Will Diplomatic Relations With Cuba Be Obama’s Legacy?

Obama Thaws U.S.-Cuba Relations
Administration has quietly employed new diplomacy to try to end Cold War standoff

While, understandably, a lot of news media attention in recent days has focused on the U.S.-led talks to prevent Iran from obtaining nuclear weapons, the Obama administration appears to be laying the groundwork for another diplomatic breakthrough.
In little noticed speeches given last month, President Obama and Secretary of State John Kerry cryptically acknowledged the need for a new approach to Cuba, a country the U.S. has -- literally and figuratively -- waged war with for over a half-century.
Rejecting the "notion that the same policies that we put in place in 1961" would still be effective "in the age of the Internet and Google and world travel," Obama told a Miami audience that the U.S. has to be "creative" and "thoughtful" in its efforts to bring change to Cuba. Ten days later, in an address to the Organization of American States, Kerry said of U.S. relations with Cuba: "We have to continue to update our policies."
And it appears the Obama administration has done just that. It is quietly employing a "new think" diplomacy in an effort to end this nation's Cold War standoff with Cuba.
In January, Cuba ended a decades-old requirement that its citizens needed to obtain a government-issued exit permit before they could travel abroad. In July, the Obama administration increased from six months to five years the duration of visas granted to Cuban visitors to the U.S. These new visas allow Cubans to travel back and forth between the two countries, which haven't had formal diplomatic ties since 1961.
Also this year, talks between the U.S. and Cuba to restore normal mail service have resumed. The talks were halted in 2009 after Cuba arrested Alan Gross, a State Department contractor who was caught trying to set up an underground communications network. In August, Cuba allowed U.S. doctors to visit Gross, whose health is said to be failing, for the first time. That concession came just a few months after a U.S. judge agreed to let a convicted Cuban spy, Rene Gonzalez, serve the remaining three years of his probation in Cuba.

Néstor García Iturbe: A Castroit Brian Latell

Retired Colonel Néstor García Iturbe has launched a theory on the Kennedy assassination in the leftwing blogosphere. The hard core argument is that the assasination was a plot by the CIA and the Pentagon with some carefully selected members of the anti-Castro groups. However, García Iturbe moves away from the Castroit official line by asserting that Lee Harvey Oswald was a case of “false flag” recruitment. Oswald would have been recruited “for Cuba” by an FBI agent, who had infiltrated the Fair Play for Cuba Committee (FPCC). Oswald was actually used as decoy in the assassination, but he aimed his rifle on the belief he was working for Castro. Thus, ex-DGI spymaster García Iturbe concurs with the view of ex-CIA desk analyst Brian Latell, who wrote in Castro´s Secrets (2013) that intelligence officers were winding Oswald up at the Cuban Consulate in México City and turned him into "a fully primed soldier of Fidel" (page 227).
False Flag
García Iturbe seems to be unaware of the classic article “Leftist Lee at Work” (The Third Decade, Vol. 2, No. 5, July 1986, pp. 1-6), where Philp H. Malenson demonstrated that Oswald was working against FPCC, id est, against the very flag under which he had been recruited. For instance, Oswald engaged in a radio debate (“Conversation Carte Blanche,” WDSU, New Orleans, August 21, 1963) versus Cuban exile Carlos Bringuier and American anticommunist militant Ed Butler on the U.S. policy toward Cuba. They revealed Oswald's defection to the Soviet Union in 1959, but Oswald replied that FPCC had absolutely nothing to do either with the URSS or the Communist Party of the United States (CPUSA). This message was repeatedly delivered by Oswald, who also exaggerated his one-man FPCC chapter in New Orleans. On August 28, Oswald wrote to the CPUSA asking for advice “upon a problem of personal tactics:” whether or not to go underground. He established on paper the very linkage he had denied on the air: “Frankly, I have used my position [in the FPCC] to foster communist ideals.” He never informed the FPCC he had placed such a risky paper-trial linkage (Commission Exhibit 1145) tying the pro Castro group to the CPSUA and, through his background as re-defector, to Moscow.
Crass Ignorance
García Iturbe thinks the job Oswald got at the Texas Book School Book Depository (TSBD), facing Dealey Plaza in Dallas, “deserves an analysis.” From his very first question emerges he does not know what he is talking about: “¿Who provided this job to Oswald?” On August 25, 2013, C-SPAN3 broadcasted an interview with Buell Wesley Frazier, the co-worker who gave Oswald the last lift to the TBSD. Frazier reiterated some well-known data available in the Mary Ferrell Chronologies, apparently an alien bibliography for García Iturbe.
Since September 23, 1963, Oswald´s wife had moved with her friend Ruth Paine to Irving, around 21 kilometers of Dallas, for the birth of her second baby. On October 14, Marina and Ruth went to a neighbor´s house (Mrs. Roberts) for coffee. Another neighbor, Linnie Randle, was there. When Paine mentioned that Oswald was looking for work, Randle said there might be a job opening at TBSD, because her brother Frazier had been hired a month ago. Pain called the TBSD and talked with Superintendent Roy Truly, who told her to have Oswald make an application. Paine immediately called Oswald. The next day he went to the TBSD and got a job for $10 daily, from 8 AM a 4:45 PM, with 12 to 12:45 PM for lunch.
García Iturbe confirms his lack of knowledge with this tirade: "What a coincidence that the TBSD was located precisely at a street on the route of the presidential motorcade! Who knew it would go along this street by that time? Usually this is a ‘Top Secret’ in order to protect the President; however, Oswald had foreknowledge and could get his rifle inside the bulding." García Iturbe has not got even a clue about the fact that all the people in Dallas must know in advance the route of the motorcade for greeting the President on the streets. Both The Dallas Morning News and The Dallas Times Herald described it in detail on November 19, 1963. The latter even ran a large map of the motorcade route in the evening edition of November 21.
Coda
As Dr. Latell, García Iturbe tries to connect the dots for making theories, but the crux of the matter is finding facts instead of bringing more factoids, like Oswald being recruited under a “false flag” by the FBI or having not a single unforeseen incident during the days prior to the assassination.

