Boehner: ‘I don’t think anyone quite understands’ how sequester gets resolved

In an exclusive interview with NBC’s Meet the Press, House Speaker John Boehner said there is no easy way to stop the budget cuts -- known as the “sequester” -- that began taking effect Friday night, and voiced uncertainty over how Washington can solve the overall fiscal problems that have consumed the nation’s politics for more than two years.

“I don't think anyone quite understands how it gets resolved,” Boehner admitted in his interview with NBC’s David Gregory.
Boehner explained his strategy in the Republicans’ tax-and-spending standoff with President Barack Obama, saying that he didn’t want to “arbitrarily pull out a couple of tax expenditures” just to raise the revenue needed to avert $85 billion in spending cuts which are being made this year.
The president and many of his administration officials have warned of dire consequences to government services and national security if the sequester happens as planned.  But to avoid them and reach a deal, the president wants new tax increases, something Boehner and his fellow Republicans have insisted are off the table.
The spending cuts – which were intended to spur a bipartisan “grand bargain” on deficit reduction, entitlement reform and tax increases -- are part of the 2011 Budget Control Act which Obama signed into law.
Boehner voted for the law and urged his members to do likewise.
But now that the spending cuts are beginning, neither Boehner nor Obama wants them to continue. Yet they have been unable to reach an accord on an alternative measure.

Obama, Team Struggle With Accuracy When Explaining Impact of Cuts

President Obama and top administration officials are struggling with accuracy in explaining the impact of billions in federal budget cuts known as sequester that kicked in Saturday morning  -- even getting called out by a Capitol Hill superintendent about furloughs for support staffers.
Carlos Elias, the Capitol Building superintendent, sent out a memo Friday reminding staffers that the current sequestration plan does not include “reductions in force or furloughs” and that “pay and benefit of each of our employees will not be impacted.”
Though not directly mentioning Obama by name, Elias also said in the memo that a “high-ranking official said employees that clean and maintain the U.S. Capitol will receive a cut in pay.”
Hours before the memo was released, the president, in what appears to be the administration’s attempt to maximize the potential impact of the cuts, said at a press conference: “Starting tomorrow everybody here, all the folks who are cleaning the floors at the Capitol. Now that Congress has left, somebody’s going to be vacuuming and cleaning those floors and throwing out the garbage. They’re going to have less pay. The janitors, the security guards, they just got a pay cut, and they’ve got to figure out how to manage that. That’s real.”
The cuts were proposed by the president and agree upon by Congress in 2011 after Democrats and Republicans failed to agree on a more measured way to reduce the deficit. The $85 billion in cuts in 2013 to the Defense Department and domestic program will be more like $45 billion when pro-rated this year.
Last weekend, Education Secretary Arne Duncan told CBS “there are literally teachers now who are getting pink slips, who are getting notices that they can’t come back this fall." However, Duncan appeared to backpedaling Wednesday, coming up with just one example, a West Virginia county, and the disclaimer that “whether it’s all sequester-related, I don’t know.”
Officials in the state’s Kanawha County told The Washington Post that “transfer notices” were sent to at least 104 educators and they had more to do with how West Virginia allocates federal dollars designated for poor children.
PolitiFact, the Tampa Tribune’s fact-checking operation, has also reviewed officials’ sequester claims, concluding much has been “doomsday” and “worst-case-scenario” rhetoric.
The newspaper’s Pulitzer Prize-winning group found that Transportation Secretary Ray LaHood’s recent warning that air travel will be delayed because of Federal Aviation Administration cuts is just mostly true.
"Flights to major cities like New York, Chicago, and San Francisco and others could experience delays of up to 90 minutes during peak hours because we have fewer (air traffic) controllers on staff,” LaHood said  last week.
Thought sequester requires across-the-board cuts with no shifting of money between agency departments, there appears to be some flexibility in make the cuts, including $600 million from the FAA, experts told PolitiFact.
Rough one-third of FAA employees are controllers, so furloughs are possible. But agency Chairman Michael Huerta recently suggested cuts might start on the midnight shifts or at smaller and low-traffic facilities, which would at least in the short term spare the major airports.

