This paper provides a political economy analysis of the evolution of unmanned aerial vehicles (UAV) or “drones”, in the United States. Focus is placed on the interplay between the political and private economic influences; and their impact on the trajectory of political, economic, and, in this case, military outcomes. We identify the initial formation of the drone industry, trace how the initial relationships between the military and the private sector expanded over time, and discuss how the industry has expanded. Understanding the history and evolution of UAV technology, as well as the major players in the industry today, is important for ongoing policy debates regarding the use of drones, both domestically and internationally.

Venezuela y China estrechan relaciones economicas

El presidente de la junta directiva de Eximbank, Li Rougu, reiteró el compromiso con el financiamiento del muelle de Pequiven en Morón, estado Carabobo, y se discutió la posibilidad de suscribir una línea de crédito por 4 mil millones de dólares para la adquisición de equipamiento petrolero, necesario para el crecimiento de la producción de crudo que contempla el Plan Siembra Petrolera.
Asimismo, junto al presidente del Grupo CITIC, Chang Zhenming, y los presidentes de sus filiales Banco de Citic, Citic Petróleo y Citic Construcción, se revisó el estado de cada uno de los proyectos que se llevan a cabo en conjunto a esta corporación china, particularmente el desarrollo de viviendas en Ciudad Tiuna, la extracción de oro, cobre y otros minerales.
En este sentido, Citic ofreció un financiamiento para iniciar el diseño de la infraestructura para la extracción y procesamiento de minerales en suelo venezolano.
En esta oportunidad se concretó, además, la firma del financiamiento por 4 mil millones de dólares para el incremento de la producción de Petrolera Sinovensa, empresa mixta conformada por China National Petroleum Corporation (CNPC) y PDVSA.
Por otro lado, Yuanchao reiteró su apoyo para la creación en Venezuela de Zonas Económicas Especiales, partiendo del modelo utilizado en China, por lo que se acordó la conformación de equipos de trabajo que abordarán los aspectos económicos, políticos y sociales que implica la creación de estas áreas.

Cuba, in the grip of a serious economic crisis, is running short of toilet paper and may not get sufficient supplies until the end of the year, officials with state-run companies said Friday.

To avoid getting caught with their pants down, Venezuelan officials say they will confront a toilet paper shortage by importing 50 million rolls to meet demand.
Toilet paper is just one of the basic goods and foodstuffs that have been disappearing from store shelves over the past few months, as the government and private companies blame each other for the scarcity.
Venezuelan Minister of Commerce Alejandro Fleming announced the toilet paper measure on Tuesday, the state-run AVN news agency reported.
Repeating the government's stance, he blamed the media for provoking fear in consumers, who in turn begin hoarding items.
"There is no deficiency in production, but an excessive demand generating purchases by a nervous population because of a media campaign that has been created to undermine the country," Fleming said. "We are going to saturate the market so that our people will calm down and understand that they should not let themselves be manipulated by the media that says there are shortages."

It's not a completely amazing instance of problem solving on the job, but it is impressive nonetheless. Certainly the users' manual doesn't have a section on what to do in this circumstance. But given his prior training, experience, and embodied skills, the worker was able to come up with a solution that worked.
Richard Sennett describes this kind of artisanal intelligence in The Craftsman. He describes craftsmanship as "the skill of making things well" (8). Further,
The Craftsman explores these dimensions of skill, commitment, and judgment in a particular way. It focuses on the intimate connection between hand and head. Every good craftsman conducts a dialogue between concrete practices and thinking; this dialogue evolves into sustaining habits, and these habits establish a rhythm between problem solving and problem finding. The relation between hand and head appears in domains seemingly as different as bricklaying, cooking, designing a playground, or playing the cello— but all these practices can misfire or fail to ripen. (9)A part of the interest of Sennett's work here is the help it provides in redressing the idea that mental work is professional and cognitive, while manual work is repetitive and rote. Sennett gives many contemporary examples of work that is both head and hand, both cognitive and skilled, both creative and manual. Sennett gives many examples of this kind of artisanal intelligence. Here is one from the construction of a large shopping mall in Atlanta.
The lighting in these aboveground car-houses turned out to be uneven in intensity, dangerous shadows suddenly appearing within the building. Painters had added odd-shaped white strip lines to guide drivers in and out of irregular pools of light, showing signs of improvising rather than following the plan. The craftsmen had done further, deeper thinking about light than the designers. (44-45)Sennett's point here is that the implementation of a complex space is not simply the translation of a computer-generated architectural drawing into material form. Rather, it is a process that requires real workers to find solutions to the inevitable fact of gaps and inconsistencies in the plan--in this case, the fact that the lighting didn't fully illuminate the space, leading to risks for pedestrians and drivers.
A dominant tradition of philosophy identifies our human essence with our ability to think and reason. Descartes represents this line of thought ("cogito ergo sum"). But there is another tradition that places labor and our capacity to transform the material world at the center of the human essence. Hegel represented this line of thought, as did Marx. It is the homo faber tradition -- man the creator -- and all in all, it seems to do a better job of defining us. Labor and skilled intelligence lie at the core of human capacities. And that is a good thing to remember on May 1, the international day celebrating labor.

Political Calculations: The Incomes of Women Without Wages
The question arises because of something we did last year. Specifically, when we extracted data for this demographic category of American income earner from other data published by the U.S. Census Bureau.
What makes this particular demographic category so interesting is that U.S. women who do not earn wages or salaries make up what is perhaps the lowest income earning group within the United States. To see what we mean, >our chart below shows the inflation-adjusted median incomes earned by women from 1947 through 2010 in terms of constant 2010 U.S. dollars:
So just who is the median woman who doesn't earn a wage or a salary, who is part of the lowest ranks of income earners in the United States?
The answer came to us when we were looking at the history of average Social Security retirement and survivors benefits paid out over time, for which the Social Security Administration provides data for selected years going back to 1956. Our chart below shows what we found:
What we find is that the income earned by the median U.S. woman without a job paying a wage or salary for the years from 1956 through 2010 is largely consistent with benefits paid by Social Security, which means the median U.S. woman who doesn't earn a wage or salary is of retirement age - typically Age 62 (for those taking a reduced benefit) or older (for those taking non-reduced benefits).
We note that for much of the data, the median income is less than the average income. This is a characteristic of the lognormal distribution of income. However, we do observe an upward shift in the data over time, which we believe corresponds to the increasing number of women with wage and salary income in the United States, whose incomes reflect their growing share among Social Security recipients.
The variation in the median income data would also appear to be somewhat consistent with having an increasing portion of income derived from investments, such as those that might be earned through an Individual Retirement Account or 401(k)-type retirement investment programs, which we recognize in the surges for median income earned in 1986-1989, 1997-1999 and later in 2005-2006, which coincide with booming periods for the U.S. stock market.
Once again, that would be very consistent with the kind of income that would be earned by a woman of retirement age in the United States, who it would seem collectively make up the lowest income earning demographic group within the United States!