Cuba and Norway: Rebels Free American

BOGOTA, Colombia (AP) — Colombia's FARC rebels on Sunday freed an American they were holding since June, the governments of Cuba and Norway said.

The statement by the Cuban and Norwegian embassies in Bogota said that rebels have turned over 26-year-old Kevin Scott Sutay to a commission made up of representatives from their countries and the International Committee of the Red Cross in the nation's south. Sutay was later delivered to U.S. government representatives at the airport in the Colombian capital.

Sutay had been in the country as a tourist when he was taken hostage on June 20 by the Revolutionary Armed Forces of Colombia.

U.S. Secretary of State John Kerry welcomed Sutay's release, and said the United States was "profoundly grateful" to the Colombian government for its efforts to secure his freedom.

Kerry also individually thanked Colombian President Juan Manuel Santos, the International Committee of the Red Cross, and the governments of Norway and Cuba, as well as the Rev. Jesse Jackson, for pushing for Sutay's release.

Editor’s Note: Former CIA officer Brian Latell has stated that Cuban Intelligence has strongly supported the FARC since the 1960s, but the “availability of massive amounts of Venezuelan money” during Hugo Chavez’s presidency triggered considerable growth in the depth and bredth of Havana’s support. His assessment is echoed by Lieutenant General Ion Mihai Pacepa -- the highest ranking intelligence officer to ever defect from Communist-controlled Romania – claimed that by the mid-1970s, both the Cuban and Romanian foreign intelligence services worked jointly with the FARC.

Hace dos años, el informante del FBI en Miami Gilberto Abascal [foto] fue el testigo clave de la fiscalía en el juicio del exiliado militante cubano Luis Posada Carriles. En el 2006, él fue el principal informante en el juicio por armas de Santiago Alvarez, partidario de Posada, quien fue hallado culpable.
En la actualidad, Abascal está de regreso en Cuba, donde vive y se construye una casa con una piscina — un raro privilegio en la isla de régimen comunista —, conduciendo costosos carros de alquiler y ofreciendo una recompensa equivalente a dos años del salario promedio a cambio de información sobre quienes robaron en su casa, según varios de sus vecinos.
“El volvió de Miami y está viviendo en la finca de su familia” en el poblado de La Julia, a unas 15 millas al sur de La Habana, dijo un activista por la democracia que vive en el pueblo vecino de Surgidero de Batabanó y conoce personalmente a Abascal.

Virginia Gubernatorial Candidate Likely Received Special Attention

The Directorate of Intelligence, Cuba’s primary foreign intelligence service, spied on Terry McAuliffe before and during a four-day trade mission to Havana. The experienced politico undertook the trip in April 2010 as a personal quest to increase Cuban purchases of Virginia agricultural products.
Given the Directorate’s intimate understanding of the American political arena, it undoubtedly awarded McAuliffe a level of attention fair beyond normal business travelers since his return to politics was virtually assured. At the time of the Cuba visit, McAuliffe had recently failed in his 2009 gubernatorial bid. His earlier political efforts included running Hillary Clinton’s 2008 presidential campaign, service as DNC Chair (2001-2005) and co-chairing Bill Clinton’s 1996 re-election campaign.
Cuban targeting was likely triggered by McAuliffe’s trip preparation. More specifically, his meetings with Jorge Bolaños, the “retired” spy who headed the Cuban Interests Section in Washington, DC from 2008-2012. The CIA identified Bolaños as a suspected intelligence officer in the early 1970s. More recently, former Directorate of Intelligence (DI) Lieutenant Juan Manuel Reyes Alonso confirmed Bolaños’ intelligence service. He also opined that Bolaños’ multiple ambassadorial tours suggest that at some point he began working his cover identity more than his intelligence mission.
However, Reyes Alonso also noted that Bolaños maintained close ties with staff members of two of Cuba’s five spy services as well as the Superior Institute of Intelligence (ISI), where the regime’s civilian intelligence officers are trained. The de facto ambassador was also a close friend of (then) ISI Director, Nestor Garcia Iturbe, one of the regime’s top experts in targeting Americans. Normally, Cuban diplomats distance themselves from intelligence services because such ties can cripple their careers when counterintelligence services suspect them of being intelligence collaborators or undercover officers.
Upon arrival in Cuba, McAuliffe met with the leadership of the Cuban Ministry of Foreign Trade’s Empresa Comercializadora de Alimentos. Known as “ALIMPORT,” this government agency coordinates all overseas purchases and its director authorizes the import of products to Cuba. Significantly, the DI provides the ALIMPORT head and his staff with detailed biographical reporting on every member of a trade delegation, with emphasis on their personal strengths and weaknesses.
This sharing of biographic data with ALIMPORT “is a normal procedure of the Cuban Intelligence” according to Juan Antonio Rodriguez Menier, a former DI Major. Rodriguez Menier said the spy agency’s information is focused on any detail that can provide Havana an edge during negotiations with a foreign delegation.
His assessment is echoed by Reyes Alonso, who declared “Cuban Intelligence always does that with high government officials that will meet with foreigners, especially those coming from the US.” Having previously worked in the spy service’s “Science & Technology” department, Reyes Alonso told the Miami Herald earlier this year that the DI also recruited collaborators within ALIMPORT to “identify possible targets to do industrial and corporate espionage.”
McAuliffe and his entourage subsequently remained under Cuban Intelligence control when they stayed at the Hotel Nacional de Cuba. Featuring a staff rife with DI informants, the Hotel Nacional is known to be wired for video and audio surveillance of foreign guests.
Cuban Intelligence tradecraft also calls for recruitment efforts targeted against the close associates of important visitors. In this “one-off” technique, the DI or the Directorate of Counterintelligence seek individuals who – according to Reyes Alonso – “are usually more vulnerable, less visible and easier to follow up with at later times.” When successful, this approach provides indirect access to the targeted principal and opens the door for the new spy to follow their American mentor to higher positions in the future.
Agricultural Leaders Also Targeted
The Commonwealth’s food sales to Cuba have skyrocketed from $838,000 in 2003 to a record-setting $66 million in 2012. Virginia is now the second largest US exporter of agricultural products to the Caribbean island. As such, Cuba has also spied on Agriculture Secretary Todd Haymore and key members of the Farm Bureau, the USA Rice Federation, Purdue AgriBusiness, Smithfield Foods and Crown Orchards. Haymore – who, like McAuliffe, maintained a close working relationship with retired spy Jorge Bolaños — led his sixth annual trade mission to Cuba last November.