Obama's cynical sequester strategy

President Obama has taken the middle class hostage in a thinly veiled bid to hike their taxes.
Having refused to work with Congress to reduce spending by $1.2 trillion over ten years, as he agreed to do when drafting the Budget Act of 2011, the president must now implement $85 billion in across-the-board cuts to defense and non-entitlement government spending.
House Republicans have offered to ease the burdens on the public—by increasing administration flexibility in implementing those cuts in the continuing resolution to keep the government funded past March 27—but the president wants no part of that.
Mr. Obama talks like President Truman but taxes like King George.
Instead, he is campaigning across the country, painting the dire consequences sequestration will impose on all of America if new taxes are not imposed on the wealthy. That is a cynical ploy—Mr. Obama talks like President Truman but taxes like King George.
Taxes imposed at his insistence on January 1 have eliminated 80 percent of the benefits of tax deductions—mortgage interest, state income taxes, local property levies, and the like—for wealthier households. Any substantial gains from further tightening deductions, as President Obama proposes, must come from similarly limiting their use by middle-class taxpayers.
Already, by hiking payroll taxes, the majority of $150 billion in additional revenue obtained on January 1 was extracted from the working poor and middle class families, and federal revenues share of GDP will now substantially exceed its average for the last 40 years.
President Obama is also unwilling to acknowledge government spending is completely out of control. Over the last five years, outlays are up by $1 trillion—three times the amount required by inflation—and tax revenues are short because high rates and burdensome regulations are choking economic growth and jobs creation.
Instead, the president threatens America with the dire scenario of furloughed meat inspectors, food shortages and streets without police. His cabinet secretaries threaten three hour waits in airport security lines, reduced embassy protection and border patrols. The list goes on and on.
Appropriation legislation does limit President Obama’s ability to allocate the cuts among departments. However, even without additional legislation, he has considerable discretion in allocating the 10 percent spending cuts within departments, but he has refused to entertain options that would limit the pain in his pursuit of higher taxes.

For example, the Agriculture Department has one of the largest staffs of economists in the world—surely, safe food is more important than yet another dull research paper. Military bands could also stand down to maintain Marine guards at embassies.
Repeatedly, President Obama has proclaimed that if Congressional Republicans don’t cooperate, spending cuts now could derail our hard won economic recovery. It puzzles why he believes $85 billion in spending cuts could make such a difference, when avoiding those cuts through higher taxes would not.
Whether a second recession occurs is already baked in the cake. Mr. Obama’s $150 billion January tax hikes, and similar rate increases imposed by Democratic governors from Maryland to California, have forced consumers to trim purchases. Retailers and wholesalers are reporting weaker sales traffic and are trimming inventories. Corporate leaders have announced plans to cut new investments and hiring owing to weak demand and more burdensome health care costs and regulations.

When Americans can’t get hamburger at the supermarket and unemployment rises this spring, President Obama will place the blame squarely on Republicans for permitting sequestration, but it is the American people who will bear the burden of his inflexibility, his disregard for the facts and his neglect in undertaking the responsibilities of his office.

Echoing the frustration of lawmakers throughout Washington hoping for a last-minute swerve to avoid impending budget cuts, House Speaker John Boehner, R-Ohio, used some PG-13 phraseology Tuesday to urge the Senate to action. "We have moved a bill in the House twice," Boehner said at a press conference Tuesday. "We should not have to move a third bill before the Senate gets off their ass and begins to do something." The refrain of urging Senate action comes from Boehner just four days before the sequestration cuts are slated to kick in. President Barack Obama will travel to Newport News, Va. this afternoon to highlight the cuts' effect on the region's shipbuilding community. He will be joined by the area's Rep. Scott Rigell, a Republican. The White House's road trips to warn of the sequester's impact have drawn criticism from foes. "He has traveled over 5000 miles the last two weeks, and we challenge him travel a mile and half and come to Capitol Hill," said Rep. Cathy McMorris Rogers of Washington on Tuesday. "Sit down with Harry Reid and urge the Senate Democrats to take action."
Boehner said Obama's event this afternoon will reduce the nation's military to a campaign "prop."
"I don't think the president is focused on finding a solution to the sequester," he said. "The president has been traveling all over the country, today by going down to Newport News in order to use our military men and women as a prop in yet another campaign rally to support his tax hikes."

