join. In his foreign policy address last week, Mitt Romney ruled out the possibility of war in Europe thanks to the Marshall plan. Reason’s Matthew Feeney pointed out Romney’s right, even if only because few countries in Europe are even capable of waging a war. Whether they’re capable of resolving their crisis except through “money alone” remains an open question, as Switzerland’s maneuvers highlight.
Swiss newspaper Der Sonntag reported recently that the exercise centered around a risk map created in 2010, where army staff detailed the threat of internal unrest between warring factions as well as the possibility of refugees from Greece, Spain, Italy, France, and Portugal.

The shifting U.S.-China nuclear balance

Recent years have seen growing attention to China's fielding of so-called anti-access/area denial systems, including an increasing number of accurate conventional ballistic missiles to strike airbases and other facilities in the Western Pacific and anti-ship ballistic missiles to target mobile power projection forces like carrier strike groups. To date, however, the nuclear dimension of Chinese military modernization has received less attention. Still, in recent months, China's military has reportedly tested a new intercontinental ballistic missile (ICBM), the DF-41, which is reportedly equipped with multiple, independently-targeted re-entry vehicles, or MIRVs, as well as its new JL-2 submarine-launched ballistic missile (SLBM). China's nuclear buildup remains unconstrained by strategic arms limitation agreements, such as the Russo-American New START Treaty, as well as arms control affecting ballistic and cruise missiles, such as the Intermediate-Range Nuclear Forces (INF) Treaty.
In Lewis' view, the path to stability is predicated on the United States and China accepting mutual nuclear vulnerability. Indeed, his discussion of the Sino-American nuclear balance takes mutual vulnerability as its starting point. He goes on to argue that "Our refusal to recognize that vulnerability is simply a fact of life essentially blocks a productive dialogue with Chinese leaders."
There is, however, plenty of room to question whether Chinese political or military leaders share our perspective. Indeed, official publications of the People's Liberation Army such as the Science of Second Artillery Campaigns show that the Chinese military views nuclear weapons much differently than American strategic thinkers. Other books, such as Coercive Deterrence Warfare, portray launching missiles in close proximity to enemy forces as a form of deterrence. In other words, official literature espouses some very different -- and potentially very dangerous -- notions.
Writing in the latest issue of The Journal of Strategic Studies (which, in the interest of full disclosure, I edit) Tom Christensen of Princeton University argues that Chinese leaders believe that they are only now acquiring a secure second-strike capability. As a result, he raises the possibility that China will become bolder as the quantity and quality of its nuclear force increases. China's nuclear modernization program may thus have greater consequences for China's behavior than is commonly believed.
On the other side, as Dana Priest recently described in the Washington Post, the United States has an aging nuclear arsenal. The newest weapon in the U.S. nuclear force was designed and deployed in 1991. U.S. nuclear weapons, all of which are at least 20 years old, were designed for an expected operational life of 10-15 years. You can count the number of U.S. weapons laboratory employees who have actually designed a nuclear weapon on one hand -- and the number will only get smaller over time.
The Obama administration is committed to the elimination of nuclear weapons and has reportedly been conducting internal studies envisioning massive cuts in the U.S. nuclear arsenal. A number of policy makers with whom I've spoken in recent weeks tell me that if Obama is re-elected, he will seek to slash unilaterally the size of the U.S. nuclear stockpile. Such a move could grant China nuclear parity with the United States, or at least put it in reach. Such a move would give China greater nuclear leverage not through an expensive buildup on their side, but through disarmament on ours.
Although there is much in Jeffrey Lewis' piece with which I disagree, I do believe that the United States and China should enter into more serious discussions about nuclear weapons. Indeed, I believe that the United States should refuse to enter into future nuclear arms limitation talks without the participation of the Chinese. A failure to do so could jeopardize the nuclear balance that has underpinned American and allied security since the end of World War II.

Colombia's New Counterinsurgency Plan
The operations were launched as part of an aggressive new Colombian counterinsurgency strategy dubbed Operation Espada de Honor ("Sword of Honor"), created in response to the increasing violent activity by the country's guerrilla groups. Adding to the confusion, the rebels had said hours earlier they had already detained the commander, Abdel-Fattah Younis, on suspicion his family might still have ties to the regime of Moammar Gadhafi, raising questions about whether he might have been assassinated by his own side.
Such a scenario would signal a troubling split within the rebel movement at a time when their forces have failed to make battlefield gains despite nearly four months of NATO airstrikes against Gahdafi's forces. It could also shake the confidence of the United States, Britain and several dozen other nations that have recognized the rebel council as Libya's legitimate leaders.