Denounced by Havana! I Must Be Doing Something Right

Whether as a diplomat or as a writer, I don't feel fully successful in my work unless denounced by oppressive regimes and their propaganda organs. Well, it's happened again. Yesterday, "El Heraldo Cubano," denounced me as a "yankee ex-intelligence officer" who helped "carry out subversive actions against the Cuban government." The Miami Herald describes El Heraldo Cubano as "an official Cuban blog." A Cuban intellectual and former political prisoner now residing in the United States says that the blog is an arm of Cuban intelligence.
El Heraldo Cubano's screed is in reaction to my latest political thriller, HAVANA QUEEN, which apparently has come to the attention of both Cuban intellectuals and their government. Emails concerning my book from the former have been forwarded to me. I have no indications yet that copies, digital or print, of HAVANA QUEEN are circulating inside Cuba. My novel poses a scenario for the collapse of the Castro regime. I draw on my service in Cuba as well as copious research.
Anyway, here are highlights of the denunciation, translated into English:
"With all that information, Bruno decided to fictionalize his experiences in a kind of thiller, under the suggestive title of Havana Queen, where he distorts the internal situation and invents others, with views that were approved by the Department of State in their prior security review done as a security measure to prevent information leaks that reveal the espionage work of the American federal intelligence agencies and, in particular, the Defense Intelligence Agency.
"Unintentionally, James Bruno confirmed in Havana Queen that which Cuba has denounced repeatedly, that the United States uses its diplomatic mission in Havana as a headquarters for human and technological spying, while it selects, trains and finances counterrevolutionary elements to carry out subversive acts against the Cuban government.
"If someday this outdated policy is replaced by one that recognizes the right of Cubans to choose the political and social system they want to, allowing Americans to freely visit the island, and in the United States they detect Bruno’s absence, remember his prophecy: "If I go missing, look for me... in Cuba."
Well, what can I say? First, thanks to El Heraldo Cubano for adding to my authorial notoriety. We writers crave attention and, the more controversial, the better. History has shown that official condemnations have done wonders for authors' book sales. Boris Pasternak comes to mind. While by no means in his league, I can use all the denunciations I can get. Tell you what, Heraldo Cubano: should you need more fodder for your anti-Bruno propagandizing, just shoot me an email. I'll be glad to send you more dirt on myself.
But... I can't consider myself to be a true thriller writer success and victim of oppression unless I hit the Big Leagues. I really, really would love to be denounced by the biggest kahouna in the vast Castro propaganda machine: the official organ of the Cuban communist party, Granma! Hey, Heraldo Cubano -- how about putting in a bad word for me??