Washington's sequester standoff drags on: 'Mr. President, you got your tax increase'

The nation’s capital was enveloped in a familiar kind of gridlock late Monday, as Republicans again demanded that President Barack Obama and Senate Democrats act first to put off $85 billion in automatic cuts slated to take effect on Friday.
“The president says we have to have another tax increase to avoid the sequester,” House Speaker John Boehner, R-Ohio, said of the hefty and indiscriminate spending cuts. “Well, Mr. President, you got your tax increase. It's time to cut spending.”
As Congress returned to work following a weeklong recess, the Obama administration and lawmakers appeared no closer to resolving the automatic spending cuts before their Friday deadline. While both Democrats and Republicans bemoan the cuts as potentially catastrophic for the economy and the national defense, both sides have been locked in a virtual staring match over the sequester.

Believe it or not: Greek tragedy? Papandreou to lecture on leading in crisis

George Papandreou, the former Socialist prime minister who was at the helm when Greece’s economic ship smashed on the rocks of fiscal ruin, has landed a job at Columbia University teaching, of all things, how to govern financial crisis.
The Ivy League school announced the move with great fanfare last month, calling Greece a “living laboratory” for key global public policy challenges. Papandreou, who led Greece from October 2009 through November 2011, is teaching a course on the European financial crisis and will host a lecture Wednesday on “Bailouts and Ballots: The New Challenges to Democracy and the Case of Europe.”
Bringing in the man who led Greece when its economy cratered — and then went begging for bailouts — had some critics second-guessing the Manhattan school. Well before taking office, Papandreou, whose father and grandfather were also prime ministers, was also a top leader of the Socialist party whose policies led to Greece's metastacizing financial problems.
“It’s good that students get to know firsthand knowledge of someone who was in the situation,” said Matthew Melchiorre, an expert on European economic affairs at the Competitive Enterprise Institute. “But they’ve also got to take into account that his party has been responsible for the growth in government excess that has been a problem since 1981. The unsustainable promises his party made to the Greek people have now come home to roost. He’s been intimately involved in creating all of the problems that Greece now has today.”

For Columbia, Papandreou is more a trophy than a tutor, according to Desmond Lachman, a resident fellow at American Enterprise Institute. In fact, Lachman said, he might be better qualified to teach what not to do.
“I have no idea what he [Papandreou] is going to be teaching,” said Lachman. “But one thing he shouldn’t be teaching is how to run an economy. He might want to teach them how to run an economy into the ground.”
Papandreou’s biggest mistake, Lachman said, was failing to recognize that Greece’s mammoth debt was unsustainable. Instead of exiting the European Union and getting the nation's fiscal house in order, Papandreou continued the same policies until Greece's debt bomb became the entire EU's problem, he said. At that point, Papandreou gave in to EU demands for the austerity measures that now make him extremely unpopular.
Papandreou's defenders say he is uniquely qualified to discuss fiscal and political challenges in Greece and Europe. Vassilis Papadimitriou, an adviser to Papandreou from his Athens office, told FoxNews.com that Papandreou introduced many reforms during his two-year tenure, including combating patronage and the lack of transparency in Greece's financial affairs.
“Regarding the critics in Greece, it is important to remember that when Mr. Papandreou became Prime Minister in 2010, he discovered that Greece had a real deficit of 15.4 percent of gross domestic product and not 6.4 percent as the previous government had claimed,” Papadimitriou wrote. “True, the austerity measures that Papandreou was forced to introduce in order to bring down the deficit did not make him popular. Cutting salaries and pensions will never make a politician popular. Today’s coalition government in Greece, led by Mr. Samaras, is following exactly the same program as the one introduced by Papandreou.”
Papandreou joins a roster of international leaders who have received instructional appointments at SIPA, including former president of Ireland Mary Robinson, former Prime Minister of Hungary Gordon Bajnai and former secretary-general of the United Nations Kofi Annan.
“It’s a great privilege to welcome George Papandreou to our community as a SIPA Global Fellow,” Dean Robert Lieberman said in a statement. “Greece today is a living laboratory for some of the key global public policy challenges of our time — including economic policy, social policy, and more — and I know our students and faculty look forward to learning about decision-making at the very highest level.”