The Afghan Army: Is it fit for Purpose?
The transition from NATO to Afghan leadership in the security sector officially started in July 2011, with a few locations being handed over to Afghan control. It was a muted beginning of the transition: all the locations transitioned to the Afghans were comparatively quiet and safe ones. It is well known that ISAF's outgoing commander, Gen. Petraeus, was very tepid towards the transition, although he would not openly elaborate on his motives. It is also known that Afghan president Karzai, President Obama and the European governments were more supportive of a transition as fast as possible. At the centre of the debate on the viability of transition in the medium and long run is the question of whether the Afghan security forces are really ready to take the lead and eventually to fight it out on their own. In particular, it is the Afghan army that will be the cornerstone of efforts to Afghanise the conflict. If the Afghan army cannot do the job, transition is not going to be the road to success.
Achievements and failures
When Gen. Caldwell, the head of the NATO Training Mission in Afghanistan, took over the job of training Afghan Army and Police, he portrayed what had been done by his predecessors in a very negative light; even the basic training course, which accounted for almost all of the American training effort, had major flaws and was producing privates of very low quality. Caldwell set out to reform the basic training effort and start tackling the issue of forming the army's leadership. While basic training improved qualitatively and expanded quantitatively, leadership formation was still in its infant stage by mid-2011. It is obvious that forming a military leadership is a much more complex task than putting together a basic training effort. It is also a task that takes much longer (several years) to start bearing fruit. That the Americans only started dealing with the problem eight years into their involvement with training the Afghan National Army casts serious doubts over their long term planning. The formation of a new leadership for the Afghan army is made all the more difficult by the limited ability of the Ministry of Defence to attract educated Afghans; the overwhelming majority of the recruits are illiterate and very few high school graduates join the army, not to speak of university graduates. Arguably, this is one more reason why the problem should have been paid attention earlier.
Since the Afghan army has already been fighting a war for some years, a new leadership should by now be emerging from the ranks; involvement in the conflict should by now have weeded out the incompetent officers and refined the skills of the competent ones. Unfortunately this has actually happened only a small scale, for two main reasons. The first reason is that ISAF has been very protective of its Afghan partners, rarely allowing them to fight without the support of a NATO unit and almost never without being accompanied by a unit of NATO mentors, who often take over as the commanding officers when the Afghan counterpart is judged not to be up to the task. Although ISAF has by now a fairly good idea of who are the competent Afghan officers and who are not, the practice of sheltering the Afghan Army from the risk of tactical defeat has made it very difficult to argue for the removal of ineffective commanders. This leads us to the second reason why the officer corps has not been growing professionally as much as it should have done: political nepotism.
Many officers enjoy political protection and indeed that's the reason why they were appointed in the first place. Such protection comes from one of different political networks within the army, of which the two main ones are linked to former army chief of staff Bismillah Khan and to Minister of Defence Rahim Wardak. The competition between the two networks makes it difficult for meritocracy to take hold. Things in this regard might in fact have got worse, because Bismillah Khan had a preference for battle tested tactical commanders, which his replacement Karimi has not.
A very rough estimate of the quality of the Afghan officer corps, coming from ISAF mentors, would place the number of at least relatively competent officers at about half of the total. There are, however, problems with this half too. They have little or no experience of working together. Without the support of ISAF; very few senior officers can plan relatively large scale operations. Battalion level officers are inevitably even worse in planning. By and large the army is not trained to fight in small units. Although the Americans are now forming many logistical units, the quality of the staff leaves much to be desired: it is difficult to conceive a logistical system run mostly by illiterate people.
In July 2010 the army tried to carry out an offensive operation on its own, without any support from ISAF. The operation was launched from Mehterlam, Laghman province, and was battalion size. It was about capturing a village from the Taliban, but ended in complete failure after the raiding party landing behind enemy lines and the main force as well, were both ambushed. The battalion carrying out the operation was one of the best in the army. This incident highlights how the army as it is, might not be able to cope with the opposition even under the best circumstances: a pre-planned operation against an objective of the army's own choice.