Group Founded by “Former” Cuban Spy Denounces US-Cuba Policy

CAFE Denounces Mario Diaz-Balart’s Attempts to Reverse Advancements in U.S.-Cuba Policy
The Executive Committee of CAFE, Cuban Americans for Engagement, would like to express our severe dismay over the recent language introduced by representative Mario Diaz-Balart (R-FL) to the House Financial Services Appropriations Bill for the fiscal year 2014 that would reverse important advancements in U.S.-Cuba relations.
The language contained in sections 124 and 125 of the bill, which was passed by the full committee on Wednesday, would adversely affect two major policy changes of the Obama administration that have brought about improvements in the relations between the citizens of both nations over the past four years.
Section 124 would effectively dismantle the “people-to-people” licensing program, allowing American citizens to travel to Cuba for educational purposes, by defunding the program. These licenses have allowed U.S. citizens to legally visit Cuba and experience the island first-hand, ending their reliance on the skewed portrayals of Cuban reality by either the U.S. government or the corporate-controlled media.
These visits have also allowed Cuban citizens to interact with average U.S. citizens and to discover that most people in the U.S. desire normal relations with their Cuban neighbors. These educational exchanges have served to reinforce the similarities of both peoples and to express our shared interests.
The provisions in section 125 are particularly disturbing because they negatively affect thousands of Diaz-Balart’s own constituents and their families in Cuba by requiring OFAC to monitor and report details on Cuban American travel to Cuba and on all remittances carried to Cuba, whether by Cuban Americans or others.
These remittances that have been taken to Cuba in the past years have helped to bolster the nascent mixed economy and allow Cubans on the island to start and maintain small businesses. Without these much needed investments Cubans wouldn’t be able to participate in this new paradigm. The regulations imposed by this legislation would require a costly and intrusive monitoring system and would ultimately lead to diminished monetary support for the limited, yet increasing, free enterprise that is now possible in Cuba and less humanitarian and other donations to Cuba’s religious NGOs.
It is extremely hypocritical and downright un-American of Diaz-Balart and the Republican controlled Appropriations committee to discourage Cuban Americans from taking advantage of the economic reforms taking place in Cuba. These are the same public figures that decry the communist, authoritarian government’s control over the economy. These remittances have been the lifeblood of recent reforms in Cuba and Diaz-Balart’s shortsighted and malicious attempt to curtail such funds is an affront to the American way of life.
CAFE will join others in fighting to keep this hateful language from ever making it to the president’s desk and we hope that Diaz-Balart’s mean-spirited tactics will be met with negative results at the polls on Election Day in November of 2014. Diaz-Balart’s attempt to control the American citizenry’s right to travel and sabotage his own constituent’s efforts to contribute to the welfare of their extended communities in Cuba is a disgusting act of political posturing that shouldn’t be accepted by any sector of the American government or society.
CAFE advocates an end to the unconstitutional restrictions on travel to Cuba imposed by the U.S. Congress and exhorts the U.S. State Department to at least, in the mean time, establish a single general license to cover all currently permissible categories of travel to Cuba. We also support the unlimited investment by Cuban Americans in Cuba and the end to the embargo that prohibits individuals and companies subject to U.S. jurisdiction from most trade and economic transactions with the island.

Caracas Nest of Spies: From WikiLeaks to the Snowden Affair

As the unlikely Snowden saga continues to unfold, further disclosures are eroding the already tense relationship between Washington and Caracas. According to Brazilian newspaper O Globo, the National Security Agency or NSA conducted high level espionage on Venezuela, including the cataloguing of telephone calls and access to the internet, through a program called PRISM. Citing documents leaked by Snowden, O Globo reports that the NSA collected information on everything from Venezuelan military purchases to the South American nation's oil industry.
Though Caracas officials are certainly aware that the U.S. spies on Venezuela, Snowden's specific revelations relating to NSA may have far-reaching consequences. Already, Nicolás Maduro has said he is willing to offer diplomatic asylum to Snowden, and the Venezuelan president adds that the United States has "created an evil system, half Orwellian, that intends to control the communications of the world." Snowden, Maduro adds, is a hero who has unveiled the nefarious machinations of American political elites.
It's unclear whether Snowden can take advantage of Maduro's offer, and traveling to South America could prove logistically difficult for the young whistle-blower. Nevertheless, the Snowden affair represents a huge fiasco for the Obama administration and could lead to Latin Americans undertaking intelligence counter-measures against Washington. As revealed in WikiLeaks documents, Venezuela and Cuba have long collaborated on intelligence matters, and if anything the Snowden episode will probably strengthen such ties.
Low-Level Diplomatic Warfare in Caracas
According to WikiLeaks documents, the late Hugo Chávez was apparently so taken with Havana that he consulted directly with Cuban intelligence officers without bothering to vet the reporting through his own intelligence services. Meanwhile, the Cubans themselves trained and advised Chávez's security detail. Furthermore, the Cubans openly trained Venezuelan intelligence officers in "both political indoctrination and operational instruction" and some Venezuelan military officers underwent "ideological training" in Cuba itself.
Even if Chávez was unaware of recently disclosed NSA espionage, the authorities must have suspected the Bush administration was spying on Venezuela. In light of such pressures, it's certainly not surprising that Chávez would take countermeasures. Ridiculously, however, U.S. diplomats constantly played the victim while complaining of high level harassment. In 2006, for example, the U.S. embassy in Caracas claimed the Venezuelan National Guard had seized and opened "part of an inbound U.S. Military Group shipment" consisting of "household effects and commissary rations." According to the Americans, the authorities' handling of the incident "quickly spiraled out of control, with senior Bolivarian Republic of Venezuela (BRV) officials accusing the United States of wrongdoing."
"Unique Threat Environment" at the U.S. Embassy
Perhaps, Chávez officials suspected that Embassy personnel was secretly working for the NSA or collecting intelligence, and the situation in Caracas continued to deteriorate in subsequent years. By early 2009, Venezuela was openly refusing to issue visas to new embassy personnel, including the Defense Attaché and USAID representative. American diplomats continued to play the victim, writing Washington that in the absence of a "credible commitment by the GBRV to normalize visa issuance for personnel assigned to Caracas, we should convey to them the potential consequences of continued harassment." Further cables suggest that, far from improving, the atmosphere became more and more toxic. One year later the embassy even requested a "Defensive Security Coordinator" or DSC to manage "defensive planning." The embassy, U.S. officials noted, had a "very unique threat environment."
Not surprisingly, Washington's political and diplomatic pressure on Caracas continued to drive Chávez closer to Havana, though the Americans seemed clueless as to why Venezuela would want to conduct an independent foreign policy. The Venezuelan Ministry of Foreign Affairs, embassy staff noted, had fallen under Cuban influence. U.S. diplomats fretted that the politicization of the Ministry was "nearly complete" and complained about Chávez's policy of sending young Venezuelan diplomats to Cuba for training. The same individuals, Americans noted, were later promoted rapidly and "often act as ideological watchdogs" or "commissars" within BRV embassies.
U.S. diplomats also worried about Chávez's intelligence apparatus. Not mincing any words, the American embassy declared that joint Cuban-Venezuelan intelligence gathering "could impact U.S. interests directly." Chávez's intelligence service was among "the most hostile towards the United States in the hemisphere," but fundamentally lacked experience and expertise. With the help of the more seasoned Cubans, however, Chávez would have more routine access to the activities of the U.S. government.
Snowden Fallout
Fast forward to the present and far from deterring Cuban-Venezuelan ties, the NSA scandal has led to greater diplomatic solidarity between the two nations. In Havana, Raúl Castro has stopped short of offering asylum to Snowden but nevertheless supports Venezuelan moves to harbor the young whistle-blower. Castro, who says he's long been aware of secretive NSA programs, added that Cuba has been "one of the most harassed and spied-upon nations on the planet." If Snowden ever makes it out of the Moscow airport, Cuba will likely play an important part in the former NSA employee's travel plans. Indeed, Snowden's most straightforward route to Latin America would be on a direct Aeroflot flight from Russia to Havana. From there, the whistle-blower could continue on his way by catching a flight to Caracas.
How has the Obama administration managed to single-handedly turn much of Latin America against the U.S.? Prior to the Snowden affair, it looked as if Secretary of State John Kerry might have brokered a thaw in U.S.-Venezuelan relations. If anything, however, the Snowden affair will probably exacerbate the poisonous atmosphere so vividly described in WikiLeaks cables. Recently, the U.S. probably exerted pressure on Western European governments to divert Bolivian President Evo Morales' plane to Vienna on suspicion that Snowden was squirreled somewhere aboard. Morales, who had been traveling en route from Moscow to La Paz, denounced U.S. interference and many Latin American nations have rallied to his defense.
Perhaps, the Obama White House might have minimized diplomatic damage over the Snowden affair by not making such a deliberate attempt to apprehend the young NSA whistle-blower. In a rapidly unraveling fiasco, Obama has furthermore sought to bully and intimidate many countries who would dare to harbor Snowden. One can only guess that presently diplomatic staff at the U.S. Embassy in Caracas are possessed with a siege-like mentality and may fear the Maduro administration will resort to counter-measures. Perhaps, even as we speak U.S. diplomats are complaining to their superiors about joint Cuban-Venezuelan intelligence which is harassing American officials and unfairly targeting the U.S. embassy.