YOU MADE IT, NOW FIX IT: Boehner Says Obama Must Own Up to Sequester Crisis

House Speaker John Boehner had a simple message Wednesday for President Obama after he used the bully pulpit to blame Republicans for the "meat cleaver" of looming spending cuts: You created it, you fix it.
"Having first proposed and demanded the sequester, it would make sense that the president lead the effort to replace it," Boehner wrote in a Wall Street Journal op-ed.
The "sequester" is the Washington word for the $85 billion in 2013 spending cuts set to hit starting March 1, with more than $1 trillion in cuts on tap over the next decade. Boehner and Obama both agree that the federal budget needs that level of deficit reduction and more, but sharply disagree over how to achieve it. In the absence of any compromise, the set of indiscriminate cuts which would hit the military hardest are set to take hold in less than two weeks.
The president on Tuesday, surrounded by first responders who are among those who would see cutbacks, called on House Republicans to drop their resistance to tax increases and steer the country away from the budget "meat cleaver."
But Boehner reminded Obama that the automatic cut idea was originally proffered by the White House during the debt-ceiling talks of 2011. He said Congress "reluctantly accepted the president's demand" and claimed it's now up to Obama to find the escape hatch.
"So, as the president's outrage about the sequester grows in coming days, Republicans have a simple response: Mr. President, we agree that your sequester is bad policy. What spending are you willing to cut to replace it?" Boehner asked.
White House Communications Director Dan Pfeiffer rejected what he described as "revisionist history." The White House acknowledges the "sequester" came from their office, but argues that Congress was on board at the time. The original plan was to tee up cuts so Draconian that Congress would be compelled to strike a deal to replace them -- Congress, though, failed to do so.
While Boehner blames Democratic resistance to spending and entitlement cuts, Obama blames GOP resistance to closing tax loopholes.
"(Obama) is willing to make tough choices. Now it's time for the speaker to do the same. The speaker has yet to name one tax loophole he's willing to close. Not one," Pfeiffer said.
White House Press Secretary Jay Carney also said Tuesday that Congress "must act" to avert the spending cuts, putting the onus on congressional Republicans. "It is bad policy," he said.
The back-and-forth was further evidence that the two sides are drifting further apart as the deadline nears, and that chances of a deal in the near-term are fading.
The president spoke Tuesday at the White House, urging Congress to come up with a short-term fix to cancel sweeping cuts to defense and other programs set to hit March 1.
"These cuts are not smart. They are not fair. They will hurt our economy. They will add hundreds of thousands of Americans to the unemployment rolls," Obama said. "This is not an abstraction -- people will lose their jobs."
The president ticked off a host of expected repercussions should the $85 billion in cuts for this year take effect. He said Border Patrol, emergency responders, FBI agents, airport controllers and others would all face cutbacks. He said teachers would be laid off by the thousands and America's military would be degraded.
But Congress is out for the week, effectively leaving one more workweek to reach a deal, or a stopgap, before the deadline.
Shortly before he spoke, Obama was also dealt a blunt warning by former Republican Sen. Alan Simpson, who co-chaired the president's deficit-reduction commission.
Simpson warned that Obama "will have a failed presidency" unless he deals "honestly" with entitlements, saying programs like Medicare and Social Security must be dealt with in order to get the country on a sustainable path.
"If he wants to leave it alone and not deal with those two biggies, forget the rest of the stuff -- he'll have a failed presidency," Simpson told Fox News.
While Obama says opposition to tax hikes is holding up a deal, Republicans say Democrats' resistance to major changes to entitlements are a big part of the problem.
Simpson and Erskine Bowles, the former co-chairmen of the president's deficit-reduction commission who for years have been urging Washington to stop kicking the can, got in front of the president early Tuesday morning to push a plan of their own.
The two fiscal hawks pitched a plan to avert the looming spending cuts -- heavy cuts to defense and other programs that they describe as "abrupt" and "mindless" -- and instead enact a $2.4 trillion deficit reduction plan over 10 years.
A quarter would come from changes to health care spending, a quarter would come from closing tax loopholes and the rest would come from spending reductions including a stingier adjustment of Social Security's cost of living increases.
On tax reform, the plan presents a middle ground -- by using the savings from closing loopholes to both lower rates and bring down the deficit. By contrast, Obama has pushed to use that savings mostly to reduce the deficit, while Republicans have pushed to use it to bring down rates.