8 Battlefield Skills That Make Reintegration Challenging
Warriors returning home from deployment may experience challenges when reintegrating into civilian life due to survival skills they have developed while living in a combat environment. Below are eight battlefield skills that families can educate themselves about to better understand the common reintegration challenges of returning service members.
- Safety. Military personnel in the war zone must be on constant alert for danger. Everyday events at home, like a traffic jam, can trigger a sense of danger and vulnerability. The service member may seek constant control and vigilance or attempt to avoid these situations altogether. Those accustomed to living in a safe and secure environment may find these attitudes and behaviors difficult to understand.
- Trust and Identifying the Enemy. To survive, military personnel must learn quickly not to automatically trust in the war zone. It’s better to assume that everyone is the enemy until proven otherwise. At home, mistrust and suspiciousness can severely damage the most important relationships, including marriage.
- Mission Orientation. The primary task in the military is to complete the mission ordered from above. All attention and resources are directed to its completion. In the civilian world, individuals are expected to take initiative, seek out tasks, balance competing priorities and decide for themselves how to proceed.
- Decision Making. In the war zone, following orders is critical to personal safety, the well-being of comrades and the success of the mission. Military personnel whose rank requires decision making must give life-and-death orders, even when all the information is not available. At home, especially in families, decision making tends to be cooperative. People take time to consider questions and options and to seek out additional information.
- Response Tactics. In the war zone, survival depends on automatic response to danger. It is critical to act first — with maximum firepower — and think later. Keeping all supplies and equipment, including weapons, clean, well-maintained and in their proper place is critical to response. At home, messy rooms and dirty dishes can feel dangerous, and the service member’s response to these realities may appear as an over-reaction and can intimidate or even frighten family members.
- Predictability and Intelligence Control. In the war zone, troops are in serious danger if the enemy can predict their movements, routine, location or intentions. Military personnel learn to vary their routine and withhold information. But at home in a civilian environment, employers expect routines and children need them.
- Emotional Control. Combat exposes military personnel to overwhelming events that elicit fear, loss and grief. Yet the job requires that they move on quickly, staying alert and vigilant. The range of acceptable emotions may narrow to anger and numbness. Drugs and alcohol help sustain emotional numbing, even after the service member comes home. Emotions that are dangerous in combat are critical for relationships at home.
- Talking about the War. It’s hard to talk about how the war changed the individual. War may challenge the service member’s core beliefs about humanity and justice in the world. There are few opportunities to reflect on this in the combat situation. At home, it is difficult to explain to civilians — to people who live in safety — what happened in combat, what decisions were made, why those decisions where necessary. Talking about the war may overwhelm the service member with horror or grief. And service members may be afraid that their stories will upset people they care about or lead to rejection.

Donde estan los Green, los Socialdemocratas, los Ricos y los Pobres, los Con Voz y Sin Voz? Cuba llora y nadie escucha.
Donde estan el Jet Set, los Reyes y Principes, Patricios y Plebeyos? Cuba desesperada clama por solidaridad.
Donde Bob Dylan, donde Martin Luther King, donde Hollywood y sus estrellas? Donde la Middle Class democrata y conservadora, o acaso tambien liberal a ratos? Y Gandhi? Y el Dios de Todos?
Donde los Santos y Virgenes; los Dioses de Cristianos, Protestantes, Musulmanes, Budistas, Testigos de Jehova y Adventistas del Septimo Dia. Donde estan Ochun y todas las deidades del Panteon Yoruba que no acuden a nuestro llanto? Donde Juan Pablo II que no exige mas que Cuba se abra al Mundo y que el Mundo se abra a Cuba?
Que hacen ahora mismo Alberto de Monaco y el Principe Felipe que no los escuchamos? Donde Madonna, donde Angelina Jolie y sus adoptados around de world; o nos hara falta un Brando erguido en un Oscar por Cuba? Donde Sean Penn?
Donde esta la Aristocracia Obrera y los Obreros menos Aristocraticos, donde los Working Class que no estan junto a un pueblo que lanquidece, sufre y llora por la ignominia?
Que hacen ahora mismo Zapatero y Rajoy que no los escuchamos, y Harper y Dion, e Hillary y Obama; donde McCain que no los escuchamos? Y los muertos? Y los que estan muriendo? Y los que van a morir? Y los que se lanzan desesperados al mar?
Donde estan el minero cantabrico o el pescador de percebes gijonese? Los Canarios donde estan? A los africanos no los oimos, y a los australianos con su acento de hombres duros tampoco. Y aquellos chinos milenarios de Canton que fundaron raices eternas en la Isla? Y que de la Queen Elizabeth y los Lords y Gentlemen? Que hace ahora mismo el combativo Principe Harry que no lo escuchamos?
Donde los Rockefellers? Donde los Duponts? Donde Kate Moss? Donde el Presidente de la ONU? Y Solana donde esta? Y los Generales y Doctores? Y los Lam y los Fabelo, y los Sivio y los Fito Paez?
Y que de Canseco y Miñoso? Y de los veteranos de Bahia de Cochinos y de los balseros y de los recien llegados? Y Carlos Otero y Susana Perez? Y el Bola, y Pancho Cespedes? Y YO y TU?
Y todos nosotros que estamos aqui y alla rumiando frustaciones y resquemores, envidias y sinsabores; autoelogios y nostalgias, en tanto Louis Michel comulga con Perez Roque mientras Biscet y una NACION lanquidecen?
Donde Maceo, donde Marti; donde aquel Villena con su carga para matar bribones?
Cuba llora y clama y el Mundo NO ESCUCHA!!!