State Department: Havana Provides Safe Haven to US Fugitives

Cuba is harboring and supporting U.S. fugitives but may be trying to distance itself from two dozen members of a Basque terrorist group who live on the island, according to the State Department’s annual Country Report on Terrorism released Thursday.
The report for 2012 is totally separate from the department’s list of state sponsors of terrorism, which now includes Cuba, Iran, Syria and Sudan and subjects those nations to a special set of U.S. economic and other sanctions.
Advocates of keeping or removing Cuba from the list awaited the 2012 report with special interest because of media reports earlier this year, flatly denied by the State Department, that Secretary of State John Kerry would take Havana off the list.
The Cuba section of the 2012 report appeared to be similar to the section in 2011, with both noting that Havana authorities are continuing to harbor fugitives wanted in the United States and supporting them with housing, ration books and medical care.
One such fugitive is Joanne Chesimard, on the FBI’s “most wanted terrorist” list since 2005. A Black Panther who was convicted in the 1973 murder of New Jersey State Trooper, she escaped from prison in 1979 and turned up in Havana in 1984. The FBI hiked the reward offered for her capture to $2 million in April.
“There was no indication that the Cuban government provided weapons or paramilitary training to terrorist groups,” the 2012 report said, in wording almost exactly the same as in the 2011 report.
Both reports also noted “suggestions” that Havana has tried to distance itself from members of Spain’s Basque Homeland and Liberty (ETA), classified by Washington as a terrorist group, who live in Cuba by “not providing services, including travel documents, to some of them.”
The 2012 version adds that two dozen ETA members are living in Cuba.
Members of the Revolutionary Armed Forces of Colombia, also classified as a terror group, received refuge in Cuba in past years, according to the latest version. The 2011 report noted that FARC members had received medical assistance. The FARC and Colombian government are currently holding peace talks in Havana.
Both reports also noted that the U.S. Financial Actions Task Force has identified Cuba as having “strategic … deficiencies” in the fight against terrorism financing and money laundering. The latest report adds that Cuba has now joined a regional body designed for that purpose.
Cuba has been on the separate U.S. list of state sponsors of terrorism since 1982. Havana also is on a separate U.S. government list, with Venezuela and others, of countries that are not “cooperating fully with United States antiterrorism efforts.”
To remove Cuba from the list of state sponsors, the White House is required to notify the U.S. Congress that Cuba has not engaged in terrorism for some time and promised not to do so again.