Obama pins blame on Republicans for looming cuts, as fiscal hawk warns of 'failed presidency'

President Obama pinned the blame on Republicans Tuesday for looming spending cuts that may be triggered by what was originally a White House proposal -- while a former leader of the president's deficit commission said it's Obama who's on the path to a "failed presidency" if he can't tackle the debt. 
The president spoke Tuesday at the White House, urging Congress to come up with a short-term fix to cancel sweeping cuts to defense and other programs set to hit March 1. 
"These cuts are not smart. They are not fair. They will hurt our economy. They will add hundreds of thousands of Americans to the unemployment rolls," Obama said. "This is not an abstraction -- people will lose their jobs." 
The president ticked off a host of expected repercussions should the $85 billion in cuts for this year take effect. He said Border Patrol, emergency responders, FBI agents, airport controllers and others would all face cutbacks. He said teachers would be laid off by the thousands and America's military would be degraded. 
As he has before, Obama urged Congress to pass a stopgap to allow for more time to pass a bigger package. But, with Congress out this week and many lawmakers resisting another attempt to kick the can on the cuts, Obama tried to cast Republicans as the ones responsible. 
Obama suggested their resistance to his calls to pass a "balanced" package -- by closing tax loopholes for top earners and big corporations -- is the hold-up. He asked whether Republicans are willing to let hundreds of thousands of people lose their jobs "just to protect a few special-interest tax loopholes." 
He blamed the current stalemate on "partisan recklessness and ideological rigidity."

Boehner and others note the so-called sequester -- which set up more than $1 trillion in sweeping spending cuts if Congress failed, as it did, to reach a compromise on deficit reduction -- originated in the White House. 
"But once again, the president offered no credible plan that can pass Congress -- only more calls for higher taxes," Boehner said.
White House Press Secretary Jay Carney acknowledged that the idea was originally "put forward" by the White House. But he said the White House only pitched it as an "absolute necessity" in 2011 to avoid default over the debt ceiling, and noted Republicans "embraced" it at the time.

Obama, fresh off a three-day Florida golfing trip, pressed his own case during the event at the White House Tuesday morning. Emergency responders, a group of workers the White House says could be affected if state and local governments lose federal money as a result of the cuts, joined him. 
The $85 billion in cuts, known as the sequester, will start taking effect on March 1 unless Congress acts. The White House says the sequester could derail an economy still suffering from high unemployment and sluggish growth. 
Obama wants to offset the sequester through a combination of targeted spending cuts and increased tax revenue. The White House is backing a proposal unveiled last week by Senate Democrats that is in line with the president's principles. 
But that plan was met with an icy reception by Republicans, who oppose raising more tax revenue in order to offset the cuts. GOP leaders say the president got the tax increases he wanted at the beginning of the year when Congress agreed to raise taxes on family income exceeding $450,000 a year. 
The Democrats propose to generate revenue by plugging some tax loopholes. Those include tax breaks for the oil and natural gas industry and businesses that have sent jobs overseas, and by taxing millionaires at a rate of at least 30 percent. 
Some Republicans, including House Budget Committee Chairman Paul Ryan, R-Wis., have advocated plugging loopholes, but as part of a discussion on a tax overhaul, not sequestration. 
"Loopholes are necessary for tax reform," Ryan said Sunday on ABC's "This Week." `'If you take them for spending, you're blocking tax reform and you're really not getting the deficit under control." 
The sequester was first set to begin taking effect on Jan. 1. But as part of the "fiscal cliff" negotiations, the White House and lawmakers agreed to push it off for two months in order to create space to work on a larger budget deal.

Boehner's blast: Obama doesn't have 'the guts' to cut spending

UPDATED 11:49 AM ET:  House Speaker John Boehner Tuesday repeatedly challenged the president's willingness to go against his own party on issues that include reforms to social programs and spending.