Pace University’s “Left Forum” to Host Panel on The Cuban Five

Havana -- (Prensa Latina) -- The event is part of activities of the Left Forum, to be held on June 7-8, expected to be attended by thousands of people, said the National Free the Five Committee.
According to the solidarity group, the invitation was made in New York to all supporters of Gerardo Hernandez, Ramon Labañino, Antonio Guerrero, Fernando Gonzalez and Rene Gonzalez, internationally known as The Cuban Five.
Famous lawyer Martin Garbus, a member of The Cuban Five’s legal team; Stephen Kimber, a professor of the University of King’s College; Peter Roman, a professor in Hostos Community College; Keith Bolender, a professor in the Toronto University and Gloria La Riva, coordinator of the Committee, will be among the panellists.
The communiqué adds that besides the demand for the immediate release of these Cuban heroes, the panellists will examine the hostile US policy of blockade imposed on Cuba for over fifty years by successive US administrations.
The case of the Cuban Five is “an example of the US intransigence,” said the Committee.
Left Forum is a yearly conference that gathers in New York wide range left wing, progressive intellectuals, activists, scholars, organizations and public in general to discuss and share ideas about the current world situation.

U.S. Seeks Extradition of Alleged Cuban Spy Living in Sweden

WASHINGTON, April 26 (UPI) -- U.S. officials say they are stepping up efforts to extradite an alleged Cuban spy they charge convinced a federal clerk to give up national secrets for decades. Justice Department officials want to arrest Marta Rita Velasquez, 55, an American born in Puerto Rico who they say recruited Ana Belen Montes to give U.S. secrets to Cuba, the Chicago Tribune reported Friday.
Velasquez, who was indicted in 2004 for conspiracy to commit espionage, has been living in Sweden since 2002. Her indictment was sealed until recently after U.S. officials learned Velasquez knew of the charges.
Under a treaty with Sweden, espionage is considered a "political offense," so the U.S. cannot ask Stockholm to extradite her. By publicizing the indictment, Washington hopes the Swedes will feel pressure to return her to the United States. Montes is serving a 25-year sentence for espionage. At the time of her arrest, she worked at the Defense Intelligence Agency. The women met in the early 1980s, officials say, while Montes was a clerk at the Justice Department. Velasquez allegedly used her political connections to get Montes a position at DIA in 1985.

Students Host Event at Columbia U, Help Expand Fight to Free Cuban 5

NEW YORK — “We can learn from the Five a lesson for our own struggle of how to stand tall and never bow,” said Randolph Carr, political chair of the Black Students Organization in opening remarks at a March 29 student-organized event of some 200 people at Columbia University on the fight to free the Cuban Five — Gerardo Hernández, Ramón Labañino, Antonio Guerrero, Fernando González and René González. (See Who are the Cuban Five?) “For me the story of the Five is one that is, unfortunately, similar to the story of the many unseen and forgotten that sit, waiting and waiting, behind the wall of America’s dungeons.” said Carr, who is also a leader of Students Against Mass Incarceration. “Similar to the Five, people are swept into the system of incarceration by whatever means and forced to bow down to the weight of that machine. The Five have been swept into that system, and to this day remain unbowed.” He then posed the question: “What do we have to learn about how to live free from those forced to live in cages because of their politics?”
Sponsored by eight campus organizations, the event was attended by dozens of Columbia students. Speakers included representatives from the Caribbean Students’ Association and the Chicano Caucus of Columbia University; Martin Garbus, lead attorney for the Five; Rodolfo Reyes, Cuban Ambassador to the United Nations; Julio Escalona, Venezuelan Deputy Ambassador to the U.N.; and Luis Rosa, a Puerto Rican independence fighter and former political prisoner who spent 19 years behind bars in the U.S. It was chaired by Nancy Cabrero, president of Casa de las Américas, and civil rights attorney Michael Warren, who provided an extensive overview of the U.S. government’s frame-up.
‘Cuba gives meaning to solidarity’
Imani Brown speaking on behalf of the Caribbean Students’ Association talked about why the group decided to “stand in solidarity with the Cuban Five and what they stand for.” Brown pointed to the role and example of Cuba in the Caribbean and beyond. “In the history of independence struggles and movements to end the reign of colonialism and neocolonialism worldwide, Cuba has not hesitated to lend its support and strategic partnership to what it has seen as its Caribbean and African family,” Brown said, “ranging from sending freedom fighters to Angola — fighters who include three of the Cuban Five, I should note — in order to end South African apartheid, to providing scholarships to Cuban medical schools to the rest of the Caribbean. Cuba has given new meaning to ideals of solidarity, unity, and support within its community.”
Hernández, Fernando González and René González all took part in Cuba’s internationalist combat mission to defend Angola from the invading white supremacist army of apartheid South Africa (see article on page 7). Like Hernández and Fernando González, Cuban Ambassador Reyes served during the later years of the 1975-91 mission, after graduating from Cuba’s Institute for Advanced Study of International Relations, where they were studying to be diplomats. “We were not professional soldiers,” Reyes said. “We volunteered to go to Angola to fight apartheid and help defend the sovereignty of the Angolan people.” “Fernando and Gerardo could have been in my place,” said Reyes. “But they agreed to take on responsibility for a mission to defend the dignity, sovereignty and life of the Cuban people.”
When Fernando and Gerardo returned from Angola, Reyes noted, counterrevolutionary paramilitary groups operating with impunity from southern Florida were stepping up a campaign of bombings in Cuba, targeting the island’s tourist industry and carrying out other provocations designed to draw Washington into a military confrontation with Havana. The Five’s mission, Reyes said, was to protect the revolution by gathering information on the activities and plans of these rightist groups.
In the days leading up to the event, students organized a successful free-speech campaign to prevent the university administration from limiting participation from outside the campus to 15 people on the pretext of “public safety.” Most who wanted to were able to attend as a result of their victory. But dozens who were not on an RSVP list were turned away by university officials. “We have run into some difficulties, as events like this centered around things others deem controversial often are,” said Brown. “But that’s not going to stop us when it comes to our voices being heard about this important topic.”

Today in History: Cuban-Supported Guerrillas Kill 65 in El Salvador, Including an American “Green Beret”

March 31, 1987: Sergeant First Class Gregory A. Fronius [photo], an Army “Green Beret” in El Salvador, died organizing the defense against the unprecedented guerrilla attack on the Salvadoran headquarters of the 4th Infantry Brigade at El Paraiso, Chalatenango. The pro-communist insurgents called themselves the Farabundo Marti National Liberation Front (FMLN).
The well-planned attack followed a visit to the camp by Cuban spy Ana Belen Montes weeks earlier. Sixty-four Salvadoran soldiers were killed and 79 wounded. Fronius, a member of the 3rd Battalion of the 7th Special Forces Group (Airborne), posthumously received the Silver Star for his combat service. Many in the U.S. Intelligence Community believe Montes provided intelligence critical to the attack by the Cuba trained and armed FMLN.

Yoani Sánchez Calls for the Release of 5 Cuban Spies and End to Embargo

Arguing that Cuba’s government wastes money, time and resources in an international campaign for the release of five Cuban spies, opposition blogger Yoani Sánchez said Wednesday in Brazil that she would support their release. The five men were convicted in a highly-publicized trial in Miami in 2000 for being part of the Wasp Network, the largest the biggest Cuban spy ring known to have been dismantled in the U.S.

"The amount of money that my country’s government is spending on this worldwide campaign, on [ad] space of international media by the Interior Ministry, the number of hours spent in schools talking about those five people, in order to bring that campaign to an end, they should free them,’’ said Sánchez, 37. “I’m worried about my country’s coffers and would prefer their release to see if they save more [money] because there are more issues on the table."

Sánchez is the creator of the blog Generación Y, an award-winning journalism and human rights blog published in various countries. She is in Brazil as part of an 80-day trip outside of the island and was received on Wednesday at the Chamber of Deputies in Brasilia where a documentary titled, Cuba-Honduras Connection was screened. The film was supposed to be shown on Monday in the northeastern city of Feira de Santana but was canceled due to violent demonstrations and protests by Cuba government supporters.

In his meeting with Brazilian lawmakers, Sánchez also criticized the U.S. trade embargo. She referred to it as “interventionist” and said that it has not worked. "As a pressure method, it is a failure. The third reason, and not in order of importance, it should end as soon as possible is that it is used by the Cuban government as the fundamental reason to explain its economic failure and political and social repression,” Sánchez said. Sánchez’s remarks began to spread quickly on the Internet. The remarks were first reported in the Viewpoint blog of journalist Joan Antonio Guerrero Vall, a collaborator Martí Noticias.

One of the five spies is serving two life sentences on charges of conspiracy to murder and help Cuban warplanes shoot down two civilian planes in 1996, killing the four crew members from Miami who were aboard. Three others are still in prison and the fifth finished his 13-year prison sentence last year and is now completing three years of probation. Trial evidence showed that ring members, some using fake identities, tried to infiltrate U.S. military installations and Cuban exile groups in an effort to feed military and political information back to Havana.

Sánchez arrived Monday in Brazil and was met with protests by supporters of the Cuban regime at airports in Recife and Salvador, but the most serious incident occurred in Feira de Santana, where a larger group interrupted the scheduled Monday night documentary with shouts of "Long live the revolution" and "Cuba yes, Yankees no." Brazilian Senator Eduardo Suplicy, the ruling Workers Party (PT), who participated in the act, tried in vain to mediate between the protesters and the blogger, who could only speak a few minutes in an impromptu debate. Deputy Mendonça Filho, of the Democrats opposition party, also asked the Federal Police to take charge of Sánchez’s safety while in Brazil, the first stop in the blogger’s visit to a dozen countries.

Sánchez, who is scheduled to visit Miami on April 1, had been denied permission to leave Cuba 20 times in six years. Her trip was approved by Cuban authorities under new immigration reforms that took effect in January.

Havana’s Smear Campaign Against Cuban Blogger Yoani Sanchez Follows Her To Brazil