"I think he'd like to deal with it [fiscal problems], but to do the kind of heavy lifting that needs to be done, I don't think he's got the guts to do it,” the Ohio Republican said in a meeting with a small group of reporters for nearly an hour Tuesday morning. “He understands there is a spending problem. He understands that we need changes and reforms, and we need to solve these problems."
When pressed about the severity of that statement, he modified, saying the president does not have the "courage."
Washington is in the midst of yet another fiscal crisis, facing a political showdown over so-called "sequestration," the self-imposed round of across-the-board spending cuts to domestic programs and the Pentagon. The sequester was supported by both the White House and Congress as a way to encourage lawmakers to find common ground. Instead, they have been mired in a stalemate, unable to find an equitable solution for both sides. 
"I am not suggesting that this is easy,” Boehner said, “but what I am suggesting is that he is the President of the United States. This is the biggest threat to our society."
President Obama campaigned on raising taxes on the wealthy and got that in the showdown over the fiscal cliff. He wants more revenue -- from what he says are "loopholes and deductions" for the wealthy. Republicans have balked at that notion, saying he already got all the revenue he was going to get.
The White House has accused Boehner of walking away from "grand bargains," deals to reduce the country's deficits, in both 2011 and 2012 because he could not sell it to his base. Boehner's office vehemently disagrees with that notion, instead pointing the finger back at the president.
Republicans also feel as if they have already given in and do not want to give more, particularly after passing the tax increase and punting on the debt ceiling, voting to suspend it temporarily until the Democratic-controlled Senate passes a budget, something it has not done in years.
But those maneuvers have not been without staunch GOP opposition and misfires. President Obama and Boehner were thought to be, once again, close to a deal when Boehner abruptly announced "Plan B," an initiative pushed by House leadership, including Majority Leader Eric Cantor (R-VA), that would have let tax cuts expire for millionaires. But Boehner pulled the measure after he realized it did not have majority support within his conference.
President Barack Obama is expected to ask for more tax revenue and fewer spending cuts during Tuesday's speech but can his plan pass Congress. Gene Sperling, the director of the White House Economic Council, Bloomberg Businessweek's Josh Green and Bloomberg View's Margaret Carlson discuss.
Instead, Boehner issued a statement urging President Obama and the Democratic-controlled Senate to pass something to avert the fiscal cliff. Boehner eventually brought the Senate-passed measure to the House floor. It passed without majority GOP support.
On immigration, Boehner claimed in the meeting, "The thing I am most concerned about immigration reform is the president getting in the way. Sometimes I think he'd rather have an issue than a solution. Here's the guy who four years ago said he was going to have immigration reform, and he's done absolutely nothing for four years. I hope the president will play a constructive role."
Democrats say that prior to the 2012 presidential election, they have faced a brick wall of opposition on immigration, despite President Obama's promises, especially from House Republicans. But since Obama's re-election, in which he won 71 percent of the Hispanic vote, Republicans have sounded a different tune on immigration.

BUDGET TALKS: Dems, GOP Far Apart as Cuts Seem 'Inevitable'

Congressional Democrats and Republicans appeared far apart Sunday on a deal to avert $85 billion in federal spending reductions next month, with a top House Republican saying the cuts appear “inevitable.”
The automatic cuts, known as sequester, kick in March 1 because the parties have failed to agree on a less-drastic plan to cut the federal budget and deficit.
House Minority Leader Nancy Pelosi told “Fox News Sunday” that Democrats remain steadfast about tax increases being part of the deal but remain open to spending cuts.
“What we do need is more revenue and new cuts,” the California congresswoman said.
Pelosi said Democrats were “not talking about raising taxes,” but want to close tax loopholes, including those for U.S. oil companies.
She also argued Democrats have made $1.6 trillion in cuts over the past two years and suggested the bigger solution to the country’s economic problems is job growth.
Her argument is similar to the one President Obama -- who also has suggested stopping sequester with a mix of tax cuts and spending cut -- is expected to restate Tuesday during his State of the Union address.
“We need a big, balanced, bold proposal,” said Pelosi, arguing more jobs result in more revenue. The interview was taped last week.
However, Oklahoma Rep. Tom Cole said fellow House Republicans will “absolutely not” accept tax increases as part of a deal, which would trigger the cuts to federal defense and discretionary spending.
Cole told ABC News’ “This Week” that the president refused to agree to spending cuts during the recent, so-called “fiscal cliff” negotiations so Democrats are not getting revenue increases now.
“I think (sequester) is inevitable, quite frankly,” he said.
Arizona Republican Sen. John McCain also said Sunday that Republicans don’t want tax increases, considering they just agreed to end more than $1 trillion in income tax breaks, but suggested he might be open to closing some tax loopholes.
He also urged both parties to work together to avoid sequester, which will result in big cuts to the defense budget and roughly $1.2 trillion in total cuts over the next decade.
“I’ll take responsibility as a Republican, but we’ve got to avoid it,” said McCain, the top Republican on the Senate Armed Services Committee. “The world is a very dangerous place.”