Cuba’s most prominent dissident Yoani Sanchez has described the ridicule she encountered upon her arrival in Brazil by pro-Fidel Castro leftists as an extension of Havana’s “information war” against her. Waving Cuban flags, protesters called Sanchez a “mercenary” for the U.S. government and tossed photocopied dollar bills at her she passed, flanked by her own supporters, through the Guararapes International Airport in northeastern Brazil Monday morning.
“On arrival many friends welcomed me and other people shouted insults. I wish in Cuba we could do the same. Long live freedom!” Sanchez wrote in a post on her Twitter account, which has been blocked by the Cuban government for the few Cubans that have access to the Internet. Later in the evening, more protesters showed up in the city of Bahia to picket the screening of a documentary featuring commentary from Sanchez, titled “Connection Cuba-Honduras,” forcing the event to be cancelled. Sanchez, who was in attendance, attempted to open a dialogue with her detractors but was ignored and shouted over. “They repeated a hackneyed, identical script without any intention of listening to my response,” Sanchez wrote in her latest blog entry. “They responded to orders … I could see the long arm that moves from the Revolution Square in Havana.”
The Brazilian magazine Veja first reported that the Cuban government was coordinating a local defamation campaign against Sanchez through its diplomats. “The plan to spy on and embarrass Yoani Sanchez was drafted by the Cuban government, but will run with the knowledge and support of the PT (Workers’ Party), the party activists and at least one employee of the Presidency,” wrote Veja reporter Robson Bonin. The presidential employee, Ricardo Martins Poppi, an aide to Gilberto Carvalho, chief minister in President Dilma Rousseff’s cabinet, told Veja he had attended a clandestine meeting on Feb. 6 which discussed migration policy and Sanchez’s upcoming trip.[emphasis added] “That doesn’t surprise me, it’s part of an information war,” Sanchez said in her initial response, the Miami Herald reported.
Sanchez, 37, has gained international recognition for her blog Generation Y, established in 2007 and in which she has written about her experiences living in Cuba. Her writing, which has been critical of the Cuban government at times, has gotten her blacklisted. Her blog has been blocked and she is only able to publish it through the covert help of supporters who can transfer her entries from her portable hard drive onto the Internet. In the past five years she has been denied an exit visa to leave the country over 20 times until the travel restriction was universally lifted last month. Sanchez has also reported multiple instances of harassment, intimidation and physical abuse from Cuban police and Castro supporters, though she has never been arrested. [emphasis added]
One of Sanchez’s supporters, Sebastian Arcos, a Cuban exile and Associate Director of Development at the School of International and Public Affairs at Florida International University, said the Cuban government is threatened by her because she was born and raised in Cuba, a product of the education system and therefore her criticisms are rooted in the genuine experiences of a Cuban citizen. Aside from two years Sanchez spent studying in Switzerland from 2002 to 2004, she has spent the rest of her life in Cuba.
“They see her as an internal threat and she has been able to disarm them by engaging them in a civilized way,” Arcos said. “There is nothing more dangerous to a totalitarian regime than a well-educated, articulate and civilized opponent." Arcos added that Sanchez is considered even more threatening because her writing is not overtly political. “She is not an active member of any dissident movement,” he said. “She is a human being, and she has political opinions, but her primary goal is free expression in its purest form.”
Sanchez has embarked on a three-month world tour, making her first stop in Brazil among roughly a dozen countries, including the U.S., Mexico and Spain.

Cuban spy Ramón Labañino Transfers Out of Miami Prison

Ramón Labañino, one of five Cuban revolutionaries framed up and jailed by the U.S. government for more than 14 years, recently won his demand to transfer from a Miami prison where he was sent in mid-January. The Bureau of Prisons consented to the transfer following protests by Labañino’s lawyers and supporters, who argued the move to Miami put his personal safety in jeopardy.
In a Feb. 1 message from the medium security federal prison in Jesup, Ga., posted on the National Committee to Free the Cuban Five website, Labañino explains what happened. “Since June 2012, the authorities of this institution informed me that I could be assigned to an institution of low security, due to the low points and clean record that we have maintained in all these 14 years of imprisonment,” he wrote. Labañino was later assigned to the low-security federal prison in Miami “despite the fact that Ramón told the Bureau of Prisons that this was not a good idea,” his lawyer William Norris wrote in an accompanying article. In Miami, wrote Norris, “both some inmates and some staff hold deeply rooted animus to the regime in Cuba that makes Ramon’s safety, let alone fair treatment, a problem.”
Labañino eventually left the prison in Jesup Jan. 11 and arrived at the Miami facility Jan. 14. “When I was interviewed by the official who receives the new ‘tenants,’” Labañino said, “she told me in a few words that I should not be in the population of that institution for obvious reasons of personal security, and therefore she decided to send me to the ‘hole’ where I should wait for the decision that the management of the place would make later. “Thanks to your phone calls, the efficient actions or our [Cuba’s] revolutionary government and our attorneys, they finally decided to remove me quickly not only from Miami but from all Florida.” After being held eight days in solitary confinement, Labañino was sent back to Jesup, where he is now waiting for a decision to be made on where to go next.
In agreeing to the transfer, the government has drawn attention to one facet of its frame-up: the insistence of U.S. prosecutors and the presiding judge to hold the 2001 trial of the five in Miami, despite seven defense motions to move it to any other location in the country. “What happened is significant,” Norris said in a phone interview. “If the Bureau of Prisons can’t guarantee his safety in a Miami jail today, what does that say about the trial?” The 2001 trial in Miami took place against a backdrop of a constant sensational and negative media against the five, as well as harassment and intimidation of the jury by the press and counterrevolutionary Cuban American groups.
In August 2005, a three-judge panel of the 11th Circuit Court of Appeals in Atlanta unanimously overturned the convictions and ordered a new trial outside Miami. They ruled that “an impartial jury in this case” was “an unreasonable probability” and “the perception that these [counterrevolutionary Cuban] groups could harm jurors that rendered a verdict unfavorable to their views.” But the U.S. government appealed and the decision was reversed the following year by a full 12-judge review by the same appeals court. The Supreme Court refused to hear the defense’s appeal of the reversal.
Starting in 2010, lawyers for four of the five filed habeas corpus motions arguing for new trials on the basis that some of the journalists who wrote false and inflammatory articles during the trial were at the time on the U.S. government payroll. These motions and related court documents from both sides are before Judge Joan Lenard, who presided over the 2001 trial.
